Double Jeopardy is a US legal term - specifically from the fifth amendment to the US constitution. Go through US case history, you can't find a single instance where something like this occurred. You do not know the subject matter the other Court is dealing with so you are not in a position to make unguarded statements about the decision of the Court . The Court in its wisdom has done Justice to the matte by convicting the accused .Ubi jus ubi Remedium where there is a wrong there is a remedy , a conviction was made , Funds stolen will be recovered Any blind arguments by ignorant people is just a waste of time. The ICPC prosecution lawyer prayed the court to convict him with restitution of stolen funds, which means he was sentenced and fined because of the fraud he committed. It is that simple. i maintain that The fine has nothing to do with the amount of money stolen , besides there is another suit going on to recover the said amount stolen, being an ex convict alone has destroyed the Lawyers career .
