A petition obtained from the Department of State Security Service by a civil society group termed Nigeria Concerned Citizen Assembly (NCCA), has asked the DSS to widen its probe on recent investigations that suggest that the Office of the National Security Adviser, currently occupied by Babagana Monguno and Minister of Defence Alhaji Dan Ali have both been fingered in the scandal involving the Presidential Investigative Committee on Arms Procurement after the Department of State Services (DSS) arrested one of its member, Air Commodore Umar Muhammed (rtd) over the $2.1 million arms procurement scam. According to the group the arrested committee member indicted both men as key influence in the syndicate. The latest fraud involving persons serving the current government has raised concerns about the sincerity of the ongoing anti-corruption fight since the committee was itself set up to investigate the theft of funds meant for buying weapons to fight Boko Haram terrorists under the previous government. Daily Times further hinted that both men have been making frantic efforts to use some highly placed citizens to sweep the allegations under the carpet although the Director General of the Service has vowed that full forensic investigations must be carried out and culprits brought to book irrespective of their situations. The assembly, in a letter to the Director General of DSS asked the secret police to dig deep into the case and ensure no stone is left unturned in bringing the culprits to book. The letter by NCCA’s convener, Dr Abraham Odukoya, dated June 27th 2016 revealed that the Minster of Defence, Alhaji Dan Ali resides in a N3.2billion Abuja property belonging to the arrested committee member which suggests that he answers to the minister. “It may interest you to know that Air Commodore Muhammed (rtd) owns a guest house valued at N3.2 Billion within the highbrow area of the FCT -Abuja whereat he plays host to the Minister of Defence who actually attained his present position due to the influence of Air Commodore Muhammed. This is a clear indication that the allegation that the duo are collaborators in crime and benefited from the arms procurement fraud may not be false after all,” the letter reads. It also warned that the sincerity of the agency in carrying out the investigation would be a test of the commitment of President Muhammadu Buhari’s government’s to its campaign promise to tackle corruption. The group which said the DSS could be on the verge of making history in the anti-corruption war given the calibre of those it is currently investigating, has raised concerns that the ONSA and Minister of Defence are already using their clout and connections to block the investigation after the level of their involvement was revealed. NCCA expressed concerns that “highly placed individuals” are out to scuttle the investigation given the concerted efforts they have been making in this regard since the arrest of Air Commodore Muhammed (rtd). The group which backed the arrests made by the DSS insisted that the agency must conduct a thorough and impartial investigation. “We are poised now more than ever before to kill this notion that high and mighty persons are above the law and cannot be touched even when they commit heinous crimes. “We at NCCA are solidly behind you and call on you and the entire leadership of the DSS to continue to distinguish yourselves by ensuring that you get to the bottom of this arms procurement fraud in such a manner that no person, no matter how highly placed, is left off the hook,” it demanded. EKITI State Governor, Ayo Fayose, has dragged the Economic and Financial Crimes Commission and Zenith Bank Plc to court over the freezing of his accounts. The case was filed on Tuesday on behalf of Fayose by constitutional lawyer, Chief Mike Ozekhome (SAN), at the Federal High Court, Ado Ekiti. The Court ordered that the EFCC and Zenith Bank should appear it on July 4 to show cause why Fayose’s demands on the freezing of his accounts should not be granted. Fayose is seeking the de-freezing of the accounts. The EFCC had alleged that the accounts were used in receiving about N4.7 billion from the Office of the National Security Adviser. PROMINENT Nigerians and groups have urged the Federal Government, particularly the EFCC to launch an investigation into the finances of the Chief of Army Staff, Lt. Gen. Tukur Buratai, over the purchase of $1.5m properties in Dubai, the United Arab Emirates. The Chief Of Army Staff and his two wives were reported last week by an online medium to have owned two properties in Dubai said to be worth $1.5m. Buratai said he's ready for investigation as he bought them with his earnings and business money. The National Publicity Secretary of Afenifere, Yinka Odumakin, in an interview with Punch, said Buratai should be probed over the allegation of the Dubai property scandal. He stated, “The defence the army put up for him is so silly to be believed outside the barracks. All the earnings of Buratai since he joined the army, if all were saved, cannot buy a house in Dubai, let alone two. “The army also exposed itself as a lying institution when it said Buratai was never in charge of procurement in writing. The investigation should make Buratai to let the country know that he did other businesses to buy the property in question so that