The Ondo State Independent Electoral Commission has announced the results of the chairmanship and councillorship polls held on Saturday in the 18 local government areas of the state.

In the results announced, the ruling Peoples Democratic Party won all the chairmanship positions in the 18 local government councils of the state just as it won 202 councillorship seats in the 203 wards of the state.

The Allied Congress Party of Nigeria won only one councillorship seat.

Announcing the results of the polls on Sunday at the headquarters of the commission in Akure, the Chairman of ODIEC, Prof. Olugbenga Ige, said only 14 political parties contested the election and that the ruling party won all the chairmanship positions of the 18 local government councils.

He said, “The overall results of the polls indicate that the PDP won in all the 18 local government areas.”

Commending all stakeholders for the support given to the commission during the polls, the ODIEC chairman explained that the election was hitch-free, adding that there was no record of violence or electoral malpractice during the election.

“We promised the people of Ondo State that free and fair polls would be conducted and to the glory of God, we have been able to do our best,” Ige said.

He also announced that the winners of the polls would be issued Certificates of Return at the ODIEC headquarters on Monday (today).

Owing to an alleged lack of adequate planning, the recent merger of Federal Government ministries, departments and agencies is now facing some challenges.

An investigation by The Guardian shows that overstaffing, lack of clear-cut policy direction, accommodation issues and duplication of functions are among the challenges facing the merger. Many of the directors and other senior staff of the ministries lack office accommodation and schedule of work.

But the Bureau of Public Service Reforms (BPSR) does not share this position, insisting, according to its head, Dr. Joe Abah, that the mergers will at the end of the day lead to more functional agencies that will be able to deliver on the current administration’s promise to Nigerians.

The merged ministries include those of Power, Works and Housing, Information and Culture, National Planning and Budget, Interior, as well as Youths and Sports. The main purpose of the merger was to cut waste and increase efficiency in governance for better service delivery, but all that is being hampered by the confusion in the system.

The Guardian learnt that while some ministries are overstaffed, others are under-staffed, just as some civil servants have no portfolio. Due to some of these reasons, including a lack of office space, overlapping functions and a lack of adequate supervision, many staff now resume late to work, if they come at all on some days. More worrisome is the fact that there is a brazen lack of clear-cut direction on the part of the various leaderships of the merged ministries.

An insider told The Guardian: “To me, the committee that recommended the merger of these ministries misled our President Muhammadu Buhari. How can anyone or group of persons advise the President to merge the Ministry of Power with those of Works and Housing? This is practically wrong because these are critical ministries that have a direct bearing on our people, more so, they ought to be manned by professionals and technocrats in relation to their schedules.’’ ...

Different reactions continue to trail Senate President Bukola Saraki’s call on the National Assembly Service Commission (NASC) to rescind its decision on the appointment of Mohammed Sani-Omolori as the Acting Clerk of the upper chamber.

Two groups, Youth for Peace Nigeria and Concerned Southerners Forum yesterday asked the Chairman of the National Assembly Service Commission, Dr. Adamu Fika, to ‎correct what they described as administrative errors in the appointment of Clerk to the National Assembly or step aside.

Chief Moses Erebi, who spoke on behalf of the two groups alleged, that in 2014, Fika approved the appointment of Mohammed Sani-Omolori as Deputy Clerk to the National Assembly without consulting other commissioners as required by the Act establishing the commission.

However, taking a different position, a non-governmental organization (NGO) Perfect House of Friends (PHF) described Dr. Saraki’s directive as a usurpation of the constitutional powers of the Commission by the Senate.

PHF President Alhaji Abubakar Mohammed said the directive was a violation of Section 8 of the Act that set up the Commission, which confers on it, the power to make appointments, disciplinary control over persons without being subjected to the direction or control of any authority or persons...

OLEH—A non-academic staff of the Delta State University, Abraka, Mr. John Ogeleke, was yesterday kidnapped at Kwale, Ndokwa West Local Government Area, Delta State by suspected Fulani herdsmen. Delta State Police Public Relations Officer, Celestina Kalu, who confirmed the incident, said Ogeleke was heading towards Ogume from Kwale in his Nissan Pathfinder jeep when he was abducted at gun point. She explained that four men of Fulani extraction armed with guns and sticks emerged from a nearby bush, forced the vehicle to a stop, seized the 54 years old Ogeleke before taking him into the bush. Kalu said the Police in the Kwale division, vigilante team members, men of Dragon 25 police patrol team and reinforcement from nearby divisions were already searching the vast bush. According to her, the Fulani leader in Kwale, Alhaji Mudi, has also been informed “to assist in the search as several Fulani camps are located therein.” Meanwhile, a dependable source in the community told Vanguard that the herdsmen have demanded N5 million as ransom for the victim’s release. The source, who preferred anonymity, lamented that Ogume Road had become a hot spot for kidnappers.

It was tears yesterday at Agadama-Uwheru community in Ughelli North council of Delta State as one of the 31 persons killed by suspected Fulani herdsmen, Stephen Omamuge Ajaita, was buried.

The victim, a father of three, was one of the 31 persons killed between 2012 and 2015 by suspected Fulani herdsmen in Uwheru kingdom. He was said to have been shot severally in the head with an AK47 rifle as he and other persons tried to ward off the herdsmen from their farms.

He was reportedly killed and abandoned on his farm for several days by the herdsmen as the villagers were too scared to rescue him. His body was later retrieved by members of vigilance groups from adjoining Urhobo communities in Ughelli North.

According to the President-General of the Uwheru Community Development Association, Chief Ogarivi Utso, the herdsmen always arrive in the community during the dry season especially, around November of every year in several trucks loaded with cows. When they come, they take over the open lands, ponds and farmlands and bar indigenes from entering.

According to him, the herdsmen shoot their guns openly in the air as their trucks arrive in the community to inform the people of their presence and to warn them to stay away from the open lands and farms which they subsequently occupy with their herds. The herdsmen leave at the beginning of the rainy season and return in November.

The president-general said Uwheru people now live in perpetual fear as the Fulani herdsmen have wreaked havoc on the kingdom in the past 12 years. They were alleged to have committed assault, rape, maiming and killing of some of the indigenes.

He gave a list of all the people of the Uwheru kingdom who had been killed by the herdsmen since 2012. The list, he said, did not contain names of those killed and whose bodies were never found. He estimated them to be about 10.

Utso said the problem with the herdsmen in Uwheru started in 2004 when Ohoro community of Uwheru was invaded by suspected Fulani herdsmen with the active collaboration of soldiers, during which many houses, including the palatial residence of the then President-General of the community, Mr. Emmanuel Enivwegha, were destroyed. He disclosed that 10 youths, including one Mr. Edjerigho Enivwegha, the immediate younger brother of the then president-general, were killed during the invasion.

“Ohoro was like a floodgate that opened the way to further invasions of the entire Uwheru kingdom till date. Uwheru are peace-loving people known world over as groundnut producers. The majority of them engage in hunting, farming and fishing activities, but the brutal activities of the herdsmen are killing these economic activities of the people and have thrown them into hunger,” Utso said.

He lambasted the police and the Department of State Services (DSS) at the Ughelli North council area for allegedly doing little or nothing to assist the Uwheru people.

According to him, the yearly occupation of Uwheru by heavily armed herdsmen has continued to create hardship for the harmless people of Uwheru.

Utso said all efforts to contain the herdsmen, including bringing them to a roundtable discussion had failed, adding that representations made to all government levels and the police over the years did not yield any positive result.
