The Peoples Democratic Party on Tuesday suffered another electoral setback in Taraba State as the Court of Appeal sitting in Yola upheld a tribunal’s ruling, sacking Bashir Marafa as senator representing Taraba Central Senatorial District. On September 30, the National Assembly Elections Petitions Tribunal in Taraba State, nullified the election of Mr. Marafa and ordered the Independent National Electoral Commission to issue Certificate of Return to All Progressives Congress candidate, Yusuf Abubakar. Delivering the September 30 judgement, one of the members of the tribunal, Suleiman Yusuf, said the petitioners in case, the APC, and its candidate, had proved their case beyond reasonable doubt. The tribunal had held the election of Mr. Marafa could not stand as he did not score the lawful majority votes in the March 28 election. The tribunal therefore ordered the Independent National Electoral Commission, INEC, to return Mr. Abubakar as the candidate that scored the majority lawful votes during the polls. Following the ruling, Mr. Marafa appealed the tribunal’s decision. But in their separate judgements on Tuesday, the three judges, Jummai Sankey, Duobele Abraham and Ridwan Maiwada of the Court of Appeal, unanimously agreed the appeal lacked merit and was therefore dismissed. Speaking after the judgement, the Taraba state chairman of APC, Hassan Ardo, expressed satisfaction and lauded the judiciary for living up to expectation. THE Office of the Accountant General of the Federation (OAGF) and the Central Bank of Nigeria (CBN) will today meet with SystemSpecs, banks and other stakeholders on the tariff for the transactions fees to be charged under the Treasury Singles Account (TSA). Vanguard investigations reveal that the meeting, which was at the instance of the OAGF and the CBN, will review the tariff for transactions under the TSA. Presently, there is a one per cent transaction fee for every transaction through the TSA which is conducted on Remita electronic payment platform owned by SystemSpecs. A source close to the TSA project confirmed this development to Vanguard. Speaking on condition of anonymity, he said, “The meeting will involve all the companies in the TSA value chain, and they will discuss and agree on what the new tariff should be. The meeting should have been held long before now, but recent developments have made it imperative”. Last week, following the decision of the Senate to probe allegation that Remita had been paid N25 billion, being the 1 per cent commission it charged for the transfer of N2.5 trillion of federal government funds to the TSA, and the directive of CBN to SystemSpecs to refund the transaction fees charged so far under the TSA, SystemSpecs had written to the President, seeking intervention of the Presidency in the resolution of the transaction fees issues. The letter in part reads, “While we await clarification from OAGF/CBN on the way forward, we have since suspended all TSA e-Collection fees on the platform. This means that none of the TSA collection parties/channels are earning any fees for providing services to Government. “This position is however not sustainable as the collection partner banks are threatening to suspend FGN TSA collections. This would clearly be playing into the hands of those who do not wish this initiative to succeed. We understand the strategic importance of the TSA project to this Administration and the country at large. “Your Excellency, we would appreciate your kind and urgent intervention to ensure a speedy resolution of this matter before the banks stop collections. “In line with the subsisting contract and your assured commitment to the rule of law, we humbly request sir, that the fees earned by ourselves and the banks to date be returned to us and our partner banks. In view of the enlarged scope and the need to review the process, we humbly request sir, that you direct a meeting of relevant stakeholders be conveyed to agree a sustainable pricing model going forward. A major bombshell rocked the 2016 campaign on Friday as Politico reported that Ben Carson , the current GOP front-runner, made up the story that he received a full scholarship to West Point. The report, following other questions raised about claims in the memoir "Gifted Hands," is a devastating blow to Carson, who came out of relative obscurity to lead the Republican field on the strength of his appeal to evangelical Christian voters and his calm, soft-spoken demeanor. The main question now is whether the revelation will quickly drive Carson out of the race. And if it does, where will his growing cadre of supporters go? One significant beneficiary of a Carson exit could be Sen. Ted Cruz of Texas, who is trying to appeal to the same base of conservative Christians. Cruz has already positioned himself as a possible heir to Donald Trump supporters, should the real estate billionaire eventually leave the race. If he can add Carson supporters as well, Cruz could emerge as a powerful force to potentially win the Republican nomination. Sen. Marco Rubio of Florida will also make a play for Carson supporters but he runs in a somewhat different lane, with more appeal