The Economic Community of West African States (ECOWAS) is a regional grouping with 15 Member States in West Africa (three landlocked and one island) with a population of about 300 million with an annual economic growth rate of around 6%. The ECOWAS Commission is one of the eight Regional Economic Communities supporting the African Union to coordinate the implementation of continental and regional integration and development programmes in the West African region.

We are recruiting to fill the position of:

Job Summary

As part of the mandated activities towards the realization of the main objective of ECOWAS, the Commission is soliciting the services of a reputable and highly-competent person(s) to assist the Directorate of Mining & Geo-extractives Development draft a comprehensive Technical Feasibility Report/Implementation Strategy for an ECOWAS Geo-extractives Observatory & Cadastre System which aligns with the Community’s vision of “create a borderless, peaceful, prosperous and cohesive region, built on good governance and where people have the capacity to access and harness its enormous resources through the creation of opportunities for sustainable development and environmental preservation”.
For this purpose, The Economic Community of West African States (ECOWAS) seeks to engage the Services of an Individual Consultant for Project Design of ECOWAS Geo-extractives Observatory & Cadastre System (1st Benchmark Result- Complete Draft Technical Feasibility Report/Implementation Strategy).
The general objective of the study is to assist the Community towards its mandate to develop a comprehensive, useful, and internationally acceptable ECOWAS Geo-extractives (Mining & Hydrocarbons Sectors) Observatory & Cadastre System for the realization of the Community’s vision.

Duties and Responsibilities of the Consultant

Within the above context, the consultant will be required to do the following:
Draft a comprehensive Technical Feasibility Report (Conceptual Design and Cost) / Implementation Strategy for a GIS-based ECOWAS Geo-extractives Observatory & Cadastre System as described above and submit it through the Commissioner, Energy & Mines within a specified number of days;
Assist the Directorate of Mining as the Commission’s Resource Person(s) in the review and statutory validation process of this document (at intervals as required);
Assist the Directorate of Mining as a Resource Person in the internal ECOWAS Commission Technical Retreats on this draft document.

Qualifications
The qualifications of the Consultant(s) should include, among others:


Demonstrated academic competence from a related- field(s) within the geo-extractives sector.
Demonstrated appreciation of the Community’s developmental policy-orientation for the geo-extractives sector.
Demonstrated practical experience in multi-sector Proven ability to write reports in clear and concise legal and technical context, communicate effectively, present concepts with limited slides, and meet operational deadlines,
Proven ability to maintain excellent interpersonal skills and to establish and maintain effective working relationships within a multi-lingual and cultural environment of an international development organization.

The ECOWAS Commission now invites eligible Consultants (Individual) to indicate their interests in providing these services:

The interested Consultants must provide all information supporting their qualification to perform the services (Kindly attach detailed Curriculum Vitae that highlights the following:
Curriculum and Certificates;
Past Experiences of similar jobs over the past ten (10) years;
Computer knowledge; knowledge of the area; language and any other information useful for the accomplishment of this project).

Please note that if individual consultants are proposed by firms, only the experience and qualifications of the individuals shall be used in the selection process, their corporate experience shall not be taken into account, and the contract, If given, will be signed with the proposed individuals.

The selection will be done on the basis of a comparison of curricula vitae and the selected Consultant will be invited to produce Technical and Financial Proposals which will serve as the basis for negotiation for the conclusion of the Contract Agreement.

Also note that the estimated budget for this assignment must not exceed Forty Five Thousand US Dollars ($45,000.00)

An enraged husband has allegedly cut a man’s ear after catching him in bed with his wife at their home.

The incident took place at the Tana River county on Sunday, November 8.

According to Celeb News Arena dot Com, Mwaniki Mate- a casual worker who had been on a work-related trip, returned unexpectedly to his home at Mororo slums in Madogo division, only to found his wife in a compromising position with another man.

Witnesses attested that Mwaniki’s wife escaped towards River Tana as he rained blows on her lover.

It was not until the neighbours heard wailing that they forced their way into the house, but it was a bit too late as the havoc had already been done to the ear.

According to Celeb News Arena dot Com Khadija Khatoon Khadija, 21, from Kolkata, West Bengal, Eastern India, was born without a face and her mouth is a small slit on the left side of her face. When she was born, concerned doctors were baffled by her condition for months. Although it has never been confirmed, they believe she has a form of neurofibromatosis, a rare deformity that causes tumours to grow along nerves. Medics told Khadija and her family there was nothing they could do after extra skin continued to grow out of control.

