Rappers, Jay Z and Nicki Minaj, have been ranked as the greatest male and female rappers of all time by Billboard and Vibe.

The top 50 ranking was created to commemorate hip-hop music’s 50th anniversary this year.

The magazine had been releasing its list of the Top 50 Greatest Rappers of All Time over the last month before revealing the final top ten.

The editorial team determined the rankings based on the following criteria: body of work/achievements (charted singles/albums, gold/platinum certifications), cultural impact/influence (how the artist’s work aided the evolution of the genre), longevity (years on the mic), lyrics (storytelling abilities), and flow (vocal prowess).

While female rappers such as Lil Kim (No. 31), Lauryn Hill (No. 30), and Missy Elliott (No. 19) are on the list, Nicki Minaj is the only woman in the top 10.

She has undeniably blazed the trail for the next generation of female rapperss, while also building a legacy whose impact is far from limited to the hip-hop world, Billboard writes.

Jay-Z was named the greatest rapper of all time after a three-decade career. He was chosen for his longevity, breadth of accomplishments, and contribution to hip-hop.

Following the devastation and loss of lives caused by the earthquakes, the Turkish President, Recep Erdogan, has declared a three-month state of emergency in 10 provinces worst affected.

Erdogan who has been the country’s leader for almost 20 years said the death toll in Turkey’s earthquakes has risen to 3,549 people while more than 1,600 people are reported to have died in Syria, the British Broadcasting Corporation stated.

In a televised address on the issue, Erdogan noted that the state of emergency was to ensure that rescue work can be “carried out quickly” in the affected areas particularly, the southeast region of the state.

He added that the measures would allow relief workers and financial aid into the affected regions.

Turkey last imposed a state of emergency that lasted for two years in 2016 after a failed coup attempt.

SUPERS.ng had reported that 7.8 magnitude tremor struck on Monday at a depth of 17.9km (11 miles) near the city of Gaziantep, according to the US Geological Survey.

A later tremor had a magnitude of 7.5 and its epicentre was in the Elbistan district of Kahramanmaras province.

Idris Okuneye Olanrewaju popularly known as Bobrisky, has revealed that he and members of staff have their Permanent Voters Card (PVC).

He shared this revelation in a video he posted on his Snapchat account, adding that he will soon announce his preferred candidates for the presidential and Lagos governorship elections.

Bobrisky, who was in the kitchen with his domestic workers, asked each of them if they had their voter registration card, and some of them said affirmative.

He exclaimed with delight that on election day, they would all go to the polling unit with their PVCs and vote.

In the video, he urged Nigerians to obtain their own voter cards and turn out in large numbers to vote in the general elections.

Bobristky stated that if his unskilled staff can acquire theirs, other educated and gainfully employed Nigerians have no reason not to do the same.

The Economic and Financial Crimes Commission has commenced probe of an actress and cosmetologist, Oluwadarasimi Omoseyin, for spraying and stepping on the redesigned naira notes.

Omoseyin was arrested by the anti-graft agency on Wednesday, February 1, on Awolowo Road, in the Ikoyi area of Lagos State.

According to the commission, the 31-year-old actress was arrested after a video showing her spraying and stepping the new naira notes at a party surfaced online, an offence which the EFCC said was contrary to Section 21 (5) of the Central Bank of Nigeria, CBN Act, 2007, adding that the suspect would be charged to court after investigations were concluded.

The anti-graft agency stated these in a statement released to its verified Twitter handle late Friday.

It stated, “Operatives of the Lagos Zonal Command of the Economic and Financial Crimes Commission, EFCC, have commenced investigation of Oluwadarasimi Omoseyin, an actress and cosmetologist, for allegedly tampering with the redesigned Naira notes, an offence contrary to Section 21 (5) of the Central Bank of Nigeria, CBN Act, 2007.

“Omoseyin was arrested by operatives of the Independent Corrupt Practices and Other Fraud Related Offences Commission, ICPC, on Wednesday, February 1, 2023 along Awolowo Road, Ikoyi, Lagos, following intelligence report.

