–  The federal government is working on the establishment of a national shipping line

– This was disclosed by minister of transportation, Rotimi Amaechi

– The move is aimed at ensuring the maximum exploitation of the potential of the maritime industry

Minister of transportation, Rotimi Amaechi, has disclosed that the federal government has concluded plans to establish a shipping line.
Amaechi made the revelation while delivering a keynote address he delivered at the 14th Maritime Seminar for Judges organised by the Nigerian Shippers’ Council in collaboration with the National Judicial Institute.
The minister’s revelation was contained in a statement released to the media yesterday, May 31.

His words: ”The present administration is looking into ways of encouraging the establishment of a national shipping line to ensure the maximum exploitation of the potential of our maritime sector.

“The federal government is doing a lot towards improving the process of doing business in Nigeria, especially in the maritime sector.

”The federal government’s effort towards the facilitation of trade includes the modernisation of transport infrastructure such as the establishment of deep sea ports to attract the patronage of our seaports by modern mega ships and the establishment of dry ports to decongest the seaports and facilitate the expeditious evacuation of cargo from the seaports among others.”

The minister also suggested that maritime laws should be made compulsory courses in tertiary institutions across the country.

On his part, the Chief Justice of Nigeria, Justice Mahmud Mohammed, stated that the seminar had contributed immensely to deepening the synergy between the judiciary and the maritime sector.

”The Nigerian judiciary is ready to deepen this synergy as part of our wider reform efforts that would reposition our judiciary for better justice delivery and retain our place as one of the best judicial institutions in the world.

”In furtherance of its drive to ensure a quick dispensation of justice, the Nigerian judiciary remains similarly committed to the use of a multi-track, multi-modal justice delivery system that includes a more robust adoption of alternative dispute resolutions as a veritable medium of settling disputes,” Justice Mohammed said.
Amaechi’s revelation is coming barely a week after the minister of aviation, Captain Hadi Sirika revealed that the federal government is mulling the idea to set up a national air carrier.

Sirika made the comment while playing host to the leaders of Air Transport Senior Staff Association of Nigeria (ATSSSAN), led by its president, Mr Benjamin Okewu.

Ahead of the visit of President Muhammadu Buhari to Rivers State for the flag off of the implementation of the UNEP Report , Rivers State Governor, Nyesom Ezenwo Wike has banned the operations of motorcycles and tricycles in Gokana and Khana Local Government Areas between 6 am and 6pm on Thursday. In a state-wide broadcast on Wednesday, Governor Wike said that the measure is aimed at maintaining security in the area during and after the President’s visit . He said: “As part of measures to enhance security during Mr. President’s visit I hereby place a ban on the operations of motorcycles and tricycles in Gokana and Khana Local Government Areas between 6 a.m. and 6 pm on Thursday, 2nd June 2016. The security agencies have been directed to enforce this ban and ensure full compliance. “I call on Rivers people, particularly the people of Ogoniland, to come out in great numbers and give our amiable President a rousing welcome during his visit.” Speaking further, Governor Wike said: “The President and Commander-in-Chief of the Federal Republic of Nigeria, His Excellency, President Muhammadu Buhari, CGFR, is paying an official visit to Rivers State, tomorrow, Thursday, 2nd June 2016 to formally launch the clean up of Ogoniland and other oil impacted communities in the Niger Delta. “Mr. President’s visit to the State is both historic and significant. It is historic because it marks his first official visit to the Sate since assuming office as the President of this great nation. It is most significant because Mr. President is not on a political mission but to kick-start the largest environmental cleanup in our nation’s history, for which Rivers people, and indeed the Niger Delta will remain grateful. ” He appealed to Rivers people to be peaceful during the President’s Visit. He said: “I call on Rivers people to be peaceful, law-abiding and demonstrate the traditional Rivers hospitality towards Mr. President and his distinguished entourage throughout the visit. “As I have noted earlier, Mr. President is here as the father of the nation who cares about the environmental and developmental challenges that we face as one of his primary constituencies. ” The governor added: “Accordingly, his presence in Rivers State is not an occasion for political campaigns by anybody or political party. LAGOS—Former Chief Security Officer to the late Head of State, Gen. Sani Abacha, Major Hamza Al-Mustapha, yesterday, said he would soon reveal how his boss and the acclaimed winner of June 12, 1993 presidential election, Chief Bashorun MKO Abiola, died.

Disclosing that Abacha and Abiola’s deaths were from same source, Al-Mustapha said he would make the comprehensive revelation in his new book, Mustapha’s Memoirs, which, according to him, is still in the works.

Al-Mustapha, who addressed journalists in Lagos yesterday, on a number of issues relating to his 15-year travails in detention, said Abiola and Abacha were very good friends before some fifth columnists caused disaffection between them.

He said: “For instance, when Chief MKO Abiola was in prison, many notable Nigerians visited him. They will visit him in the morning, and when they come back to the Villa in the evening to see Abacha, they would say a different thing entirely.

“Unknown to these notable Nigerians, particularly notable Yoruba personalities, who visited Abiola, their visits were recorded on video. I did the video recording without their knowledge.

“These people would visit Abiola and come back to tell government a different thing about him.


“These same people would still go and tell Abiola a different thing about government. They are on video. The agencies of government have these videos evidence.

“These same people told MKO Abiola never to accept any compromise or negotiations. They advised him never to come back home without his mandate. All these things are on video.

“Of all the Yoruba leaders, only Oba Tejuosho told MKO Abiola the truth: to accept the conditional bail and go home.

“Only Oba Tejuosho told MKO Abiola that Abacha was his friend, urging him to reconcile with Abacha who was ready for reconciliation. It was Oba Tejuosho who told MKO Abiola that he still had the goodwill and would win if he re-contests after Abacha.

“What killed Abacha is what killed MKO Abiola. But I would reveal that after my court case, still at the Supreme Court. I would publish a book which has three volumes— the Mustapha’s Memoirs, which will tell what happened under Abacha and how he died.”

On Abacha loot still being returned to the country from abroad, 18 years after his death, Al-Mustapha said he was shocked the first time he heard of Abacha’s loot.

He added that most of what was today known in the media as Abacha’s loot were mere media campaigns aimed at smearing the late Sani Abacha’s image by local and international persons he stepped on their toes while he was Head of State.

Also, Al-Mustapha reiterated his call for a public debate, where former President, Chief Olusegun Obasanjo, would come to substantiate claims in his infamous 18-page letter that he (Al-Mustapha) was contracted to head a killer squad of 1,000 snipers for former President, Dr. Goodluck Jonathan, ahead of the 2015 general elections.

Al-Mustapha debunked insinuations that the ex-President, Jonathan, interfered with court process to facilitate his release from prisons, to enable him (Al-Mustapha) help train the ‘killer squad’ or procure Jonathan’s success in the North during the last election.

Al-Mustapha said, ab initio, he had no case to answer but for the plots of his persecutors to see him eliminated because he stepped on their toes while he served as the Chief Security Officer to the late Head of State, adding that the appellate court acquitted him when it determined that he had no case to answer on all the charges levelled against him.

‘Obasanjo’s had his day’

He said: “Nobody contracted me to catch 1,000 mosquitoes under the Jonathan administration, let alone human beings. I am Al-Mustapha. I have my background away from the propaganda peddled by the likes of Obasanjo.



“Obasanjo has had his day. I am doing my investigation and I have discovered so many things as to what made him (Obasanjo) make such allegation. I have it. I will release it very soon and that is why I have challenged him to an open debate.

“Obasanjo is my senior in the force; he was a former Military Head of State, but when issues of law and rights of man are being discussed, definitely equality comes to the fore.

“You cannot put an allegation against your junior because you are a senior, and you believe the junior would keep quiet. No, I would not. That would amount to ignorance. I am not ignorant about our laws.

“I challenge Obasanjo to an open debate so that he can substantiate his allegations before the whole world; but he is yet to oblige the challenge.

“Thank God a new government is here today, where he (Obasanjo) can bring up the issue, requesting it to investigate and, if there is any contract between Jonathan and I to catch one single mosquito, I want to say that I am guilty and want to be tried.”

The former Minister made the appeal on Monday at a press conference on the state of the nation and the way forward in Abuja, Nigeria’s capital.

