The United Nations Office for Coordination of Humanitarian Affairs (OCHA), has expressed concern over the conditions of more than 40,000 displaced persons affected by flood in Rann, Kalabalge Local Government Area (LGA) of Borno.



In a statement issued in Maiduguri on Saturday, OCHA said the affected persons including women and children lacked access to food and basic services due to floods which submerged Rann, Kalabalge LGA headquarters, and its environs on Nov. 7.



OCHA attributed the flood to the release of excess water from Kaalia River, neighbouring Cameroon, in the statement signed by its Head of Communication Eve Sabbagh.



It said that the flood damaged an estimated 4, 000 hectares of farmlands and destroyed crops, which Internally Displaced Persons (IDPs) in Rann mainly depended on for food.



The UN agency lamented that the area was difficult to access for humanitarian assistance due to the high level of insecurity and dilapidated road.



“Stranded populations are running short of food and those who can afford it are paying high sums to be transported to the other areas, putting their lives at risks while crossing the river or running for safety.



“More than 300 people from Rann have managed to reach Ngala, a town some 40 kilometers away from the area, according to the International Organisation for Migration (IOM), they managed to leave Rann before the road became impassable.



“Humanitarian partners are mobilising resources to reach the stranded population via the UN Humanitarian Air Services, until access is secured for small boats.



“Providing food is the main priority, along with water, shelters and emergency health services,” OCHA said in the statement.



The UN agency revealed further that more than 100, 000 people were also affected by severe floods in seven local government areas of Adamawa since Oct. 27, occasioned by torrential rainfall and overflow of water from rivers Niger and Benue.



It explained that the flood caused displacement to about 19, 000 people, adding that government had set up nine IDP camps, to facilitate effective response to affected persons.



It also said that the UN and humanitarian partners had scaled up assistance in Adamawa and provided reproductive health kits to more than 56, 000 people, 400 families received non-food items and 4, 000 other families got farming inputs.

According to the UN agency, also more than 300, 000 persons are affected in Adamawa and Borno in the worst flood disaster since 2012.



OCHA noted that the damage was five-times higher than expected in the humanitarian contingency plan, which was based on an average from previous floods.



“The latest flood is coming at a time when the rainy season would usually be over, compounding an already dire humanitarian situation in two of the three states most affected by the 10-year old conflict, with 7.1 million people in need of urgent assistance this year.



“The 2019 Humanitarian Response Plan for Nigeria is seeking 848 million dollars to assist 6.2 million people and is 60 per cent funded so far,” OCHA added. (NAN)

The Supreme Court on Friday held that President Muhammadu Buhari was right not to have submitted his academic credentials to the Independent National Electoral Commission (INEC).

The apex court stated this while giving a reason for dismissing the appeal by the Peoples Democratic Party, PDP, and its Presidential candidate, Atiku Abubakar.

According to the court, Buhari was eminently qualified to contest the last presidential election.

The court held that contrary to claim by the appellants, no law requires a candidate to submit his/her academic certificates to the electoral umpire before being allowed to contest the election.

The Supreme Court also held that the constitution does not require one to possess a secondary school certificate to be qualified to run for the presidency.

It added that schooling up to secondary school, without possessing the result of the final examination was sufficient.

The Supreme Court further explained that Buhari did not only show that he has a secondary certificate and rose to the rank of Major General in the Army, attended military training, became the nation’s Head of State, could communicate in English and possessed a primary school leaving certificate, all to the satisfaction of INEC.

The three-man panel of the court upheld the decision of the Presidential Election Petition Tribunal, on the issues of Buhari’s qualification and possession of relevant certificates.

The American Bible Society says it is offering free Bibles to Kanye’s fans who fill out a form on the organization’s website. The group got the idea from Google data that showed a spike in searches for information about Christianity the week the album was released.

Kanye released his latest album, Jesus Is King, last Friday.

“Kanye West’s album has had an immediate effect on the current news cycle. ‘Jesus is King’ was a trending internet search last week with over 1 million queries on Google alone,” John Farquhar Plake, director of ministry intelligence at American Bible Society, said in a press release.

“Coincidentally, something we’re seeing as a rising trend is that most Americans turn to Google as a de facto spiritual guide,” Plake added. “Our goal with this campaign is to give Americans – and, yes, Kanye fans – the opportunity to look for answers to their most pertinent questions at the source.”

“Kanye West” was the No. 1 trending topic on Google on the day he released his album, Friday, Oct. 25, while “Jesus” ranked No. 4, according to Google data. Among specific search queries, “Jesus is King” ranked fourth. “What do Christians believe?” also saw a spike that week.

