why not, if there is not law prohibiting buying petrols in jericans (4 litres can). in America i tink fuel is sold per jericans not litres as we have here. so if in naija say law nor dy prohibiting buying fuel on jericans then i see no reason arresting the person. if there is also no law prohibiting survinors then the case is dead on arrival
