If the owners or occupiers of such property don't have such funds immediately or complete, I believe they can go to the Ministers office or office involved and they can come up with a sub payment plan for them as long as they can show proof that they can do the needful.....

I am sure the Minister won't be that unreasonable to not agree to such.
Even PBAT would see reasons even in such as well.
