Governor Nyesom Wike of Rivers State says he will not be his brothers’ keeper on the issue of Value Added Tax (VAT) collection.

Mr Wike and the Federal Inland Revenue Service (FIRS) have been at loggerheads over who should collect VAT in the oil-rich state.

The governor at a federal high court in Rivers trounced the tax collection agency which has been collecting the payment and remit to the federal government from where is it being shared among states of the federation.

He and Lagos State governor, Babajide Sanwo-Olu, also gave their assent to a law hastily enacted to empower their states begin the collection of VAT but the agency appealed the judgment which has now gone up to the Supreme Court.

Appealing to them to be their brothers’ keepers by allowing the FIRS to continually collect the tax as usual, Gombe State Government said their decision will affect it and other economically docile states.

“The VAT issue will have adverse effects not only on Gombe state but almost all the states of the federation,” Gombe State Commissioner of Finance and Economic Development, Muhammad Magaji posited. “I was part of the discussion a few weeks ago by all commissioners of finance across the country.

“The realisation was that only Lagos, Rivers and probably Delta states would be able to pull through without this VAT being administered centrally, and it is our appeal that we all put sentiments behind and work towards a federation that is one, by being our brothers’ keepers and ensuring that what is pull together at the centre is distributed to be able to balance resources across the country,” he appealed.

But responding on Monday, Mr Wike said he cannot be his brothers’ keeper if his brother was doing something illegal.

While receiving a delegation of the Sun Newspaper which visited to present to him a letter notifying him of his emergence as winner of the Man of the Year 2020 award in Port Harcourt, the governor said he was not the first to begin the reform of VAT collection.

He said Lagos State government in the past fought but lost at the Supreme Court for including the federal government rather than the FIRS which is responsible for the collection of VAT nationwide.

“The issue of VAT did not start from Rivers State alone,” Mr Wike said. “It started in Lagos State.

“Lagos challenged it in the Supreme Court. Unfortunately, Supreme Court said, look, you wouldn’t have sued the Federal Government, what you should have done was to sue the agency.

“We (Rivers) came up to sue the agency that you are not entitled to VAT.

“And it looks like we are doing something to cause crisis in the country, shamelessly, to some states, who believe that they would only at the end of the month go to Abuja to collect whatever is in the federal pool.

“Some people say, be your brother’s keeper. I have no problem being my brother’s keeper. But I will not be my brother’s keeper when I know that my brother is an armed robber.

“You cannot expect me to be my brother’s keeper when you are doing an illegal thing.

“Somebody is joining FIRS to do illegal thing and you are saying I should be my brother’s keeper and you are doing what the law say you should not do.

“I will be a brother’s keeper when you are doing the right thing. So, if as a state, you have difficulty, I have said it before that there is no place in the world where states are equal.

“Every state has its own advantages and disadvantages. It is the ability to be creative, to know how to turn your own disadvantage to something that will help your people.

“We are using the instrument of the law to say what you are doing is wrong. And instead of them to encourage us, they are using religion, ethnicity,” he said.

Wike also advised the federal government to encourage states to be productive and not rely on the monthly allocation they received from it.

“Nigeria should encourage states to be strong enough to have resources to develop their states,” he advised. “We are in a federal system where we are practising unitary system.

“Everybody at the end of the month would rush to Abuja to share money. Nobody comes back to the state to think how do develop his state,” he added.

Governor Hope Uzodinma of Imo State has denied declaring free marriage between Fulani settlers in the state and Igbo ladies.

A cloned frontpage publication of THISDAY Newspapers circulating on social media claimed the governor promised to pay the bride price of ladies who would be marrying men of Fulani extraction.

The fake publication which many may mistakenly attribute to the national daily also has a sub headline which portrayed the governor as vowing to impose a N1million fine on any father who refuses to give his consents to the would-be-inlaw.

But in a statement by his Chief Press Secretary, Oguwike Nwachuku, the Imo State governor denied having anything to do with the cloned publication.

Mr Nwachukwu said the creators of the fake publication were out to tarnish the image of his principal and to destroy the credibility of the national daily.