“The 31-year-old was arrested after the video of her spraying and stepping on the newly redesigned Naira notes at a party surfaced online. In the viral video, she was also seen flaunting wads of the new Naira notes.

“The suspect was subsequently handed over to the EFCC on Thursday, February 2, 2023 for further investigations. Items recovered from her at the point of arrest include a Range Rover and iPhone mobile devices.

“The suspect will be charged to court once investigations have been concluded.”

Soldiers of the One Division of the Nigerian Army, Kaduna, on Thursday, rescued 30 kidnap victims on the Kaduna-Birnin-Gwari Road, Kaduna State.

The Acting Public Relations Officer of the division, Lt. Col. Musa Yahaya, who disclosed this in a statement, said the troops encountered the bandits while escorting the Chief of Defence Training and Operations, Maj. Gen. S. E. Udonwa, who was on operational visits to Operation Whirl Punch Headquarters in Birnin Gwari.

According to Yahaya, the troops engaged the bandits and overpowered them, forcing the criminals to withdraw.

He said the troops recovered two motorcycles from the hoodlums.

The Army spokesman said, “The gallant troops rescued 30 kidnapped victims, recovered two motorcycles and immediately cleared the highway for free flow of vehicular traffic. The rescued victims were escorted to Udawa and Birnin Gwari to continue their journey.”

The Ondo State Police Command has arrested a 20-year-old apprentice, Josiah Godwin, for allegedly hacking his master, Saviour Joseph, to death at Imafon community, in the Akure South Local Government Area of the state.

SUPERS.ng gathered that the suspect, after killing the deceased, dumped his corpse in a well at a site where they were working.

A source said trouble started when the deceased, an asbestos operator, smashed the phone of the suspect on the floor over a dispute and the suspect attacked the deceased in retaliation.

Narrating the incident, the elder brother of the deceased, Mr Odey Ogbaji, said the body of the 27-year-old was found four days ago in a well at the site where he (deceased) and his apprentice (suspect) went to work.

He said, “Last week Tuesday, my brother called me in the morning and we spoke. But on Wednesday, I tried his number but couldn’t get through. I thought he had a flat battery, until Saturday that I was called by another younger brother of mine briefing me on his efforts to reach him but not successful.

“Afterwards, the deceased’s apprentice was contacted. When they got the boy, they asked him about the whereabouts of his master and he said his boss woke him up at night, collected his phone, smashed it on the floor and began to beat him and later asked him to go back and sleep.

“He said the following day, he decided to leave the site. So, we asked him how he would wake up in the morning without seeing his boss and leave the site. He said he thought his master went to a toilet when he left.

“When we checked the phone which he said was smashed, there was no scratch on it.”

The state Police Public Relations Officer, Mrs Funmilayo Odunlami, confirmed the incident, adding that the suspect had been arrested.

She said, “The boy was angry, killed his boss and threw his body inside a well. The matter has been transferred to the State Criminal Investigative Department and after investigation, he will be charged.”

The Daily Mail confirmed that in the appeal obtained on Wednesday, February 1st, 2023, Alves offered to report to the court and authorities as often as required, including daily, and to not leave Spain. He would not get within 500 meters (yards) of the accuser or her home or workplace, and would not communicate with her in any matter.

The appeal also said that Alves would pay bail in the amount established by the judge, in addition to giving up his travel documents to authorities. However, the judge had denied Alves bail in part because he was deemed a flight risk.

Alves had initially denied having sex with her but later admitted to a consensual sexual encounter. The lawyers said in the appeal that he initially denied that he had sex with her because he wanted to protect his wife and children.

Flour Mills of Nigeria Plc has recorded N1.114tn revenue for its nine months financial results.

The company said continuous product innovation and effective route-to-market strategies were largely responsible for the continued solid financial performance across the group’s core business segments with the Honeywell integration well underway and performance in line with the integration plan.

In a statement, the company said, “Flour Mills of Nigeria Plc in 9M’ 23 achieved over a trillion naira (N1,114tn) revenue for the first time, demonstrating sustained momentum across all business segments compared to the previous year (N825bn).

