Its a NO NO NO to me.

It's like that in advanced countries.. Eateries, banks,gas stations, superstores, mosques, churches, community centres have public toilets that is very accessible to the public. It's not necessarily inside the main premises. It is located in a way that you don't need to seek permission to use it. There are few businesses places i know on the island which have their toilets by the car park. That makes it accessible to the public without any endrearance to their business.
Government too should build public toilets at strategic places as obtainable in advanced countries.
