ABA—Policemen believed to be attached to the Police Mobile Force, PMF 55 Squadron, Aba, have clashed with residents of Unity Garden Estate, Osisioma Ngwa council, Abia State, over who has the right to occupy the estate. A section of the Estate, serves as the base of the PMF 55 Squadron, while civilian residents occupy the larger part. The PMF 55 which was formerly located at Nsulu Games Village in Isiala Ngwa North council was relocated to the estate at the height of the kidnapping incidents which swept through Aba and its environs in 2009. Vanguard gathered that the Policemen, who were formerly living at the abandoned Enyimba hotel in Ogbor Hill, were ordered to vacate the area to give way to rehabilitation work on the hotel. But faced with inadequate accommodation, the policemen soon stormed the estate and sacked some residents. As at the time Vanguard visited the area, some policemen were stranded with their families. Some of the residents of the estate, including Virginus Eke, said, ‘the Policemen invaded our houses asking us to vacate. Some of us lost our houses while others were asked to vacate some of the rooms in their houses for policemen and their families. “What they did to us is inhuman. We rehabilitated some of the buildings in this estate before packing in. We pay rent to the owners of the estate and do not deserve this ill treatment. Where do they want us to go after using our money to rehabilitate the estate?” When contacted, Police Public Relations Officer, ASP Ogbonnaya Nta, said the Estate is for Policemen. According to him,”The Estate is for the Police as directed. No civilian is allowed to live in the estate with the Police. A chieftain of the Peoples Democratic Party (PDP) in Rivers State, Chief Anabs Sara- Igbe, spoke to select journalists on April 11, 2015 governorship election in Rivers State where he declared that rather than being a free and fair elections, it was used to turn the state into killing field. He also alleged that an Ikwerre man taking over power meant other groups in the state were being excluded from power which violated the sharing formula. He dismissed allegations of former governor Rotimi Amaechi being corrupt and challenged Wike who he accused of running a government of in-laws and extended family to come clean of being corrupt himself. He also spoke on other issues. Jaiyeola Andrews presents the excerpts How do you see Rivers State under former Governor Rotimi Amaechi To be fair, as a Rivers man, I will say that the first term of Rotimi Amaechi was better than the second term. What accounted for that? In the first term of Rotimi Amaechi, he came in with the zeal to develop the state and developments were seen in every part of the state. But the second tenure was politics all through. So, we didn’t see much of him. Who would you blame for that? There is nobody to blame because when you are the leader, you take responsibility for whatever that happens - whether you have problem with somebody or not, it doesn’t matter. That is why you are a leader. You must take decisions and look at decisions that will give you a name. You write your name in gold. So, controversy could be avoided if you see it from afar and try and make yourself a good leader. Are you currently in the APC? I am a PDP member. Why did you abandon your friend, Nyesom Wike, while vying for the governorship of Rivers State? It is all about ideology and policy. As a person, I joined politics as far back as 1979 to ensure that there is egalitarianism in the society to make sure that every part of the country is carried along, particularly, Rivers State, where I come from, should also benefit from the proceed from government. In spite of your opposition to Wike’s election, the Independent National Electoral Commission (INEC) declared him winner of the April 11, 2015, governorship election in Rivers State. How do you feel about the development? It is unfortunate! If you are talking about transparency, talking about free and fair election, that election was not free and fair. There was no election at all in Rivers state. Do you have facts? I was there live. What we had was killings, beheading of human beings, shooting of guns, harassment, and fortunately, I was involved. I was directly there. And if not for two characters that saved the situation to some extent, it would have been something else. Who are they? They are Major General Emmanuel Atewe, the JTF commander and the then Commissioner of Police in Rivers State, Karma. The two gentlemen’s intervention saved the state from being destroyed because if not for the likes of General Atewe who was ensuring that arms that were brought in were not freely used, despite that they were used because there were compromises from some of the JTF commanders in the state. And the police also had compromise. But even at that, these two gentlemen had an outstanding contribution to make sure that the guns were not freely used. There was no election. For instance, in Abonema, a day to the election, it was gun battle throughout and the JTF were