As the September 1, 2021 deadline set by the Southern Governors Forum, SGF, ticked away, the Enugu State House of Assembly on Tuesday held a public hearing on the bill. This was just as the Miyetti Cattle Breeders Association, MACBAN, asked for three months to study the Bill. In attendance at the session held at the hallowed chambers of the Assembly included community leaders and traditional rulers, clerics, youths, farmers, opinion leaders, political leaders, cattle rearers and other stakeholders. The session was chaired by the Deputy Speaker who expressed delight at the impressive turnout of people and pointed out that the bill had passed the Second Reading and that it geared at ushering in peaceful coexistence between native farmers and the itinerant herdsmen. Firing the salvo the Chairman of the Enugu Traditional Rulers Council, Ambassador Lawrence Agubuzu lauded the Assembly for its efforts at passing the Bill, which he described as timely which would “bring peace between farmers and herders, and end sexual harassment as well give farmers confidence to go back to their farms”. Speaking in his capacity as a farmer and President General of Ekpulambo Mgbowo Community in Awgu LGA of Enugu State, Chief Collins Okelu, lamented that open grazing “adversely affects the ecosystem, pollutes water supply, degrades and destroys the land making it prone to erosion and denudation”. The high chief expressed support for the passage of the Bill to stop the menace of the herders and their flock. In her contribution, the Chairman of the House Committee on the Bill, Hon Amaka Ugwu thanked the people for coming saying that bill would maintain peace among farmers and herders and explained that everyone was free to make written or oral contributions to the discussion. The Miyetti Cattle Breeders Association, MACBAN, was on hand and lauded the Bill and supported its passage even as the group prayed the House for 31 days to go and study the Bill and give feedback to the House. Similarly, the Northern Nigeria group in the South East who spoke through Sariki Abubakar Sambo equally supported the Bill and aligned their position with that of MACBAN. Sambo expressed the hope that the Bill would foster peaceful coexistence between northerners and people of the South East. A former Minister of State for Petroleum Resources, Dr Ibe Kachikwu, has explained how he recovered his jaguar car, which was erroneously impounded by US authorities, and maliciously described as stolen in some online reports. Kachikwu denied receiving N9.7 billion in his bank account, and threatened to sue an online publication that claimed he smuggled the jaguar car to the US and was impounded. First Bank also denied the publication with regard to his transaction with the bank. The former minister made a demand of N3 billion compensation from the online publication, People’s Gazette, following the false and malicious publication. The minister, in a letter addressed to the Publisher of the People’s Gazette through his counsel, Mike Ozhekome’s Chambers and titled: “Libelous Publications against Dr Ibe Kachikwu-Demand for Retraction and Compensation”, sought the sum of N3 billion as compensation and a retraction of the said publication. It said the online newspaper had in its August 23, 2021 edition claimed that Kachikwu purchased a stolen vehicle, which was smuggled from a United Kingdom Assembly to California in the United States. It said the publication “maliciously and falsely” portrayed the former minister as a smuggler. The letter also stated that the publication claimed the former minister received the sum of N9.7 billion in his First Bank account while he served as minister, which it said denoted his appetite for luxury goods and accommodation. The letter said, “The aforementioned publications, which were deliberately calculated to do maximum damage to his esteemed person, image and hard-earned goodwill and integrity, falsely alleged that our client smuggled a stolen jaguar car into the United States of America. “You went further in your baseless, provocative and malicious publication to falsely allege that our client ‘received N9.7 billion in his personal First Bank account, which denotes his appetite for luxury good and accommodation’ and portrayed our client as a corrupt, dishonest, dishonourable, unscrupulous, debased and degenerated decadent public officer.” Kachikwu, also a former Group Managing Director of NNPC, said through his lawyers he was inundated with calls, messages, emails from friends and associates from within and outside the country, who have expressed worry and concern over the development. The letter further explained that the former minister had procured a jaguar car from Nigeria and used it for some years after which he sent it as a gift to a relation in the United States. He said, “US Customs erroneously impounded the car mistaking it as a stolen car and an emission control infringement as cars with European and African emission control specifications cannot be used in the USA.” He said he made the details of the purchase available to the US authorities, who reached out to the car dealer in Nigeria, and later apologised to him upon which it was released to him and he subsequently brought the car back to Nigeria. Kachikwu also debunked the