The immediate past Minister of Petroleum Resources, Diezani Alison-Madueke, was on Friday arrested in the UK National Crime Agency, PREMIUM TIMES can exclusively and authoritatively report.
The former minister, who was one of the most powerful officials of the President Goodluck Jonathan administration, was arrested Friday morning alongside four other people by the British law enforcement agency.
The identities of the four other people arrested along with her could be immediately ascertained.
PREMIUM TIMES learnt she was arrested for offences related to bribery and corruption being investigated by the UK National Crime Agency.
Two top British officials in London have however confirmed the development to this newspaper. They requested not to be named because they have no permission to speak on the issue.
The British High Commission in Nigeria confirmed that some arrests were made Friday but declined to disclose the identities of those involved.
Joseph Abuku, Press and Public Affairs Officer, said, “This morning, five people between the ages of 21 and 60 were arrested on suspicion of bribery and corruption offences. The crimes are being investigated by the National Crime Agency.
“The National Crime Agency does not confirm identity at arrest nor provide information that could be used to corroborate the identity of an arrested individual.”

Nairaland GeneralNigerians Won’t Accept Excuses – Okotie by DickDastardly(op): 8:54pm On Oct 01, 2015
The Chairman of the Fresh Democratic Party, Rev Chris Okotie, said once the Federal Government settles down fully, Nigerians will not accept excuses for poor performance by the elected officials.

In a statement by his Lagos office on Thursday to mark the nation’s 55th Independence Anniversary, Okotie lamented that most of nations, which were at par with Nigeria in the past had left Nigeria behind because of their collective will to develop their nations.

He added, “Every nation faces some daunting odds at some point; the important thing is for them to overcome such hurdles and move on. In Nigeria’s case, we have not been able to do that because of the perennial plague of bad leadership.

“Nothing short of effective, quality service delivery and fast pace of governance would make the needed difference.”

Okotie said having voted for change, the onus was on the All Progressives Congress Federal Government to shift the governance paradigm and move the nation forward, in order to close the gap between the nation and other progressive countries.

He also praised Nigerians for their resilience in the face of persistent crisis of leadership, which he said appeared to continue even after the conclusion of the 2015 general elections.

PoliticsSoldiers, Policemen Lied On Rivers Election – INEC Witnesses by DickDastardly(op): 6:45pm On Sep 28, 2015
Eight witnesses for the Independent National Electoral Commission on Monday told the Rivers State Governorship Election Petitions Tribunal, sitting in Abuja, that the security men, who had testified for the All Progressives Congress lied on oath before the tribunal.

The witnesses also told the tribunal during their cross examination by counsel for the APC, Mr Akinlolu Olujimi, on Monday that the security men were ignorant of the electoral processes at the polling units.

Fifty eight witnesses, among whom were soldiers, policemen and officials of State Security Services, were called by the APC to prove the allegations that the April 11 governorship election in the state was marred by violence.

Some of the witnesses had testified that there was no election while others claimed that the election was disrupted by shooting of guns by some hoodlums and ballot snatching.

The INEC witnesses, however, said the election was peaceful, credible and that all legal procedures for the election were also followed before the declaration of Governor Nyesom Wike as the winner of the governorship poll.

All the witnesses, who were presiding officers in five local government areas, namely Degema, Gokana, Ogba /Egbema/Ndoni, Andoni and Opobo/Nkoro, added that the card readers and manual accreditation were used during the election.

The Presiding Officer at Ward 4 Unit 10, Mr Derekunor Richmond, described the soldiers who testified earlier as liars who were not at the polling unit.

He said the governorship election was peaceful, credible and conducted in line with the Electoral Act and INEC guidelines.

Richmond pointed out that he met other presiding officers, who participated in the collation exercise at the ward collation centre where results were compiled.

Another Presiding Officer, Nwachukwu Chimezie, who conducted election at Unit 9, Ward 14 of Degema, noted that the election was peaceful and credible in his jurisdiction.

According to Chimezie, the soldiers and riot policemen, who testified before the tribunal lied on oath.