‘”Overall revenue grew by 35 per cent across all business segments, with food, agro-allied and sugar all growing between 34 to 39 per cent respectively. Gross profit reached N103bn in 9M’ 23, up 29 per cent compared to 9M’ 22 and 33 per cent quarter on quarter. Operating profit grew by 28 per cent in 9M’ 23,with a 32 per cent growth quarter on quarter.”

The company said the total results were affected by the Honeywell Flour Mills Plc integration, which has been on track since the takeover on May 12, 2022.

“As anticipated, the acquisition involved some initial integration costs and Honeywell posted a loss of N10.3bn by the end of December 2022. However, Honeywell is well on track to realise and exceed the anticipated benefits from the acquisition,” it added.

Commenting on the Q3 financials, the Group Managing Director of Flour Mills, Boye Olusanya, said, “The Q3 earnings trend is a clear demonstration of the group’s commitment to carrying out its overall long-term strategy of maintaining growth and sustaining profitability by significantly investing in the development of local content through product innovation across our core value chains.

“Also, as is established by the significant increase in revenue and growth from the agro-allied category of the group’s touchpoints, we are committed to achieving economies of scale in food production via crop-specific value chain by increasing productivity and ultimately driving the nation’s attainment of food self-sufficiency.”

The House of Representatives, on Tuesday, partly approved of the requests made by the President, Major General Muhammadu Buhari (retd.), on Ways and Means Advances from the Central Bank of Nigeria.

While the House approved restructuring of N1tn WMAs, the lawmakers dropped the request for N22,719,703,774,306.90 from the CBN.

This was based on the recommendation by the Joint Committees on Finance; Banking and Currency; and Aids, Loans and Debts Management laid, considered and adopted by the House in plenary.

The Deputy Chairman of the House Committee on Finance, Musa Abdullahi, laid the report.

The report partly read, “Based on the observations and the exigencies of the Federal Government current fiscal situation, the committees Recommends the following:

“(i) The approval of the requested restructuring of the N1 trillion additional Ways and Means Advances for implementation of the 2022 Supplementary Appropriations Act as passed by the National Assembly.

“(ii) Further engagement with the executive by the Joint Committee to allow for a thorough and detailed work and submissions on the larger part of the advances, which amounts to N22,719,703,774,306.90 only.”


On December 21, 2022, President of the Senate, Ahmad Lawan; and Speaker of the House, Femi Gbajabiamila, read out Buhari’s request to members of the respective chambers.

In the request titled ‘Restructuring of Ways and Means Advances,’ the President wrote, “The Ways and Means Advances by the Central Bank of Nigeria to the Federal Government has been a funding option to the Federal Government to cater for short-term or emergency finance to fund delayed government expected cash receipt of fiscal deficit.

“The Ways and Means balances as of 19th December, 2022, is N23,719,703,774,306.90

“I have approved the securitisation of the Ways and Means balances along the following terms: amount, N23.7tn; tenure, 40 years; moratorium on principal repayment, 3 years; pricing interest rate, 9 per cent.

“Your concurrence and approval is sought to allow for the implementation of the same.”

Consideration of the presidential was stalled at the Senate as the proposal met stiff opposition in the chamber.

President of the Senate, Ahmad Lawan, after meeting with Buhari, had said the lawmakers would reconsider the request and pass the WMAs.

The human trafficking case against a former Deputy President of the Senate, Ike Ekweremadu, and his wife, Beatrice, resumed in a London court on Tuesday.

However, anti- and pro-Ekweremadu protests were staged in front of the court ahead of the proceedings.

AFP reported that before court proceedings, there was a gathering of protesters, some of whom were in support of the lawmaker while others were against him.

The lawmaker was in June 2022 arrested alongside his wife at Heathrow Airport in London on the allegation that they flew a young man from Nigeria to the UK to harvest his organ.

The allegation added that the organ was meant for Ekweremadu’s daughter, Sonia, who is currently hospitalised with a kidney-related illness.

Some Nigerians had in October 2022 protested in Abuja against the continued detention of the lawmaker who has now spent 223 days in the custody of UK authorities.

