Reps query NIMASA over payment of $326m to Tompolo’s firmon October 14, 2013 at 1:52 am in News BY GODWIN ORITSE THE House of Representatives Ad-Hoc Committee investigating the Cabotage Vessel Financing Fund, CVFF, has queried the management of the Nigerian Maritime Administration and Safety Agency NIMASA, over the $326million payment to Global West Specialist Vessels Limited, a company purportedly owned by ex- militant leader, Chief Government Ekpemupoloaka Tompolo. The House Committee was set up to ascertain how much has accrued into the CVFF, including the interest, as well as how much the Fund disbursed and to whom it gave the money. It also demanded to know why such huge amount of payment was made to Global West. During the investigation, a member of the Committee, Dr Adejare Samuel Babatunde, raised an alarm at the amount of money paid to one single company, and demanded that a detailed bank statement of account of the CVFF be forwarded to the committee. The committee, it was gathered, was also irked by the payment of 50 percent of NIMASA’s generated revenue to the said company, contrary to laid down financial regulations of government. The committee also picked holes at the NIMASA CVFF accounts and demanded an explanation on the movement of monies from the Fund to other accounts. Beside the unauthorized movements of monies from the Fund, the committee further demanded the disclosure of names and the consultants engaged by NIMASA and how much has been paid to the consultants. The committee then called for an amendment of the Cabotage Act with a view to quickening the process of disbursement of the CVFF which has been hampered by the guidelines. “The guidelines can be changed any time but changing the law is more cumbersome because by your explanation, we will run into trouble by 2015 when double hull vessels will be phased out. “We also want the break down of the interest that accrued to the Fund on a year by year basis,”Adejare said. Earlier in his opening remarks, the Speaker of the House of Representatives, Aminu Tambuwal, expressed concern at the state of the Nigerian maritime industry, which he said has been occasioned by ineptitude and poor regulatory framework. His words: “ The fear is that some unpatriotic people are misapplying the Cabotage Vessel Financing Fund to the detriment of its objectives. “Following the concern expressed by stakeholders and the Nigerian public on the irregularities occasioned by the misapplication of the Cabotage Vessel Financing Fund, the House considered a motion on the subject matter and resolved to set up the Ad-hoc Committee to investigate the application of the Fund so as to address the challenges and find a way forward.” Defending the payment, NIMASA’s Director General, Mr. Patrick Akpobolokemi, said there was an agreement between the Federal government through the agency and the firm. Akpobolokemi explained that the agreement was that 50 percent of extra revenue generated by NIMASA should be paid as consultancy fee to Global West. The agency boss stated that some consultants were engaged to grow the Fund, adding that the CVFF is put in tenured accounts so as to grow the Fund. He explained that in the agreement government had with Global West, the firm was to provide platforms and intelligence that will assist the agency in blocking loopholes and fight crimes that can hinder its financial growth. The Cabotage Vessel Financing Funds currently stands at over N30billion, including its interest. About six indigenous shipping companies have applied to access the Fund. The applicants, Vanguard learnt, are currently undergoing security screening by government before the Fund will be disbursed. Efforts to reach the management of Global West Specialist Vessels Limited were futile as the firm’s spokesman Mr. Paul Bebenimibo refused to take calls and reply to text messages sent to his phone. |

3 would-be stowaways nabbed on October 01, 2013 at 12:55 am in News By Onozure Dania Three would-be stowaway teenage boys, arrested on September 24 and 25, were, yesterday, handed over to their parents by the Murtala Muhammed International Airport, Lagos, Police Command. The Commissioner in charge of the command, Waheed Salau, handed over the teenagers, Joshua Amadi, 14, from Ebonyi State; Onyedikachi Ukpabio 14, Abia, and Lateef Popoola 13, Ogun, to their relatives. One of the teenagers, Onyedicachi Ukpabio, an SS1 student, said they had not decided where to travel to before they were arrested. *Would-be stowaways: From left— Onyedikachi Ukpabio 14; Lateef Popoola 13, and Joshua Amadi, 14. He added that they were just at the departure hall when they saw a man, who approached them and asked them if they had a BlackBerry charger to enable him charge his phone. Ukpabio said they told the man that they didn’t have one, before his friend, Amadi, asked the man if he knew the plane going to Malaysia. He said the question made the man to alert the airport police and got them arrested. Popoola, a primary three pupil from Ogun State, was caught on Wednesday, a day after Ukpabio and Amadi were arrested. |