He expressed the view that the 600 resolutions from the conference dealt with issues of true federalism which he said provided solutions to the current financial situation that saw various states depend on the bailout to pay salaries.

Mr Clark appealed to the Federal Government to study the resolutions and take steps to implement the recommendations with a view to moving Nigeria forward.

Nigeria’s former Permanent Representative to the United Nations, Professor Ibrahim Gambari, had also recently advised to the government to consider the report of the National Conference constituted by former President Goodluck Jonathan.

Professor Gambari who was speaking at a forum, said that government is a continuum and as such, the Federal Government needs to examine the report before discarding it.

He explained that it was a waste of human and material resources for the government to ignore the resolution of 492 Nigerians.

Abia State Governor, Okezie Ikpeazu has donated two brand new buses to players of the two state owned teams, Enyimba International and Abia Warriors FC in order to enhance their performance in the current Nigeria Professional Football League (NPFL) season.

The buses according to report are part of the ‘Democracy Day’ gifts to the teams by the Abia State government. Also, in fulfilment of his promises to the teams; Governor Ikpeazu decided to make it count by offering two brand new buses to the teams.

The two clubs are currently doing well in the ongoing league campaign, as the current champions, Enyimba have also qualified for the money spinning stage of the CAF/Orange Champions League. Also in November 2015, the two clubs were presented with two buses, and less than one year; they are also receiving another brand new two buses, coupled with other fulfilled promises by the state government.

Recently the National Economic Council after its retreat came out with the proposal for the Federal Government to cooperate with state governments in a bid to achieve far-reaching economic goals for the country. In a normal environment where everything is not politicized, the move would have been expected to yield the desired result. Unfortunately, Nigeria is a country where politicians do everything to run down others. If the current government had control in all the states of the federation, the proposal would succeed like success.
But principal officers of this administration know what they themselves have done in the past and would not wish away stiff opposition to anything that would make them succeed. The opposition would want to see that they hold on to their own. In the last dispensation, the Lagos State Government was vehement in its opposition to federal policies just as at the twilight, Rivers State Government was antagonistic to the Federal Government. This government would be living in a fool’s paradise if the PDP states promise 100 per cent cooperation in policy implementation of this administration. What this government ought to do to free the nation from the vicissitudes of poverty and cyclical financial doldrums, is to embark on fiscal federalism. This is what will ginger states to compete in terms of infrastructure, investment drive and development of the resources in their domain. Asking for cooperation is to say the least, make states lazy. There is certainly no part of the country that is not endowed with the gift of nature to grow its local economy. But as long as the Federal Government holds on to mineral deposits and continues to give hand- outs to states on monthly basis, it will continue to impoverish the states and citizenry. It is the rent-seeking attitude of Nigerian political class and the elites that has held the economic progress of the nation to ransom. The Federal Government must remove the obstacles that make states lazy in the utilisation of local resources. The Land Use Act and the Mineral Resources Act must be repealed and replaced by a people-friendly law. The law cannot vest ownership on state governors and deny the people direct access to mineral deposits in the same land. To mine any mineral, an individual has to apply for a mining licence to the Federal Government while the same person building on land will have to apply for certificate of origin from the state government. These absurdities must be dealt with for the nation to move forward. This government of change must muster the moral courage to face realities and do the needful if it hopes to leave a mark on the sands of governance in Nigeria. The government must learn a lesson from the founding fathers of Nigeria. In their time, Nigeria, after independence, was on the right path of economic growth and development. It had visionary leaders who were interested in the welfare of the people. They operated a federal constitution that was based on true federalism. The relationship between the Federal Government and the regions was fiscal federalism. During this period, industries were springing up in every region of the country. In the North, Ahmadu Bello who held sway was pre-occupied with setting up farm settlements, textile industries etc. It was the same story in the East where Michael Okpara set up farm settlements and a number of manufacturing companies. In the West, Chief Awolowo, apart from the popular free education, set up a number of industrial estates which attracted several companies from abroad. It is this simple reason that the West is the most industrialised part of the country today. At this time, the Nigerian economy was in top shape and at take-off stage in economic development. The Nigerian economy was similarly rated alongside Brazil, Indonesia, Malaysia and the rest of the now talked about BRICS countries. Then Nigeria had development plans that guided the nation. In the North, pyramids of groundnuts and cotton were part of foreign exchange earning commodities. In the West, cocoa was found in abundance. It brought pride to the nation. The various regions were autonomous entities and there was competition among the regions on internally generated revenue. The military intervention and the discovery of crude oil in commercial quantity seemed to have radically altered the course of Nigeria’s economic development. While the military discarded the fiscal federalism structure of the country and made the states to become federal allocation collectors, the discovery of oil made Nigerian leaders to sleep-walk and refuse to plan believing that the money flowing from the ground will solve all the nation’s problems. Peter Drucker, the management expert, in his book, The Practice of Management wrote that “Innovation is the specific instrument of entrepreneurship, the act that endows resources with a new capacity to create wealth. President Buhari and his team must understand that management must always, in every decision and action, put economic performance first. It can only justify its existence and its authority by the economic results it produces. There may be great non-economic result that is the happiness of the members of the political class, the contribution to the welfare or culture of the ruling class, etc. Yet, management has failed if it fails to produce economic results. It has failed if it does not supply goods and services desired by Nigerians at a price the consumer is willing to pay. It has failed if it does not improve or at least maintain the wealth-producing capacity of the economic resources entrusted to it. Nigeria is a land of ample opportunity and immense possibilities. In a fast changing and evolving world, where weaklings of yesteryears have become economic giants and the strong of yesterday are fading in economic glory and becoming weaklings, Nigeria has a chance to make a difference. Twenty years ago, no development economist would have accepted any theory that postulated the emergence of China, India and Brazil as economic power houses. China is almost the largest economy in the world beating United Kingdom, Japan, France, Germany and Italy. Nigeria was on the path of greatness at independence. It evolved development plans which saw major development in the country at the early stages of the nation’s development on the plank of fiscal federalism. The first, second and third national development plans were executed but the fourth was abandoned and since then, Nigeria has had no development plan. Nigeria needs to return very quickly to fiscal federalism if it is to tap into the vision many are seeing for it. If the fourth development plan that was jettisoned was religiously implemented, Nigeria would be singing songs of freedom today. In that plan, the framers said “Since the fourth national development plan is only one in the series of medium term plans intended to transform the Nigerian economy and society over time. Nigeria cannot achieve economic greatness in the present set up, Nigeria must go back to basics, not asking for  cooperation of states.

President Buhari To Attend ECOWAS Summit In Senegal
President Muhammadu Buhari is scheduled to embark on a one-day trip to Dakar, Senegal for the 49th Extra-Ordinary Summit of the Economic Community of West African States (ECOWAS).  According to an itinerary exclusively obtained by SaharaReporters, President Buhari will depart Abuja on Friday June 3rd  and return to Abuja on June 4th after the conclusion of the summit. The ECOWAS meeting would be Mr. Buhari's first trip out of Abuja after his last-minute cancelation last week of a planned trip to Lagos, Nigeria’s commercial hub.
The president had blamed an ear infection for canceling the visit to Lagos where he was scheduled to commission some projects finished by Governor Ambode. 
A source at the Presidency told SaharaReporters that the ECOWAS meeting would focus on issues of regional security and economic development.

Bill To Lower Age To Content In Elections Passes First Reading In NASS
The House of Representatives has passed for first reading a Bill seeking to lower the constitutional age requirement for contesting for elections in Nigeria. The Bill with gazette number HB. 544 was read and passed for the first time at the House plenary session on Wednesday May 26th, 2016. Hon. Tony Nwulu representing Oshodi/Isolo II Federal Constituency of Lagos state sponsored the bill otherwise referred to as the #NotTooYoungToRun bill.
The bill seeks to alter the Section 65, 106, 131, 177 of the 1999 Constitution of the Federal Republic of Nigeria (as amended) to reduce the age qualification for the office of the President from 40 years to 30 years; Governor 35 to 30, Senate 35 to 30, House of Representatives 30 to 25 and State House of Assembly 30 to 25. The Bill also seeks to mainstream independent candidacy into Nigeria’s electoral process.