“For the avoidance of doubt, the real headline of THISDAY the same Friday, August 27 reads: Buhari Elated as NNPC Breaks Jinx, Declares N287bn Profit First In 44 Years,” he said. “It is pertinent to note that THISDAY management confirmed that the publication was cloned and we are confident that they will not allow their hard earned brand and efforts of many years to be basdardised by criminal minded fellows.

“Governor Uzodimma is conscious of the efforts being made by some individuals and groups to tarnish his image and discredit his government but will not be deterred in his determination to provide good governance to the good people of Imo State.

“He is mindful of the enormity of work to do in Imo State after many years of neglect of critical infrastructure due to poor governance and will stop at nothing to change the narrative for good in the interest of the people.

“The public is therefore advised to disregard the cloned publication as coming from depraved minds and enemies of the people and the society,” Mr Nwachukwu advised.

The Defence Headquarters has confirmed that the Defence Intelligence Agency (DIA) invited Kunle Olawunmi, a former Nigerian Navy Commodore, to appear before it.

Mr Olawunmi, a top source quoted by Sahara Reporters said, was summoned to appear before the agency with his international passport for criticising the administration of President Muhammadu Buhari in a Wednesday interview on Channels Television’s Sunrise Daily.

The medium said the anonymous source told it that the travelling document of the intelligence chief will be seized if presented.

Olawunmi had alleged during the interview that Boko Haram sponsors are presently top government officials and Nigeria’s secret police, State Security Service (SSS) are aware.

Confirming the invitation to ICIR, the spokesman of Defence Headquarters, Maj.-Gen. Benjamin Sawyerr, said Mr Olawunmi was only summoned to appear and tender more information on what he knows about sponsors of the terror group.

“Nigerian Armed forces and its agencies could not arrest him, it’s just in a bid to get more information from him about what he said he knows,” Mr Sawyerr said. “It is the military police that carries out arrest, the DIA don’t carry out arrests.

“Somebody from the DIA who is in charge of counter terrorism only called to ask him to come over so we can hear from him, so that he could aid us in the fight against terrorism, but he switched off his phone after the call.

“It is not true that he was asked to bring his international passport to the DIA. If he was asked to bring his international passport, maybe it could be to corroborate the things he said, like his trip to the US.

“The military is like a family. If he has anything that could assist us to further fight insurgency and terrorism, we invited him to come and give us. We respect our senior officer, that is why the chief of army staff (COAS) is going around the country to have a conversation with them (retired military officers),” he added.

Presidential spokesman Garba Shehu says what his principal has done to bandits is worse than declaring them terrorists.

Mr Shehu, revealing what has been done to the gunmen that is worst than declaring them terrorists, said the President Muhammadu Buhari ordered that any one seen bearing arms should be shot on sight.

He said progress has been recorded since the order was issued in March and reiterated in May and June.

Despite the order, banditry continues to thrive mostly in the Northern part of the country. Bandits occasionally abduct school children and demand for ransom which is usually paid before captors are set free.

The latest of such reoccurring developments, took place on Friday evening when the criminals released another batch of students abducted in Kaduna after ransom payment.

“What the Buhari administration has done to the arms-wielding bandits is worse than being declared as terrorists,” the president’s mouthpiece said in an interview with BBC Pidgin on Saturday. “Do you know that there is a subsisting order by the President that any arms-wielding, AK-47 bandits should be shot on sight.

“I am saying yes, IPOB has been proscribed by law of the land, there is no shoot-on-sight order on IPOB. There is nothing to suggest that these bandits are treated preferentially.

“The Nigerian Air Force is busy bombing locations, the military is there on the ground, exchanging fire for fire, taking them out in hundreds, that is certainly not treating them (bandits) lightly.

“Before President Muhammadu Buhari [assumed office] many Nigerians could not worship on Fridays, mosques were being bombed, on Sundays churches were being bombed, motor parks and public gatherings,” he added.

Former Aviation Minister Femi Fani-Kayode has reacted to criticism that has greeted his appearance at the wedding fatiha of President Muhammadu Buhari’s son, Yusuf.

Mr Fani-Kayode, TODAY POLITICS observed, was the subject of discussion between late Thursday evening and early Friday morning after he posted pictures of himself and his critics in Kano to attend the ceremony.

His critics, who mostly described him as being unprincipled, immediately dug up a disparaging remarks attributed to former president Olusegun Obasanjo where the latter described him as a fair weather politician.

