Chairman of the panel set up to investigate allegations of gross misconduct against Simon Achuba, the deputy governor, says his committee could not prove the allegations levelled against Achuba.
Describing the announcement that Achuba had been removed as “the most bizarre thing that I have ever heard in my life”, Baiyeshea said the report of the panel was submitted when the house was not in session.
He said in accordance with the law, the lawmakers could not have commenced impeachment proceedings since the panel could not prove the allegations against Achuba.
“This is the most bizarre thing that I have ever heard in my life,” he said in an interview.
“We submitted the report to the speaker around 1pm and I left Lokoja for Abuja. I was at Gwagwalada area when one of the panel’s members who had not left Lokoja called to tell me that he saw it on television that the deputy governor had been impeached.

“As far as the report that we submitted to the house of assembly is concerned, the committee returned the decision that all the allegations were not proved. What the constitution said by section 188(cool is that, ‘once the panel returns a verdict like that. No further proceedings can be taken on it.’
“That is it. It is only when the panel returns a verdict that allegations have been proved (to be true) that they can go ahead within 40 days. When did the house sit? We delivered the documents and the house was not even in session today.”

In the panel report, Achuba was accused of financial misappropriation, “deliberate disdain” for decisions of Kogi executive council and absconding from official duties among others.
But the panel made it clear that the allegations could not be substantiated.

“In line with Section 188(cool of the Constitution of the Federal Republic of Nigeria 1999 (as amended) quoted herein before, we hereby report to the Kogi State House of Assembly that the allegations contained in the Notice of Allegations admitted in evidence by this Panel as Exhibit C7 have NOT BEEN PROVED,” it said.
Yahaya Bello, governor of Kogi, has since picked Edward Onoja, his running mate, to replace Achuba.

Kogi government purchased 13 refurbished vehicles, in the name of new ones, for 29 judicial officers.
The attention of Kogi State Judiciary has been drawn to the press statement credited to Mr. Kinsley Fanwo, the director of media and publicity to the governor of Kogi State, in respect of the meeting that held between a sub-committee of the National Judicial Council (NJC), the executive and the Judiciary of Kogi State at the Government House, Lokoja, on Wednesday.
Kogi State Judiciary wishes to place on record that the content of the press release does not reflect the true position of what transpired in respect of the data capturing of the staff of Kogi State Judiciary.
Our understanding of the outcome of the interaction between this tripartite parties is that the Chief Judge of Kogi State should set up the data -capturing committee in conjunction with the executive arm.
The sub-committee expressed the hope that both the executive and the Judiciary would work together for amicable resolution of the matter at hand.
It must be expressly stated that the NJC has a standing procedural mechanism for addressing crisis of this nature and this visit or fact-finding mission to Kogi State is one of such. It is therefore erroneous to jump to conclusion or hastily declare the position of the NJC.
We will also wish to draw attention to the misleading information released by the same source on the eve of the visit. It is entirely untrue, the information peddled about the Hon. Chief Judge of Kogi State which somewhat reduces the agitation for payment of outstanding 10 months salaries by Kogi State Judiciary workers to the person of the Chief Judge.
The whole content of the article titled: “Nigeria: non-payment of salaries of judiciary staff of Kogi State: the true story” could not have been farther from the truth.
It is laughable that the state government has made the basic function of the state regarding its responsibilities to its practitioners, particularly the Chief Judge and head of the Judiciary, to the front burner over and above a serious matter relating to the payment of judiciary staff’s salaries.
It is mischievous to have listed the financial and material benefits that have accrued to the Chief Judge and the Judiciary under the present administration even without substantive and verifiable evidence. The most sordid is the inflated amount spent by the Chief Judge when he sought medical treatment abroad. The humongous figure of N65m could only have existed in the concocted imaginations of Mr. Fanwo as there was no such amount released to the Chief Judge.
His lordship bore his moderate medical expenses but subsequently demanded a legitimate refund as a matter of right. And when it was done, it refunded in not less than three installments after his full recovery despite securing approval for the release of the fund at the critical period of his ailment before embarking on the trip.
Secondly, reference to the purchase of vehicles for judges is even the most revealing of the lack of grasp with governance infrastructure by the government.
Were the mouthpiece of the governor abreast with the requirements for appointment of judges by the NJC, he would have known that it is a right and not privilege for judges, and even magistrates, to be entitled to vehicles, conducive courts and offices as well as accommodation because of the sensitive nature of their jobs.
This jaundiced positions are only clearly tied to the refusal of the executive arm to comply with Section 121 (3) of the 1999 constitution (as amended) which guarantees the financial independence of the judiciary. Were it so, there would have been no recourse to the executive before the procurement of such important judicial needs.
Purchasing 13 refurbished vehicles, in the name of new ones, for judicial officers numbering 29 in the state is a far cry from what is due to the judiciary. In fact, it is on record that the five-year-old Toyota Land Cruiser V6 meant for the Hon. Chief Judge was returned after we discovered that it was refurbished and had even covered more than 15,000km! We’re awaiting a replacement which hasn’t come till date.
Also, the expose on the process of arriving at the decision to embark on pay-parade or table-payment, as was stated by Mr. Fanwo, was never brought to the attention of the judiciary until our payroll was demanded. As mentioned in the statement, upon the conception of the idea, the executive only consulted the NLC, TUC and PSJNC. How these organs represent the Judiciary is still not clear to us as Mr. Fanwo correctly told the world that the first time the policy was made known to us was when we were asked to present our payroll without any clarification.
Our immediate reaction was to request for reasons for the demand as we know that such is the exclusive responsibility of the Judicial Service Commission of the state. This was our position prior to the interventional visit by the NJC. This position is however that of the leadership of the judiciary which enjoys the support of the Judiciary Staff Union of Nigeria (JUSUN) agitating for the payment of 10 months outstanding salaries.

