400k for where? I lived in Enugu before and I can tell you that the number of Yorubas, you will find there will not be up to 4,000. In the entire SE, they are not up to 10,000. A number that you will find in just 1 local govt in Ekiti state.

Either way,its bad business for Lagos state as other investors will take their funds to other states and who loses at the end?

As a foreign or local investor,you go through the right process to purchase a landed property and start development and some months or years later,it's being destroyed because someone from the ministry claims the building is on the right of way!
My question is why were these investors not told from the beginning by the same ministry about the nature of the land?
How do you expect the same investors to invest in that state?

Govt officials may not be aware that you are erecting a building until you are done. In many cases, govt may inform the building owners on the illegality of their structure. But some Nigerians believe that they can always bribe their way through and ignore Govt warnings. Maligning is not the way to go. Obedience is better than sacrifice