the integrity of the anti-corruption war can be intact. “The house could only come legitimately through other businesses outside his pay. The savings from the salaries of any army officer in Nigeria cannot buy a house in Dubai.” Also, a Senior Advocate of Nigeria, Femi Falana, has slammed the Nigeria Army for defending Buratai over the Dubai properties. Falana said it was not the business of the Army to speak for Buratai on the allegations. He said since public offices require public trust, Buratai should submit himself to Code of Conduct Bureau and the anti-graft agencies to clear his name. He said, “Buratai should willingly invite the CCB, the EFCC, the ICPC to look into the matter. If Buratai was alleged to have unjustly purchased the houses, he has to come out to defend himself. THE chief of army staff, Tukur Buratai has come under fire lately when it was revealed that he owned property with his wives in Dubai and it was speculated that the money was procured through illegal means. The COAS has since come out to defend himself stating that he wasn’t part of any scam or scandal. It seems that the federal government has now come to defend Buratai saying that he was transparent about the aquisition of the property. The Minister of Defence, Brig-Gen. Muhammad Mansur Dan-Ali (rtd) in a statement signed by his Principal General Staff Officer (PGSO), Brig-Gen. Mohammed Sani Ahmed backed Buratai and said he was not involved in any wrongdoing. The statement said “It is on record that Lt-Gen. Buratai has declared his assets as Commander of the Multi-National Joint Task Force and as Chief of Army Staff to the Code of Conduct Bureau. These facts are verifiable with the Bureau, “The Ministry of Defence has observed with dismay the online media report of involvement of the Chief of Army Staff and his family over ownership of property in Dubai. “It is noteworthy that there has been series of concerted efforts in the past by the same medium and its cohorts to tarnish the image of the person of Lt-Gen. Tukur Buratai for the reason best known to them, which failed to achieve their desired ulterior motives. “The Ministry of Defence views this as an attempt by some unpatriotic and disgruntled elements to distract the leadership of the Nigerian Armed Forces from the successes of the war against terror particularly in the North East,” he added. MOST employees of the Ekiti State Government on Monday failed to resume duty after the organised labour suspended a four-week-old strike at the weekend. The News Agency of Nigeria reports that the development ran contrary to earlier directives by the labour leaders that the workers return to their duty posts on Monday. A visit by NAN to the main state secretariat in Ado-Ekiti, where most ministries, departments and agencies are located, showed that only few workers reported for duty. The situation was almost the same the public primary and secondary schools visited. In one of the schools visited by NAN, only 15 out of more than 50 members of staff had reported for duty at about 10am and idling away. Also, most primary and secondary school students had to return home. Some of the workers who spoke on condition of anonymity, expressed regrets that the state labour leaders could concede to the payment of just one month’s salary out of the six months owed. They alleged that many workers, especially teachers, refused to return to duty because of a circular issued by the leadership of the state branch of the Nigeria Union of Teachers on resumption. The union, they said, had asked members not to resume duty on Monday until a sizeable amount of their salary arrears had been paid by the state government. One of the teachers said: “I heard that the NUT sent out circular directing members to resume duty only if their salary accounts have been credited. “Even members of Nigeria Union of Local Government Employees are expected to hold a meeting today, Monday, June 27, where a decision on whether to resume or not will be taken.” However, workers of Ikole Ekiti Local Government area of the state resumed for work at the council’s secretariat on Monday. The NAN correspondent, who monitored resumption of workers in Ikole, also saw pupils and students of public primary and secondary schools in their respective school uniforms smiling to their schools. A visit to Egbeoba High School, St. Mary Girls’ High School, SUBEB Primary School and Methodist Primary School, all in Ikole, showed that their entrance gates, under lock-and-key since the commencement of the strike, had been opened. Some of the students and pupils of these schools were busy dusting their chairs and tables, while others were sweeping their school premises in preparation for the commencement of academic work. Also, workers at the Ikole Local Government Secretariat were seen at their duty posts sorting out files. Others were discussing the Memorandum of Understanding signed by the leadership of the labour unions and the representatives of the state government that paved the way for the suspension of the strike. Some of the workers expressed satisfaction with the MoU and urged the state government to make the payment of their salary arrears top on its priorities. They also urged the labour leaders to monitor the state government’s finances so that it would fulfill its promises whenever it is financially