claim that some N9.7 billion was found in his First Bank account, insisting that while he maintained a domiciliary account, the statement put out a false transaction of N9.7 billion inside a dollar domiciliary account. The minister, therefore, demanded that the publishers pay him N3 billion compensation, retract the story and desist from further similar, defamatory publication and tender an unreserved apology to be published in five national dailies. The letter said failure to adhere to the demands within seven days, the former minister would be left with no other option than to seek legal redress. Meanwhile, First Bank Nigeria PlC, has faulted the accuracy of the details provided by the online publication. A letter written to the minister in response to the status of the account with regard to the publication did not emanate from the bank. The letter obtained by THISDAY and signed by Rotimi Akinbode and Janice Aleto, said the published bank statements did not reflect the true state of the accounts. The letter read, “We refer to your email of August 24 in which you attached court statements purportedly belonging to you that were published by an online blog and requested us to confirm whether the statements reflect the true statement of your account with our bank. “Having reviewed the statement, we wish to state that the account numbers quoted are your visa infinite card and US dollar account with First Bank. However, the statements are not in line with those issued by First Bank and did not emanate from us. The House of Representatives Minority Caucus has described the alleged harassment of Channels Television and its staff as a toxic push against press freedom and citizens’ rights. The Nigerian Broadcasting Commission had issued a notice of infraction against the management of Channels Television over an interview granted by the Governor of Benue State, Samuel Ortom, on its news and current affairs programme, Sunrise Daily. The two presenters are Chamberlain Usoh and Kayode Okikiolu, the anchors of the programme. Reacting to the development, the Minority Caucus in the House of Representatives in a statement by its Leader, Ndudi Elumelu, condemned the action of the NBC. The lawmakers frowned at the growing clampdown on the media and the lack of neutrality on the part of the regulatory agency. “The Minority caucus frowns at the growing clampdown on the media as well as the lack of professionalism and neutrality on the part of the regulatory agency under the All Progressives Congress (APC)-led Federal Government. “As lawmakers, we hold that rather than try to muffle the media, the broadcast regulator should have directed the television station to avail the Federal Government the opportunity to refute, with facts, the statements of Governor Samuel Ortom of Benue State during the Sunrise Daily programme, which it considered critical or misrepresentation of the government. “The commandeering of Channels Television presenters to NBC’s headquarters in Abuja, the query of television outfit, and the unrelenting intimidation of independent broadcast media outfits by the NBC is most inauspicious. “Section 14 (2) (b) of the 1999 Constitution is very clear that the security of lives and property is the primary purpose of government. The Department of the State Service (DSS) has refused to honour the release warrants issued by a federal high court in Abuja for the bail of the 12 associates of Yoruba nation agitator, Sunday Igboho. The release warrants signed by Justice Obiora Egwuatu after the detainees had perfected the bail granted them by his court could not be executed due to the alleged adamant of the security agency to let the 12 detainees out of its detention facility in Abuja Director-General of the DSS, Yusuf Bichi, was said to have blocked lawyers from giving effect to the release warrants since Monday when they were served on him. Apparently angry by the development, counsel to the 12 detained associates, Pelumi Olajengbesi has threatened to commence contempt proceedings against the Director-General of the State Security Services (SSS), Yusuf Magaji Bichi, for the agency’s alleged failure to comply with an order of the court for the release of his clients. Speaking in Abuja, on Friday, Olajengbesi said his clients had, last week, met the conditions attached to the bail granted them by Justice Obiora Egwuatu of the Federal High Court, Abuja, following which the judge signed their release warrant, on Monday. Olajengbesi said despite being served with the release warrant issued by the court, the DSS has failed to release the detainees, who were arrested during the July 1 raid on Igboho’s Ibadan home by a combined team of men of the Services and the Nigerian military, and have been detained since then. A High Court sitting in Ilorin, Kwara State has sentenced 20-year-old Udoh Sunday Okon to one-year imprisonment for defrauding an American, Kimberly, to the tune of $500 on Facebook. The Ilorin Command of the Economic and Financial Crimes Commission (EFCC), on Wednesday, secured the conviction of Udoh for offenses bordering on Facebook lottery scam. Udoh, an undergraduate who hails from Akwa Ibom, was prosecuted on a one-count charge, to which he pleaded guilty. This was contained in a statement issued by the EFCC Head of