[b]Explosion hits Rivers state Deputy Governor’s office A blast has hit the Rivers State government house, a government spokesperson said. The explosion occurred near the deputy governor, Tele Ikuru’s office in the early hours of Tuesday. There were no casualties, commissioner of information, Ibim Semenitari, told PREMIUM TIMES. Ms. Semenitari said the explosion is suspected to have occurred after a dynamite was thrown into the building at about 3 am Tuesday. Police anti-bomb personnel immediately took control of the situation and retrieved some shrapnel, she said. However, a police spokesperson in the state denied knowledge of the incident. Police Public Relations Officer Ahmad Muhammad told PREMIUM TIMES he was not aware of any explosion in the state. “I’m not aware of it. Yes, I’m not aware of that,” Mr. Muhammad said. If the attack is proven, it would be a fresh twist in a series of political crises that have rocked the volatile oil producing state for months. State lawmakers have been divided between those supporting the governor, Chibuike Amaechi, and those backing President Goodluck Jonathan, who is locked in a lingering feud with Mr. Amaechi. The dispute peaked after the six lawmakers opposed to the governor claimed to have overruled about 25 members to impeach the assembly’ s speaker-a supporter of the governor. The crisis that followed led to the shutdown of the assembly and a takeover of its legislative functions by the National Assembly. A court last week nullified the National Assembly’s decision. The political situation in Rivers State is getting messy by the day as an improvised explosive device was thrown at the Administrative Block of the Office of the Deputy Governor, Tele Ikuru, in the early hours of today, causing a minimal damage to the building. The Deputy Governor was unhurt in the explosion. There has not been any official statement yet but Mr. Godswill Jumbo, the Press Secretary to the Deputy Governor confirmed that an incident like that happened, adding that he would issue a statement later. P.M.NEWS sources at the Government House assured that an official statement will be issued after Governor Chibuike Amaechi had inspected the scene. Phone calls to Ahmad Muhammad, the Police Public Relations Officer, PPRO, for the state, were not answered. Facts are also emerging that the fire that engulfed the old section of the Mile One Rumuoji Market today may have been caused by an explosive device thrown into the stores in the market. Mrs. Ibim Semenitari, the state Commissioner of Information and Communications, said that arson was not ruled out in the burning of the market as explosions were heard in some parts of the state capital the previous night. The All Progressives Congress caucus in the House of Representatives on Monday said that it had “enough grounds” to initiate impeachment proceedings against President Goodluck Jonathan but that was not in a hurry to do so. The APC caucus said the time was not yet ripe to initiate impeachment against the President. Minority Leader of the House, who is also the APC leader in the House, Mr. Femi Gbajabiamila, told The PUNCH that neither the caucus nor the entire National Assembly needed a directive from the APC national leadership to impeach the President. He said lawmakers would monitor the President for now, hoping that he would amend his ways by addressing the allegations raised by former President Olusegun Obasanjo in his controversial letter. Gbajabiamila said, “As for impeachment, there are enough grounds for impeachment of the President. “The constitution says you need only one ground, but we have more than one ground already. So, the party (APC) does not have to give us a directive to impeach the President. “Nobody wants to impeach the President, but we will continue to study the situation to see whether he will sit up.” He added that the opposition was watching the Peoples Democratic Party closely to see whether it would impeach any of the five governors who defected to the APC recently. “Particularly interesting is the case of Rivers State. We want to see how they will use five legislators to impeach a governor in that state,” he stated. Gbajabiamila said the “opposition will respond in the most appropriate manner” should any of the defected governors lose their seat. When contacted, the PDP caucus in the House warned that it would resist any move to discuss the impeachment of Jonathan at the House. Deputy Majority Leader, Mr. Leo Ogor, described such as “wishful thinking.” He argued that the National Assembly would not contemplate impeaching the President because “one external group” said it should do so. “Their call is even based on inconsequential issues that negate the spirit of the 1999 Constitution,” he said. Ogor noted that Jonathan was elected by Nigerians, who could also opt to “impeach” him by refusing to return him to the Presidency in 2015. Investigations showed that there was no formal communication between the national leadership of the APC and its members in the National Assembly on the issue. Findings revealed that most APC lawmakers got to know of the directive to impeach Jonathan from the publication of the statement by their interim National Publicity Secretary, Mr. Lai Mohammed, in some newspapers. “Such a discussion has not taken place. We have not been contacted, or should I say, I am not aware. The party has not contacted us formally about the impeachment issue,” one APC member in the House confided in The PUNCH on Monday. Meanwhile, the Chairman, Senate Committee on Rules and Business, Senator Ita Enang, on