stable. The Vice-Chairman of the council, Alhaji Azeez Olasoji, commended the government and the organised labour for resolving the matter with maturity. Olasoji appealed to the council workers to be dedicated and perform their duties with utmost dedication. THE Economic and Financial Crime Commission (EFCC) has said that it has traced ₦1.2b into his accounts, part of the money which former National Security Adviser (NSA), retired Sambo Dasuki to the Zenith Bank account of governor Ayo Fayose of Ekiti state. THE Senate Monday commenced investigation into the utilization of N500 billion allegedly released by the Federal Government as bailout for the Aviation and Power sectors. The Central Bank of Nigeria (CBN) however said that only N120 billion was released to the ailing airlines designated through the banks. Chairman, Senate Committee on Aviation, Senator Hope Uzodinma, who chaired the investigative hearing, said the mandate of the Joint committee on Aviation and Anti-Corruption is to probe disbursement and utilization of $40million AFRIX loan and N86.6billion alleged to have been released by the Federal Government in 2011 for the rehabilitation and development of infrastructure in the Aviation industry. Minister of Transportation, Chibuike Amaechi, who was first to address the hearing said that his ministry “does not know anything about $40million neither do we know about any N86.6 billion.” Amaechi also said that his ministry does not know how the funds were generated and disbursed. Minister of State for Aviation, Hadi Sirika, on his own, noted that it was obvious that the funds were wrongly used and probably diverted by the beneficiaries. The minister added that “this is something that went terribly wrong in the past.” “What is unbelievable as discovered by the committee is that these monies were transferred out of the country; the monies were transferred into private accounts, transferred into foreign banks and used to buy private houses,” the minister said. A director in the CBN, Mr. Mudashiru Olaitan said that the apex bank’s intervention in the Aviation and Power sectors was to the tune of N500 billion. The CBN director said that N300 billion was actually released and dedicated to power and the airlines as bail out. The balance of N200 billion, he said, was for Small and Medium Enterprises (SMEs). He said that the Bank of Industry was the managing agent while the tenure of the loan was between 10 to 15 years. Olaitan said that the beneficiaries have been servicing the loan with only N81 billion is still outstanding. Senator Uzodinma said that the Joint Committee was interested to know which instrument created the intervention fund, who approved the fund and who established the guidelines for disbursement. He also said that the committee wanted to know whether at any time the CBN engaged the services of consultants; who shortlisted the 10 airlines that benefitted from the fund and whether there are funds to be recovered; if yes, whether it is from dead airlines or those still flying. Olaitan said that the fund was created by the debenture issue of the Bank of Industry and approved by the Presidency. He said that some banks provided security for the loan while the guidelines were established by the CBN including the tenure of 10 to 15 years. He was silent on who shortlisted the benefiting airlines. On whether assessment of the impact of the fund on airlines had been made, he noted that if the fund did not come when it did there would have been no airline flying in the country today. He said that one or two of the airlines that benefitted from the funds were no longer flying. On who applied for Air Nigeria which told the committee that it did not apply for any loan because it did not need it, he said that BoI processed the applications. The BoI also confirmed that Air Nigeria duly applied for the loan. A member of the committee, Senator Bala Ibn Na’Allah, said that they are interested in the list of the airlines that accessed the fund and are still in operation. Na’Allah said that the committee was told that one of the beneficiaries of the fund transfer red $18million to a bank in Ghana while another N150 million was transferred to the account of one Olajumoke. It was also revealed at the hearing that a particular airline received $6million to purchase Emergency Location Transmitter (ELT) that is sold $4,000. The committee said that even after collecting $6million for the ELT, the airline still failed to buy the equipment. Another member of the committee, Senator Shaaba Lafiagi, said that it appeared that some banks used the CBN to collect what the airlines were already owing them. For instance, Air Nigeria was said to have owed United Bank for Africa (UBA) N35.5 billion which the bank allegedly collected when it acted for Air Nigeria to qualify for the bailout. Senator Uzodinma noted that issues involved are grave and should be treated as such. He noted that it is very disturbing development to learn of allegations that the monies meant to rescue the airlines were not properly utilized for the stated objectives. He said, “The allegations are not just absurd but shocking. We are here to ascertain the veracity or otherwise of such allegations of misappropriation or diversion of the said funds. As is normally the case in any investigation we hold, nobody is guilty unless