Recently, the Speaker of the House of Representatives, Yakubu Dogara publicly advocated for a downward review of age criteria for running for certain elective offices when he played host to students at a dialogue session in the National Assembly. In his words ‘I think it may not be out of place to lower the age qualification for certain elective offices in the next constitutional amendment exercise”.  Charging the youths to take the gauntlet and constructively organize for the age review he said ‘This country belongs to you but it’s under the stranglehold of men and women of a generation that have overreached itself. The truth is that nothing will be ceded or conceded to your generation without a fight’.

These developments from the House of Representatives signal commitment on the part of the 8th National Assembly to open the democratic space for increased youth participation. It is an indication that the 8th Assembly is responsive to the yearnings of its vast youthful population.

The constitutional amendment bill if passed will address the legal challenge posed to young people seeking to run in elections thereby guaranteeing inclusion in our political process. The amendment will not only create a level-playing field for young people, it will enhance the competitiveness of electoral politics in Nigeria due to the innovative, creative, dynamism and resourcefulness that youths bring to the electoral process. Further more, the Bill will deepen intergenerational dialogue as more youths will gain access to the political process for more adult-youth engagement and partnership.

The youth community welcomes this development with excitement and renewed hope in the legislature. We recognize Hon. Tony Nwulu for sponsoring this important Bill. We urge all legislators in the National Assembly to support the quick passage of the #NotTooYoungToRun Bill to pave way for more youth inclusion in the political process. This is the time for Nigeria to take its rightful place in the comity of nations as a country guided by the principles of inclusion, freedom, equality and justice.

The Minister of Foreign Affairs, Mr Geoffrey Onyeama, says plans have been concluded to sign visa-free pacts with a bloc of eight African countries to promote economic partnership on the continent.

Onyeama announced this in Abuja on Tuesday at a news confernce to mark one year of President Mohammadu Buhari’s Administration.

The minister, who did not disclose the names of the countries making up the bloc, noted with concern that trading among African countries had been very low.

He, however, said that with the new idea by the President Mohammadu Buhari led administration, “it is expected that there will be upsurge in economic activities.

“ Africa is the centrepiece of our foreign policy but it is a paradox that as a Nigerian, you cannot go to an African country without a visa unlike what is obtainable in Western Europe.

“To address this as a leader in the continent, the country is at a point of introducing an initiative to promote African trade as part of the country’s foreign policy of Africa as the centrepiece”, he said.

Onyeama said Nigeria was trying to come up with an initiative, like the one in Western Europe where one could enter any sister country without a visa.

According to him, what we are trying to do at the ministry is to promote visa-free, free movement of business people.

“We want to start with about eight countries or see if they come up as a group of eight countries. At the presidential level, they agreed to that, and signed up to free movement.

“If we can achieve that within a year, then other countries may want to join and we believe this is a better way to go than institutional ECOWAS etc, as countries take so long to ratify agreements.

“We believe we can just start off, eight countries and they agree among themselves, then others will come in,” he said.

Onyeama also added that it would not help if the continent continued to export just raw materials to developed nations.

He said the Ministry of Industry, Trade and Investment was working towards enhancing doing business with ease in Nigeria.

Onyeama said the ministry was working with the immigration to see rise in the number of visa issued to businessmen and investors

“It is one of the cardinal strategies for the Ministry of Industry, Trade and Investment to facilitate investors doing business in Nigeria”, he said.

Onyeama said the Ministry of Industry, Trade and Investment had been mandated to ensure that there was reduction in the time it took to register companies.

ABUJA — The Central Bank of Nigeria, CBN, yesterday, announced a flexible exchange rate regime aimed at making foreign currencies more accessible.

With this action, the CBN has nullified the official exchange rate regime of N197/dollar.

The CBN took the measure following severe pressures on external reserve and foreign exchange supply crisis.

Governor of the CBN, Mr. Godwin Emefiele, who announced this at the end of the Monetary Policy Meeting, in Abuja, also said the Monetary Policy Rate, MPR, was retained at 12 per cent; Cash Reserve Ratio, 22.5 per cent; and Liquidity Ratio, 30 per cent.


In the face of severe pressures on external reserves and foreign exchange supply crises, the CBN abandoned its fixed rate policy in favour of a flexible and multiple market model, which implied a floating exchange rate regime.

The apex bank’s Monetary Policy Committee, MPC, which made this decision, chose to retain its Monetary Policy Rate, MPR, at 12 per cent, Cash Reserve Ratio, CRR, at 22.5 per cent and Liquidity Ratio at 30 per cent.

Details of the new foreign exchange market policy, according to the CBN Governor, Mr. Godwin Emefiele, would be released in due course.

He, however, said the apex bank would retain a special window to fund critical transactions in foreign exchange, which would likely attract a concessionary rate.

By this development, the interbank foreign exchange market, which has been dead for sometime now, is revitalised on unrestricted exchange rate basis, while the Bureaux de Change, BDCs, would continue their operations, thus creating multiple exchange windows.

He, however, ruled out any consideration for channelling foreign exchange to the BDCs.

Briefing the media after the MPC meeting, Emefiele explained that “the MPC voted unanimously to adopt a flexible exchange rate policy to restore the automatic adjustment properties of the exchange rate,” adding that it voted also to “retain a small window for funding critical transactions” and that “details of operations of the market would be released by the Central Bank at the appropriate time.”

Policy implications

By the new exchange rate regime, CBN would allow the Naira to float against the US dollar at the inter-bank market, rather than holding on to a fixed peg.

What this means, however, is that buyers of foreign exchange for importation of goods, holiday, school fees, medical tourism, online payments etc, will have to source from the inter-bank market-determined rates and will no longer be able to buy forex at N199 or whatever official rate the CBN decides to adopt.

By this development, the parallel market would have been suppressed, while there would be a near rate convergence among the different market segments except the special window.

It also means that round tripping and arbitrage have been curtailed.

However, exchange rate is expected to spike, even as many dealers have already speculated that rates would go up by over 50 per cent today.

Analysts at Nairametrics said yesterday: “It is unclear how this will work as the CBN will need to put a massive structural operational framework in place to ensure this works perfectly.

“A market determined rate will also require strong regulations around a market that involves everyone with prices that are market determined.

“One expects the black market to disappear as all you need to do is walk to the bank and ask to buy forex at the market rate.”

Analysts questioned the wisdom of announcing a major shift in policy without spelling out how to implement it.


“Any real liberalisation would be accompanied by some tightening, as a stabilisation measure, at least in the short term,” said Razia Khan, Chief Africa Economist at Standard Chartered in London.

“That does not appear to have been considered. This is at best curious, at worst very worrying.”

Reacting to the development, analysts from Cowry Assets Management Limited said: “The CBN adopted a more flexible exchange rate policy. A flexible exchange-rate system is a monetary system that allows the exchange rate to be determined by supply and demand.

“In our opinion, the policy decisions will impact the economy on several fronts: We expect current inflationary pressure will continue unrestrained as budgetary disbursement commences. Also, Interest Rate is expected to continue to hover at current levels with an increased double digit outlook. Likely increase in liquidity mop up through Open Market Operation in response to expected increase in budgetary spending. Naira will remain under pressure ,as market forces adjust the fixed CBN’s clearing rate to a more realistic parallel market rate. There will likely be foreign exchange inflows from domiciliary accounts estimated at USD20 billion as currency exchange risk minimises and capital market activities expected to witness gradual recovery as foreign exchange risk diminishes, with the adoption of a more flexible exchange rate regime.”

Inflation to spike further

However, analysts at Vetiva Capital Management expect inflation to spike in the near term. They said that “it is clear that the MPC has chosen its battle carefully, deciding to loosen one of the key impediments to economic growth (the FX illiquidity). Following from this, we expect the inflation picture to worsen in the near term as a result of the emergence of a new exchange rate to consumer prices. Like we had noted in our April inflation note, we expect inflation to recoil in 2017 from base effects. We believe this view could have further emboldened the MPC’s resolve to adopt the more flexible FX framework.”