Kingsley Fanwo, Director- General of Media and Publicity to Governor Yahaya Bello of Kogi state has described his principal as the ambassador of Nigerian youths in governance, saying youths in Kogi and Nigeria are proud of him and will want him to continue in office for another term.

Describing Bello as a courageous and hardworking leader, he said the governor has devoted all his time and energy into delivering the dividends of democracy to the people of the state since he was sworn-in over three years ago.

Speaking in an interview with Daily Independent in Lagos, Fanwo said contrary to claims by the opposition that the governor is an example of failure of youths in governance, Governor Bello has demonstrated sound leadership in the way he has managed the affairs of the state which in turn, has won him several awards both locally and internationally.

He said the manner the governor quickly addressed the challenges of insecurity in the state and provisions of jobs to many unemployed youths through various agricultural programmes are clear testimonies to the fact that he is an ambassador of youths in governance today.

He said “ Governor Yahaya Bello is a big role model to Nigerian youths today. He is a reference point in governance. I will cite the example of his approach to the issue of security in Kogi state.

The energy he invested in fighting security in Kogi state would have been very difficult for a 70 year-old person to do”.

“The way he moved around and the way he was able to put in place Operation Total Freedom is highly commendable and a lot of people in Kogi can testify to the fact that he is devoting his youthful zest and energy into ensuring that the people of Kogi get the best in terms of democracy dividends” .

“ He is a big role model and I am always proud whenever I am opportune to represent him picking up awards both in Nigeria and abroad from organisations and agencies that are very happy with what he is doing in the state, especially for the youths. When you look at youth empowerment in the state, it has never been this good”.

“We have been able to encourage hundreds of youths to invest their energy in various agricultural programmes in collaboration with the Federal Government like the Anchors Borrowers Programme. A lot of them also benefited from the land’s we cleared. We prepared lands across the 21 local government areas and encourage youths, we facilitated loans for them, gave them agricultural machineries and today, they are millionaires because they could practice agriculture”.

“ It’s not enough to tell these youths not to go into crimes. If they don’t go into crimes, what alternatives are you offering? That is exactly what governor Yahaya Bello has been able to do”.

“ He is able to do most of these things because he is a youthful governor and because he is youthful and useful. That is why I have the confidence that Nigerian youths are proud of him and are solidly behind him as the ambassador of youths in governance today”.

Fanwo also said the governor has received several congratulatory messages from residents of the state since he signified his intention to seek reelection in office. This according to him was because he has justified the mandate given to him by the people since he came to office three years ago.

“The flow of congratulatory messages since he declared his intention to seek reelection has clearly shown that the people of Kogi state were very ready for that declaration on Wednesday. They were anxious for him to come out and declare his intention to seek second term in office”.

“This is a testimony to what he has done in the last three years in the state. He has been there for 39 months now and he has really justified his mandate. He has delivered on his key promises to the people of the state and that is why they have pressurising him for almost six months now too come out clearly and declare his intention” he said.

