There's lot to refining crude oil than just petrol and diesel. Moreover, with Africa's population set to balloon ditto the increment of the consumer class coupled with the weak infrastructure for electric vehicles, then he's in the right continent and at the right time.

Additionally, I don't know who lied to you, but Nigeria will not experience 24-hours electricity anytime soon. Not now, not in the next 100 years.

The only bold entity that can build a refinery in Nigeria is the government and they are shying away from it. IOCs won't try it because of the security level within the country.