Monday said the Senate would not heed the call by the APC to commence impeachment proceedings against the President. Enang warned the APC to “stop employing cheap blackmail to take over power through the back door.” He said, “The National Assembly cannot heed the call of the APC or treat the content of former President Obasanjo’s letter. “The letter from former President Olusegun Obasanjo’s letter was not addressed to the National Assembly. “The issue of impeachment has not arisen. Following the call by the All Progressives Congress, APC, for the impeachment of President Goodluck Jonathan, some Nigerians are of the opinion that the allegations levelled against him by former President Olusegun Obasanjo in an 18-page letter should be investigated first before any impeachment. Our respondents explained that it is when the allegations are found to be true that the National Assembly should commence impeachment proceedings against the president. The APC, on Sunday called for the impeachment of Jonathan on allegations of gross misconduct. Reacting to the APC call for impeachment this morning, human rights activist, Bamidele Aturu, said asking for impeachment of the president based on allegations not proven was uncalled for. “I don’t think we can ask for impeachment when the allegations are not investigated. This is simply premature. The allegations made by Obasanjo need to be investigated. “APC should not think of getting to power through another means but through the ballot box, especially when issues complained about have not been investigated. If the facts are investigated tomorrow and proved, I will call for Jonathan’s impeachment any day,” he said. In his own reaction, Lagos lawyer, Festus Keyamo, said it is within the rights of APC to call for the president’s impeachment, saying that the party had become the most virile opposition since independence in 1960. He stated that the allegations contained in Obasanjo’s letter to Jonathan had sent jitters down the spine of the presidency. “The country belongs to us all. If the allegations levelled against the president are true, then they are impeachable offences. “The president needs to be investigated and if it’s true, action should be taken. You can’t say somebody is training a killer squad and the allegation will not be investigated,” Keyamo said. Former Governor of Kaduna State, Alhaji Balarabe Musa, urged the National Assemby to investigate the allegations against the president and determine whether they were impeachable offences or not. According to him, the allegations contained in Obasanjo’s letter should be thoroughly investigated. “The bribery allegation levelled by the CBN governor, Lamido Sanusi, against one of the ministers serving under Jonathan should be investigated. The ones made by the Speaker of the House of Representatives that Jonathan is encouraging corruption should be investigated. If these allegations are true, they amount to gross misconduct and impeachable offences,” Musa said. Convener, Coalition Against Corrupt Leaders, Comrade Debo Adeniran, said the president cannot be impeached on allegations not proven. “APC’s call for the impeachment of Jonathan should not be based on the allegations in the letter written by Obasanjo because these allegations are not confirmed, but if confirmed, impeachment process can then begin,” he said. Director, Muslim Rights Concern, MURIC, Prof. Lakin Akintola, called for outright impeachment of Jonathan, saying the president is not leading the nation in the right direction. He accused Jonathan of misusing the powers of his office to hunt down perceived opponents, adding that the longer he stayed in power, the worst for the nation. In his own reaction, the Lagos State Chairman of the Peoples Democratic Party, PDP, Captain Tunji Shelle, described the APC stand as absurd. Shelle said that the APC as an opposition party is looking for co- travellers and relevance by all means, adding that is why they are romancing some PDP governors. “It is unfortunate that a party without a clear cut ideology, a party that is full of people with unskilled character, a party that is not ready to bear one name and stand by it, a party that changes like chameleon, a party that wants the downfall of the incumbent government, a party that doesn’t stand on its own except it merges with others, definitely, you expect a reaction like this. “If a former president levelled an allegation, that is personal to him, that is his personal opinion. If they have room to investigate, why didn’t they investigate instead of calling for impeachment. Because some people had defected to their party, they think it will be easy for them, No. “Those people who left PDP are on their own. They did not go with any member. Example is Rivers State. Amaechi defected and the Senators, House of Reps members and the state lawmakers did not go with him. Same in Sokoto, Adamawa and other states. The APC is making wrong calculations. Structures still count in PDP. The Lagos State Publicity Secretary of the PDP, Taofeek Gani, said that the call by the APC for the impeachment of President Goodluck Jonathan, based on the alleged information contained in the letter written by Obasanjo, has further confirmed members of the APC as anarchists. “Nigerians should not take them serious. They have become a nuisance to the polity. One is surprised that a party that touted itself as a progressive party will on the basis of a mere letter demand for the impeachment of the president of a country when such letter has not been investigated and the man at the centre of the allegations