Others lambasted him for previously portraying Communication Minister Isa Pantami as a homicidal, sociopathic and psychotic individual but changed his tune three months after, describing the minister now as his friend and brother.

In series of tweets Saturday morning, the Peoples Democratic Party (PDP) chieftain said he was playing politics without bitterness by criticising and dinning with officials of the Buhari administration he has severally ridiculed.

He cited other individuals who are perceived as foes but put away their political differences and dined together at the wedding.

“Buba Galadima with Ahmad Lawan, GEJ with PMB, GEJ with VP & Atiku with PMB. Politics is about bridge-building regardless of your differences,” the former minister remarked, adding that: “It is not war. You can be friends with ur political adversary& still disagree. It’s called politics without bitterness & being civilised.”

Meanwhile, President Buhari and former vice president, Atiku Abubakar, were fist-bumping at the event to the admiration of onlookers.

Nigerian lawmakers are heading for a showdown when they resume next month over a $10million bribe they got to pass the new Petroleum Industry Bill (PIB) recently signed into law by President Muhammadu Buhari.

The legislative arm of government passed the bill last month and Mr Buhari gave his assent to the bill earlier this week, ignoring certain concerns about the percentage share allocated to host communities.

An exclusive report from Peoples Gazette chronicled different amounts of the bribe despatched to lawmakers at the both chambers of the National Assembly.

The report said Senate President Ahmad Lawan and Speaker of the House of Representatives Femi Gbajabiamila received $2million each out of the $10million leaving a balance of $6million to be shared among Senators and Reps.

The funds are said to be from firms and individuals in the oil and gas sector with a yet-to-be ascertained billionaire singlehandedly donating $2million of the total sum.

State petroleum minister Timipre Sylva and Senator Albert Akpan are fingered as those dispatching the cash logistics.

An aggrieved lawmaker who spoke on condition of anonymity said he never knew the $5,000 which was given to him for “biscuits” for working day and night to ensure the bill scaled through after failing in several occasions to see the light of the day, was from the illicit funds.

“They gave me $5,000 and said it was for us to buy biscuits for our children for labouring day and night to get the bill to the stage of passage,” the furious lawmaker said. “To God, I did not know that it was about $10 million that they received and some crooks calling themselves leaders got $2 million each for themselves.

“We will protest the matter after our break because some people have to realise that they don’t have two heads and we have to fight for our rights and privileges as members of the National Assembly.

“Each one of us is representing a constituency and that makes us all equal because no one at the National Assembly is representing more than one constituency,” the lawmaker said.

Another lawmaker from the red chamber who corroborated the claims said some of his colleagues received $20,000 and vowed to bring up the matter when they resume from recess.

“Their greedy misconduct was recently exposed to us and we will seriously take up the matter when we resume from the annual recess next month,” the senator said. “From what I can volunteer, many senators were given $20,000 before and after the PIB was passed, depending on their availability.”

Another Senator narrated how Mr Akpan from Akwa Ibom State sent him his own share of the bribe.

“He (Mr Akpan) sent a woman from his office to give me $20,000,” the lawmaker said. “They said the money came from people who have investments in the oil and gas and they wanted to appreciate us for our dedication in seeing the bill through after so many years of failed efforts.”

Spokespersons of messrs Lawan, Gbajabiamila, Sylva and Akpan were not reachable for comments when contacted as at press time.

The Police Service Commission (PSC) has set up another panel to probe Abba Kyari, embattled Deputy Commissioner of Police fingered by the Federal Bureau of Investigation (FBI) as a member of an internet fraud syndicate.

In a statement on Thursday by Ikechukwu Ani, spokesman of the PSC, the new panel is headed by Tijani Mohammed, a lawyer and Director, Department of Police Discipline in the Commission.

Mr Ani said the in-house panel inaugurated by the Permanent Secretary/Secretary to the Commission, Alhaji Abubakar Ismaila, and has started its work while the commission awaits the report of the DIG Joseph Egbunike-led investigative panel set up by the Inspector-General of Police, Usman Baba on the matter.

The new panel will examine the facts of the allegations as contained in the Federal Bureau of Investigation indictment and also look at the extant rules “as a means of keeping abreast of the matter.”