to establishment and Wall Street Republicans than staunch tea party conservatives. It is hard to imagine how Carson can recover from the revelation that he simply made up the story that he received a full scholarship to one of America's top military academies. In his book, Carson wrote: "I was offered a full scholarship to West Point." But pressed by Politico, the Carson campaign admitted on Friday that was not the case. "He was introduced to folks from West Point by his ROTC Supervisors," a campaign official told Politico's Kyle Cheney. "They told him they could help him get an appointment based on his grades and performance in ROTC. He considered it but in the end did not seek admission." Following the Politico story on Friday, Carson told The New York Times: "I don't remember all the specific details. Because I had done so extraordinarily well you know I was told that someone like me – they could get a scholarship to West Point. But I made it clear I was going to pursue a career in medicine." "It was, you know, an informal 'with a record like yours we could easily get you a scholarship to West Point.'" The West Point story comes after multiple media outlets could find no evidence to support Carson's claims of a wild, violent past that he overcame through his relationship with God. Carson claims in the book to have attacked his mother with a hammer and attempted to stab someone in an argument. Carson has stuck by those claims but offered no proof that they actually occurred. Trump on Thursday attacked Carson for potentially lying about the stories. "The Carson story is either a total fabrication or, if true, even worse — trying to hit mother over the head with a hammer or stabbing friend!" So far in the race, Carson has been able to play off negative stories as the product of a biased and unfair media. This could work with reports on his claim that the Egyptian pyramids were built by the biblical Joseph to hold grain rather than for the entombment of pharaohs. But saying you received a scholarship to West Point when you really did not has nothing to do with media bias. And who knows how many more things in Carson's book will turn out not to be true. His campaign is over, the question is whether Carson knows it yet, and where his many supporters will turn next |

When scientists start to fight, I try to take a ringside seat. I know they won't throw punches. Instead, they will brandish higher-grade weapons such as intellectual and moral superiority. And so it is in the case of Chris Filardi. He's the director of Pacific Programs at the American Museum of Natural History. Last month, he was in the Solomon Islands with other researchers. They first heard, then espied the rare male moustached kingfisher. Then, as the Dodo reports, the beautiful orange and blue bird was "collected as a specimen for additional study." This turns out to have been a slight euphemism for "killed for additional study." Filardi wasn't universally popular for this decision. He took to Audubon to write: "Why I Killed A Rare Kingfisher So That I Could Study It And Become More Famous." Wait, no. His article was headlined: "Why I Collected a Moustached Kingfisher." (The comments section to this article is well worth a read.) While you muse on whether art collectors are actually art killers, I'll tell you that Filardi insisted that, "This was not a 'trophy hunt.'" Filardi perhaps doesn't want to end up like Minnesota dentist Walter Palmer, accused of illegally hunting down Cecil the lion. He insisted that the moustached kingfisher is not an endangered species. "Though sightings and information about the bird are rare in the ornithological community, the bird itself is not. Elders of the local land-owning tribe (now living at lower elevations) relate stories of eating Mbarikuku, the local name for the bird; our local partners knew it as unremarkably common," he wrote. He concluded that his actions were "standard practice for field biologists." "Ethical collection of any individual organism is determined by basic criteria including collection below levels that will impact populations, adherence to permitting guidelines, and consideration of the importance of voucher specimens. With this first modern voucher of the kingfisher, the only adult male, we now have a comprehensive set of material for molecular, morphological, toxicological, and plumage studies that are unavailable from blood samples, individual feathers, or photographs," he said. What it is to end your life as a voucher. Marc Bekoff, professor emeritus of ecology and evolutionary biology at the University of Colorado, begs to differ with Filardi's reasoning. "This is still the name of the game for some researchers: Find a beautiful, unique, or rare animal and then kill it in the name of something or another to justify the unnecessary slaying," he writes in the Huffington Post. Clearly, those of clean, logical comportment will wonder whether killing the kingfisher or letting it go were truly the only options. Was there really no other way of getting information from it? Or might it now, post-death, become an important, well, exhibit, there to attract attention?

