This seems nice and shud be extended to all office holders even the president himself!!!! gaskia FG sets standard for assessing ministers From JULIANA TAIWO-OBALONYE Tuesday, August 09, 2011 Photo: Sun News Publishing More Stories on This Section The Federal Government yesterday stated that the newly introduced regime of measurement and evaluation of Ministries, Departments and Agencies (MDAs) of government, using key performance indicators (KPIs) would henceforth serve as a standard for assessing the performance of ministers. It has also listed attitudinal change as key to improving the country’s economic rating before international community. The Vice President, Namadi Sambo, who is also the Chairman of the National Planning Commission, stated this yesterday in Abuja at the validation meeting of the Key Performance Indicators (KPIs) for evaluating Nigeria’s vision 20:2020. He stressed that the government was determined to ensure the realization of the goals set in the first national implementation plan covering 2011-2015. He further noted that the recently released measurement and evaluation (M&E) 2010 report conducted by NPC showed that the nation’s economy registered a modest improvement during 2010 with the overall real gross domestic product (GDP) growth rate at 7.8 per cent. It would be recalled that in the M&E report, only three sectors, namely –oil and gas, transportation as well as wholesale and retail trade were able to meet set growth targets while manufacturing sector, utilities (including electricity), and building and construction sectors performed very poorly, in relation to the targets set. Sambo said, “it is my belief that the change in attitude and commitment to national goals will facilitate improvement in the economic growth and development of our country,” stressing that “it is my charge that we strive towards achieving our set objectives.” He said that the meeting was significant, as it was just coming on the heels of the Presidential Retreat on the Transformation Agenda for Ministers and Permanent Secretaries, observing that it would also enable Ministries, Departments and Agencies (MDAs) to have “in-depth knowledge on the direction of policies in the medium term, especially with regards to implementation of the Transformation Agenda from 2011 to 2015.” Similarly, he noted that the session would give the MDAs the opportunity to be part of the process from the onset, which according to him will further facilitate the timely production of the 2011 mid-year report. Sambo stated that, government placed high premium on the validation exercise, emphasising that the KPIs would not only form the basis for tracking the performance of the vision 20: 2020 blueprint and the Transformation Agenda but also that of “Ministers, Permanent Secretaries and their respective staff during the period under review.” Lamenting the failure of some MDAs to meet their sectoral targets as contained in the First National Monitoring and Evaluation Report covering January to December 2010, he charged them to take the exercise seriously. The Vice President also used the opportunity to urge the MDAs to painstakingly study the Vision 20: 2020 and the National Transformation Agenda for effective implementation. He further enjoined Ministers to establish Monitoring and Evaluation units to facilitate the generation of requisite data for the production of the performance evaluation report from “mid to end of 2011 and beyond.” He disclosed that government hopes to extend the process to sub-national levels with effect from 2012, saying, “our focus is to produce annual country reports that captured the Monitoring and Evaluation performance of all levels of government and critical private sector operations in the country.” The Minister of National Planning and Deputy Chairman, of the National Planning Commission, Dr. Shamsudeen Usman, disclosed that the validation meeting was part of efforts at ensuring an improved quality of the 2011 Mid-year evaluation report, adding that some of the KPIs used in preparing the 2010 report would also be reviewed and a timeline for data collection agreed by all stakeholders. He further disclosed that the 2011 Mid-year report would be ready by September. Usman emphasized that the country’s ranking on the basis of nominal GDP edged up from 44th position in 2009 to 41st position in 2010, and clarified that the aim of vision 20:2020 was to see Nigeria emerge one of the world’s top 20 economies using GDP as a benchmark. The minister further noted that the mid year 2011 report, which would be extensive, would be ready in October 2011, adding that the report’s coverage would be extended to the sub-national levels by 2012. Highlighting the impact of M&E in a nation’s growth, Dr Usman said: “we have to measure, if you are not measuring you are doing.” He further made a case for effective co-ordination to avoid failure of the programme, stressing that lack of goal clarity constitutes a major reason why most programmes do not succeed. “There is a need for we all to work together for better co-ordination. The weakest link in the chain can crash the initiative,” he stressed. |