it is proven beyond all reasonable doubts that he or she is guilty.” Senator Uzodinma noted that curiously, from the list of beneficiaries of the funds, some of the airlines have folded up. He noted that available information indicated that Arik Airlines, Dana Airline,Aero Helicopters, Kabo Air, Caverton Helicopters, Overland Airways, Chanchangi Airline and Odenegene Air Shuttle benefitted from the funds. He said that from the list, it is clear that some of the airlines have become moribund. He said that some of the questions agitating their minds included how much did each airline get, did the management of the airlines deploy the fund for the purpose it was released, if the funds were judiciously applied why did some of the airlines that benefitted fold up, what was the criteria for choosing the airlines that benefitted, to what extent was the Ministry of Aviation of the Nigeria Civil Aviation Authority involved in the short-listing of the airlines that benefitted. CONTROVERSIAL socialite, Kemi Olunloyo has stated that religion is the biggest lie to mankind. THE leadership crises currently rocking the Peoples Democratic Party, PDP, took a different twist on Thursday as the party ordered the self-acclaimed National Chairman of the party, Sen. Ali Modu Sheriff to immediately vacate its National Secretariat in Abuja. The opposition party gave the directive following an order of a Federal High Court sitting in Port Harcourt, Rivers State and was contained in a statement issued by its Head of Publicity, Chinwe Nnorom on Thursday. The statement reads, “The Federal High court sitting in Port Harcourt, Rivers state on Thursday, June 6, 2016 heard the case between the Peoples Democratic Party (PDP) and Senator Ali Modu Sheriff & co on suit No: FHC/PH/CS/524/2016 restraining Senator Sheriff and his co-defendants from parading themselves as national officers of the party and to recognise the national caretaker committee as constituted by the national convention in Port Harcourt, Rivers state, and an order of a court in Lagos restraining the PDP national convention from conducting elections into the offices of the national chairman, national secretary and national auditor. “The court after hearing the matter before it, declared that both the ex-parte order restraining Senator Sheriff and his co-defendants from parading themselves as national chairman, national secretary, national auditor and other former national officers of the party which also recognises the national caretaker committee, and the Lagos order restraining PDP from conducting elections into those three offices subsist. NIGERIA'S anti-graft commission, Economic and Financial Crimes Commission, EFCC, has beamed its searchlight on governor Samuel Ortom of Benue State for allegedly transferring the state’s cash amounting to N4.29 billion from banks to unknown recipients. Vanguard reports that the agency received two petitions against the governor and some top officials of the administration and had already commenced investigation into the matter, even though the governor is covered by immunity while in office. Quoting an insider in the EFCC, the news medium said, “I can confirm to you that the commission has received petitions against Governor Ortom and other dramatis personae over alleged diversion and other financial infractions. We have also commenced investigation into the veracity of the petitions. And I can also tell you that the commission will soon take necessary action on the matter.” Some of those named in the petitions as arrowheads of the scam are members of the state House of Assembly and the National Assembly. The official said only those not covered by immunity were being interrogated in connection with the cash movement, adding that the outcome of the commission’s probe would soon be made public. THE dreadful terrorist group, Boko Haram, has reportedly set up an FM station broadcasting on 96.8 frequency, Voice of America (Hausa service) is reporting. The report said habitats of the Tolkomari village in the far north state of Cameroon confirmed they were able to tune into the channel. NIGERIA'S anti-graft commission, Economic and Financial Crimes Commission, EFCC, on Wednesday grilled the embattled National Chairman of the Peoples Democratic Party, Ali Modu Sheriff, for about seven and a half hours over the N40 million campaign fund he received for former President Goodluck Jonathan’s reelection bid. Sheriff, as reported on Wednesday, was invited by the EFCC to appear before its operatives at its Maiduguri, Borno State office. He was said to have arrived at the office at about 10am. He was only released on administrative bail at about 5:30pm after he agreed to refund the N40 million he was given for the election. The money was part of the $115 million released by a former Minister of Petroleum Resources, Deziani Alison-Madueke, through Fidelity Bank Plc, to major actors in the PDP and the Independent National Electoral Commission for the reelection bid of Jonathan. The money was said to have been converted to Naira by the now sacked Managing Director/CEO of Fidelity Bank, Nnamdi Okonkwo. It came to about N23.3 billion at the time. The money was given to Sheriff by Mohammed Wakil, who received N450 million on behalf of the PDP in Borno State. A statement by the Head of Media and Publicity of the EFCC, Wilson