Media and Publicity, Wilson Uwujaren, on Wednesday. The charge reads, “That you, Udoh Sunday Okon (Christopher Wray), sometime in March 2021 at Ilorin, within the jurisdiction of this Honourable Court did cheat by personation when you pretended to be one Christopher Wray a white male with +18315088635 as your WhatsApp business line and fraudulently deceived Kimberly, an American, to send $500.00 ( Five Hundred United States Dollars) worth of eBay gift card to you after you made him believe that he won $1,000,000.00 (One Million Dollars) Facebook lottery and you thereby committed an offense contrary to Section 321 of the Penal Code and punishable under Section 324 of the Penal Code.” Following his plea, Sesan Ola, counsel to the EFCC, prayed the court to convict the defendant and sentence him based on his plea and the evidence tendered before the court. Justice Sikiru Oyinloye of the Kwara State High Court, Ilorin pronounced the defendant guilty of the offense and sentenced him to a term of one year in prison. However, the judge offered the convict a punishment of N200,000 (Two Hundred Thousand Naira Only) as an alternative. The Presidency, on Wednesday, berated Benue State Governor, Samuel Ortom, calling him a sectarian and ethnocentric leader. In a statement, the Senior Special Assistant to the President on Media and Publicity, Garba Shehu, condemned the stance of the governor, particularly on the Ranches Establishment Law. Shehu alleged that Ortom stirs up hatred against herders and Muslims in the state with the use of languages reminiscent of the Rwandan genocide. Shehu stated that the governor should not be trusted with holding public office, noting that he was looking forward to the outcome of the next election so Ortom would be voted out. He said, “Governor Samuel Ortom has few political principles. We can see this from the fact that he has changed political parties five times during his undistinguished career. “Every time he feels the wind may be blowing in a certain direction, he follows it. “Unfortunately, for the good citizens of Benue State, the most dangerous direction he blows in today is that of sectarianism and ethnicity. “In an attempt to boost his sinking political fortunes, Ortom takes the cheapest and lowest route possible by playing on ethnic themes – and in doing so knowingly causes deaths of innocent Nigerians by inciting farmers against herders, and Christians against Muslims. “Specifically, Ortom stirs up hatred by targeting one single ethnic group in Nigeria – using language reminiscent of the Rwandan genocide. “As was the case in Rwanda where the then Hutu leaders of the country incited their countrymen against each other, claiming there was a “secret Tutsi agenda” over the Hutu, Ortom claims there is a “secret Fulanization agenda” over other ethnic groups in his state and in Nigeria. A former Navy Commodore, Kunle Olawunmi, has said that Boko Haram terrorists mentioned names of current governors, senators and Aso Rock officials as sponsors during interrogation but the President, Major General Muhammadu Buhari (retd.), has demonstrated unwillingness to go after the high-profile politicians for reasons best known to it. Olawunmi spoke on Wednesday when he featured on Channels Television’s ‘Sunrise Daily’ breakfast programme monitored by The PUNCH. The intelligence expert said he told the then CDS that the centre of gravity of the Boko Haram insurgency ravaging the North-East and spreading to other parts of Nigeria was the sponsors. “I told General Olonisakin then that the centre of this problem cannot be solved the same way we solved the problem of the Niger Delta. The Niger Delta problem was solved during (Ex-President Umaru) Yar’adua basically by me and I told them that we can’t use that same template for Boko Haram. “I told General Olonisakin to look at the centre of gravity of the problem. I was made a member of the committee in 2016-2017 including (Chief of Army Staff, Lt.-Gen. Ibrahi) Attahiru that died. “I told them that the centre of gravity of Boko Haram in Nigeria is the sponsors of the programme. It was beyond us because the job we needed to do was kinetic but we cannot resolve issues of sponsors of Boko Haram that were in Buhari’s government that we know them. That was why we couldn’t pursue that aspect that could have resolved the issue because we need to arrest people.” ‘Why Buhari refused to prosecute 400 Boko Haram sponsors’ Senior Special Assistant to the President on Media and Publicity, Garba Shehu, had earlier in the year said the Nigerian Government arrested some Bureau De Change operators who were facilitating the transfer of money to Boko Haram terrorists. He said, “Recently, 400 people were gathered as sponsors of Boko Haram, why is it that the Buhari government has refused to try them? Why can’t this government bring them to trial if not that they are partisan and part of the charade that is going on? “You remember this Boko Haram issue started in 2012 and I was in the military intelligence at that time. We arrested those people. My organisation actually conducted interrogation and they (suspects) mentioned names. I can’t come on air and start mentioning names of people that are presently in government that I know that the boys that we arrested mentioned. Some