Governors use allocations for your indigenes and invest in your state infrastructure and human capital, local government chairmen provide empowerment schemes, water, and welfare for your people with your allocated resources, house of representatives members and senators use constituency allowances to take care of your constituents, provide water, welfare and cottage industries.

This is a good idea, I think the government can get cheap labour from vagrants and people who are locked up for misdemeanour crimes, to pay for their sins...it will help boost the state and nation development and also make those vagrants or almajiris useful. Soviet Union used this model and became the great Russia today.

Focus more on kidnappers, the forests should be occupied by Edo state indigenous hunters and forest rangers.
