Even when nukes were not in the picture, Iran has been under sanctions since 1979 that's 46 years. They have nothing to lose. It is better to have nukes and have security guarantee for your country thann allow yourself to be harassed by some thugs that would still come to take over your natural resources because you don't have the ultimate means of detterence which is nuke.