Markets to cheer development, stocks, bonds to rally

The Vetiva analysts added: “We recall that financial markets had rallied shortly after the announcement of the liberalization of the Downstream Petroleum sector, partly in expectation of an official pronouncement on the FX framework. Now that the news is official, we expect a knee-jerk reaction to push equity and fixed income markets higher in the coming sessions, pending the unveiling of the new framework by the CBN. Any sustainability, thereafter, would be determined by how markets assess the new framework and its prospects of improving forex liquidity. Overall, we view this development as positive for Nigeria.”

LCCI demands clarification of ‘special window for critical transactions’

The Lagos Chamber of Commerce and Industry, LCCI, yesterday, applauded the Central Bank of Nigeria (CBN) for its new foreign exchange rate policy but demanded that the bank should clarify what it described as a special window for critical transactions for which preferential rates will apply.

In a statement, Muda Yusuf, Director-General of LCCI, said: “LCCI commends the decision of the CBN for the adoption of a flexible exchange rate regime at its recent Monetary Policy Committee meeting, because of its benefits to the economy.

“However, we would like CBN to clarify the window for critical transactions because of possible abuse and distortions that such a window could create. It could pose a risk to the entire system. We would like to be assured that the window for the critical transactions will be managed transparently and in a manner that will not create distortions in the economy.

“We also welcome the decision of the CBN to refrain from further tightening of monetary policy at this time.


“However, as the CBN articulates the framework for the new forex regime, we propose that due consideration should be given to the following:

“The economy desires a transparent FOREX market which guarantees a level playing fields for all investors. Need for clarity on what the CBN describes as a special window for critical transactions for which preferential rates will apply. We would like to caution against possible abuse and distortions that such a window could create. It could pose a risk to the entire system. We would like to be assured that the window for the critical transactions will be managed transparently and in a manner that will not create distortions in the economy.

“Export proceeds, capital importation and diaspora remittances should be allowed into the economy through the autonomous window at prevailing market rates. And the owners of such funds should have unhindered access to their funds.

“CBN should revisit the list of items that have been placed on exclusion list of the forex market. Many critical inputs of manufacturing companies are on the list and this has crippled the operations of such companies creating significant job and output losses,” he said.

Pressure on CBN

The apex bank has been under immense pressures from the International Monetary Fund, IMF, some financial analysts and interests that represented foreign investors to devalue the Naira.

The Buhari administration has until now resisted the calls, explaining that being an import-dependent nation, it did not see how such a strategy would benefit the economy.

In fact, it argued that the Nigerian economy would be worse off with a further devaluation of the Naira.

Weak economy

Mr. Emefiele said the economy had been weakened to the point of contraction which was aggravated by the delay in the passage of the 2016 budget that should have provided the needed fiscal stimulus. The fuel crisis, increase in electricity tariff, high unemployment rate were identified as factors that led to the over 13 per cent current inflation level.

The governor said: “The committee (MPC) acknowledged a severely weakened macroeconomic environment as reflected particularly by the inflationary pressures, contraction in real output and rise in unemployment.

“Unfortunately the delay in the passage of the 2016 budget constrained the much-desired fiscal stimulus, thus edging the economy towards contractionary output.”

He pledged, however, that “the CBN would deploy all its instruments with the hope of keeping the economy afloat.”

NESG worries over economy

“Having a flexible interbank market is a good step in the right direction. The decision by the MPC to embrace flexible option for the interbank market is laudable and this is indicative of much more relief for the overheated forex market. With the reintroduction of flexible foreign exchange market, we expect, in due time, to see more forex inflow through diaspora remittances and foreign investment.

“We appeal to the CBN to ensure that the new policy is implemented as quickby as possible so as to stem the sliding tide. We opine that the small window for funding critical transaction being proposed by the CBN should be limited to government transactions only, especially in the area of infrastructure development.”

Banks unsure of what happens today

Most of the bankers that spoke to Vanguard appear unsure of what the market direction would be today or this week in respect of foreign exchange trading.

President of the bank treasurers’ association, Mr. David Adepoju, said bankers would not trade outside the existing policy as CBN had not rolled out the details of the new policy.

According to him, if the apex bank allocates foreign exchange on the basis of the existing policy which fixed exchange rate at between N197 and N199 to USD1 the banks would stay on that official rate.



However, a treasurer in one of the banks told Vanguard that from today, there would be dual rates in the banks where the official rate might persist on foreign exchange supplied by CBN at the official rate, while independently sourced foreign exchange would trade at market rate ranging from N300 to about N350 to USD1.

LAGOS – WITH worldwide concerns over the crash of its flight MS804 on Thursday, with 56 passengers and 10 crew members on board feared killed, there appears to be more reasons why EgyptAir has to worry.


The case of a 17-year-old Nigerian medical student, Joshua Adekunle-AbdulAzeez came up same Thursday in Lagos where he filed a N500 million suit before a Federal High Court against the airline which wrongly routed him to Moldova, instead of Ukraine, where he schools.

Adekunle-AbdulAzeez, a minor, filed the suit through his next of kin, Favour Anire-Gbenebichie, who happens to be his mother. He is seeking reliefs from the defendant in the sum of N500 million as general damages; the sum of N373,891 as special damages, being the cost of the full economy return ticket which the claimant had purchased from the defendant and which he was prevented from using.

Others were the sum of 790 Euros or its naira equivalent at the prevailing exchange rate, as special damages, being the cost of additional one-way economy ticket from Istanbul to Kiev which the claimant’s mother purchased after he was deported to Turkey from Moldova; the sum of 160,341 Indian rupees or its naira equivalent at the prevailing exchange rate, as special damages, being the value of the electronic appliances removed from the claimant’s damaged suitcase as a result of the defendant’s recklessness in the course of his four-day ordeal.

Adekunle-AbdulAzeez is also asking for the sum of $1,721.74 or its naira equivalent at the prevailing exchange rate, as special damages, being the value of lost items from the claimant’s missing and damaged suitcases as a result of the defendant’s recklessness, and the claimant’s counsel’s legal fees.

At the hearing on Thursday, before Justice C. A. Obiozor, the matter could not go on as the claimant’s counsel, Mr Godwin Omoaka, sought an adjournment pending when the claimant would be in Nigeria to give evidence before the court. However, Justice Obiozor adjourned the matter till June 27 and July 4, for further proceedings.

Statement of claim
The claimant in his statement of claim said that on August 15, 2014, he and his mother had gone to the defendant’s office at 22B Idowu Taylor Street, Victoria Island, Lagos to book a passenger ticket from Murtala Mohammed International Airport, Lagos to Borispol International Airport, Kiev, Ukraine in order for him to return to school to continue his studies at Dnepropetrovsk Medical Academy, Dnepropetrovsk, Ukraine.

But on arriving at the defendant’s office, he and his mother met one Tony Nzam who identified himself as the defendant’s ticketing agent, and after much discussion with the defendant on the claimant’s proposed trip to Ukraine with the ticketing agent and examining the options available, the claimant then requested to purchase a full economy return ticket for a flight from Murtala Mohammed International Airport, Lagos to Borispol International Airport, Kiev.

However, Nzam explained to the claimant and his mother that his trip which was expected to terminate at Bristol International Airport, Kiev, in Ukraine, would be routed from Lagos, Nigeria to Cairo, Egypt; from Egypt to Istanbul, Turkey; and then from Istanbul, Turkey to Kiev, Ukraine. After the explanation of the defendant, the claimant accepted and then purchased a full economy return ticket at N373,891 and then the defendant issued a ticket to the claimant.

The claimant averred that upon a review of the ticket while still at the defendant’s office, he and his mother noticed that the international airport code indicated on his travel itinerary as “KIV” and Chisinau International Airport indicated on his ticket was irregular and unfamiliar as it was different from the airport code for Borispol International Airport, Kiev, Ukraine which is “KBP” which the complainant was familiar with from his previous trips on the same route.

The Minister of Agriculture and Rural Development, Mr Audu Ogbeh, has announced plans by the Federal Government to withdraw subsidy for fertiliser procurement in Nigeria.
The Minister explained on Thursday at a forum in Abuja, Nigeria’s capital that the government’s decision would ensure the availability of fertiliser to farmers.

He said there were plans to ensure that farmers access loans at single digit rates to meet the growing demands for agricultural produce.