The panel is also expected to “gather and document relevant information on DCP Abba Kyari in view of his disciplinary matter and to analyze the information gathered and make appropriate recommendation/s to the commission.

“The report of the in-house panel is expected to assist the commission take an informed decision when the investigative panel report is submitted for the commission’s consideration.

“The commission had also directed the Inspector-General of Police to furnish it with information on further developments on the matter for necessary/further action,” the statement added.

Mr Abubakar widely known as Atiku stated this on Thursday while delivering his speech at a national dialogue and public presentation of a book, “Remaking Nigeria: Sixty years, sixty voices” in Abuja.

While lampooning President Muhammadu Buhari and his administration, the Peoples Democratic Party (PDP) chieftain insisted that restructuring was the way forward to right perceived inequality in the country.

He said bandits have been allowed to brazenly operate, turning kidnapping for ransom into a business, as recently asserted by Governor Nasir El-rufai, and won’t be surprised should the criminals register with the CAC.

“We needed to fix Nigeria to avoid sleep-walking our way towards disaster,” the politician eyeing to succeed Mr Buhari in office remarked. “Yes, the Chibok girls had been kidnapped and held in captivity 7 years ago. Yes, conflicts between herders and farmers had been with us before 2016.

”But who would have thought that our country would become a haven for kidnappers and all manner of bandits to the extent that their nefarious activities would become a major industry?

“They have been allowed to operate so openly and brazenly that it would surprise no one if they applied for registration with the Corporate Affairs Commission and listing on the Nigerian Stock Exchange.

“Five years ago, the Abuja – Kaduna Road was not a virtual no-go area. The SouthEast was not a virtual war-zone, and Amotekun was not needed to protect lives and property in the South West.

“These are among the clearest evidence that the issues that were the focal point of the book that brought us here more than five years ago have become even worse.

The calls for restructuring have not been heeded. Constitutional provisions on federal character have been ignored and even symbolic gestures to make all groups feel that they are part of the Nigerian family have been scorned as though they are a sign of weakness.

“As a result, the agitations that turned more groups into “Biafrans” have become even more strident and, in some cases, violent.

"In my view, we must restructure our country in a manner that allows various segments to develop at their own pace and not be held back by the centre or other segments,” he added.[/b]

Suspended police deputy commissioner, Abba Kyari, has narrated how he acted as a debt collector for popular internet fraudster, Ramon Abbas.

Mr Abbas nabbed by International Criminal Police Organization (INTERPOL) in Dubai and handed over to the United States Federal Bureau of Investigation (FBI) had his conversation with the embattled officer intercepted.

In its investigation, the FBI detailed how Mr Kyari received N8million from Mr Abbas as payment for arresting and detaining one Chibuzo Vincent, a co-conspirator of the fraudster defrauding a Qatari businessperson.

In his rebuttal on July 29, the officer, now being probed by police authorities, declared himself innocent and clean of the scam amounting to $1.1million. He said the only monetary connection between him and the fraudster who has pleaded guilty was a fashion design deal amounting to N300,000 which was not paid to him directly.

As stated in the FBI court document, he admitted arresting Mr Vincent in 2019 on the request of Mr Abbas who accused the co-conspirator of threatening his (Abbas) family members resident in Nigeria.

He said on finding out that the accusation was false, he released the detainee, a sharp contrast from the document which indicted him of knowing about the fraudulent deal.

But after editing his rebuttal repeatedly, which includes the deletion of the N300,000 deal, late Tuesday, Mr Kyari narrated how he acted as a debt collector of Mr Abbas shortly before the scammer was arrested.

“He (Hushpuppi) also called for another case in June 2020 and complained about a financial transaction with a second person whom he said his friend sent 8million naira to and pleaded for his friends money to be recovered,” Kyari said in the now deleted post on his verified Facebook profile.

“He sent transaction slips and other evidences to prove their case against the person, All these can be verified from the Hushpuppi since he is still in Custody. And it can be verified from person who collected the 8million naira from Hushpuppi’s friend whom they complained about is alive and is in Nigeria.

“Generally Whatever investigation steps/Tactics that is being taken in most cases especially on the Parties in this type of case from January to June is not for public consumption. This is the true story,” the suspended top cop explained.