has not been given time to defend himself. “This has shown that for any opportunity that the APC has, it will be used inimically in the country. They are not progressives, they are reactionaries and anarchists. What they want to do is to fester disunity and acrimony in the land. They should wait till 2015 to test their popularity before Nigerians and not attempt to get from the back door what they are supposed to get at the polls,” he stated. The Chairman of the PDP’s Elders Forum, Dr. Abayomi Finnih said what everybody should be concerned with is how to make the country peaceful and not over heating the polity. “I have not really studied what they hinged the impeachment on. I heard it like a rumour. I have not gone into the details of what issues they want to raise on the impeachment process. What everybody should be concerned about should be the peace of this nation. As the Presidency prepares a reply to the 18-page letter written by former President Olusegun Obasanjo to President Goodluck Jonathan on the state of the nation, indications emerged, yesterday, that the former leader was not expecting any reply but action from Jonathan. A competent source told Sunday Vanguard that Obasanjo was more interested in Jonathan addressing the core issues he raised in his letter rather than getting a reply to his damning missive, entitled, ‘Before it is too late’. The source, which also denied any breakfast meeting between Obasanjo and Jonathan in Nairobi, the capital of Kenya, said the story was made up by those who tried to play down the importance of the former leader’s letter. The source said,”The truth of the matter is that former President Obasanjo is not expecting President Jonathan to reply him. Absolutely no. The President did not consider it needful to respond to previous letters privately written to him by the former head of state and he does not expect any reply to this one. “I can tell you that Obasanjo wrote the letter with the best intentions for Jonathan and Nigeria and what he wants from the President is courageous and timely actions to save Nigeria from the brink. That’s all. “Obasanjo will be a happy Nigerian if appropriate steps are taken by President Jonathan to address the burning issues of corruption and other challenges that threaten to bring this country down. “There is absolutely no reason to expect a reply from the Presidency when previous letters written to him were not even acknowledged.” It was however learnt, at the weekend, that presidential aides have drafted a response to Obasanjo’s letter. The response was said to be awaiting Jonathan’s approval. Asked to justify the breakfast parley between the former President and Jonathan in Kenya on the day the bromide of Obasanjo’s letter was feasted on by the media, the source said there was no meeting between the two leaders. The source said that Obasanjo and Jonathan only met by chance and exchanged pleasantries as they lodged in the same hotel in Nairobi. Obasanjo stirred controversy when he wrote a letter to Jonathan drawing his attention to myriad of issues capable of taking Nigeria to the brink if not addressed. But the Presidency fired back, describing the letter as inciting, provocative and self-serving. Governors elected on the platform the Peoples Democratic Party met in Abuja on Friday night and agreed that the National Chairman of the party, Bamanga Tukur, be given an ambassadorial position to ease him out of office. The meeting of the governors, it was gathered, was aimed at preparing their final position which they would table before President Goodluck Jonathan. Tukur, who has vowed not to resign from his position, is being seen as the major problem bedevilling the ruling party. The former governor of old Gongola State was at the State House to confer with the President on the crisis rocking the party on Wednesday, where he told reporters that there was no basis for him to resign. The President was said to have invited him to defend himself against several accusations levelled against him about the running of the party by the governors and also inform him about their calls for him to resign. It was however learnt that the governors had made up their mind that the embattled national chairman should leave office, however, they have not decided on which state should produce his replacement. While others said Adamawa State should be allowed to provide his replacement, others were said to have preferred that his replacement should come for either Borno or Yobo states. One of sources at the meeting said the governors would prefer Tukur’s replacement to come from states being run by the opposition. All the states, including Adamawa, Borno and Yobe are in the North-East, where the position of national chairman is zoned to. One of the governors, who was at the meeting told reporters in confidence in Abuja, “We have agreed that the man must leave office. That is unanimous and we said okay let him be made an ambassador. We hope the President will listen to us this time around.” He said the recommendation was aimed at giving Tukur what he called “soft landing”, adding that if this was not done, the fortune of the party would continue to dwindle ahead of 2015 general election. Other issues that would dominate the PDP Governors meeting with the President include the letter by the former President Olusegun Obasanjo and the management of the economy, especially against the background of the letter by the Governor of Central Bank of Nigeria, Mallam Lamido Sanusi, that the NNPC had refused to remit over $49.8bn to the federation account.
