My guess is they don't expect you to return to Nigeria.
If so, and if you want to apply to Canada again, permanent residence may be the best option. Learning French will definitely be a plus. There is a policy to get more French speakers in Canada, especially outside Quebec.

I think she has to get one from a point of entry. She should check at the airport. They will direct her further if she can’t get it there. Let’s wait for others

For some applicants, eligibility does not "start" until approval.

You can mainly know by calling or through GCMS notes. MP request should also show this.

First application, April 1st. Refusal came in June 6th 2022. No wahala we move.

Yea, GCMS notes have been taking time lately. I applied for mine on June 14th and got the notes on September 28 (106 days). My notes seems to have been generated on August 8th but was sent on September 28th. I used JustForCanada and yes, a friend who used them last year, got his notes in 45 days. It seems IRCC have been having backlogs of GCMS application since June (JustForCanada told me that in one of their responses to my mail). After 45 days of applying for my notes, I started bombarding JustForCanada with mails every week. So, if your GCMS notes is taking long, know that you are not alone.

Meanwhile, the assessment on my notes says "Recommend Interview". I applied for my SP on March 9th. The wait is really painful and frustrating... I have deferred to January start....hopefully I get a final decision before then.

I sent mails to MPs in Toronto and Ontario, but all said they can't help cause I am not in Canada. Please, does anyone know an MP in Ontario that helps? I will really appreciate.

At some point and even now, I have to advice myself to take my mind off this delay stuff and focus on my life.

You don't wanna do JR though, except you have millions of naira to part away with and also be ready to wait for close to a year to get the final decision which may not end in your favour depending on how good your lawyer is..

Just re-apply to safe yourself unnecessary stress and Money..

Judicial Review. I think it has to be you employing a Canadian lawyer to tackle the reason/s for refusal of you think the VO refused you wrongly. People have done it and won sha.

It hasn’t gotten to that… it’s just 1 refusal which we don’t even know the reason yet… so I don’t have a case. My friend did it for his mom, they said she was a security threat or so and made inadmissible… this was in 2020… They have done the JR and won, she’s currently in Canada now as a PR.
She is a retired officer and was asked if she has ever shot a gun.. Mama said No (Lmao, this still cracks me and the son up. We always laugh about it). How can you be a police officer for years and you no shoot even during training. Lmao! But finally they won the case.