Suspended Deputy Commissioner of Police (DCP) Abba Kyari has deleted the rebuttal he issued to dismiss his indictment of criminal conspiracy by the Federal Bureau of Investigation (FBI).

The FBI while probing a popular internet fraudster Ramon Abbas popularly known as Hushpuppi indicted Mr Kyari as receiving about N8 million to arrest a co-conspirator on the orders of Mr Abbas.

While denying involvement and declaring himself clean in the fraudulent deal amounting $1.1million, the now suspended DCP said he received a call from the fraudster who alerted him to a threat against his family members residing in Nigeria.

He said after arrest and investigation, he found out that the complainant lied and he released the man arrested. He said after that, the complainant saw one of his native outfits and got connected to the designer on request in a deal amounting N300,000.

His account though rhymed, differed from that of the FBI reproduced here, showing the full conversation between him and the fraudster who has pleaded guilty.

In a related development, TODAY POLITICS observed that the embattled police officer has now deleted the rebuttal posted on last week Thursday on his verified Facebook profile after editing it twelve times.

In one of his edited versions, Mr Kyari removed the narrative where he claimed to have connected the embattled fraudster to a said fashion designer and replaced it with another incident which he said occurred last year.

The legal team of the leader of the Indigenous People Of Biafra (IPOB) has finally met with their detained client, Nnamdi Kanu.

Ifeanyi Ejiofor, the lead counsel of the IPOB leader, confirmed this in a statement Monday evening.

The development comes days after Mr Ejiofor had said the State Security Service (SSS) prevented him and his team from meeting with Mr Kanu against the order of the court.

In his statement after the meeting, the lawyer said the secret police has began providing medical care to his client but that was not enough.

At the last court sitting, the seccessionist had urged the court to transfer him to Kuje correctional facility to enable him receive proper medical attention to his alleged deteriorating health.

“After weeks of speculations and uncertainties, we have finally seen our Client-Mazi Nnamdi Kanu,” Mr Ejiofor said. “We can authoritatively confirm this position to the World.

“He is firm and stable, less the burden of solitary confinement and concomitant mental torture arising therefrom. Though the Detaining Authority is giving him medical attention but he still requires advanced medical care, which formed substantial part of the relief in our application before the Court.

“He specifically requested that we should extend his heartfelt compliment to Millions of his supporters worldwide and all foreign Governments and institutions who are relentlessly following up. Media houses are indeed not left out of this classification.

“We are winning but your prayers are doing wonders, don’t relent, as you continue to remain law abiding.

“We shall continue to keep you all in constant communication on every development around him particularly now that the visit will be more regular than before,” he added.

More confusion awaits the Peoples Democratic Party (PDP) between now and the next presidential election, the presidency has said.

The PDP which has held sway since the return to democracy in 1999 lost power to the All Progressive Congress (APC) in 2015.

It was the first time the party lost a presidential election despite predictions that it would govern the country for uninterrupted sixty years.

Though not factionalised yet, there are lingering crisis here and there in the now opposition party, especially as regards to which region it will zone its presidential ticket to.

TODAY POLITICS learnt that the North will get it again as it did in 2019, a development that might anger most of its members particularly from the Southern part. Already, it is clear that a former vice president, Atiku Abubakar will make another attempt after President Muhammadu Buhari trounced him in the last election.

There are also clamour in some quarters demanding the resignation of its national chairman, Uche Secondus. The politics surrounding the next election has made the party lost three state governors to the APC recently.

Speaking on Channels Television’s Politics Today, presidential spokesman, Femi Adesina on Tuesday predicted more confusion for the party.

Mr Adesina said more state governors from the PDP will join the ruling party next year when his principal begins the commissioning of gigantic projects nationwide.

“Between now and 2023, there will be more confusion in the party,” Mr Adesina predicted. “No one makes noise when they (PDP) were holding BoT (Board of Trustees) meetings during Obasanjo, Yar’Adua and Jonathan regimes. Why are they complaining now?”

“There will be a massive unveiling of infrastructure come 2022; starting from commissioning of the Lagos-Ibadan Expressway which the PDP could not achieve in 16 years, to the AKK Pipeline and so many highways. These massive projects will make a lot of PDP governors to join the APC,” he added.