Achieving fame in Nigeria is not such a hard job if you know the easy ways of achieving it instantly. Hard work, excellence, dedication, talent, knowledge and skill are no longer the only means to gaining fame in Nigeria as the case may be. This is significantly an indictment on our society. Be it fame, notoriety or popularity in a positive light, the fundamental thing is that you are known; Nigerians discuss you in pubs and gatherings, on social media and in their daily interactions. In consonance with this, the Oxford dictionary meaning of fame as "the state of being known and talked about by many" is what is intended here. In that gamut, if you are tired of nestling in oblivion and dark obscurity, this article points the ways of gaining instant fame in Nigeria that some Nigerians have explored and are today basking in the cumulus of their "celebrity" status. However, readers beware! This is satiric, and not an encouragement of the pursuit of fame without values, ideals, scruples or ethics. As a matter of fact, the most viable but sinister means of gaining quick, easy fame in Nigeria is to insult the President. I tell you, many have done this and are cruising in a celebrity roller-coaster. They are quoted as authorities on public affairs, economic issues, legal matters and other subjects. In fact, on every matter as long as it is related to Nigeria and the government, they are experts. Such is the height of their fame. They usually go by these distinguished appellations, public affairs analyst, public affairs expert, consummate public matters strategist and commentator, expert on governmental and Nigerian affairs as well as other high and vain designations. To achieve fame by insulting the President, you must be masterly in your choice of words. Words like "clueless" and "shoeless" are the inventions of persons who are already in the "Insult the President Hallowed Hall of Fame". And are trite. So you must be creative and invent new insults that will ring. That is if you are determined to achieve quick fame, and be quoted as an authority on issues concerning Nigeria. You may extend the insult to his wife, instead of Dame you call her lame for her English. Your words will go viral on social networks and blogs. You may even attract the attention of the opposition, who knows. Your meteoric rise has just begun! Another way to achieve fame in Nigeria is by being an "ethnic warrior". By ethnic warrior, I mean a virulent tribal jingoist. It does not matter if you know the history of your people or not. Your object is to gain fame. And to do that, you must cut down or speak unkindly of other ethnic groups. You must have a fertile imagination good enough to fabricate stories that will appeal to the emotions of your race and not their reason. For example, tell them that other ethnic groups are responsible for all their problems, and that they must annihilate those ethnic groups before they can make progress. Before you know it, you become an ethnic champion and a headache to other ethnic groups. The attempts by a melange of bitten persons of other ethnic groups to counter and debate your vitriolic statements will balloon your profile and give you fame as quick as cooking noodles in boiling water. It has worked for some Nigerians who are now classed as nationalists, and in that respect have achieved celebrity status. Again, if you are bent on becoming (in)famous in Nigeria for whatever reason, then you must be ready to do the derring-do. Whatever, it is that you do, if you end up on the EFCC wanted list, you have become (in)famous. The EFCC looking for you alone is a sign of class. That guarantees you space in newspapers, social networks and blogs. You have become a big fish! "Eja nla"! In addition, for you to find a spot on the prestigious EFCC list that contains names of the "high and mighty" who are being investigated for different reasons is no small feat. In fact, it has become a somewhat free publicity tangent to be on the EFCC crime or wanted list as it is now a sign of "arrival" in affluence and political relevance. If you steal big, that is billions, your name will ring louder, and you will probably get a light sentence after which you can enjoy your "spoils", but if you steal small, like doing "Yahoo-Yahoo" you will probably still remain in obscurity, and may get severe punishment. The former heads of some Nigerian banks, politicians, government officials and affluent Nigerians who have walked down the EFCC road know this. So you have to determine how to get to the till where the billions are. These are the three ways of gaining instant fame in Nigeria. She looked at the monstrous machine with sadness written all over her face. She quickly snapped out of shock and put on her thinking