Let me tell you a story:
The government approved a certain amount of money to construct a two storey block of classrooms and office complex in 2013. They didn't release the money till 2019.

The work on the complex was completed in 2020. Now the building was poorly constructed with tiles already removing. No furniture and the fitting was poor because inflation had taken place between 2013 when the money was approved and 2019 when it was released.

Do you still blame ASUU for this? How many of this are we aware of?