He said Degema LGA was peaceful on Election Day as he slept in the town on April 10 with no case of shooting or thuggery witnessed.

He added that all electoral procedures were followed before the results were declared in the presence of party agents.

Another INEC witness, Apoodari Dilo, the Presiding Officer for Unit 4 Ward 4 in Gokana, berated the soldiers, saying there was no violence during the governorship election.

PoliticsNigerian Firms In Trouble As Central Bank Measures Backfire - News24 Nigeria by DickDastardly(op): 9:16pm On Sep 24, 2015
Abuja - Nigerian companies making anything from soap to tomato paste could run out of raw materials and be forced to shut down as Africa's top oil producer has effectively banned the import of almost 700 goods to prevent a currency collapse.

Selected luxury items such as make-up or brown bread imported from Europe have become scarce in some shops as the central bank denies importers dollars, seeking to stem the fallout from a crash in vital oil revenues hammering Africa's largest economy.

The central bank has restricted access to foreign currency to import 41 categories of items to stop a slide of the naira but the Manufacturers Association of Nigeria (MAN) said this in fact amounted to about 680 individual items.

The foreign exchange bans are part of a long-term plan by President Muhammadu Buhari to encourage local manufacturing, but they run the risk of pushing the economy closer to recession after growth halved in the second quarter compared with the same period last year.

Many items on the central bank list, ranging from incense and toothpicks to plywood, glass and steel products are not available in Nigeria in sufficient volumes.

While Nigeria grows a lot of tomatoes, transport is poor and it lacks facilities to produce the concentrate needed by factories making tomato paste, a staple in the West African nation.

"We've taken this matter up with the central bank and the highest authority in this country Fiscal authorities will also be involved, they weren't before," Remi Ogunmefun, the director general of MAN, said.

MAN had told the central bank 105 items should be removed from the list, but the bank said it could not afford to do so and agreed to look into removing 44 items.

MAN also suggested 93 finished items that should be added to the list because Nigeria produces enough of them.

The economic crisis is a blow to Buhari who wants to end dependence on oil revenues but faces criticism for failing to name a cabinet four months after taking office.

Since the central bank unveiled its controls in June, executives have had to deal with foreign suppliers worried they won't get paid. They also struggle to convince banks to approve dollar payments.

"It takes minimum 10 days now to get dollars, before it was 24-48 hours, and sometimes when you request like $100,000, you only get $80,000 and it's getting worse," said an executive at a large furniture company, asking not to be named.

It's not clear which imports are still allowed as the central bank lists only categories. He can still bring in beds and chairs to be assembled in Nigeria, but not sofas.

Some firms have defaulted on contracts and lost credit lines. "Many companies have defaulted on fulfilling foreign obligations even blue chip companies for the first time," said Muda Yusuf, director general of the Lagos Chamber of Commerce.

POLICY VACUUM

With no cabinet in place, central bank governor Godwin Emefiele finds himself discussing policies usually reserved for a finance or economy minister.

At a news conference on Tuesday, Emefiele justified the controls which Buhari has backed as a way to create jobs in a country hit by poverty despite its oil wealth.

"I read an advertisement in a paper that shortly after we announced the foreign exchange exclusion for the importation of tomato paste they advertised for almost 1,000 jobs," he said, citing the example of a tomato paste company, a sector that experts do not in fact expect to flourish now.

Emefiele has ruled out another naira devaluation but on Tuesday loosened monetary policies to inject liquidity into banks, which had been forced to transfer government revenues to a central bank account as part of an anti-corruption drive.

Nigeria stepped up import controls when Buhari led a military government in the 1980s and the economy suffered then too.

Razia Khan, Chief Economist, Africa, at Standard Chartered Bank, said there was little certainty the latest controls would boost manufacturing.

"Nigeria has had substantial experience with similar import-substitution policies in the past," said Khan. "Rarely have they succeeded in creating a vibrant, competitive industrial sector, with the capability of creating the employment growth that Nigerian demographics otherwise demand."

