Johannesburg - The incorrect use of bulletproof vests during the Battle of Bangui in the Central African Republic (CAR) in March was probably why 15 South African soldiers were killed, Beeld reported on Friday.

Colonel Renier "Doibi" Coetzee, a senior South African Special Forces officer, made this statement on behalf of his superiors at a press conference in Pretoria earlier this week.

Coetzee said soldiers who had worn their jackets correctly withstood several bullets and survived the ordeal.

He said that after the 23 March battle it had emerged that some of the South African troops had not worn their jackets in the prescribed way.

"Some took out the bulletproofing plates, while others just wore breast plates. This left their backs unprotected."

Coetzee said the army was currently evaluating both instructions for wearing the jackets, and the quality of items being issued to soldiers.

"It is true that our jackets are a bit old, and that the technology is a bit outdated... but there's nothing wrong with them."

Wearing the jackets was optional, and especially when it was hot, solders tended to remove the plates.

"American and British soldiers in Afghanistan eat and sleep with their jackets on, and they would not dare move from camp without them. This is one of the things that after the current evaluation will probably become mandatory for our soldiers," he said.

Thiza: Just to provide insight into the whole scenarion and there evolvement thereof. First the intervention Brigade as it is now know its a SADC Initiative not UN MONUSCO Peace keeping Force. It was formed after the failure of the UN to intervene, leaders of 11 African countries decided on a new way forward and on 24 February 2013, signed a Peace, Security and Cooperation Framework for the DRC – an agreement designed to bring peace to Eastern DRC. With commitment from the Southern African Development Community (SADC) to become more involved, the agreement included the deployment of a brigade strength Neutral Intervention Force (NIF) of approximately 3 500 soldiers, authorised to conduct aggressive peacekeeping operations to protect civilians under imminent threat and to neutralise armed groups involved in destabilising the region (specifically M23).

The UN Department of Peacekeeping Operations (DPKO) was badly shaken by the ease with which Goma had fallen to M23. The credibility of MONUSCO and indeed its perceived will to implement one of its prime tasks – the protection of civilians under imminent threat, was seriously being questioned. To make matters worse, the NIF was being touted as a force that would do what MONUSCO, with 17 000 troops, was unable to do. In reality, however, the NIF was a concept that had little chance of success due to prohibitive cost, estimated at USD $100 million for its first year of operation, with the DRC offering to pay USD $10 million. The complexity of operating without full UN support was also a problem, despite South Africa’s commitment to support the mission with helicopters and transport aircraft, specialised support staff and a forward operational support base to be established at Entebbe, Uganda.

The SADC planning element scrambled to generate the NIF’s operational components from the SADC Standby Force pledges from member states, while it was left to each Troop Contributing Country to work out how they were going to self-fund this deployment.

This willingness of the African countries concerned to go it alone further shook the UN and galvanised it into action, with the DPKO proposing the deployment of a UN intervention brigade, utilising SADC troop components that would have deployed under the NIF. It must have been with a collective sigh of relief that the 11 African heads of state, supported by SADC and the African Union (AU), agreed to this change of direction. South Africa, Tanzania and Malawi would be the primary Troop Contributing Countries for this Intervention Brigade of 3 069 soldiers, authorised in terms of UN Security Council resolution 2098 of 1 April 2013, with the responsibility for ‘neutralizing armed groups …. contributing to reducing the threat posed by armed groups to state authority and civilian security in Eastern DRC and to make space for stabilization activities’.

The Intervention Brigade will have extra teeth in the form of artillery support and special forces, who together with unarmed drones (remotely piloted aircraft) with special day and night observation equipment, will provide situational awareness – the intelligence and information picture which enables the conduct of high impact, intelligence driven and targeted operations to deal with M23 and the other illegal armed groups in the region, which number over 33 at this stage.

With the most aggressive mandate ever given to a peacekeeping mission, much hype has been generated about the expected success and influence of the Intervention Brigade. After more than 10 years of peacekeeping deployment experience in Eastern DRC, the SANDF contingent will form a core component of the Intervention Brigade and much will be expected of it.

Many of those videos were discussed in SA that they infact never real and that pictures of white people generally injured across the world are staged as if they actually happened in SA. Msauza: This is really crazy! How can South Africans envy foreigners who are getting paid R20 a day and still accuse them of taking their jobs? What you do not understand is that these foreigners are being exploited for cheap labour in jobs that could have paid fairly well for South Africans who are protected by labour laws. A Nigerian commander was supposed to lead the UN mission but france that have always been wary of our influence in the region used it's influence in the UN to sideline Nigeria. and the worst part was that they appointed a Rwandan general and we will not subject our troops and logistics under a novice in a dangerous place like Mali.

Nigeria has more than enough troops to face security challenges at home and still invade SA. the west will use this propaganda to compel us to stay like they used their media to make us hand Bashir over but we don't care what they say, we will withdraw and if they want to arrest Bashir they should invade Sudan.

Nigerians started protesting that our troops be withdrawn from the moment UN made that s.tupid decision. the government listened to the people unlike yours that will rather use your military to guard his family investments abroad.

Black people were suffering oppression bitterly at the hands of Whites in SA under your noses, but here you are boasting about your invention which was never even physical. You chickened out when ANC asked you to send troops to Mozambique to provide defence to their headquarters but instead ANC shifted further to Lusaka because of consistent attacks from apartheid forces who invaded Mozambique like a playground. You have just only embarrassed yourselves because even your military chiefs were scared of SA to their throats and all that they could do was to provide cheap material support.

Msauza: Our mission in CAR was to establish professional military and had nothing to do with war. With only just a steak of our troops we have managed to kill hundreds of them and suffered only 13 casualties. No army in the world can achieve that without a heavy fire because French troops who were in charge of the Airport never allowed us to deploy heavy fire since 2007 because our mission was to train CAR troops.

that was your number one tactical failure. you sent 200 men including special force to a far away country, knowing fully well they will engage the enemy eventually and you had no plan for air support.

number two failure was that after losing so much men, you finally scrambled you jets and helicopters only to pull back after you found out it wasn't gonna be a walk in the park.

i see that the two universities you attended haven't helped develop your brain. maybe you need to attend a third one.

Msauza: You are just a fool because the Griffins and Rooivalk were asked to retreat after the war settled. They were merely on standby for safe exit of SA forces in CAR. Should Seleka rebels envisaged second attack, they would have suffered the wrath of rooivalk and Griffins.

so the first attack where you lost more than 30 men was not enough to provoke your griffins and rooivalk. ok

now just give me one good reason why SANDF is not a modelling agency?

Msauza: That's a fact. SA is becoming a military power of Africa by any day. That's what military power should become. America is regarded as world military power today because they mingle in any conflict anywhere in the world where they have interest and have lost many men in between. America has lost many men in Iraq and have even generally lost against Saddam Hussaine on one on one battle, but still that did not draw them back from their mission of conquering the world.
so after all this blabbing, why did you chicken out from invading CAR? you think military power is about just building guns and bombs? it's about having the guts and tactical skills to use those guns you dumbo. Something SANDF lacks.

imagine them shooting kids passing by that wanted to test them and claiming to be involved in a fight clearly between DRC army and M23. something they were sent there to do in the first place. cowards.
