Well in as much as we dont want to be tribalistic about it or bring about religious sentiments, the church wike built was a single govt house church. Imagine a state in the north not having a govt house mosque for this long...

Now that aside, we are talking about 189 mosques froma contributed common wealth. Would sokoto make building mosques a priority if a state generates what it spends?