According to the Lagos Chamber of Commerce, Nigeria is short of 600,000 tonnes a year of palm oil, that is used to make soap, detergents and cosmetics that have also been restricted. Pharmaceutical firms lack bottles, and glass manufacturers do not have the glass to make them.

BAGS FULL OF CASH

Companies also suffer from the central bank's attempt to stop the dollarisation of the economy. A ban on cash deposits of foreign currency has forced firms to use informal "transfer markets", whereby people abroad wire dollars on a company's behalf.

That exchange rate is well below the official rate to the dollar. Some executives now carry bags of cash to deposit in neighbouring countries.

For some though, the measures offer hope.

"It's a big challenge to compete in a market with imported frozen chicken and fish. The profit is marginal," said Kabir Chaskewa of Ajima Farms, a family business based near the capital, Abuja.

Compared to a foreign firm that produces frozen chicken in batches of up to 1 million, Chaskewa can only do batches of 5,000. "Now there's a rise in demand for local poultry and rice," he said.

Chelsea doctor Eva Carneiro has left the club, six weeks on from her highly-publicised dispute with manager Jose Mourinho.

Mourinho had called the club’s medical staff “impulsive and naive” for entering the pitch late on in the opening day 2-2 draw with Swansea.

Carneiro and physio Jon Fearn treated Eden Hazard with minutes remaining of the game, leaving the Blues temporarily down to 10 men.

Carneiro was subsequently removed from her position on the Chelsea bench during matches and told to instead work with the players at the Cobham training ground.

But the doctor is believed to have stayed away from the club since the incident on August 8 and posted a message of thanks to well wishers on Facebook two days after the game.

The Football Association are also reviewing complaints that Mourinho used abusive or sexist language towards Carneiro.

PoliticsSaraki Appeals Code Of Conduct Tribunal Ruling by DickDastardly(op): 7:26pm On Sep 18, 2015
The Senate President, Senator Bukola Saraki, has filed an appeal challenging the ruling of the Code of Conduct Tribunal which ordered the Inspector-General of Police, Mr Solomon Arase, to arrest and produce him before the tribunal on Monday, September 21.
In his ground of appeal, Senator Saraki through his counsel, Joseph Daudu, submitted that the tribunal erred in law and also acted without jurisdiction‎ by assuming jurisdiction over the criminal trial of the appellant at the Code of Conduct Tribunal for a charge which is being challenged at the Federal High Court.

Senator Saraki, in his appeal, stated that as at the time the tribunal overruled the appellant’s application to discharge the order for bench warrant for his arrest by the respondent, there was an order of the Federal High Court which was served on the tribunal.

He further submitted that the appellant filed an application‎ dated September 17, challenging the jurisdiction of the tribunal to adjudicate on the charge brought before it.

The Senate President also submitted that it was trite that when an accused files an application challenging the jurisdiction of a court/tribunal to adjudicate on a charge brought before it, the accused need not be in court.

The appellant therefore asked the Court of Appeal to set aside the order of the Code of Conduct Tribunal.

The Code of Conduct Tribunal had earlier ordered the arrest of the Senate President for failing to appear before the Tribunal to answer charges of alleged false declaration while he served as Governor of Kwara State between 2003 and 2007.

Delivering a ruling on the suit filed by the Code of Conduct Bureau, Chairman of the Tribunal, Justice Danladi Umar ordered the Inspector-General of Police to produce the Senate President on Monday, September 21, which is the next adjourned date.

The Tribunal held that no court of coordinate jurisdiction can restrain the Tribunal from performing its constitutional duties.