After all, Kanye West just sent Obama a fresh shipment of Yeezy sneakers, and it'd be nice to see those kicked up on the desk at the oval for four more years. Unfortunately, we'll have to elect someone new in 2016. And it's looking more and more likely that Donald Trump will be in the running. In the '60 Minutes' interview, Obama called the GOP front-runner "the classic reality TV character" and a "great publicity seeker." "He is tapped into something that exists in the Republican Party that's real," Obama said. "I think there is genuine anti-immigrant sentiment in the large portion of at least Republican primary voters. I don't think it's uniform." He went on to put a button on the issue: "I don't think he'll end up being president of the United States." On the idea of his vice president running, Obama wasn't saying much. "If you're sitting right next to the president in every meeting and, you know, wrestling with these issues, I'm sure that for him, he's saying to himself, 'I could do a really good job.'" When Chris Filardi, director of Pacific Programs at the American Museum of Natural History in New York, was finally holding the elusive Guadalcanal moustached kingfisher, he told Slate writer Rachel Gross, it was like finding a unicorn. Filardi had been searching for the orange, white, and brilliant-blue bird for more than 20 years, when on a field study in the high forests of Guadalcanal in the Solomon Islands, he finally heard the “ko-ko-ko-ko-kiew” sound of what he described as the unmistakable call of a large kingfisher. After days of tracking, he and his colleagues captured a male moustached kingfisher in a mist net. “When I came upon the netted bird in the cool shadowy light of the forest I gasped aloud, ‘Oh my god, the kingfisher,’ one of the most poorly known birds in the world was there, in front of me, like a creature of myth come to life.” Filardi wrote in a Sept. 23 blog post. The team snapped the first-ever photos of the remarkably photogenic bird and made the first-ever recordings of a male variety of the species (a female was described back in the 1920s). Then the team killed it. In Filardi’s original field-journal post, no indication was made regarding the bird’s demise, but Paul Sweet, collection manager for the department of ornithology at the American Museum of Natural History and one of the researchers on the team, confirmed that the animal was killed. The decision to euthanize the bird so it can be studied as a “scientific specimen” has divided both the scientific community and the public on when and if researchers should kill wildlife in the name of conservation. The incident led University of Colorado ecology professor Marc Bekoff to write in an op-ed for the Huffington Post: “Killing ‘in the name of conservation’ or ‘in the name of education’ or ‘in the name of whatever’ simply needs to stop. It is wrong and sets a horrific precedent for future research and for children.” Part of the controversy surrounding the bird’s demise is the lack of information on moustached kingfishers in general. Ornithology records only indicate that the bird is “rare,” with anywhere between 250 and 1,000 surviving in the wild. Previous research had lumped the Guadalcanal variety in with the endangered Bougainville moustached kingfisher of Papua New Guinea, but Filardi’s research has him believing they are distinct species. And that’s part of his argument. In a follow-up post, Filardi said the bird is elusive, poorly researched, and unknown to Western science, though not to the region’s local people. Landowners on the island told the research team the bird, known as Mbarikuku, was unremarkably common and a source of food to some. At the density levels the team observed, and with 15 percent of the island containing suitable habitat, Filardi estimates the moustached kingfisher population at around 4,000 and not in imminent danger of extinction. With the collected sample, researchers now have a more comprehensive set of molecular, morphological, and toxicological data and plumage data that can’t be garnered from blood samples, individual feathers, or photographs, Filardi said. “There is also a deeper reasoning here,” he wrote. “The value of good biodiversity collections lies partly in the unforeseeable benefits of those collections to future generations: Detection and understanding of the impacts of marine pollutants, eggshell thinning from DDT, and anthropogenic body size shifts in widespread species are examples of the power of natural history collections.” Since the birds are isolated to Guadalcanal, they face many of the same challenges of other “single-island endemic” animals, such as invasive species, habitat degradation from logging and mining, and shifting temperatures owing to climate change. “The specters of extinction for island birds loom in today’s world,” Filardi wrote. “The collection of a single moustached kingfisher is not among them. And, beyond advancing science, I believe this act will positively impact the kingfisher’s world.”