Protesters, once again, gathered at the court on Tuesday to either support the embattled lawmaker or protest his continued detention in UK custody.

“I mean, this case is unbelievable,” one protester, Citizen Gbola, was quoted by AFP as saying.

“Where else in the world would you have a deputy senate president, who is still a serving senator, he’s still getting his regular wage?”

According to Daily Mail, Sonia couldn’t make it to court on Tuesday but sought permission with a psychological report by her team claiming she was not fit to stand trial.

She had pleaded not guilty to the allegation of trafficking a homeless man into the UK to harvest his organs for herself, when she appeared in court on November 7, 2022.

The young man, who levelled the allegation against the Ekweremadus, told Staines Police Station that he was made to undergo some medical tests, none of which he consented to.

A 50-year-old medical doctor from South London, Obinna Obeta, was also arrested in connection to the allegation.

During proceedings at the Old Bailey court, Ekweremadu who wore a grey tracksuit top only said “Yes, miss” when asked to confirm his name.

Seated beside the lawmaker in the dock and dressed in black was his wife who was granted bail in July 2022 while her husband was said to be a flight risk.

The Central Bank of Nigeria has again said that the January 31 deadline for the validity of the old 200, 500 and 1,000 naira notes remains unchanged.

This is as calls from various quarters have poured in pleading and demanding with the apex bank to shift grounds and extend the deadline in order to allow Nigerians more time to return their old notes to deposit money banks, better known as commercial banks.

But refusing to yield to pressure, the apex bank, via its verified Twitter page, insisted on Saturday evening that the January 31, 2023 deadline remains.

Reposting a video of the CBN Governor, Godwin Emefiele, from the just concluded Monetary Policy Committee meeting, the apex bank said, “Deadline for the return of old series of 200, 500 and 1000 naira notes remains January 31 2023.”

While in the video posted Emefiele said, “Unfortunately, I don’t have good news for those who feel we should shift the deadline, my apologies.

“The reason is because, just like the president has said more than two occasions and even to some people privately, 100 days is more than enough for anybody who has the old currency to deposit it in the banks. And we took every measure to ensure that all the banks were and are still open to accept deposits.”

SUPERS.ng reported on Saturday that the presidential candidate of the Peoples Democratic Party, Atiku Abubakar, was one of the latest persons who pleaded with the CBN for extension of the deadline, saying as much as the policy was welcomed, a slight extension would ease the discomfort of Nigerians

Many Nigerians have continued to lament the unavailability and scarcity of the new notes, decrying that banks up till now still give out the old naira notes to customers with Automated Teller Machines still dispensing old notes with the deadline only three days away.

SUPERS.ng reported also that the House of Representatives as well as the Senate had also pleaded with the apex bank to extend the deadline by six months, till July 31, 2023.

United States will host the 2024 Copa America, which will feature 10 teams from South America and six from North and Central America and the Caribbean.

It will be the second time the Copa America has been hosted outside of South America.

Ecuador was originally scheduled to host the tournament but its government said in November it would be unable to.

The 2021 tournament took place in Brazil and was won by Argentina.

The Copa America typically includes the 10 Conmebol teams but this time will expand to include a further six from North and Central America and the Caribbean, who must qualify through the 2023-24 Concacaf Nations League.

That means the US, who were knocked out by the Netherlands in the round of 16 in Qatar, are not guaranteed a place at the tournament despite hosting it.

The US, who held the tournament in 2016 for a special centenary edition, are also the joint hosts for the 2026 World Cup with Mexico.

He said, “They (PDP) met good oil prices for 16 good years, they didn’t remember gas pipelines. They are what I called saboteurs yesterday. They gave PMS licences to their supporters and sympathisers. They are the ones who started creating fake queues. PDP, enough is enough.”, SUPERS.ng learnt

He added that the $16bn said to have been invested in the power sector was allegedly shared by PDP chieftains and their cronies in Abuja.

Tinubu promised to institute student loans and restore hope to Nigerians, particularly, internally displaced persons in the state and workers, who he said were being owed salary arrears.