The Director of USAID Nigeria, Michael Harvey, and Director of IFDC West and North African Division, Robert Groot, suggested the increased lending to farmers.

They also called on the government to ensure that members of the private sector were involved in the distribution of fertiliser.

The Speakers noted that this would provide income for farmers and ensure food security for all.

Besides all of these suggestions, leaders in the West African region are also expected to back all policies that affects fertilizer production and distribution with action.

The Minister of Budget and National Planning, Sen. Udo Udoma on Thursday announced plans to commence the release of capital expenditure beginning from Friday, May 13 for the implementation of the 2016 budget.

Senator Udoma, who was speaking at the 2016 budget breakdown in Abuja, said the 2016 budget will run till the end of May next year.

He also said there were plans by the Federal Government to ensure that the 2017 budget is passed before December 31st.

Mr Udoma reeled out figures allocated to various sectors of the economy with a promise that government will waste no time in making releases for the implementation of capital expenditure.

He further noted that the federal government has also outlined special intervention programmes to improve the lives of Nigerians at all levels.

On her part, the Minister of State for Budget and National Planning, Mrs Zainab Ahmed explained that there is a N500 billion appropriation for special interventions targeted at improving the lives of Nigerians at all levels.

The Federal Government is also planning a monthly budget performance report by all ministries, departments and agencies to ensure that the budget is implemented to the letter.

Channels Television’s Sarah Effin, reports that with special focus on six pillars namely economic reforms, infrastructure, social development, security, the environment and regional development, the budget will focus on building macro-economic stability for the real sector through partnerships with the private sector.

She added that housing projects across the country is to gulp a sum of 35.2 billion Naira and 250 billion Naira will be channelled towards the construction of roads across the country.

President Muhammadu Buhari is set to sign this year’s budget today after receiving the clean copy of the document yesterday, it was learnt.
The 2016 Appropriation Bill was presented to the President last month after passage by the National Assembly, but the President declined to assent it after discovering that many key projects had been removed as some constituency projects were added by the lawmakers.
The N6.08 trillion proposal was presented by the President to the joint sitting of the National Assembly on December 22, last year.
A source, who spoke on  condition of anonymity yesterday, said all was ready for the President to assent the bill today.
He said: “All things being equal, the President will today assent the 2016 Appropriation Bill.”
“The two committees have finished their work and a clean copy is now with the Presidency.” Earlier yesterday, the chairman of the committee set up to reconcile the grey areas in the document, Deputy House Speaker Yussuff Lasun, presented the clean copy  to President Buhari’s National Assembly Advisers –  Ita Enang (Senate)  and Sumaila Kawu (House of Representatives).
The presentation was conducted behind closed doors.
The Deputy Chairman of the House Committee on Media, Jonathan  Gaza, told reporters yesterday: “Don’t forget that we are also  Nigerians and it is our desire for the country to move forward.  I am quite optimistic and I enjoin all other Nigerians, including yourselves, to be as optimistic as me that in the very near future, this budget will be signed into law.
“Well, I honestly believe that we have to be quite careful with our choice of words; over time, there have been differences and both arms of government sat down to look at what those issues were.
“Most importantly, what we want is to see our country and our economy moving forward. To this end, just as I earlier stated and I want to reiterate, both sides of the divide are working hard and the budget before long is going to be signed into law.”
The House adjourned plenary till May 12 to enable members of the Peoples Democratic Party (PDP) attend their congresses.

At least 110 Nigerian individuals and companies have so far been identified by PREMIUM TIMES in the leaked internal data of Panamanian law firm, Mossack Fonsecca, as operators of offshore shell companies in tax havens.

Prominent among the new names being revealed today, in addition to the several that were published in the past one month, are the founder of a telecommunication company, Globacom, Mike Adenuga; Niger State Governor, Abubakar Sadiq Sani Bello and the late Ooni of Ife, Okunade Sijuwade, among others.

The list also contained names of Arik Chairman, Joseph Arumemi-Johnson and his wife, Mary, as well as two serving senators – Andy Uba (Anambra) and Ibrahim Gobir (Sokoto).

Other top business persons, politicians, and their family members were also found in the infamous database, including those currently holding public offices. See the full list below.

The publication details names of companies, their owners, and the particular tax haven the offshore firms are domiciled.

The use of shell companies is not illegal, and there are individuals and firms who incorporate them for purely legitimate purposes.

London – Oil hit its highest level on Wednesday, driven by a falling dollar and evidence of declining U.S. supply, putting the price on course for its strongest monthly performance since last April. Brent crude futures were up $1.03 at $46.77 a barrel in early trading, having risen nearly 20 per cent in April, their largest one-month gain in a year. The international benchmark earlier hit a 2016 high of $46.81. U.S. West Texas Intermediate (WTI) crude futures also rose 86 cents to $44.90 a barrel. Brent received extra support from news that Saudi Arabia and Kuwait appear no closer to restarting their jointly operated Khafji oilfield, which produced 280,000 to 300,000 barrels per day The oilfield had been shut since October 2014 due to environmental problems. The prospect of an agreement among the world’s largest exporters to limit production evaporated almost two weeks ago when a meeting between OPEC members and their non-OPEC counterparts ended in stalemate. Since then, Brent has hit its highest since November and, aided by further evidence of declining output anywhere from the U.S. shale basin to the North Sea, attracted fresh investment cash. “There was definitely a bit of a turning point when we had the initial sell-off after the producer meeting,” CMC Markets strategist Jasper Lawler said. “That got reversed and went on to show that (a production freeze) was a fairly small part of what had been supporting the price and really, it’s the supply outlook for the U.S. coupled with the dollar that is really driving returns.” WTI was further bolstered after the American Petroleum Institute reported a draw of nearly 1.1 million barrels in U.S. crude inventories last week. Analysts had expected a 2.4-million-barrel build. The dollar was down on the day, having fallen about 5 per cent against a basket of currencies since the start of the year, even as U.S. interest rates are expected to rise. The Federal Reserve’s policy-setting committee meets on Wednesday but is not expected to announce any change in rates, leaving traders to scour the post-meeting statement for any clues on the outlook.

In a frank and sar­torial review of the many problems of the nation , especially under the current regime of Muhammadu Buhari, the first republic Minister of Aviation accuses the President of not showing enough capacity that he can change Nigeria; a situation, he says, has fuelled the belief of an “imminent total collapse of the na­tion.” The nonagenarian regrets that the setback in the fight against corruption is that “there is corruption in Buhari’s government.” He reveals that Buhari is shackled by eight powerful men who may do something to him if he fails to toe their way, wondering what he will tell the three founding fathers of the nation( Zik, Awo, And Ahmadu Bello) when he finally meets them. He further speaks on other national burning issues. Sunday Sun met him at his country home, Ukpor, Anambra State. The Ex­cerpts are served here.

Nigeria appears to be grappling with a lot of problems. How do you assess the state of the nation?

Looking at the situation in Nigeria today, I get very worried. Very seriously worried. There was election last year, and the All Pro­gressives Congress (APC) won, and they were working for a change. Well, they voted for them in the hope that there will be a change. Now, we are seeing a change, but the change we are seeing is a change from frying pan to fire; a change from bad to worse. We had the last government that ran the country without plans, and ran the country almost to a halt by stealing and massive corruption. Well, the vot­ers swept off that government and ushered in this new government. But, since this govern­ment came on board, what we are seeing is the change they promised, but the change is in the reverse gear. Instead of moving for­ward, we are moving backwards. Everything is going out of hand. Security is not improv­ing. Security is getting worse. The promise about cleaning out Boko Haram in good time was not met. Apart from Boko Haram, in other parts of the country, there has been increase in the number of cases of armed robbery and kidnapping. In places like Rivers State and Bayelsa State there have been mass murders, senseless killing of people for po­litical reasons. Then, coming to the ordinary man or woman in the country, they are now placed in a position of near hopelessness. Nothing is working again in the country. The crucial things that should work in the country are not working. Electricity has broken down in the country. In this part of the country, we have not had electricity for two good months. Industries are closing down. So many things have collapsed in the country. Now, look at the fuel situation in the country. First of all, Ni­geria is the world’s 6th oil producing country. The price of crude oil is falling in the world by about 70 per cent.

