After discovering oil reservoirs which is pretty easier, the difficult job is determining if it is commercially viable.
That is what takes time to determine. And I believe that is why it took Ghana long time to begin full exploration.

They already knew they had oil pretty quickly. It took them time to estimate how commercially viable.

Ghana did not have to waste so much time before they struck oil. The moment they discovered presence of oil bearing reservoirs, which is a relatively basic exercise due to modern advances in tech, they struck oil.

The north have been looking for oil since yar'adua. That is as long if not longer than Ghana has.