there, the police were there and nothing was done. And during the election, a Divisional Police Officer (DPO) was assaulted and his head was broken. Is it in Etche? Are we talking of Buguma where somebody was beheaded? Are you serious? Yes. Daylight? Daylight and INEC office was burnt with the materials. Where again do you want to talk of? Is it in Kula where they confiscated the police gun boats? Police gun boats were being used by militants to terrorise the people and canes were used to flog them. Is it in Okrika where they were killing and beating people? So, it was across the state. Who brought in the militants? Of course, it was very clear because people were doing things with impunity. The then First Lady is one of the persons who said it must be this way, it must not be that way. She interfered a lot with the security agencies and interfered with everybody. Wike is also part of it because he wanted to become governor by all means. And some other persons like the party chairman of the PDP who was talking as if there is no tomorrow. Obuah? Yes, Felix Obuah, that was talking as if there is no tomorrow and that everything starts and ends there. And the impunity with which they were going about the whole thing - the Commissioner of Police was compromised before Karma was brought in. So, a lot of things happened and as a PDP member, I am not too happy because I expected that there was going to be a free and fair election and whoever wins, we would know that the person wins. Considering the level of impunity that happened during the election, what should the government do? All along, I have been saying that the election was not free and fair and that we are waiting for the tribunal to do justice to it. To nullify the elections? Yes. It is not only me that said so because even the observers, both local and foreign, also witnessed it. What we are saying is that the situation was like a civil war and an election is not supposed to be done that way. Most of the results were hand written and thumb printing was even done days after the election. The INEC commissioner compromised her position and a lot of people called for her transfer. But that was not even done. If what we saw in Rivers State is what we call election, then it is unfortunate. What do you think the Buhari administration owes the Rivers people? It is not just Rivers State. The entire country has very high hopes and expectations. We hope that he would be able to look at the economy, security and unemployment. These are the three major problems we have in this country. The oil companies have not done well, but we are happy with the way he is trying to fast track the Ogoni clean-up. The clean-up of the Ogoni should be applicable to the entire Niger Delta communities where the oil is exploited because what Ogoni faces is what all the people are facing. What role did Peter Odilli play in the election? Peter Odilli has been in the wilderness for a while. He kept himself until the recent election when birds of the same feathers flocked together and he came back. Some of us thought as an elder, as a former governor, he would be able to come up with good ideas and instill discipline, but what he did was to encourage impunity, what he was used to doing. And my fear with the kind of people that came together is that we are going to have a play back of 2001, 2002, 2003 and 2004 during his era when criminality was very high, militancy also high and inter-communal crises were also high. These are the characteristics that I suspect Rivers State would witness if the tribunal does not throw away Wike. The rate of kidnapping would increase; the rate of robbery would increase because the Bible says the devil cannot cast out another devil. If you look at the House of Assembly too, the House is mainly composed of ex-militants. So, what kind of laws will the ex-militants give to the state? What is the state of security in the state? I don’t stay there regularly. I only visit and come out. I learnt the security situation is very poor, which was what I predicted. I have nothing against Wike, but with the way he was going about it, that was the only problem I have because in Rivers State, we have the zoning arrangement. We thought that will instill confidence within us, a situation where all the ethnic groups would have opportunity to govern the state. But for Wike to demonstrate to us the Ikwerre dominance in Rivers State, will cause more problems because within a space of time, we had Omehia as governor, an Ikwerre man, handing over to another Ikwerre man, Amaechi and Amaechi handing over to another man, Wike and Wike is planning to hand over to another Ikwerre man. It will not augur well. Do you foresee chaos if the tribunal declares Dr Dakuku Peterside as the rightfully elected governor of Rivers State? I don’t see how the tribunal can also declare Dakuku Peterside. What we expect the tribunal to do is to cancel the election and order for re- election because there was no election. I am confident that under Buhari, there would be a free