“She was born at home but she didn’t open her eyes. She was born with thick heavy eyelids and she looked different to my other children at birth but we didn’t think anything of it until we realised she couldn’t open her eyes properly.” hermother Amina Bibi,50, said.

“When we took her to the hospital she was admitted for six months and they did lots of tests but doctors eventually told us there was nothing they could do. Because the doctors told us there was nothing they could do we never went back to them. And as Khadija got older she refused any help. Doctors told us when she was a baby that if she attempted surgery she could die, so we have lived with that fear. Now that Khadija is much older she has decided herself that she doesn’t want to have surgery. She doesn’t want to risk dying.”

Khadija said:
“I’m made this way and I accept it graciously. I do what I can. If this is how I’m meant to be then I live with it. It’s not a matter of coping, I just live as I am”
She continued: “I don’t have any real friends but I have my family. My family is my only friend and I love them dearly. My parents are my world. I don’t talk to strangers.

On November 18, 1992, agents of the Drug Enforcement Administration and the United States Customs Service arrested Musa, Jack Spencer, for conspiring to import in excess of one kilogram of heroin. Jack Musa Gowon, who was 23 years old at that time was sentenced to 40 years in prison for the allegation of smuggling heroin from source countries.

Jack Musa Gowon protested vehemently through his legal team that he was innocent and was framed up and his protest were ignored by the Jury and was harshly sentenced to 324 months in prison followed by five years of supervised release.

A doctor at Federal Teaching Hospital, Abakaliki, Jane-Glad Ugba has been arrested for allegedly pouring boiling cooking water on a 16-year-old boy.

According to Celeb News Arena dot Com The boy, Nwanga Chidiebere, is a JSS 3 student of Presco secondary school, Abakaliki, who lives with the doctor.

It was reported that the eldest son of the doctor had left the house door wide open but Chidiebere was wrongly accused of the offence. While he was being punished, the doctor accused him additionally of burning the yam he was asked to cook.

To punish him, Ugba was said to have emptied the cooked yam and hot water on Chidiebere’s back, chasing him out of the house. He slept in a church overnight and in the morning, while roaming the streets, a female member of the Nigeria Security and Civil Defence Corps (NSCDC) found him and took him to the hospital.

St. Moses Parish of the Catholic Church located in Tudunwada, Jos North Local Government Area, Plateau State, facilitated the tying of nuptial knots by the love birds.

The niece is Marissa Williams. Williams’ aunt was puzzled by the constant stream of strangers always at her house, so she created a profile posing as a boy named Tre ‘Topdog’ Ellis and befriended her niece and that may have ultimately saved her life.

On the first day the two talked online, Williams invited Ellis over to her house to get drunk with her. She sent the fictitious boy her phone number and home address, and said she would have s*x with him if he agreed to pay her $50 cell phone bill. As troubling as that is, things were about to take a much darker turn.

Just a few days later, Williams told Ellis that she hated her family and wanted to get out of Alabama. She asked Ellis to come kidnap her and said he should shoot her aunt if she tried to stop him.

An 80-year-old woman showcased her feat of dragging a SUV car with her teeth in China on Wednesday. The mighty granny Wang Xiaobei has already made a name for herself in an entertainment show this year, where she used her teeth of steel to drag a 1.5-ton SUV in front of the audience.

A baby girl has been killed after her mother reportedly threw her from a window during a “psychotic episode”

According to Celeb News Arena dot Com Six-month-old Junilah Lawrence was hurled from a sixth-floor apartment in the Bronx, New York.
Horrified neighbours said the infant’s mother, 27 year old Tenisha Fearon, dangled her daughter out of the window before hurling her into the air at around 1.30pm.Relatives told reporters the mother allegedly said “the devil was in her”.

Emergency workers found the baby on the pavement below and she was taken to St. Barnabas Hospital but died from her injuries an hour later.

Fearon, was reportedly taken to Bronx Lebanon Hospital for mental evaluation.
No charges have yet been filed, according to police.

A quack nurse, Taibat Jegede, popularly called Alhaja, was Tuesday, reportedly sentenced to 7 years imprisonment in Ado Ekiti for killing a client, one Seyi Ibitoye, after attempting to carry out an abortion on her which allegedly went bad.

The accused had once been imprisoned on a similar charge.The deceased who died of bleeding complications in May 2012.
She dropped out from the College of Health Technology, Akure in 2006.
According to reports,the abortion was one of the series carried out by the accused and it was done in her one bedroom apartment, where she was a neighbour with the deceased.
Meanwhile, Alhaja who claimed to be a licensed agent, claimed she had worked in different places