He described the party governorship candidate, Rev. Fr Hyacinth Alia,  as a harbinger of hope, faith and prayers.

SUPERS.ng observed Earlier that the leader of the party in the state who doubles as the Minister of Special Duties and Intergovernmental Affairs, Mr George Akume,  said the issue of the Muslim/Muslim ticket was not a bad one, adding that Tinubu and his running mate, Kashim Shettima, had what it takes to reposition Nigeria if given the opportunity.

But in a riposte to Tinubu’s allegation that the PDP masterminded the lingering fuel scarcity in a bid to scuttle the poll, the PDP PCC claimed his outburst at the APC’s presidential rally in Abeokuta, the Ogun State capital, on Wednesday, was an introduction to the violence he was planning.

Atiku’s Special Assistant on Public Communications, Phrank Shaibu, made the claim in a statement on Thursday.

Shaibu stated “Tinubu’s outburst at the APC rally in Abeokuta, the Ogun State capital, on Wednesday, January 26, 2023, was a prelude to the violence the Lagos godfather was planning.

“SUPERS.ng Recall that Tinubu, while addressing a crowd at Abeokuta, nearly declared himself as the winner of an election that is 29 days away using the same entitlement mentality that he used in blackmailing his party men into getting the ticket for the general election.’’

Citing the APC candidate’s statement that the coming ‘’election is a revolution,’’ the PCC contended that Tinubu deserved to be interrogated by security agencies as he had no immunity against prosecution, SUPERS.ng observed

It stated, “Tinubu is not too big and he has no immunity neither is he above the law of the land to be interrogated by the Department of State Services or by the Nigeria Police. To avoid bloodshed in the coming election, the APC standard bearer’s comments must not be waved aside. For clarity, in political science, a revolution is a forcible overthrow of a government or social order in favour of a new system.”

PDP allegation

The media aide further alleged that “from the information available to us, Tinubu has begun releasing money to some of his quack activists to stage protests in some strategic locations in the country, especially in Abuja, to cause violence ahead of the polls which he will lose.

“On the surface, the protests will be about the lingering petrol scarcity which he had refused to comment on before the election. Some demonstrations will also be held against the Central Bank of Nigeria to force the apex bank to extend the deadline for the currency swap.’’

Shaibu further submitted that Tinubu’s accusation that the PDP was behind the petrol scarcity and the scarcity of the new naira notes, was an absurd claim, given the fact that the PDP had not been in power for the last eight years.

In his reaction, the PDP National Publicity Secretary, Debo Ologunagba, said Tinubu’s allegation against the opposition party was an indication that ‘’he has lost his mind.’’

He added, “All this underscores the unstableness and unsoundness of mind of the APC presidential candidate. He cannot stand on an issue. He is unsteady and he cannot decipher the issues. I am not sure he is aware of where he is.

“He is saying today that the PDP is sabotaging and encouraging fuel shortages when the Minister of Petroleum is the President of the government that he boasted of installing and he turns around to blame the PDP.

‘’That goes to show whether indeed this man has the soundness of mind to aspire to be the president of this country. He is not aware of his environment. It is sad and terrible.’’

Meanwhile, the PDP presidential candidate, Alhaji Atiku Abubakar, has again stressed that he was completely in favour of restructuring, as demanded by the southern states in the country.

He said on Thursday that his administration would embark on the restructuring of the country if he emerged as the president.

Ahead of the January 31 deadline set by the Central Bank of Nigeria for the phasing out of the old N1,000, N500 and N200 notes, some mega-churches, schools and retailers have set time limits for the collection of the old currencies, SUPERS.ng learnt

This came as the lingering shortage of old naira notes forced several commercial banks to shut their Automated Teller Machines in Lagos, Abuja and other states across the country.

Deposit Money Banks have been battling a shortage of old bills amid a directive by the CBN that lenders should load only their ATMs with the news notes, forbidding over-the-counter payment of customers with the new currencies.

