The police/state has the authority to prosecute, even if you as an individual says you are not interested in any case, probably you just want your money and walk away, the state can insist on charging him for fraud, however, it might be difficult to prove if you as the victim is unwilling to stand as witness, except there are other sufficient evidence, remember that it's a case that must be prove beyond reasonable doubt
So in the earlier case of suing ministers, if an individual can't prosecute state actors, can they report a criminal case against a minister...and the police will be mandated to open investigation.
I want to know, can an individual start the process by a simple police report...and is the police mandated to follow through on our request to prosecute?

Before you become an activist, you must have read the constitution back to back. When you know your right, you can read the right of the police to them, and show them why they are acting unlawfully. And by a certain law, if they act unlawfully, you have a certain right to resist their illegality. That is the law that protects activists. But most Nigerians don't know that they can resist illegality of the govt...through the acceptable channel. There are some vile you can speak against the govt that is not tantamount to treason.
