Yes England is a big footballing nation far bigger than Belgium. Belgium have not won the world cup and have not won anything of note in their history. And dont always qualify for international tournaments. England have qualified for almost all the world cups and won one. Placing Belgium ahead of England by the bookies doesnt mean Belgium is a bigger footballing nation than England.