Minimum wage: FG, Labour sign agreement today From MOLLY KILETE, Abuja Tuesday, August 09, 2011 Photo: Sun News Publishing More Stories on This Section The Federal Government and organized Labour will today sign an agreement on the table of implementation of the new national minimum wage of N18, 000 signed by President Goodluck Jonathan in March this year. The Nigeria Labour Congress (NLC) and the Trade Union Congress (TUC) had issued several threats of industrial action over disagreement on mode of implementation of the wage Act but were dissuaded by the Federal Government when it agreed to implement the new minimum wage accross board against its earlier decision to pay only workers in Grade 01-06, a decission, labour vehemently opposed. Labour source hinted Daily Sun yesterday in Abuja that the “table worked out involved both our members and government and it is agreeable to us. Hopefully, we are going to sign it tomorrow and every worker will begin to enjoy it from August 31, 2011.” The source hinted. However, Minister of Labour and Productivity, Chief Emeka Wogu has said the Federal Government and all the stakeholders in the Labour sector are working round the clock to ensure a hitch free implementation of the new national minimum wage. The minister, who made this known when he visited the Michael Imoudu National Institute for Labour Studies in Ilorin, Kwara state, said, the Federal Government was working with government at various levels including private employers to ensure that the implementation of the new national minimum Wage is hitch free. Chief Wogu, who said president Jonathan is committed to ensuring best practices in labour administration as part of his transformational agenda, commended the organized labour for calling off their three day warning strike to dialogue with government, saying that, the present administration realizes the importance of industrial peace and harmony in its developmental efforts and would continue to engage in the use of social dialogue in resolving labour disputes. He said “I am particularly glad to inform this gathering of agreeable implementation plans between the Federal Government and its workers. We are also working with the various levels of government to ensure that implementation is achieved in a peaceful and amicable way.” “Let me use this opportunity to commend the President for his commitment to instituting best practices in labour administration as part of his transformational agenda. The present administration realizes the importance of industrial peace and harmony in its developmental efforts and therefore committed to the use of social dialogue in resolving labour disputes”. The Minister emphasized. The minister, while admonishing labour unions to take advantage of the opportunity provided by the Micheal Imoudu National institute for Labour Studies to build the capacity of their members, said “The various developmental challenges confronting the nation call for a strategic approach, I would therefore strongly advise the labour movement to emphasize capacity building and education, in order to build a strong and virile labour sector that can support sustainable growth and development.” “Indeed workers’ education will be increasingly decisive in the emerging scenario, education will be a fault line; a functional necessity for workers’ effective participation in a competitive global economy and in national building initiatives. I trust that we can all count on the support of Michael Imoudu National Institute for Labour Studies in this regard,” he said. The minister, who later paid a courtesy visit to the Kwara State Governor Alhaji Abdulfatah Ahmed, also commended the Governor for maintaining industrial peace and harmony in the state, and providing a conducive atmosphere for economic growth, and called on him to seek for continued collaboration between the state and Micheal Imoudu National Institute for Labour Studies. |

President Goodluck Jonathan yesterday joined millions of Nigerians to pay tribute to the late Sam Loco. While recalling his beginning with his role in Hotel De Jordan, which first featured on Nigerian televison in 1970, and his part in Langbodo at FESTAC, Jonathan said Sam Loco remained a leading and dominant figure on the country’s very vibrant acting scene until his death. “His professional accomplishments helped to raise the profile of the Nigerian actor on the contemporary stage. I urge members of his family, his fans across Nigeria, his colleagues in Nollywood to take solace in the knowledge that he was a most accomplished artiste, a natural and gifted entertainer, who will always be remembered with respect and admirations.” Governor Babatunde Fashola of Lagos State described him as an extraordinarily gifted thespian whose mastery of his craft on both stage and screen was unrivalled. Said Fashola: “Efe was a cultural model, who truly belonged to the class of greats in the world of creative arts…I hope his unwavering commitment to his chosen profession, discipline and legacy of high standards would serve as source of inspiration to generations of up and coming artistes.” Also Governor Adams Oshiomole of Edo State, said of Efe: “ I remember his role as Chief Ukabribri in the TV series Hotel De Jordan in the 70s and his rise to stardom as the best actor for his role in Langbodo, Nigeria’a drama entry for FESTAC 77. He brought smiles to the faces of Nigerians with his witty roles in almost all his movies.” In the same vein, Delta State Governor, Emmanuel Uduaghan, said: “We will not forget Sam Loco’s ability to get our ribs cracking with laughter with his hilarious performances…he was a polyglot, who did not only speak the major lanuages in Nigeria but could easily have passed as an indigene of any of the regions of the country.” Mr. Dele Morakinyo, a theatre practitioner, also said: “Sam Loco! That’s some treasure gone! Many of us, especially the Ibadan culture community of the 70s through the 80s, will miss the tiger on stage, self pronounced, albeit indisputable senior artiste of