Not being able to speak English isn't complete illiteracy but illiteracy is when you can't simply understand the section of constitution and the House standing rules they cited that allows them to adopt any indigenous language in addition to English second language of proceedings.
For ur information though Hausa as a language is spoken by more than 95% of the ppl in the state, originally there's no pure Hausa in Bauchi, u will tribe like, jarawa, sayawa, fulani, kare-kare, gerawa etc more than 50 tribes spoken by different ppl in different part of the state, in a nutshell almost all the ppl can understand Hausa but there are a lot who can't speak English, that's the essence and it purely constitunal.
You should also note that the laws and any other House business will be written in English and and all correspondence will be in English.