However, amid long queues in banks across the country, findings by SUPERS.ng on Thursday indicated that a number of mega-churches, schools and retailers had stipulated earlier time limits for the collection of the old notes.

This, it was learnt, was aimed at saving the organizations from the burden and challenges associated with the exchange of the old naira notes for new ones.

A leading Pentecostal church, Deeper Christian Life Ministry, in a memo directed its church leaders to stop the collection of the old naira notes on January 29, 2023, about two days before the January 31 deadline set by the CBN.

The memo, a copy of which was obtained by The PUNCH was signed by the Deeper Christian Life Ministry Church Secretary, Pastor S.M. Afuwape.

The internal memo, titled, ‘lodgement of old naira notes’ read, “Calvary’s greetings to you in the name of the Lord Jesus Christ. This is to inform you that the Central Bank of Nigeria deadline of 31st January 2023 on the validity of the old N200, N500 and N1000 notes in circulation is drawing near.

“The church will like to inform you to sensitize your members and the brethren to lodge all Tithes and Offerings collected in the Group on or before 29th January, 2023. Also, no old notes in the

the specified denominations above should be paid as offerings as from 29th January 2023. To this end, any old notes (in the prescribed denominations) brought to the headquarters which was not lodged in the bank will be paid for by the Group. Thanks for understanding and co-operation.”

Also, it further gathered that some provinces of the Redeemed Christian Church of God, had directed members to deposit old notes in their banks by January 26, about five days ahead of the CBN deadline.

This, it was said, would help to avoid a situation where members would have no choice but to use old notes as offerings and tithes in the church.

On a WhatsApp platform of pastors in one of the RCCG provinces in Ota, Ogun State, members were advised to deposit old notes in banks or Point of Sale agents before the January 31 deadline.

The notice read in part, “Deposit all your old notes at your bank or the POS near you before 31st January 2023. Don’t bring them to church. Deadline for old notes acceptance  Thursday, January 26, 2023.”

The PUNCH, however, could not verify if the memo officially came from the RCCG.

Also, banks in Sango Ota were jam-packed as customers struggled to deposit old notes just as banks including, FBN, Fidelity and UBA and ATMs were still dispensing old notes a few days before the deadline.

Reacting to the development, a spokesman for the RCCG, Pastor Olaitan Olubiyi, said, “There is no official postponement regarding the use of new naira note. People should do what the government wants them to do. They should enable to take their old notes to the bank. We believe God will help the central bank because the new notes are not circulating outside but anything is possible before the January 31 deadline.

“We have not issued any statement but as much as possible, we believe everyone has been counseling their members on the old notes; not just about bringing it to church on Sundays, it is about ensuring our people do not suffer unnecessarily.”

Also, a Lagos-based Pentecostal church, New Covenant Mission, advised members to deposit old notes ahead of the CBN deadline.

In a WhatsApp platform, one of the pastors of the church directed members to ensure old notes are deposited by January 26, ahead of the deadline.

Schools

Similarly, findings show that the management of some primary and secondary schools have stopped the collection of old notes.

As a result, they have sent notices to parents advising them to deposit only the new notes in any cash transaction with their school.

The management of the Christ The Redeemer Nursery and Primary School, a school belonging to the RCCG, in a notice to parents, said, “Please be informed that in line with the CBN directives, the school selling points will stop collecting old naira notes of N200, N500 and N1,000 from tomorrow, January 26, 2023. Only new naira notes will be acceptable please.”

Also, a school, Gemstars Schools, in a notice to parents, said, “In compliance with CBN directives on the new naira note, the school wishes to inform our parents and guardians that we shall end the collection of the old naira note by 3:00 pm Thursday 26th January 2023. All payments are to be made with the new currency, bank transfer or teller. This is to enable the school to mop up and exchange the old currencies that are still in our custody.”

Furthermore, an Ogun State-based school, Royal Champions School, appealed to parents to deposit only new notes with the educational institution, while informing them that the collection of old notes stopped on Thursday.

The notice read in part, “Please be informed in compliance with the CBN directive, the school will on Thursday, January 26th stop the collection of the old N200, N500 and N1,000 notes.  Cash payments to the school beyond this date should be done only with the new notes. Thank you for your understanding and cooperation.”