cap. Before her was what one could rightly describe as a sleeping giant, a massive rice mill capable of producing 180 tonnes of rice daily, lying fallow at Elele Alimini in Rivers State. For Dr. Christy Atako, the acting Managing Director of the Niger Delta Development Commission, NDDC, something must be done urgently. In very few words, she made it clear, there and then that the sleeping giant must be roused from its deep slumber. The rice mill built by the NDDC had remained comatose since it was completed in 2010 for some inexplicable reasons. At a time when attention is focused on agriculture, the new NDDC boss could not accept allowing such a huge investment to continue to waste. “We will do everything possible to ensure that farmers benefit from the rice mill so as to guarantee massive cultivation and production of rice in the Niger Delta. Farming used to be the major occupation of our people and here we are with a facility that can process about 3,600 bags of 50 kilogramme of rice. We are determined to re-activate the mill,” she said. To match action with words, the acting MD promptly set in motion a process that would lead to the reactivation of the rice mill in the shortest possible time. She initiated a tripartite meeting between the NDDC, Rivers State government and the contracting firm that worked on the rice project. At the meeting held on Tuesday, August 27, 2013, at the NDDC headquarters in Port Harcourt, Atako explained that it was important to forge a partnership which would ensure that the Elele rice mill was put into effective use as soon as possible. Rice farm She said: “I feel very worried by what I saw when I inspected the mill. We have an urgent task to fix the problems so that our people can take advantage of the mill to boost rice production in our region. We used to rely on agriculture before oil took centre-stage. We have to return to what had sustained us in the past and President Goodluck Jonathan’s transformation agenda places a lot of emphasis on agriculture.” The NDDC boss noted that the body had earlier undertaken an exploratory trip to Spain to enlist the services of technical partners that would run the mill. “We need to reap the benefits of that trip. We need to agree to work together to make the rice project successful,” Atako stated. A representative of the Rivers government in, the partnership talks and the Permanent Secretary in the Ministry of Agriculture, Dr. Emmanuel Hart commended the efforts of the NDDC in the field of agriculture, noting that his ministry recently took delivery of 20 new tractors from the commission. The Permanent Secretary said that the partnership had started before the current negotiations as the state government had made available 5,000 hectares of land at Emuohua Local Government Area for the cultivation of rice that would feed the Elele mill. Briefing the meeting on what went wrong with the rice project, Chief Felix Idiga, the chief executive of Jafaac Investment, the company that installed the rice mill, lamented that the facility was not yet in use, three years after it was completed and test-run. He blamed bureaucracy as one of the factors responsible for the delay in commissioning the project. “The plan then was to plant rice in the nine Niger Delta states to provide the stock for the mill. It is sad that this dream is yet to come to fruition. The Elele rice mill is one of the biggest in West Africa. When we did the test-run, we milled over 2,500 bags of rice,” he said. It was a sad story all the way from the point of view of the contractor. But the NDDC was not prepared to continue crying over spilt milk. It was time to move on and find a solution to the problem. The NDDC’s Director of Agric and Fisheries, Dr. Godspower Amadi, agreed that valuable time had been lost all the while that the mill remained idle but assured that things would change very soon. According to him,”we started commercial rice farming as far back as 2007 with nine pilot farms in the region.” The contributions of the NDDC to the production of rice in the country is important to raise the level of production and return her to a position where she could once again supply raw materials to local industries and still have enough for export. Trust the Minister of Agriculture and Rural Development, Dr Akinwumi Adesina, to drive the process. He certainly knows his onions and has been unrelenting in the quest to bring Nigeria back to the glorious days of food sufficiency through local production. Thus, it was a proud minister who stood before editors in Asaba, Delta State on August 23, to talk about food production in the country. In a paper entitled: ”Agriculture: The Value Chain Roadmap,” which he delivered at the 9th All Nigerian Editors Conference with the theme: Nigeria Beyond Oil: Role of the Editor,” he said that the ministry had set 2015 as the target date for the country to become self-sufficient in rice production. |