The terror group ISIS made gains near Syria's largest city in the last 24 hours, indirectly aided by Russian airstrikes that drove other groups out. Could a new invention solve water shortages? Russian airstrikes in the area reportedly killed hundreds of anti-regime rebels, many of whom ISIS (also known as the Islamic State, ISIL, and Daesh) was also fighting. "Daesh has exploited the Russian air strikes and the preoccupation of the (rebel) Free Syrian Army in its battles in Hama, and advanced in Aleppo," one rebel commander told Reuters. Hassan Hassan, an expert on Syria who recently coauthored the book "ISIS: Insider the Army of Terror," told Business Insider that ISIS' gains near Aleppo are a "big win." "I’m sure ISIS has sleeper cells in Aleppo," Hassan said. "If they pushed, if they held their ground then that would be … a big win for them. "They could actually establish a foothold inside Aleppo, and it also helps them to make more progress in Hama," another key city in western Syria. So far, Russia's campaign against rebels in Syria has hit anti-regime fighters about 90% of the time while leaving ISIS strongholds untouched. And up until now, rebel groups have been successful keeping ISIS out of Aleppo. There are many factions fighting for control of Syria — ISIS sometimes fights forces loyal Assad and seeks to gain as much territory as it can in Syria, but the group mostly fights nationalist rebels as well as other jihadist groups like the Nusra Front, al-Qaeda's affiliate in the countr. Russia went into Syria claiming that its primary target was ISIS, but it seems that its real goal is to prop up Assad, who is a close ally of Russian President Vladimir Putin. And as Russian airstrikes weaken the nationalist opposition and ISIS' jihadist rivals, ISIS is taking advantage of opportunities to move into territory it wasn't previously able to secure. Gains in Aleppo "would basically give them the ability to attack the rebels from different sides and take areas under the control of the rebels," Hassan said. "They will try this because they see the rebels at their weakest points and they want to fortify the front from different sides," he said. Furthermore, Russia has something to gain from leaving ISIS largely untouched. "The Russians are following the same script as the Syrian regime, which is basically to avoid ISIS as much as they can because ISIS is useful," Hassan said. "ISIS can attack the rebels. It’s not in the heartlands, it's in areas that are farther away. ... If ISIS attacks the rebels in Aleppo, that’s good news for the Russians and the regime." Consequently, Russia would hit ISIS harder only if the group creeps into regime strongholds. "The regime and Russians will focus on the heartlands — Hama, Damascus, but not Palmyra," which is an ISIS stronghold, Hassan said. Pacquiao confirmed he is in negotiations with American Mayweather and Briton [Amir] Khan but said he had no preference over who to fight ... "I will fight anybody, anywhere," he said. "I am going to fight probably before the election ... The election is coming next year, May, and before that I will probably have one fight." With any potential fight needing to happen before the elections in May and Mayweather in retirement and seemingly in no hurry to return to the ring, it seemed unlikely that a rematch could happen. However, if there was one thing that made the rematch still seem possible it was the money and how much each fighter would be leaving on the table if they couldn't reach a deal on a rematch. Their highly-anticipated bout earlier this year shattered all the records for a boxing match, generating nearly $600 million in revenue and making the fighters the two highest-paid athletes in the world. It was learned that all efforts to save the life of the Inspector were not successful as he reportedly gave up the ghost after he was rushed to a nearby private hospital. Vanguard gathered that detectives were invited and the suspect was arrested and detained at the Ijapo Police Station where she was interrogated and detained. Spokesman of the state police command, Femi Joseph, confirmed the incident when contacted for comment, saying the deceased died as a result of blood loss resulting from the deep cut sustained during the fight with his wife. According