Several other memos from schools came in a similar format with some educational organizations giving parents till Friday to make payment using the old notes.

Retailers

Similarly, retailers known for cash transactions have informed customers about their decision to discontinue the collection of old notes.

Leading e-commerce platform, Jumia, announced that from Monday, January 30, 2023, it would no longer accept the old naira notes as a form of payment for goods purchased on the platform.

In a message to its customers on Thursday, the company said, “From Monday 30th January 2023, Jumia Delivery Associates will not be able to accept the old notes of N200, N500, N1,000 sequel to the directive by the Central Bank of Nigeria.

“Should you wish to pay by cash, our delivery associates will only accept the new series of notes.”

NLC backs N’Assembly

The National President of the Nigerian Labour Congress, Ayuba Wabba, on Thursday said the organised labour had written to the President, Major General Muhammadu Buhari, (retd) and the CBN Governor, Godwin Emefiele, demanding a review of the policy and an extension of the deadline.

The labour leader also said the new naira policy was inflicting pain on Nigerians and this would force the masses to react very soon.

Speaking in an interview with selected journalists in Abuja, Wabba who is set to step aside as the national leader of the body, also decried the non-availability of the new naira notes.

The union leader noted that although the rich were targeted by the policy, the poor people were suffering more from it.

He said, “We have tried to respond officially by writing to the CBN governor. We also wrote to the President to say that this new policy of changing our naira needs to be revisited. And it is obvious that even in the city centres, they are still dispensing old notes. I remember I went to about 10 banks and none was actually dispensing the new notes.

“So, the new notes are not available, they are not in circulation and the old notes are being rejected. They are pushing people to the wall and very soon people will react. Importantly, even in city centres, where we have banks, the banks are not dispensing.

He added, “People see the policy as a policy meant to punish the masses. We align ourselves fully with the position of Senate.  So, basically, we call for this policy to be reviewed, and to give an extension, so that all the old notes can then be mopped up by the bank.

Wabba further stressed the challenges Nigerians in the rural areas were facing to withdraw the new notes.

Lawyer versus CBN

A professor of Law, Joshua Alobo, on Thursday, approached the Federal High Court sitting in Abuja, praying it to stop the CBN from proceeding with the January 31 deadline stipulated for the phasing out of the naira notes.

The CBN,  Emefiele and the Attorney-General of the Federation, Mr. Abubakar Malami, SAN were cited as 1st to 3rd defendants in the suit marked: FHC/ABJ/CS/114/2023.

The plaintiff urged the court to issue a mandatory order, “extending the duration where the old notes cease to become legal tender to a period of three weeks when the redesign notes will be sufficiently dispensed by the commercial banks.”

In the affidavit deposed to by one Musa Damudi, the plaintiff told the court that the CBN governor had on October 26, 2022, announced that the apex bank would introduce new series of redesigned N200, N500 and N1,000 banknotes into the financial system.

He stated that the majority of Nigerians, especially the less-privileged, do not have access to the new naira notes that were unveiled on November 23, 2022.

The plaintiff also accused the commercial banks of failing to make the new naira notes available to their customers, arguing that the  January 31 deadline “is discriminatory against the rural dwellers, poor and less privileged persons in the society, as politically exposed persons are paid with the redesigned notes.”

Reps berates Emefiele

The House of Representatives, on Thursday, shelved its plan to go on break for the presidential and National Assembly elections over the failure by Emefiele to appear at the House.

Speaker of the House, Femi Gbajabiamila, at the plenary on Tuesday, declared that he would on Tuesday issue a warrant of arrest on Emefiele after the CBN chief’s failure to answer the summons on Thursday, the second time.

The House had set up an ad hoc committee to investigate the scarcity of the new naira notes.

However, the CBN was not represented at the hearing. Ado-Doguwa, who occasionally asked if the apex bank had representatives among the audience, said the committee would report back to the Speaker on the absence.