As expected, the Department of Homeland Security this morning published a new EB-5 regulation known as a “final rule.” (Click here to see the regulation: https://ebeanonews..com/2019/11/eb-5-minimum-investment-amount-has.html) While we are still reviewing the contents, here are some key changes:

1. Increasing investment amounts – $900,000 for Targeted Employment Area (TEA) / $1.8MM for non-TEA:

The final rule keeps the 50% minimum investment differential between a TEA and a non-TEA and provides that the minimum investment amounts will automatically adjust for inflation every five years.
2. Revising the standards for certain TEA designations:

The final rule addresses gerrymandering — deliberately manipulating the boundaries of an electoral constituency to link a prosperous project location to a distressed community to obtain the qualifying average unemployment rate.
3. Clarifying USCIS procedures for removing conditions on permanent residence:

The final rule makes clear that certain family members who are lawful permanent residents must independently file to remove conditions on their permanent residence. The requirement would not apply to those family members who were included in a principal investor’s petition to remove conditions.
4. Allowing EB-5 petitioners to keep their priority date:

The final rule offers greater flexibility to immigrant investors who have a previously approved EB-5 immigrant petition. When they need to file a new EB-5 petition they now will be able to retain the priority date of the previously approved petition, subject to certain expectations.
This new rule will go into effect November 21, 2019. You have approximately 120 days to get in at the $500,000 level. This will be the new standard for the EB-5 program going forward barring legislative action. Based on our conversations with our advocates and allies in Washington, D.C., we expected this to become regulatory policy and prepared ourselves for such. For prospective investors weighing an EB-5 investment under current rules, you have a limited window in which to act.

Africans are paying more money than any other part of the world for internet.

A new study has found that consumers in African countries are paying some of the highest rates in the world for internet access, and that’s according to a report released Tuesday, October 22.

For its annual Affordability Report, The Alliance for Affordable Internet (A4AI) assessed 136 low and middle-income countries and studied internet rates in those countries as a proportion of income.

The A4AI is an initiative of The Web Foundation, founded by the inventor of the Web, Tim Berners-Lee, with partner organizations that include Google and Facebook.

Middle-income examples from the report include Malaysia, Colombia, India, Jamaica, South Africa, and Ghana, while low-income examples were Nepal, Mali, Haiti, Liberia, Yemen, and Mozambique.

As per the findings, the least affordable internet prices in the world are found in Africa.

How The AA4I Arrived At Its Findings
The yardstick used by the AA4I in ascertaining internet affordability in the various countries is the average price of 1GB of mobile broadband data in relation to average monthly income.

By the A4AI’s definition, internet is deemed affordable if the cost of 1GB of broadband data is no more than 2 percent of average monthly income.

Across the African continent, the AA4I found 1GB of data to cost up to 7.12 percent of monthly income, on average. Actually, in some cases, it found that as much as one-fifth of average earnings are consumed by internet costs in parts of the continent.

According to AA4I data, African countries are subject to the least affordable internet prices in the world.

The Countries Where Internet Costs Are Highest

The latest version of the annual report found that citizens of Chad, DR Congo, and the Central African Republic actually pay more than 20 percent of average earnings for 1GB of mobile broadband data, making for the most expensive internet costs.

AA4I’s report branded such prices as “too expensive for all but the wealthiest few,” while implying that cost is the primary challenge keeping an estimated 49 percent of the world’s population offline.

On the other hand, the most affordable rates in the continent are in Egypt at 0.5 percent and Mauritius at 0.59 percent. On a general note, the report found that costs are falling faster in low-income countries than their middle-income counterparts, but in many cases, prices remain the albatross.

What AA4I Identifies As The Cause Of The Problem & Its Solution

In addition, the AA4I blamed the unfavourably high prices on sluggish markets and monopolies, while going ahead to prescribe solutions.

The primary recommendation from the A4AI is for greater liberalization of markets and measures to increase competitiveness. The report highlights competition as essential to successful broadband markets.

The authors also point to the importance of moving from “consolidated markets” — monopolies — to multi-operator markets, stating that it could drastically reduce costs of mobile broadband data.

“Our research estimates that 1GB data in a monopoly mobile market could be as much as USD USD 7.33 more expensive than if it were a two-operator market,” reads the report.

The AA4I places emphasis on “fair rules for market entry and incentives to encourage new competitors” as ideal ways to engender healthy competition.

Earlier this year, a study by UK-based broadband research firm, Cable, came up with pretty much the same finding.

The reports stated that Zimbabwe has the most expensive mobile data in the world, mentioning that 1GB costs USD 75.00 — making it the most pricey in the world.

Interestingly, Indians pay a staggering average of just USD 0.26 for the same quantity of broadband data; a cost that is 289 times cheaper than that of Zimbabwe.

The study also showed that Sub-Saharan Africa is home to four of the six most expensive countries with Zimbabwe on the top of the list joined by Equatorial Guinea (USD 66.00 for 1GB), Saint Helena (USD 55.00 for 1GB), and Djibouti (USD 38.00 for 1GB of data).

However, the African continent also boasts three countries among the top 10 global cheapest in the world. Rwanda tops on the list with 1 GB costing USD 0.56, followed by Sudan USD 0.68, the Democratic Republic of Congo USD 0.88