PoliticsWe’re Negotiating With Boko Haram – PMB by DickDastardly(op): 4:47am On Sep 16, 2015
President Muhammadu Buhari hinted yesterday that the federal government was currently negotiating with Boko Haram to secure the release of the over 200 schoolgirls abducted in Chibok, Borno State, last year.
On its part, the sect has given conditions for the release of the girls, among which is the demand for the release of one of its members who has been strategic in developing Improvised Explosives Devices (IEDs).
Buhari, however, declared that his government would not accept such a condition.
The president disclosed this in response to questions from members of the Nigerian community in France under the auspices of Nigerians in Diaspora Organization (NIDO).
He expressed his administration’s anxiety at the fact that the girls were still under captivity in the nest of the insurgents and said it was making concerted effort to secure their freedom.
He stated, however, that in perfecting the negotiation, government must first establish those who are genuine members of the sect in order not to make the mistake of engaging the wrong persons.
Buhari, who is on a three-day official visit to that country, asserted that government could no longer fold its arms to watch the unfortunate incident which had attracted global attention and sympathy both within and outside Nigeria.
He said, “The issue of Chibok girls has occupied our minds and because of the international attention it drew and the sympathy throughout the country and the world. The government is negotiating with some of the Boko Haram leadership.
“It is a very sensitive development in the sense that, first, we have to establish whether they are genuine leaders of Boko Haram. Number two: what are their terms? The first impression we had was not very encouraging.”
The president said one of the conditions given by the terror group was the release one of its members who has been strategic in developing explosives, a demand, he said, government will not accept.
“They wanted us to release one of their leaders who is a strategic person in developing and making the IEDs that are causing a lot of havoc in the country by blowing up people in churches, mosques, markets, motor parks and other places,” Buhari said.
“But it is very important that if we are going to talk to anybody, we have to know how much he is worth. Let them bring all the girls and then we will be prepared to negotiate. I will allow them to come back to Nigeria or to be absorbed in the community.
“We have to be very careful about the concern we have for the Chibok girls. One can only imagine if they got a daughter there between 14 and 18 (years) and for more than one and a half years. A lot of the parents who have died would rather see the graves of their daughters, rather than the condition they imagine they are in.”
Explaining why the negotiation had become necessary, Buhari said, “This has drawn a lot of sympathy throughout the world. That is why this government is getting very hard in negotiating and getting the balance of those who are alive.”
He assured the NIDO members that his administration was doing everything possible to improve the state of the economy by providing infrastructure in critical sectors.
LEADERSHIP recalls that in July this year, the special adviser to the president on media and publicity, Mr. Femi Adesina, had stated that government was ready to engage the sect if they were genuinely willing to surrender.
Lamenting the insurgents’ bloody campaign and devastation of villages, Adesina had noted that the federal government was not ruling out negotiation with the terror group if it would stop terror attacks in the country.

PoliticsAlleged N200m CBN, El’rufai Bribe: Coalition Dissociates Self From Protest by DickDastardly(op): 4:35am On Sep 16, 2015
The Coalition of Civil Society Groups (CCSG) has dissociated itself from a proposed protest and media blackmail currently going on against the governor of the Central Bank of Nigeria (CBN), Godwin Emiefele, and the governor of Kaduna State, Mallam Nasir El’Rufai, over an alleged exchange of a N200million bribe.
The group in a press statement signed by its national president, Comrade Etuk Bassey Williams, and made available to journalists in Abuja yesterday, condemned what it termed an act of propaganda against public office holders, saying the group cannot be dragged into the protest or unjustifiable campaign against innocent citizens.
He said his group has since discovered that the allegations were motivated by witch-hunt aimed at settling political scores. He stated that though the coalition appreciates the good works of whistle-blowers, it must be with genuine information that will aid justice and national development devoid of character assassination and integrity damage.
Bassey said: “We condemn this act of propaganda and blackmail against public office holders. While we appreciate the good work of whistle-blowers, we also expect from them genuine information that will aid justice and national development devoid of character assassination and integrity damage. We warn again that no individual or organisation should send false information to us in the name of fighting corruption.”
He further urged Nigerians to stop peddling rumours to destroy the reputation of highly placed Nigerians just to settle political scores. He added that writing petitions against one of the best state governors in the current administration and a sitting CBN governor that is being adjudged one of the best because of his financial policies was uncalled for as this will only distract them.
A group, Arewa Youth Movement for Good Governance (AYMGG), in a magazine publication, had accused the duo of Godwin Emiefele and El’Rufai of exchanging a bribe to the tune of N200million to help persuade the president to retain the CBN governor.
