A former Governor of Akwa Ibom State, Godswill Akpabio, has returned to the Economic and Financial Crimes Commission, EFCC, for more questioning after he was allowed to go home Friday night. Mr. Akpabio, who is also the incumbent minority leader of the Senate, arrived the EFCC at 11.45 am Saturday, accompanied by his counsel and Senior Advocate of Nigeria, SAN, Rikey Tarfa and some aides. As soon as the former governor arrived at the commission, he was moved into the interrogation room, a source who pleaded not to be named because he is not authorised to speak on the issue, told PREMIUM TIMES. Mr. Rickey Tarfa and aides to the former governor watched helplessly as the anti-graft operatives led Mr. Akpabio away. Our source also hinted that the former governor might spend the day with the commission. He is still been interrogated by crack detectives of the commission as at the time of filling this report. Mr. Akpabio was arrested by the anti-graft agency on Friday afternoon and taken in for interrogation. He was, however, allowed to go home late in the night but asked to report to the commission today (Saturday). Shortly after he regained his freedom, Mr. Akpabio had given insight into why he was interrogated for several hours by EFCC operatives. Speaking with a PREMIUM TIMES reporter shortly after he left the EFCC headquarters late on Friday night, Mr. Akpabio admitted that he was summoned by the anti-graft body to respond to several allegations of corruption against him. He however said he was not arrested, but that he honoured the commission’s invitation voluntarily. “A young lawyer from my state has been petitioning the EFCC accusing me of corruption,” the former governor said. “So shortly before I got involved in an accident in August, the EFCC summoned me to come and respond to the allegations. “But following the accident, I wasn’t well enough to honour the EFCC summon. And I let them know. “So today, since I’m now well, and the Senate did not sit, I decided to honour the EFCC so as to answer questions concerning the allegations against me. “I wasn’t arrested. I walked in there myself and now I’m back at home. The EFCC operatives were professional. They asked questions, and I answered.” Mr. Akpabio insisted the allegations against him were false, saying “those making the allegations do not understand how government works”. The former governor, who is now Senate Minority Leader, said the lawyer who dragged him to the EFCC submitted at least four different petitions, and that it would take a while for him to respond to each of the allegations. “So I will return to the EFCC again as necessary,” he said. The Ogun State government said on Thursday that the state records 15 cases of rape and other sexually-related offences on weekly basis. The Solicitor General and Permanent Secretary of the state Ministry of Justice, Adesola Shobayo, made the disclosure while speaking with journalists in her office in Abeokuta. Mrs. Shobayo said the rate at which abuse of minors and other related offences were fast increasing in the state had become worrisome. She explained that the best way to check the problem was to review the criminal law by fast-tracking the legal process and imposing stiffer sanctions in order to deter culprits. “I don’t know why rape cases are so common these days. It is fast becoming a big problem in the state. “We now record no fewer than 15 cases of rape in a week. My own attitude to these problems is to review our criminal law as it affects defilement and other sexual offences. “Also, government at all levels should come up with stiffer punishments so as to deter culprits totally from it,” she said. Speaking further on the protection of children rights in the state, the permanent secretary revealed that the Amended Child Rights Law was already being implemented in the state. According to her, the present administration in the state was doing all within its capacity to promote, and preserve the rights of children between the ages of one and 18 years. She explained that the government of the state detested any action tending to infringe on the rights and privileges of children. Mrs. Shobayo said government would not condone any form of violation against them and would not hesitate to punish anyone found culpable. She said the ministry of justice also provides legal support to indigent people in society through the Citizens Right Department, CRD, by defending them in civil and criminal cases. Few days after an international security organisation warned of renewed agitation by militants in the Niger Delta part of Nigeria, some armed men stormed a Shell facility in the area killing one person. Shell Petroleum Development Company, SPDC, on Sunday confirmed that its flow station in Bayelsa was attacked by suspected gunmen on Friday. Confirming the incident in a statement by its spokesperson, Joseph Obari, Shell said investigation into the incident was underway. “There was an armed attack on a Joint Task Force (JTF) sentry post at Kolo Creek Flow Station on October 9, 2015, in the Eastern Niger Delta. “Regrettably, a community guard at the flow station lost his life in the incident. ‘’We are saddened at this loss of life and our thoughts are with the bereaved family. “The security agencies are investigating the incident,” it said. The guard who was killed by the gunmen was reportedly on duty when they struck. It was gathered that much havoc would have been done to the facility and personnel but for the prompt response by the JTF. ‘’The sound of gunshots fired by the suspected militants alerted the security team stationed to guard the oil installation, which repelled the gunmen, forcing them to run away,” the News Agency of Nigeria quotes a source as saying. Friday’s attack on the Shell facility occurs few days after PREMIUM TIMES published a story warning of renewed agitations by the militants. In its latest report issued on September 29, the International Crisis Group warned that increasing complaints over chronic poverty and oil pollution as the Presidential Amnesty Programme for ex-militants reaches its twilight, may fuel a renewed rebellion in the region. The group observed that since the defeat of ex-President Goodluck Jonathan, who is a native of the region in March, some activists have resumed their “agitation for greater resource control and self-determination” while some ex-militants have threatened to return to the creeks to resume the armed struggle that characterised the region prior