On Thursday, November 15, 2018, the Okun people in Kogi State and the Ekiti/Igbomina in Kwara State woke up to the latest version of the decades-long promises, which they have heard severally- the award of contract for the rehabilitation of the Lokoja-Kabba-Egbe-Ilorin Road.
This time around, the Muhammadu Buhari-led Federal Government approved a total of N57.56b for the completion of the road project, which links many towns and villages across three states, including Kogi and Kwara.
The approval for the contract award was given a day earlier by the Federal Executive Council (FEC), at a meeting presided over by Vice President, Prof. Yemi Osinbajo.
Speaking after the meeting, the Minister of Power, Works and Housing, Babatunde Raji Fashola, said he presented two memoranda for a cost revision of the Ilorin-Omuaran-Kabba Road, which links Kwara and Kogi states, which was previously awarded in the sum of N13. 541b, in 2013.
Fashola said: “So we now have a cost revision from the previous award in 2013 because of the exchange rate and price fluctuations. The contract has now gone from N29.951b to N43.492b. That means a variation of N13.541b.”
This development came eight months after Fashola, on February 8, 2017, after a FEC meeting, announced the approval of N21b for Section 1 of the same Kabba-Egbe-Ilorin Road. Till date, not a single construction equipment has been mobilised to site by the contractor.
While many doubt the Federal Government’s sincerity about moving away from the perennial contract talks to actual commencement of work on the project, residents of affected communities, as well as, other road users are nonplused considering their past experiences.
In April 2014, the then Minister of Works, Mike Onolememen, while flagging off the rehabilitation of the Phase II of the project, which was estimated to gulp N8. 22b, at Kabba, explained that the 80km stretch, which contract was awarded to Messrs CGC Nigeria Limited, would be completed in three years.
As expected, work commenced from the starting point at Kabba. Not long after, a distance of 10 kilometres was covered between Kabba and Ayetoro-Gbedde.
But only a few days to the February 2015 presidential and National Assembly polls, (that is about one year after the job was flagged off and six months after commencement of construction work, the Chinese contracting firm moved its equipment away from site and is yet to return three years after.
During Olusegun Obasanjo’s second term in office, Dangote Group, owners of Obajana Cement Factory, which is touted as the world’s third largest cement plant, yielded to agitation by the locals to, as part of its corporate social responsibility, consider the dualisation of the road, which approximately 500 trailers ply daily.
However, Dangote Group constructed only the 20 kilometres stretch from Lokoja to Obajana, but sustained outcry by the locals that the company should do more since business activities around the factory contributed largely to the dilapidation of the road, led to the 2014 proposal by AG Dangote Construction Company (a subsidiary of Dangote Group) to construct a cement road on the 44-kilometre Obajana to Kabba section.
The proposal for this project was approved in 2016 by the FEC, and the second and longest concrete road being constructed in the country is expected to cost the Dangote Group N11.5b. But the job was awarded to the group on a tax concession basis for N5.24b.
Be that as it may, the remaining part of the road from Kabba to Ilorin has been worsened by a combined assault posed by the massive daily flow of heavy-duty trailers, erosion, and lack of maintenance.
Over the last 46 years, the road originally constructed in 1972, was only rehabilitated by the defunct Petroleum Trust Fund (PTF) in 1991.
Thereafter, more lip service have been paid addressing the plight of the road users. In fact, there have been more talks about contract awards than actual job execution.
Commenting on the latest contract award for the rehabilitation of the road, Prof R. A. Ipinyomi of the University of Ilorin expressed doubts about government’s sincerity of purpose, especially now that another round of election is by the corner.
He noted that, “in this era of change, gambling, magic and other surprises are being used by desperate politicians to curry votes. Outright deception and intrigues are now on the increase, and politicians are hell-bent on destroying all of our common sense.
“Our focus is on the Lokoja-Obajana–Kabba–Egbe Road all the way to Ilorin. This is a big federal road, as well as, an interstate road. Until Dangote Cement factory came on board during the first tenure of the late Prince Abubakar Audu, this road was probably one of the worst federal roads in the country. The road is only a fair representation of Nigerian government’s attitude to officialdom.”
Good Samaritans To The Rescue
AS a result of the deplorable state of the road, kind-hearted Nigerians have deployed their personal resources to fix bad portions of the road, all in a bid to make it passable.
Also, as the 2019 general elections draws near, some politicians have been falling over themselves in their bid to bring to national consciousness, the worsening condition of the road.
Only recently, a prominent indigene of the area, who is a major player in the telecoms industry, paid for the fixing of part of the road from Osi, in Kwara State, to Isanlu, in Kogi State.
This, the multi-billionaire did discreetly, even though he was supported by a member of the House of Representatives representing Yagba Federal Constituency, Sunday Karimi, and the proprietor of Heritage College, Egbe, His Royal Highness, Oba Adedoyin Bolaji.
With the trio’s gesture, the people are calling on more of their kith and kin, as well as public-spirited individuals to emulate the kind gesture.
Earlier in 2017, three members of the House of Representatives Tajudeen Yusuf, James Faleke, and Karimi, as well as, Godwin Abayomi, Chairman, GODAB Construction Limited, separately bankrolled the scrapping, grading and compacting of sections of the road from Obbo-Ille, Kwara State to Obajana, in Kogi State.
During the Yuletide, fresh palliative works were ongoing on the road from Isanlu to Aiyetoro-Gbedde.
Apparently challenged by the efforts of the anonymous individual, who graded the road from Osi, in Kwara State to Isanlu, in Kogi State, the Kogi State Commissioner for Finance, Asiwaju Idris Ashiru, initiated a plan that got the state’s Ministry of Works to extend the palliative works to Ilu-Hagba, near Ayetoro-Gbedde.
According to the traditional ruler of the area, Chief Doyin Bolaji, who supervised the grading of the road, the temporary measures were not expected to last for more than a few months when the rains are expected to be back.
He insisted that between January and May remains the best time for real construction works to begin, “if we are truly serious about rehabilitating the road,” even as he expressed hopes that this time, the assurance by the works minister to mobilise contractors back to site is no fluke.
What Stakeholders Are Saying
DIRECTOR, AMA Health Consult, Abuja, Dr. Thomas Bode Adeoye, decried that in the last 46 years, only the Petroleum Trust Fund (PTF) carried out serious palliative works on the road, while FERMA has only focused on patching of bad spots sometimes.
He continued: “It was gruelling and a very big shame for me and my friends when we came home by road for my chieftaincy conferment in Egbe, Kogi State, on Saturday October 13th, 2018.
For former Nigerian High Commissioner to Sri Lanka, Ambassador Rotimi Akenson, “Only those of us who travel home regularly through Kabba axis of the state can tell first hand, the harrowing and traumatic experience that such trip has become over the years.
“If you are going to Omuaran or Ilorin from Abuja, or Lokoja, you can make a detour and pass through Ekiti, but those travelling to Egbe have no luxury of such bypass or alternatives. I served Nigeria in eight different countries, but I never came across any country where highways are built, fixed or maintained by individuals.
“Economic activities along this vital transport corridor have been paralysed. Talking about the quality of people that represent us, and who should propel development is a no go area, Akenson said.
The Chief Maintenance Engineer, Federal Roads Maintenance Agency (FERMA) in Kogi State, Kuti Adedamola, while speaking on the state of federal roads in the state declared that most of the roads have failed
beyond maintenance.
According to him, “The roads have got to a level that what we need is total rehabilitation, and road rehabilitation is not FERMA’s job, but that of the Federal Ministry of Works.”
“But as long as there is breathe in our leaders, they can still be at their best politically. There is no discouragement or retirement until we succeed in putting our voice together so that the Federal Government can come to our aid and fix these federal roads.

