Nigeria lacks both the infrastructure and technical expertise for weapons and aircraft manufacture. We have not even been able to manufacture and acquire our own indiginous car let alone aircraft.

Nigeria should focus on where it has comparative advantage, which is in agriculture, petroleum and solid minerals. We must not do things just because others are doing it. Thats my view.

Indian is an agricultural giant. Probably the largest exporter of rice in the world. They already have comparative advantage in agriculture, But they know agriculture alone would not make them rich and prosperous.
Which is why they are looking to partner with tech giants to improve on their relatively crude domestic tech base, save forex and become a relevant global player. Technology and information is what makes a country rich not agriculture or mere resources.
Nigeria already has a domestic tech base in the south east. Though nascent but still functional.
Your president is borrrowing over $20b, yet does not see fit in counting those manufacturers as a priority by making lives easy for them like tax breaks, forex provisions, synergized rail and road systems linking these tech zones, and negotiating for them tech transfer with necessary global partners. His priority is building railways connecting kano to other arid northern zones with piss-poor productivity.

That is what a president that wants to develop his country does. If the indian president was making this kind of deal for Nigeria hypthetically, the bulk of his investment would be going to the south east because that is where Nigeria's best hope for industrial revolution and a sustainable indigenous manufacturing base that would usher in a ripple of prosperity , save forex, and create economic independence.
But then the difference between the IQ of both presidents may be nearly three digits.

Narendra modi is a president i have come to like. That guy is looking for india to become a superpower in a jiffy and he is passionately working towards it.
Home -built sub-marines, successful space missions, and now indigenous fighters, all in a single administration.And he is also looking to build india's first indigenous aircraft carrier .Definitely my top three president in the world right now alongside Merkel and the Rwandan president.
He knows what india need to become powerful and a true global player is more strategic funding for tech and upgrading local manufacturing capacity and he is going all out for it.
Watch out China. India rising. I won't be surprised if the guy is one of those fundamental highly functioning high IQ indians.

As for buhari, well, there is nothing else to say that has not been said. The center of commerce and home-grown industry should be probably the critical investment priority in any other sane government any where else in the world. And the South east is where it is at. The SE is the most critical to Nigeria's economic well-being and future prosperity if Nigeria ever hopes to become a developed nation. It is more important than most parts of Nigeria especially in the north, and you don't play politics with development.
Buhari is not sane anyway, so i am not surprised.He is not cerebral enough to use the monies well anyway, so that is a consolation.
Let him go and give his borrowed monies to deserts and oligarchies in the North.

Tony elumelu may be willing to engage in a mutually beneficial business with wale tinubu or whoever. If elumelu was a business man before the civil war, awolowo would probably have given his business to wale tinubu as spoils of war.

BRUSSELS — Russia canceled a request to refuel a flotilla of its Syria-bound warships at a Spanish port Wednesday, according to Russian state-run media and other news reports. The move came among mounting criticism leveled at Madrid from NATO’s secretary general and Britain’s defense minister.

The Russian battle group, containing cruisers, submarine hunting warships and Russia’s lone aircraft carrier — the Admiral Kuznetsov — were set to refuel in Ceuta, a port situated in north Africa near the Strait of Gibraltar, before heading to the Mediterranean Sea. While Spain has allowed Russian ships to use its refueling facilities in the past, the small armada’s likely mission — bolstering Russia’s strikes in Syria — has drawn widespread condemnation, forcing Spain into an uncomfortable position with its allies.

“The Russian Embassy in Madrid has just informed us that it is withdrawing the request for permission for stopovers for these ships and these stopovers have therefore been canceled,” the Spanish Foreign Ministry said after saying earlier Wednesday that it was reviewing the Russian refueling request according to a report in Reuters.

A spokesman from the Russian Embassy in Madrid confirmed the cancellation to the Associated Press but gave no further details.
Before Russia rescinded its decision to refuel in Ceuta, British Defense Secretary Michael Fallon told reporters in Brussels that the Britain “would be extremely concerned if a NATO member should consider assisting a Russian carrier group that might end up bombing Syria.”
On the contrary, NATO should be standing together,” he added.

In recent weeks the Kuznetsov, along with its escort ships, steamed through the North Sea and into the English Channel, drawing a wary eye from European countries that increasingly see Russia as a threat to their security.

The eight-ship battle group, reported to be accompanied by submerged escort submarines, will probably be used to increase the Russian airstrikes in Syria, as Russian and Syrian government forces attempt to break the months-long siege of the city of Aleppo. The Kuznetsov, an aging Soviet-era aircraft-carrying missile cruiser, is set to provide a contingent of strike fighters that will join the already sizable Russian air force presence stationed in northeastern Syria.

“We are concerned about the possibility that the Kuznetsov carrier group can be used as a platform for more attacks against Aleppo and Syria, and thereby exacerbating the humanitarian catastrophe we already see in Aleppo and Syria,” NATO Secretary General Jens Stoltenberg said Wednesday before a defense ministerial at NATO headquarters.

As Russia flexes its military capabilities both in Europe’s waterways and in the Middle East, NATO countries provided more details this week of their efforts to shore up a force designed to deter Russia. On Wednesday, U.S. Defense Secretary Ashton B. Carter outlined the type of units — including artillery and antitank weapons — that the United States is sending to reinforce NATO’s eastern flank. The move, announced in February under what the Pentagon calls the European Reassurance Initiative, includes sending a Stryker brigade into the Baltic states and Poland until they are replaced by four NATO battalions in April