to the amnesty programme. At its peak in 2009, the insurgency in the Niger Delta cut Nigeria’s oil output by over 50 per cent and was costing the government close to four billion naira (nearly $19 million) per day in counter-insurgency operations, according to the International Crisis Group An amnesty programme put in place by the government in 2009 helped in reducing violence in the region. The report however said the programme failed woefully to address the inherent causes of violence in the region such as poverty, youth unemployment and environmental pollution caused primarily by oil spills. “The government has largely failed to carry out other recommendations that addressed the insurgency’s root causes, including inadequate infrastructure, environmental pollution, local demands for a bigger share of oil revenues, widespread poverty and youth unemployment,” the report observed. According to the report, the original arrangement where militants in the amnesty programme were paid through their leaders helped in making fighters dependent on their leaders as well as solidify the bond between them in such a way that makes it easy for the militant leaders to rally their fighters to cause trouble. The report stated that because the stipend paid to ex-militants ( N65,000) is way more than the national minimum wage of N18,000, many ex-militants have become indolent and instead of seeking paid employment, rely on the stipend. It however said stopping the payment of the stipend may create serious security challenges. “There is a serious mismatch between the training the former militants receive and the job market. At the end of March 2015, reportedly only 151 of the 15,451 graduates from the training programs had found jobs with credible organisations in the country. “Many currently being trained have high expectations of positions in oil, gas and aviation companies, but industry sources insist there presently is limited room to absorb many job-seeker. Frustrated graduates may be tempted to return to militancy or violent crime, only now better educated and more likely capable of extracting new concessions from the federal government,” it noted. The report also pointed out that the cancellation of the pipeline protection contracts of some ex-militant leaders by President Muhammadu Buhari is likely to push some of these militant leaders to resume their arms campaign against the government. It added many militants leaders have become stupendously wealthy and politically influential following years of government patronage during the Goodluck Jonathan administration thereby increasing their capacities to cause mayhem or make higher demands from government. The organisation slammed former President Jonathan administration for paying “less commitment to the crucial tasks of improving infrastructure, restoring the environment and enhancing livelihoods. In spite of promises and substantial appropriations, little progress has been made”. Judith Amaechi, the shrewish wife of Rotimi Amaechi, the immediate past governor of Rivers State has been indicted in a multi-billion naira corruption scandal, Nigerian Times can reveal. As President Muhammadu Buhari heads to Washington to beg the Americans to help out with his much vaunted anti-corruption war, insiders are cringing at the composition of his delegation. Rotimi Amaechi was personally selected by the president. Nigerian Times’ checks at the villa showed that the president may not be aware of the existence of the dossier but the Americans know and may not take Buhari’s anti-corruption paean seriously. Nigerian Times learnt in the weekend that the dossier itself is less than sixty days old. As the story goes, the Economic and Financial Crimes Commission (EFCC) had received a petition sometime in February this year. The petition detailed the various financial dealings of Mrs Amaechi and how aided by her husband, she had looted the Rivers State treasury of billions of naira. EFCC’s Findings Her dealings are centered on three bank accounts with a Port Harcourt branch of First Bank. The accounts in the name of Rajol Jireh Nig. Ltd, El-Madon Fellowship, and Empowerment Support Initiative. The first is her company; she is the biggest shareholder and sole-signatory to its accounts with her photo id. El- Madon Fellowship, is a prayer group she started when her husband was on the run for his life as he lost the gubernatorial ticket in the run up to the 2007 general elections. As soon as the Supreme Court installed her husband in office, she moved the prayer group to the state house and got it registered and emerged its sole signatory with photograph submitted to the bank. The last is her pet project as first lady. The EFCC’s investigation found the transactions on the following accounts mind-boggling. Some of the accounts are denominated in Naira, while others are in Dollars. But one common factor of all the accounts is that they contain huge sums, which were only accessible to the former first lady of Rivers State. The Accounts Include: ESI – 4344020003193, a fixed deposit account El-Madon Fellowship -4344020002981, another fixed deposit account, Rajol Jireh Nig Ltd- 43440200031162, the main account Rajol Jireh NIG ltd 2010701975 Naira; 4344030000125, a dollar fixed deposit account, and 2024239051 Naira fixed deposit account Staffers of First Bank are not allowed to view these accounts, as they are passworded. The EFCC found that over eight billion naira passed through these accounts since they were opened in late 2008. Some of the looted funds are invested in properties in Nigeria. Nigerian Times learnt from a government house source familiar with the transactions that Mrs Amaechi’s method of transferring money abroad was akin to a bonanza. The bankers are encouraged to look for anyone with about a million dollars. He or she is then made a proposition: wire a million dollars to an account abroad and the naira equivalent plus an irresistible bonus is negotiated. So once the money hits the agreed account abroad, the naira equivalent and the agreed bonus leaves any of the First Bank accounts to another commercial bank in Port Harcourt, then it hits the accomplice’s account. A source told of an unforgettable week back in 2009 when five staff of the bank were pulled off their desks to sort cash for Mrs Amaechi. It wasn’t as thought they were counting but were just pilling the bundles and they never got to the bottom of the cash until Sunday afternoon. They started out on Thursday.