and fair election. And Dakuku would win? Dakuku would win not because of the APC, but because of zoning. We believe in zoning and we believe that power must rotate amongst the various ethnic groups and a lot of people are in that school of thought. And if you look at the two characters, Dakuku and Wike, one would say that Dakuku is more cool-headed, visionary, level- headed and humble, compared to the arrogance, the impunity and the desperation we are seeing in Wike. How do you see Wike’s accusation that Amaechi is corrupt? If Wike should accuse Amaechi of being corrupt, it is laughable. I am saying it is laughable because five months into Amaechi’s administration, Wike was accused of having N5 billion in his account and the Economic and Financial Commission (EFCC) went after him. Unfortunately, Amaechi ordered for a demonstration and the EFCC left Wike alone. So, if today, the same man that Amaechi was trying to save is accusing him of corruption, then except he comes out with clear facts for Rivers people to see, they would not believe him. And before now, the Rivers people were interested in hearing I will expose the Abuja politicians, and if you talk, I will talk. That is what the Rivers people expected and that was not done. So, if Wike who was in the nucleus of Amaechi’s administration is accusing Amaechi of corruption, then what will he say of himself? It means he is also corrupt. Secondly, if you look at the amount of money that was expended during and after the election, one would wonder where he got the money from. I challenge Wike to come up with facts to show that Amaechi is corrupt. It is not sufficient to make wild, baseless and unsubstantiated allegations. We know Wike and his cohorts as experts in propaganda for political advantage. How do you see the appointments made by Wike so far? Before now, I predicted that they were running an Ikwerre agenda. And since he came in, all the key appointments he made, 80 percent of them are Ikwerre. That shows that he does not mean well for the state and he is planning to handover to another Ikwerre man. The ones that are not Ikwerre are either his in-laws or extended relatives. This government is driven by nepotism. "Don't behave like the kind of CTC chairmen we
are appointing, who always fight over fund. The
Chairman would go to bank with the Council
treasurer for fund while the Members would
ambush them" – Gov. Nyesom Wike
Few weeks after Barr. Nyesom Ezenwo Wike was
sworn in as governor of Rivers State and he
earnestly embarked on a borrowing spree, the
Rivers State Chapter of All Progressives Congress,
APC, came out to warn that Rivers people had
ended up in a ‘One Chance Bus’ with Governor
Wike as the driver.
Typical of the infamous ‘one chance’
phenomenon that leaves tears and blood in its
wake, the passengers [this time the people and
residents of Rivers State] are destined for either
loss of personal effects and belongings or outright
crash in which only the driver and his cohorts
maneuvers themselves to safety with the loot
from the people, dead or alive.
Again, about two weeks ago, the governorship
candidate of the All Progressives Congress [APC]
in Rivers State, Dr. Dakuku Adol Peterside, after
observing the persons appointed as Caretaker
Council Chairmen and members by Gov. Nyesom
Wike, raised alarm warning that most of the
appointees have criminal disposition.
Following that statement by Dr. Peterside, the
CTC Chairmen threatened to sue Dr. Peterside
except he recalled his statement and apologized
to them. Of course, Dr. Dakuku Peterside ignored
them knowing full well that their threat was
empty and of no significance.
Just yesterday [Thursday], Governor Nyesom
Wike, while inaugurating the re-constituted Rivers
State Pilgrims Welfare Board, told the world that
he appointed thieves as CTC Chairmen and
members.
But most worrisome to the APC is the fact that
Governor Wike only mentioned something as
grave as that just in passing. Again the
continuous nature of his statement [‘Don't
behave like the kind of CTC chairmen we are
appointing, who always fight over fund] clearly
shows that Governor Wike has no remorse for his
indiscretion in appointment and he is likely to
continue appointing thieves into the CTCs.
However, most significant is the fact that up till
this moment, Governor Nyesom Wike has not
removed any of the thieves [which he confirmed
by himself yesterday] from office. The APC is
forced to ask: “Is this a case of birds of the same
plumage flocking together?”
The APC knows that Governor Wike will not
continue to have the luxury of appointing his
acolytes with dubious and criminal nature into
the CTCs; an end to that despicable anomie is
already in sight, just a matter of time makes the
difference.
Finally, the APC would like to ask Governor
Nyesom Wike to learn from the gloom and doom
awaiting his Godfather, former President Goodluck
Jonathan and remember that morning will always
come when he will be made to account for what
he and his cohorts did while in office, irrespective
of how short the period was.
