I think there's some similarities between how both broke out to the first team. Although Kelly is more talented, both started out as midfielders, now both are currently playing as full backs. I think Dave sees Kelly as a midfielder and does not what him to play as a fullback just like his counterpart Niles. May be he feels playing Kelly as a full back may hinder him from fulfilling his huge potential. With all that said, Saka, Bale and others also started out as full backs so this isn't linear and only time will tell.