There is intense anger among the workers of the Kogi State civil service over failure of the state government to pay salaries despite the release of N813 billion federal allocation to the 36 states last week.

The morale of workers, Daily Post observed in Lokoja on Monday, became dampened after close of the day’s work without salaries.

Some workers who spoke with our correspondent expressed regret for the development, saying, the government cared less for workers.

A staff of Kogi State Ministry of Health, who spoke under anonymity, explained that so many of the state workers would not travel due to non-payment of salaries.

He accused the state Governor, Alhaji Yahaya Bello Bello of being a wicked person, “who is happy when people are suffering.

“The state governor knows that the yuletide is here and he cannot plan ahead despite the release of over N813 billion to the 36 States of the federation last week.

“The governor is always on the wrong side of history. Tell me, how does this salary issue concern President Muhammadu Buhari on whether he is good or bad.

“It’s unfortunate Bello does not even consider paying salaries regularly to entice people now that the elections are here.”

Speaking with a staff of the office of the Accountant-General of Kogi State, a middle aged man, who identified himself as Enejo, ruled out the possibility of salary payment during Christmas.

He said even the Accountant-General’s staff had not been paid.

He, however, added that the office was working on salaries already.

Another staff of the Auditor General of Kogi said no single ministry staff in Kogi State had been paid salaries.

“The non-payment of salaries is a situation we should all be used to as Kogi workers. There is nothing to be anxious about.

“Our neighbouring Enugu State workers were paid not only their December salaries, but the 13th month”, he said.

The Federal Accounts Allocation Committee (FAAC) on Wednesday last week at a meeting in Abuja chaired by the Minister of Finance shared the sum of N813 billion to the 36 States of the federation.

Aregbesola left office as Ex Governor of Osun State he was invited for a dinner by President Buhari.

Senator Adeleke was invited by police for Examination malpractices.
Former Minister of Finance Kemi Adeosun under President Buhari involve in Certificate forgery, she was escorted to airport to flew to United Kingdom.

As a Nigerian I don't understand the criteria PMB is using to fight corruption.

is he really fighting corruption or fighting opposition?
