The corruption in the system is caused by the people at the top because they are too corrupt to do their jobs. Let them fire everyone there. Hire fresh ond, hnd and bsc graduates who need jobs badly. Give them daily target of work to be delivered. Install security cameras. And define the workflow expectations on how everything should be. anyone who cuts corners will be suspended immediately.

These things are not rocket science. it's just the incompetence of the guys at the top.
