China is America's biggest problem, not it's neighbours. Canada actually lost a lot in manufacturing when American companies decided to relocate their factories to China. Most Canadian companies integrated as supply chain to American factories folded up.

Trump knows he can't do anything about china. He's even scared of hitting china with tariff because he knows the severe consequences- their agricultural export will collapse.

Since he can't bring manufacturing back from china, he's bullying American allies to send their factories to USA.
Europe and Canada did not steal American jobs. China did, Trump should face China if he's really serious bringing manufacturing back.

As for Mexico, Trump will be very stupid to place tariff on that country. America needs Mexico more than mexico needs America.

If manufacturing is to return to USA, Mexico has the be integral part of the value chain system or else it won't work.