Nigeria. His versalitility gave him an easy inroad into Nollywood when that became the in-thing, otherwise Sam Loco was essentially a stage performer.” Popular movie maker, Zik Zulu Okafor, described the name ‘Loco’ as being ‘locomotive’, noting that it is a name that has come to stay in the movie industry. His words: “I have known the late actor since my days at the University of Ibadan when he used to perform on stage. He was an incredible performer, one, whom we can call a performance performer. He lived, breathed and slept acting. His body language too exuded his acting prowess. You cannot but notice Sam Loco, he always stood out from the crowd. He was a professional and I have no doubt he died doing what he loved best.” He added that in civilized countries, the acting style of the late actor would have been studied and taught to upcoming actors who wish to carve a niche for themselves. He described him as a serious performer who set a standard in the industry. ‘’When you see him, you see an all rounded performer. Nollywood will miss him, his professionalism, the fun he added on set because he was a very funny person. He will be remembered from his glaring contribution to the industry because he lived for acting.’’ For Onyeka Onwenu, the tragedy that has lately befallen the entertainment industry is troubling. “It is sad news and a great loss to the entertainment industry. I pray that God will comfort his friends and family at this trying period of their lives. Although I never met him in person, I will miss his funny, natural attributes as an actor. I have watched some of his movies and I ended up laughing so much. He was a born entertainer, who cannot be replaced. We in the industry wish and pray that there will be no more deaths in the industry. Nigeria has lost an icon, a major contributor to the growth of the movie industry.” Another Nollywood actress, Chiege Alisigwe, also said she would miss the late actor because of his uniqueness. “ There is no one like him in the industry as he was someone who cannot be replaced. He was a rare breed, a natural entertainer and actor, who derived great pleasure from what he did. I am going to miss his lively but funny personality. May his soul rest in peace.” Nigeria’s foremost Film maker, Eddie Ugbomah, described late Efe as one of the best actors Nigeria had produced. He ranked the late actor among the likes of Olu Jacobs and Enebeli Elebuwa, adding that the part he didn’t like about the actor was his sojourn and cross over to comedy. Paul Adams is yet to come to terms with the news that Sam Loco Efe has left the Nollywood industry. “If it is true that Sam Loco Efe is dead, this is one blow too many on Nollywood. I pray a stop to the incessant deaths, plaguing the industry. This is a wake up call for all of us to seek the Lord while He may be found.” Vice President of Association of Voice Over of Nigeria (AVOA), Mr. Ehi Omokhuale said: “Sam Loco Efe was an art enigma, veteran and a mentor to many.” |

The accident occured on the Murtala Muhammed bridge, at Jamata when the Mercedes Benz truck with registration number XF113RBC conveying the traders travelling from Toto in Nasarawa State to Kabba in Kogi State reportedly pluaged into the river The unit Commander of the Federal Road Safety Commission (FRSC) in Kotonkarfe, Mr. Olusola Olusegun said the accident happened on Sunday night but his unit got the information around 5 am on Monday. He said the vehicle may have run into a big pothole on the black water bridge section of Murtala Muhammed bridge and as a result the driver lost control and plunged into the river killing all the four occupants. The commander said his men were only able to contact the relatives of the deceased through the cell phone they found on them. He stressed that the pothole on that section of the bridge had been causing numerous accidents even as the remedial work done on the place had not helped the situation. He called on the Federal Emergency Road Maintenance Agency (FERMA) in the state to expedite action in completing the repair work on the bridge, saying that spot had claimed many innocent lives The FRSC boss, however, warned motorists to desist from night travels, stressing that the accident would have been avoided if it was in the day time. |

The incident happened a day after suspected members of Boko Haram ambushed police patrol vehicle and injured one policeman and a civilian in Bauchi. In his account of the incident, Police Public Relations Officer, ASP Mohammed Barau, told newsmen yesterday in Bauchi that “two people came on a motor cycle and threw explosives on policemen at a checkpoint and fled. The five policemen injured during the bomb blast have been discharged from the hospital.” ASP Barau said no arrest had been made but assured that the situation was under control and advised people to go about their lawful activities. He advised members of the public to help police with useful information about the hideout of criminals. Bauchi State Secretary of the Nigerian Red Cross Society, Alhaji Adamu Abubakar, told Daily Sun that four policemen were injured and taken to the Abubakar Tafawa Balewa University Teaching Hopsital Bauchi for the bruises they sustained as a result of the blast An eyewitness who told Daily Sun that the explosive was planted near a police vehicle, said: “We just heard a loud sound and there were other vehicles on the queue both policemen and everybody ran for their dear live as shop owners closed their shops.” Barau said suspects were yet to be apprehended as no group had come out to claim responsibility for the attack. |