Uwujaren, confirmed the development. FORMER Minister of State for Defence, Ambassador Musiliu Obanikoro, has said plans by the Nigerian Government to extradite him from the United States of America will fail. Obanikoro said this on Wednesday following the search of his houses and confiscation of some of his properties by operatives of the Economic and Financial Crimes Commission on Tuesday. In a series of tweets in the early hours of Wednesday, Obanikoro said with certainty that since the EFCC does not have any document indicting him for any crime, it would be impossible to extradite him from a civilised system such as the United States of America. He tweeted: “Rumours of Extradition are also lies – false allegations cannot stand up to any Decent Legal Inquiry in a Civilised System such as in the US.” The former High Commissioner of Nigeria to Ghana said so far no invitation has been extended to him by the EFCC or allegation levelled against him, thus expressing surprise over the search of his houses in Lagos by operatives of the Commission. He said the government of the day was only hounding the opposition because of its failure to deliver on its promises to the masses. THE EFCC has frozen a bank account belonging to a wanted ex-militant, Government Ekemupolo, who is popularly known as Tompolo. The anti-graft agency found N3bn in the account and had frozen it pending outcome of court processes. An operative of the anti-graft agency, who spoke to Punch on condition of anonymity, said: "During investigations into the fraud at NIMASA (Nigerian Maritime Administration and Safety Agency), we traced about N3bn to a bank account, which is owned by Tompolo. “The account has since been frozen in accordance with Section 34 (1) of the EFCC Act 2004 which empowers the commission to freeze any account suspected of being used for financial crimes.” Tompolo, who has been on the run since February, was arraigned in absentia with the ex-DG of NIMASA, Mr. Patrick Akpobolokemi, and the latter’s six brothers on April 18, 2016, for N47.7bn fraud. http://.com/efcc-freezes-tompolos-n3billion-account/

NIGERIA'S Senate President, Bukola Saraki, has again challenged the procedure of his trial before the Code of Conduct Tribunal (CCT) for alleged false assets declaration. Saraki, again filed a fresh application seeking among others, an order asking the Chairman of the tribunal, Danladi Umar, to disqualify himself from further presiding over the trial. The Senate President in a fresh application filed by his lawyer, Kanu Agabi (SAN), accused Umar of making statements capable of prejudicing the outcome of the trial. The Senate President cited the reported statement by Umar, where he deplored the delay tactics being employed by Saraki’s legal team, noting that the delay would not affect the consequences of the trial on the defendant if found guilty. The application, already served on the prosecution may not be heard on Wednesday because the prosecution) was yet to respond the application as at Tuesday. Since the trial commenced late last year, the Senate president has filed series of applications, challenging the jurisdiction of the tribunal and the competence of the charge filed against him, among others. This is the second time he would be asking Umar to disqualify himself from the trial. President of the Nigerian Baptist Convention (NBC), Rev. Supo Ayokunle, has emerged the new president of the Christian Association of Nigeria (CAN). Ayokunle defeated Elder Joseph Otubu of the Motailatu Church Cherubim and Seraphim Movement (MCCSW) with 54 votes to 28. AHMED Makarfi has said he would obey the position of the law in the on-going crisis rocking the Peoples Democratic Party, PDP now that Alhaji Modu Sheriff has takenover the National Secretariat of the party on Monday to affirm his authority as Chairman. Sheriff along with some party members had stormed the Party secretariat, claiming has was in possession of a court order recognising him to continue in office as the National Chairman. Makarfi, who was appointed caretaker chairman of the party at the Port Harcourt convention told newsmen on Tuesday that, if he was fully briefed on details about crisis in the party and the status of Modu Sheriff, he would have had a rethink He said, “if I knew that there was a court order empowering Sheriff as the Chairman, I would not have taken the position because my interest is to see that PDP did not disintegrate. Ex-PDP's chairman, Sheriff has gained control in Pdp headquaters. Update: The embattled national chairman of the opposition Peoples Democratic Party, Ali Modu Sheriff has finally gained access to the national secretariat of the party. Mr. Sheriff had stormed the secretariat in the early hours of Monday with several of his supporters, but was denied entry by officers of the Nigeria Police Force. Mr. Sheriff told reporters at the secretariat that he was resuming duties based on a court order. He however left the secretariat and reportedly went to see the Inspector General of Police, Solomon Arase. He returned to the secretariat at around noon, but police officers insisted they would only allow him to enter the secretariat if his supporters dispersed from the area. The former Borno governor, thereafter left the secretariat at about 12:25 pm and returned shortly after the supporters had dispersed.