Don’t you think there are external fac­tors affecting the performance of this government, like this issue of falling oil prices which it has no control over?

Well, like I was saying, instead of the price of fuel falling correspondingly with the price of crude oil which we export, the price of fuel or petroleum products is rising in the country. Apart from the fact that the price is rising, there is scarcity of the product in the country. You mentioned external factors; of course there are external factors. Nigeria, like I advocated several years ago should be having at least eight to 15 refineries. Nigeria should now be exporting petroleum products to most of the West African countries. But, unfortunately the three refineries that were built by the previous governments have been allowed to rot away.

They are not producing. The one at Port Harcourt is not producing, the one at Kaduna is not producing; the one at Warri is not producing. And every year, we hear that millions and millions of dollars are invested in the turn- around maintenance of those refineries; yet they refine and noth­ing comes out of them. Petroleum products importers are holding the government by the jugular and some people in government have interest in them. So they must import. If you let the refineries to work, they will no longer import. And therefore, to make sure that they are fleecing the country, they are in collabora­tion with the people in the oil industry mak­ing it impossible for the refineries to work, or new refineries to come on stream, so that they will continue to hold the country to ran­som.

What is your panacea for the resolution of this myriad of problems you have enu­merated?

First of all, I would have thought that we are in a position of crisis. Crisis that would in normal circumstances lead to a declaration of a state of emergency. I believe that the pana­cea will come from a declared or undeclared state of emergency in the country. We are in emergency in this country. The government should not be partisan at this stage. The gov­ernment should not be a government of one political party at this stage. The government should not be a government of one particu­lar tribe, or one particular region at this stage. The government should not be a government of one dominant religion or anything at this stage. The government should formally or in­formally, whether declared or not, operate a state of emergency where everybody will be involved. The best materials from any politi­cal party from any part of the country, wheth­er they belong to a political party or not; the best in everything whether resident at home or abroad should be brought into this. We are fighting a war of survival. The politicians have run this country to the precipice of total collapse. We are moving fast towards being a failed state. Nigeria is fast becoming a failed state. And if people in government are really serious about this, they should involve every­body. They should not be partisan about it. They should not go into myopic political par­tisanship in the country. We are in a state of emergency, more serious than physical war.

How will your proposed state of emer­gency be declared?

I said the state of emergency, declared or undeclared. You can operate a state of emer­gency without saying there is a state of emer­gency. The president should by involving ev­erybody not minding whether they belong to his APC or not. We have very good brains in every part of the country, in America, in Eu­rope and other parts of the world. Bring all of them home, involve them. Let us solve the crises, and then everybody will go back to his or her base.

Would you say the inability of the presi­dent to tackle these problems conclu­sively could be ascribed to ineptitude or cluelessness?

I wouldn’t say the president is totally re­sponsible, because the decay in infrastruc­ture started before he came on board. The unemployment started before he came on board. But the fuel crisis and the electricity crisis are his creation.

They are creations under his administra­tion. They were never like this before he came on board. And the idea of overloading one man with responsibilities for political reasons, like somebody being the Minister of Power, Housing, Works; one man holding all these because of money brought during the election is wrong. We all know what is hap­pening. You make one man the sole admin­istrator of a country, in a state of emergency like this? The president is helping to cause the problems himself. There are Nigerians who can handle these portfolios very well. Why heap them on one man, and try to make one man the sole administrator of a big country like Nigeria?

Are you suggesting then that the presi­dent is incompetent and inflicted the problems on himself?

I wouldn’t say he is incompetent as such, but I said that he is not showing that he is up to the task. He has not started showing that he is up to the task. I don’t know whether age is part of it, or whether experience is part of it. He ruled the country as a military man, but the difference between Buhari of 1983 and Buhari of 2016 is the dress. The other time he wore khaki; this time he is wearing agbada. But it is the same Buhari.

Let me go to the perennial clash be­tween Fulani herdsmen and farmers all over the country. Why the situation is spi­raling into a dangerous dimension, the president has been accused of looking the other way. Do you think his inability to act is a by- product of prejudice or in­competence?

On that matter, I think the president’s sa­lient act may be because he is a Fulani man, and these Fulani herdsmen are his brothers and sons. He is an ex- service man. Where did these Fulani cattle herdsmen procure their sophisticated weapons with which they wiped out a whole village; with which they burnt down houses and occupied those plac­es? And the president of the country keeps quiet about it? But when young boys embark on demon­strations demanding the release of Kanu from detention and the actualization of Biafra, they line up soldiers and mow them down. Is he not thinking that this country is one country? So, the president’s silence over the atrocities being committed by these Fulani herdsmen makes the president look suspicious to me.

In the circumstances, what exactly do you want him to do?

The president should stop the nonsense.

But there is no indication so far that he wants to stop it?

Well, let the people defend themselves. But there is noth­ing with which to defend themselves. Villagers who are not armed. Villagers who cannot even afford three square meals a day. With what can they defend themselves? You see, that is why I say these people are leading the country, ruling the country, pushing the country to a very danger­ous precipice. If they don’t take care, we may have a total collapse.

Let’s talk about the Biafra agitation. Recently, IPOB (Indigenous People of Biafra) spurned Ohanaeze in the constitution of a group that will dialogue with international envoys. Do you think that is helpful to their cause?

Eeem! I am an elder statesman in Igboland. I took part in the struggle for the independence of Nigeria. I belonged to a political party that believed religiously in one Nigeria; in one big country. And when this issue started and press­men asked me what I thought about the agitation for Bi­afra, I said to them, “don’t ask me about the agitation for Biafra, but ask me, what are you doing about that?” And I told them that I had made my opinion, suggestions and advice available to Mr President. As an elder statesman, as the chairman of Ohanaeze elders council, as a leader ac­cepted by Igbos by virtue of my age, and my experience in politics I wouldn’t make my views public on this issue. But all I know is that these people should be listened to. Lis­tening to them does not necessarily mean accepting what they are saying or what they are asking for. But the gov­ernment should listen to them. The government shouldn’t treat them as enemies.

Tempers are still flaring on this issue, and no one knows where it will lead to. Don’t you think some of you should step in and call the boys to order?

I will not say that calling the boys to order is necessarily the answer. When a boy is crying and rushing to the father, won’t the father ask the boy, my son, what is your prob­lem? What do you want?

With your experience in politics and with what happened during the struggle for Biafra over 40 years ago, where do you think this renewed struggle will end up?


I am not a prophet. I don’t belong to a Pentecostal church, (laughs) but so many things that are happen­ing in Nigeria today are pointing to a precipice, and it is not desirable. They are not pointing to any light at the end of the tunnel.

Dr Junaid Mohammed described the Biafra agitators as irresponsible who should be dealt with decisively. What do you think?

It is not possible to wipe out a people. They tried in 1966 to wipe out the Igbo, and settle the Igbo ques­tion once and for all, but they did not succeed. So Junaid should come down and do it; maybe he has some sons who can take up weapons. Let them come down and kill them.

Your friend and contemporary, Maitama Sule also made some comments which suggested that the agitation is uncalled for.

Maitama Sule and myself are in one boat. We all fought for the independence of Nigeria. We all fought for the unity of Nigeria as a big country. And we have not departed from that philosophy. So, what is guid­ing Maitama Sule is also in my mind. I believe in a country. I believe in Nigeria playing a role which na­ture has assigned to her to be a big brother to African countries. But we can only fulfill this role by the kind of government we have at any given time.

Government has announced some measures to steady the course of the economy, especially the exchange rate of the Naira. What is your view on this?

Naira has become a worthless piece of paper, worse than the Ugandan money of those days, worse than the German Deutschmark when the Second World War ended. Without fighting a war, Nigerian currency is now worse than the Zimbabwean cur­rency some years ago. Zimbabwe is gradually recov­ering. I don’t see any hope of recovering in Nigeria in the near future. Everything is going down; everything is going carcass; everything is going wild, and no­body seems to bother. The people in government are bothered about pettiness. They say they are fighting corruption, but there is still corruption in the present government.

So corruption is fighting corruption?

