That would make an excellent counter-value weapon. Truth be told, I don't like the civilian casualties ratio between Iran and Israel in the last war. A country that has no problem killing 100 innocents to get to one target deserves to have a couple of its shelters collapsing on some flesh here and there. Israel is a small country and has many shelters all over the country to shield its people from missile attacks coupled with that, when a missile is launched from anywhere in the Middle East and it's destined for Israel American satellites pick them up immediately and inform the Israelis even before that missile enters Israeli airspace giving Israelis enough time to run to shelters, bunkers for safety.
