Marshal law is instituted, constitutional laws and authority are suspended with the president as sole and direct authority via a specially appointed security administration. The state executive maintains only day to day administrative responsibility and is informed on security issues on a need to know basis. All security apparatus will be coordinated by a specially appointed committee or task force by the president. Constitutional privileges may be suspended and movement restricted. Legal rights wrt detention can be revoked.
