Budget is a proposal not the money.
The only thing is that the government will look for money to fund it (Through IGR, taxes, levies etc sha).

So it's either we have a budget surplus (More money to the state) or budget deficit (Govt will work harder to generate money).

It's left for Seyi makinde and his crew, to look for ways to fund the budget.

Oyo could have submitted 1 trillion budget. But of course they can't do that...

Because a budget is based on the projection of how much you think you would get....

And in case of states ...

Federal handout + IGR + loan( if possible or needed)

So before you make a budget...you must have projected your income....

Or you go make budget of 200k when salary na 50k with no side hustle. So

They must have this projection before you make a budget

What is the benchmark?
. where will the resources come from?

How does he play to incorporate the new increased IGR of the state?
What percentage of the budget will be IGR?