Corruption is fighting corruption, and very soon they will meet and embrace.

If you meet president Buhari today what will you tell him?

I will tell him, my dear General, sorry Mr president, are you not worried about the state of the country, which we handed over to you on a platter of gold in May last year? What I will tell him depends on his at­titude to the situation. I am not near enough to know how free he is because you may have a president who is shackled by lieutenants and colleagues in the party. And he, being a military man more than a politi­cian may not understand the game very well. There are some people who get rich in the midst of crisis. There are people who are empowering themselves by the present chaotic situation in the country. And if such people encircle a president, that president is in serious trouble. I don’t know if Buhari is in that state now. But there are some people even outside his cabinet who are very powerful. They have stolen so much money in this country that if he doesn’t take care they might even do something to him. There are such people. There are eight of them in his govern­ment; in his political party, who are so powerful in every way that if he doesn’t take their way they will do something to him.

Who are these powerful men?

You know them. You are a journalist.

I don’t know them.

Go and find out.

Ngugi Wa’ Thiongo did a book when Kenya was enmeshed in poor economy and corruption and he entitled it, “Cry my beloved country”. If you were to do a book now on Nigeria what will you call it?

I am not writing a book now, but about two or three years ago I issued a small pamphlet which I en­titled, “This union: Is it working? Will it ever work?.” So, I am still on that issue.

Do you sometimes weep for the country?





Of course! Who will see a house he built in his youth, using his total energy, resources, manpower, and wealth, and when he is old instead of enjoying and relaxing in the house, somebody comes up and pulls the house down. That is the way I feel about this country. Being one of the last persons to board a passenger plane to heaven, I would have liked to see a smooth country, so that when I get there I will tell Zik, Awolowo and Sardauna that the thing that did not happen in your own time is happening now. I am not happy at all with what is happening.

2016 Budget Impasse: ‘Buhari is running Nigeria like republic of renegades’

A HUMAN rights group, Youth and Conflict Resolution Initiatives, YCRI, Tuesday, berated the All Progressives Congress, APC, led Federal Government over the controversies surrounding the presentation and passage of the national budget, saying they were running Nigeria like a republic of touts and renegades.
The group also condemned the attempt by some highly placed individuals in the Presidency to use the people of Niger Delta against the northern lawmakers to score cheap political points. YCRI in a statement issued in Lagos by the Director of International Relations, Mr. Efemena Agadama said a situation where the Presidency would present budget and thereafter secretly went behind to pad the budget was a flagrant disrespect of the laws of the federation and all norms and protocols that govern governmental decency and integrity. The statement, read: “We vehemently frown and denounce the current unlawful system of government being forcefully deployed to becloud the reasoning of Nigerians. Nigeria should not be run like a republic of touts and renegades. There are questions Nigerians must ask the Presidency before jumping into the demonisation of the National Assembly. “Since the Presidency has denied stealing or padding the budget, is the Minister of Transportation, Chibuike Amaechi, backed by law to pass or submit a supplementary budget?  And are there not guidelines in submitting a supplementary budget to the NASS? “The Youtube video allegedly showing Amaechi defending the Calabar–Lagos rail is not acceptable to us. The minister only made a sentence or perhaps a comment and that does not conform to presentation or submission. If the comments were not part of the submitted budget to the NASS, then that comment is null and void, because the minister was there to explain in details what the President presented to the National Assembly and not to add or subtract or tactically make a viral political video. “We condemn the attempt to use the people of Niger Delta against Northern law makers. The law makers are following their standards and this must be protected to avoid a totalitarian state. National Assembly is the official arm backed by laws for checks and balances in a federal system. We say No to any attempt to put a knife between the Niger Delta people and northern lawmakers. “Again, these theories and divisive tactics of strategically demonising everyone by the executive should stop. The Presidency should unite Nigerians instead of pulling down the remaining structures of unity, especially as the Fulani herdsmen are still on a free killing spree throughout the federation

Nigeria is not the only country where nomadic pastoralists herdsmen come and go. In Kenya, they have the Maasai herdsmen who have been herding cattle around the Nile Valley area from the days of Joseph in ancient Egypt. Other nations have their own form of pastoralists too. But never in the history of the 20th and 21st Century has the world encountered a scenario such as that which stares Nigeria in the face, whereby Fulani pastoral Herdsmen simultaneously and nationally and almost systematically are wiping out indigenous Nigerians for the benefit of their cattle.

I challenge my readers to take the time to do a Google search and collate the number of reported casualties from unprovoked Fulani attacks on innocent, unarmed Nigerians in 2016 alone. The results will shock you! I will not throw out a number in order not to give my political foes fodder to use against me in a case of incitement, but please carry out even a cursory research on the matter.

And what has been the response of the Nigerian Government? I was shocked to read the reaction of Nigeria's minister of Internal Affairs, retired Lt. General Abdulrahman Dambazau, who blamed Social Media users for exacerbating these attacks!

I mean really? So what are we to do when we become aware that Fulani herdsmen are accused of killing, raping and maiming Nigerians? Are we to keep quiet in the national interest? Excuse me, but I thought the national interest was the interests of human beings rather than the interest of cattle!
And then President Muhammadu Buhari from faraway China, rightly goes ahead to issue a lethal warning to pipeline vandals: desist from your actions or else be dealt with as I dealt with Boko Haram!
Yet this same tough talking President does not have similar words for Fulani herdsmen? Mr. President, how many Nigerians have to die before you give Fulani herdsmen the 'Boko Haram' treatment?

President Muhammadu Buhari must be willing to suspend the fact that he is himself a Fulani by ethnicity and remember what he has been preaching to us since he first forced his way into our national consciousness after his coup against President Shagari in 1983.

I can never forget when the then military head of state, Major General Muhammad Buhari said "This generation of Nigerians and indeed the future generation have no country other than Nigeria, we shall stay and salvage it together."
Indeed, the President must remember that he wanted us to stay and salvage Nigeria together and not stay and be savaged in Nigeria by Fulani herdsmen!
And the absolute worst part of this story is the attempt by some Legislators to add salt to injury and injustice by floating a so called National Grazing Commission Bill to compulsorily acquire large swathes of Nigerian land and give them to the Commission for the benefit of Fulani herdsmen!

In fact, it makes better sense to establish a Victim Support Commission for the many thousands of victims of Fulani herdsmen than it does to set up a National Grazing Commission!

Honestly, I do not understand the idea behind this Bill. The legislators sponsoring this Bill are asking Nigeria to change her land tenure system to fit nomads who may or may not be Nigerian citizens. Has the world gone mad

Nigeria should not change to fit Fulani herdsmen, instead it is Fulani herdsmen that should change to fit Nigeria!
The Grazing Commission Bill is an insult to all the victims of the herdsmen. Peace can only be achieved if those who want to herd cattle set up ranches as is done everywhere else in the world!

The cattle herding business is a private enterprise. It should not be the business of the government to use public land and public funds to promote the group interest of Fulani herdsmen.

Let me assure any federal legislator that is foolhardy enough to support this Bill that Senators and Representatives from states where Fulani herdsmen have killed innocent Nigerians should forget their reelection if they support the Grazing Commission Bill!
In fact, they should be ashamed of themselves that they sat in a National Assembly where the Lagos-Calabar rail was not provided for and watched as the #GrazingCommissionBill got to second reading!

Instead of passing laws to protect victims of genocide they want to pass laws to protect those who commit genocide! Talk about Stockholm syndrome!
I am tempted to ask if this the Federal Republic of Nigeria or the Federal Republic of Fulani Herdsmen with Nigerians as second class citizens? Hardworking, tax paying Nigerian citizens do not have land to build houses yet the backers of this repugnant Bill want to give free land to Fulani herdsmen?

But should I or anybody reading this really blame the sponsors of this Bill? Shouldn't the blame rightly be on all of us collectively when we keep silent while our brothers die because of political ambition and fear of persecution!
What did Jesus say again in Matthew 10:28 "And fear not them which kill the body, but are not able to kill the soul: but rather fear Him which is able to destroy both soul and body in hell."

Senate president, Bukola Saraki is facing the biggest challenge of his political life.