to him, the deceased was attached to the Mopol 17 of the Mobile Police Force in Akure and was a member of the Fast Strike Squad on routine patrol in the state. Joseph pointed out that the state Criminal Investigation Department, CID, had commenced investigation into the cause of the death of the police officer. He assured that Police detectives would soon unravel the cause of the squabble and bring the culprit to book The Police spokesman said that the remains of the deceased had been deposited at the state Specialist Hospital in Akure. Meanwhile, a police corporal in Ogun State, whose identity was not disclosed by the state Police command, on Tuesday, shot dead a commercial driver, identified as Likinyo Olumide, at Sagamu toll gate along Lagos-Benin expressway. An eyewitness, Folake Egbeuwalo, who was one of the seven passengers in the vehicle driven by the late driver, explained that the driver was shot dead after he was stopped by some policemen. Egbeuwalo, who spoke with newsmen at Police Headquarters, Eleweran, Abeokuta, on Wednesday, said the incident occurred at 9:45 pm on Tuesday as they were coming from Lagos where they went to buy some goods, retuning to Okitipupa in Ondo State. The late driver The witness said: ‘’The late driver was our permanent driver who used to carry us from Okitipupa to Lagos. The man carried us from Idumagbo, Lagos Island. As we were coming, we met many policemen and soldiers on the road, we stopped and settled them. “ When we reached Sagamu toll gate, we did not know that there were policemen on the road, they asked the driver to park and immediately he parked. The driver came out of the car and as he came down, he stood beside the vehicle and the police moved to the other side of the road and gunned him down immediately.’’ Egbeuwalo further said the policemen ran away immediately the man died and later came back and took away the corpse in one of the Hilux vans, marked NPF104 OD. She, however, lamented that all the passengers were abandoned and were made to sleep on the highway as none of them could drive the car after the death of the driver. The late driver’s younger bother, Likinyo Solomon, lamented the death of his elder brother, who he said was survived by six children and a pregnant wife. He said: “I demand to see the person that killed my brother and to know what actually happened before he was killed.’’ Asked to comment on the incident, the Assistant Inspector General of Police zone 2 , Balade Hassan, who was on a visit to Ogun State on Wednesday, said the policeman would face the wrath of the law. This case is not an exception from other cases, the person would be tried as prescribed by the law,. After he is found guilty, he would be dismissed and charged to court. “We wish something like this does not happen again. In the last six to seven months, there has been a lot of improvement and that is why the IG banned roadblocks in order to reduce the interaction with the members of the community where this kind of problem would happen.” “The safer highways was initiated to allow Nigerians move around the country without any hitch. Before you block the road, you must get permission from the IG in the case of a stolen car. “The order is clear and the IG is making sure that this does not happen again and when it happens, actions are taken against the men.’’ The Police Public Relations Officer in the state, Muyiwa Adejobi, said the command was aware and had arrested the perpetrator. According to him,the DPO informed the CP that a corporal attached to one of its teams at Sagamu toll gate fired at the driver of a commercial vehicle, the driver sustained injuries before giving up the ghost. “We have arrested the corporal and he would face the full wrath of the law, we are going to treat the matter departmentally before it would be charged to court for proper prosecution. “The command is not happy with the situation because we have not recorded that for a very long time,. We assure the public and relatives of the deceased that justice would be done. The command sympathies with the family of the deceased. “We’ll have a meeting with them to know what the command can do to ensure a good relationship with the family and to be with them in this trying time. We want to assure them of adequate justice.
