If the Government insists in such move, i strongly advice they erect buildings in strategic places for such purpose. Allowing people into your business premises just to defecate or pee, will definitely skyrocket the risk of theft, robbery and insecurities.

Just imagine I approach UBA, HERITAGE, ZENITH OR FIRST BANK SECURITY at the entrance and they ask; What service can we offer and you tell them you want to offer defecation to their rest room........

Its a NO NO NO to me.

It's like that in advanced countries.. Eateries, banks,gas stations, superstores, mosques, churches, community centres have public toilets that is very accessible to the public. It's not necessarily inside the main premises. It is located in a way that you don't need to seek permission to use it. There are few businesses places i know on the island which have their toilets by the car park. That makes it accessible to the public without any endrearance to their business.
Government too should build public toilets at strategic places as obtainable in advanced countries.