Having served as a two-term governor of Kwara state, chairman of Nigeria Governors Forum, second-term senator and currently Nigeria’s number three citizen, these are indeed dire times for the scion of the Saraki dynasty.

When the  chairman of the Code Of Conduct Tribunal (CCT), Danladi Umar, issued an arrest warrant for Saraki for false declaration of assets, it was the first time in Nigerian history that a sitting senate president will be so humiliated.


The Senate president is now a regular face at the tribunal

The 53-year old was accused of failing to declare some assets he acquired while in office as governor of Kwara state, acquiring assets beyond his legitimate earnings, and also accused of operating foreign accounts even as a state executive.

 The Senate president has since denied the allegations. He went ahead to say that he declared his assets in 2007, 2011, and recently in 2015, and the Code of Conduct Bureau (CCB) never wrote to complain of any inconsistencies.
NAIJ.com lists five punishments that will be melted out to Saraki as listed out by the CCB, if he is found guilty in the ongoing trial.

Read below:

1. Removal from office

2. Vacation of official seat in the legislature, as the case may be

3. Imposition of fine

4. Disqualification from membership of the legislature and from holding of any public office for a period not exceeding 10 years

5. Seizure and forfeiture of the state of any property (ies) acquired in abuse or corruption of office

The tribunal however posits that these punishments shall be without prejudice to the penalties that may be imposed by any law where the conduct in view is also a criminal offence.

Also, the law gives right of appeal, but sub-section 7 of the constitution states that the prerogative of mercy shall not apply to any punishment imposed by the CCT.

It is important to note that the punishments which the CCT imposed are not limited to those stated above.

The constitution gives the National Assembly the power to prescribe more punishments and to give the CCB more power as it deems fit.
Meanwhile, the Senate Majority Leader, Senator Ibn Na’Allah has described the trial of Saraki at the CCT as a persecution rather than a prosecution.

Like many supporters of the Senate president, Na’allah says the trial was influenced by Saraki’s elevation as Nigeria’s number three citizen.

Abia Government Embarrassed by Report of 50 Shallow Graves in Abia Forest.

Our attention has been drawn to a report in a section of the media claiming that the Department of State Services (DSS), has uncovered 55 Shallow graves in a forest in Abia State, where the remains of five Hausa-Fulani men were allegedly buried.
The governor of Abia State, Dr. Okezie Ikpeazu and the good people of the state feel very highly embarrassed by the report which is capable of causing ethnic/communal crisis in the country. The Governor believes that stakeholders in information management in the country should be conscious of national security and therefore be cautious and reticent in their approach to such sensitive news.
We feel even more angry because our check with the security agencies in Abia has confirmed that the information did not emanate from any of the security units in Abia. Both the DSS in Abia, Police and Army have all denied ever issuing such information.
If anybody or group wrote a petition to the headquarters in Abuja, the most professional approach should be for the headquarters to confer with their departments in Abia. There is a Brigade Commander here; there is Director of DSS and there is Commissioner of Police, with a PPRO attached to his office. All the units have told me they never released any such information .
We are also worried that the media organs that published this news did not consider the sensitive nature of that information to national peace and security as to have also conferred and confirmed from their correspondents in Abia. None of the reports came with the byline of a correspondent in Abia State.
We condemn this flagrant abuse of professionalism by all the parties involved in the dissemination of this volatile and sensitive news which has not only embarrassed the government of Abia State but is also capable of raising tension and ethnic acrimony in the state.
We re-emphasize that the government of Abia State have not received any official report in this regard and therefore warn the instigators of this bad report to rethink their mischief.
Abia State enjoys a very peaceful and cordial inter-ethnic relations. There has been cooperation and harmony amongst all ethnic groups and all issues and pocket of breaches have also been amicably resolved and settled by the government.

According to Protectorate Identity Commission, an Agency of TCLP, some of the benefits embedded in being a holder of the British Commonwealth National Card in this 21st Century includes: “The Protection Of The Identities of The Commonwealth Citizens And Non-Commonwealth Citizens And Their Rights Of Recognition In The Globalised Substenance Of Economic Relations”.

Protectorate Identity Commission statement reads:“The Protectorate Is A New Face In The Culture Of Biometric Credentials To Assist In The Identification Of Commonwealth Citizens Generality In The Integration Of Information Technology Of The 21stCentury Identity Act. Communications on WhatsApp are now fully end-to-end encrypted, the company announced today, completing an integration that has lasted for nearly a year and a half. The company began rolling out encrypting text messages in November 2014, as part of a partnership with Open Whisper Systems, but those protections now extend to voice calls, video, and multi-party chat rooms, for users on both iOS and Android.

Deploying universal encryption allows for a number of new protections. Once communications with a user are encrypted, the WhatsApp client will now notify the user and refuse to send any unencrypted messages, addressing previous concerns that the system might be vulnerable to a downgrade attack.

It's still hard to say for sure that WhatsApp is entirely immune to warrant requests. New attacks and vulnerabilities are common in the security world, and governments have been known to purchase and stockpile such attacks for law enforcement purposes. WhatsApp's system still manages messages centrally, coordinates key exchanges, and has significant control over the code that runs on both servers and phones, so any attacker with WhatsApp's cooperation would be well-placed to execute any newly devised attacks. Still, such an attack would likely require extraordinary cooperation from WhatsApp, akin to the measures demanded in Apple's San Bernardino case, measures that would be vigorously resisted in courts and elsewhere.

The result is strong security for WhatsApp users, and potentially a template that could be applied to other services going forward. Open Whisper's protocol is open source, and the group has pledged to help other messenger services employ the same protections going forward. "Over a billion monthly active users across the world are now using the Signal Protocol for end to end encryption," Open Whisper wrote in its blog post announcing the change. "Over the next year, we will continue to work with additional messengers to amplify the impact and scope of private communication even further."

I have been a regular user of this wonderful leaf and I’ve seen all the improvements in my body. So I had to share this with you.

Bitter leaf (Vernonia amygdalina) is a vegetable used for preparing the popular Bitter leaf soup, Onugbu, Shiwaka & Ewuro by the Igbos, Hausas & Yorubas in Nigeria.

Although this plant has been around for hundreds of years, only a few people know of its medicinal and healing properties. Bitter leaf (Vernonia amygdalina) as the name implies, is actually a bitter plant whose leaves, extracts, stems and barks are used for culinary, medicinal and curative purposes.
They are rich in vitamins such as; Vitamin A, Vitamin C, Vitamin E, Vit.B1 and Vit.B2. My grandma was a big fan of the bitter leaf juice, and on one of my visits she made me the juice to cure a fever. I hated the bitter taste, at that time, but when I realized the fever was gone, I humbly joined the Bitter leaf fan club at least those grey hair on her head ain’t there for nothing, Right?.

Bitter leaf and Spinach JuiceWell, To get the best results from the bitter leaf plant, it’s best taken freshly squeezed from the leaves.

How to extract the Bitter leaf Juice
This can be done using the old school or manual way of rubbing the clean leaves in between your palms with the help of a little water and squeezing out the juice from the leaves. You can also use a juicer or blend the leaves with a little water, in a blender and strain out the extract with a cheese cloth, coffee strainer or a sieve with a tight mesh. Bitter leaf juice on its own, is quite bitter and this taste might be a turn off for a lot of people.

So, to reduce the bitterness of the bitter leaf juice, simply blend it with spinach or Ugwu (fluted pumpkin). If you still find it extremely bitter, then add some sweet fruit juices to it, such as pineapple, apples or oranges. Dry bitter leaf is also potent, but has to be properly cleaned before use.

* Taking a cup of bitter leaf juice a day, is a great way to detoxify the body of harmful toxins.

* Bitter leaf juice nourishes the skin, makes you look younger.

* Bitter leaf (Vernonia amygdalina) also cures mild stomach ailments

* Bitter leaf juice is said to increase breast milk production in nursing mothers

.* The washed roots and stalks of bitter leaf are boiled and the infusion is taking as a worm expeller. A cup of bitter leaf infusion taking first thing in the morning before meals

* Bitter leaf juice is used by local women in Guinea-Bissau to contract the uterus after childbirth and therefore should not be taking during pregnancy or if you’re trying to conceive, because high intake might cause miscarriage.
