Obviously because Nigeria has natural resources that the FG keep misusing, they come to make use of it while employing Nigerians and still maltreating them in their own land, they know that foreigners are being treated way better than the citizens itself and that would be of great gain for them in so many ways, one of it being keep employing Nigerian workers, push them to work and maltreat them because their Government doesn’t care. So them coming isn’t even beneficial to citizens of this country.
This is why CCECC and other companies they have in Nigeria treat their Nigerian workers as slaves, pay little salary to their workers, maltreat them right here in this same Nigeria because FG doesn’t care as long as they pay their taxes. So why won’t they come?
Were you not on twitter the other day when one Chinese restaurant was called out for maltreating their Nigerian workers? It was after that call out they did an investigation and found out it was true, the restaurant was closed for good.
They obviously cannot close CCECC because that is actually the leading construction company in Nigeria, so the mistreatment continues.

If I go and invest in Ghana for example, I am not doing it because I like ghanaians, it's because I see ghana as a place to make my money and quickly and easily.

My investment may create jobs but that is not my end goal as an investor.
My goal is to multiply my money.

It's the job of the Ghanaian govt to ensure that their own interests are satisfied as well as mine.

If investors over-exploit a country, then that is a failure of govt.