of them are governors now, some of them are in the Senate, some of them are in Aso Rock. “Why should a government decide to cause this kind of embarrassment and insecurity to the sense of what happened yesterday (Tuesday at the NDA)?” he queried, adding that terrorist financiers want to turn Nigeria to Taliban type of country. ‘DSS has information on terrorism sponsors but can’t act without Buhari’s order’ Olawunmi also said that the Department of State Services has tremendous information on terrorists but they can’t do anything except the body language of the Commander-In-Chief. The Army has said it will engage retired senior military officers to enhance and overcome the security challenges the country is facing. The Chief of Defence Staff (CDS), Gen. Leo Iraboh, announced this yesterday at a one-day interactive session with retired senior military officers from the Northeast at the 23 Armoured Brigade in Yola, the Adamawa State capital. Iraboh said the core objective of the parley was to engage the retired senior colleagues to cross-fertilise ideas on how to overcome the current insecurity situation in the region and other parts of the country. “It is part of the reason I am here with my team: to interact with our retired senior colleagues, to look for holistic solutions about how to bring to an end the insecurity challenges in the region. “We believe that as we interact and engage them, they will be ready to open up to us in areas that will enhance security, also be able to tell us areas of our mistakes and for us to make corrections,” Iraboh said. Gunmen suspected to be bandits, on Tuesday, cut off the fuel supply to Dansadau town and other neighbouring communities in Zamfara State after they intercepted and set ablaze an oil tanker along Gusau-Dansadau Road. The fuel tanker was among dozens of other vehicles being escorted to Dansadau by security operatives onboard an armoured personnel carrier when suddenly the armed criminals opened fire on the tanker triggering huge flames. According to a report by Daily Trust, the owner of the tanker, Yau Muhammad Dansadau said the vehicle was carrying fuel from the Nigerian National Petroleum Corporation (NNPC) depot in Gusau to supply a filling station in the community, to address the acute fuel shortage following the closure of other filling stations. He said: “The whereabouts of the driver and one other person on board the vehicle are unknown. They may have been kidnapped. The fear is that there is going to be an acute shortage of fuel very soon. Motorcycles, vehicles and other machines using petrol will soon stop. “As I am told, the fuel tanker was not only the vehicle attacked, several other motorists jumped out of their vehicles and scampered to safety despite the fact that the attackers were engaged in a firefight by the police escort. “No vehicle can ply that road without escort; dozens of people especially local traders and commercial drivers have been killed or kidnapped along that 100 km road that is in a very terrible condition. “The attack is precisely occurring at a very dangerous spot called Mashayar Zaki, just a few kilometres to reach Dansadau. The armed men are lurking around the area to attack every moving vehicle.” The armed men were said to have cut off the supply of essential commodities to Dansadau after the closure of community markets and stoppage of the supply chain for groceries, food and soft drinks to them in the forest. Bandits have been especially active in Dansadau over the past months. They increasingly heightened attacks after security efforts to bring them under control. A former Zamfara senator, Saidu Dansadau said bandits were scaling up attacks on the Dansadau community to protest the suspension of Emir Hussaini Umar, accused of involvement in banditry. Umar was suspended in June by the state government for his alleged involvement in banditry. The Katsina State Police Command on Wednesday night confirmed the abduction of nine pupils of an Islamiyya School in Sakkai village of Faskari Local Government Area of the State. The Command’s Public Relations Officer, SP Gambo Isah, who confirmed the abduction of the pupils in an exclusive interview with THISDAY, said the pupils were abducted by the hoodlums last Tuesday. Isah, who did not disclose the name of the school, explained that the pupils were kidnapped by the marauding bandits while returning home from the Islamic school after closing hours. He said: “Yesterday (Tuesday), after closing from school, some pupils while on their way going to their respective houses were abducted by bandits who went into Sakkai village. “Nine of them (pupils) were abducted by the bandits but we are making frantic efforts with the view to rescue them from the hand of the hoodlums. Effort is in top gear”. However, a resident of the village, Ibrahim Dan-baba, who also confirmed the abduction of the pupils to THISDAY, added that the bandits also kidnapped one of the school teachers. He said the bandits stormed the school on motorcycles when the pupils were about to close for the day and started shooting indiscriminately, the development, he said, caused a commotion on the school premises and at nearby communities. “They (bandits) are yet to contact the family of the abducted pupils or the school management.