Towards the end of the session going on in the chamber, Gbajabiamila partly said, “So, on Tuesday, this House will follow its procedure – the normal procedure – and invoke the provisions of Section 89 to compel the governor of the CBN and the directors.”

Banks shut ATMs

Meanwhile, banks shut down many of their Automated Teller Machines across the country due to the shortage of new notes, according to findings by SUPERS.ng

It was observed that many ATMs in Lagos, Abuja and other states were not functioning on Thursday as the demand for new notes rose ahead of January 31 deadline

A number of bank customers who spoke with The PUNCH appealed to the CBN for an extension of the deadline.

Lagos ATMs

When our correspondent visited Polaris Bank along Mobolaji Bank Anthony, there was a small crowd of disgruntled customers who lamented their inability to withdraw from the bank’s ATMs or any of the nearby banks.

At Zenith Bank located along Obafemi Awolowo Way in Ikeja, the ATMs did not dispense any cash.

The story was no different at Keystone Bank located at Obafemi Awolowo way, as the ATMs once again were empty, with frustrated customers wearing long faces due to the frustration of not being able to withdraw from the ATMs.

Along Ogunnusi road in the Ojodu area, our correspondent visited five banks — Eco Bank, Access Bank, First Bank, Zenith Bank and Union Bank.

None of the banks’ ATMs dispensed cash, just as customers moved from one bank to another, complaining about the acute scarcity of naira notes at commercial banks across town.

A Polaris Bank customer, who gave his name as Gbeminiyi, while speaking with our correspondent at Mobolaji Bank Anthony, said he had been to at least five different banks in Ikeja but had been unable to withdraw from any of their ATMs.

“I’ve been to more than five banks this afternoon. None of them is paying. Each one of them always has a different story as to why they are not paying. Today I was at a fast food restaurant in Yaba. After eating, I tried paying with the old naira notes. They rejected it.”

Our correspondent also visited other parts of the Ikeja axis of Lagos State where it was observed that ATMs were not even dispensing any cash at all except the FCMB branch located in the Oba Akran area which was dispensing new notes.

The PUNCH spoke with a few customers who all were of the view that the CBN should extend the deadline for the legal tender on the old notes.

Abuja ATMs

At Access Bank, Ademola Adetokunbo Street, Wuse 2, our correspondent observed that the old notes were disbursed to customers.

Also, customers could not make transactions via ATMs as new notes were not available.

At First City Monument Bank, customers waited patiently to make transactions at its ATM stand with the hope of getting new N1,000 notes which were not available for withdrawal.

Our correspondent also visited ATMs of Guaranty Trust Bank in Jabi and Stanbic IBTC at Shoprite Mall Wuse zone area of Abuja.

It was observed that GTB dispensed the new note in N200, N500 and N1,000 denominations and a customer could only withdraw a maximum of N40,000.

Our correspondent who proceeded to the Stanbic IBTC bank could see disgruntled customers lamenting the frustration and stress to withdraw money from the machines, although the ATM machine dispensed the new notes only in N200 denomination and a maximum of N20,000.

Other States

Our correspondents also visited banks in Ekiti, Delta, Sokoto, among others.

Bank customers in Ado Ekiti, the Ekiti State capital, were seen in long queues in front of ATMs dispensing new currency notes on Thursday.

This is as many ATMs in the state capital were not working, thus compelling customers to troop to areas where they could get new notes.

A customer, Bimbo Okunade, who lamented the difficulty she had been having transacting in her bank branches in view of her time and long queues at the banks, said, “The CBN should as a matter of necessity extend the January 31 deadline. The date is not feasible.

Assistant General Overseer of the Redeemed Christian Church of God (RCCG), Prof. Folagbade Aboaba has passed on at the age of 90.

Prof. Aboaba died on Monday morning 23, January after a brief illness.

He was one of the closest allies of the General Overseer of the Redeemed Christian Church of God, Pastor Enoch Adeboye.

According to a statement by Prof Folarin Alonge who confirmed the news, the late scholar was one of the founding fathers of the institute and was always passionate about the growth of Agricultural Engineering and mechanisation in the country.

He wrote;

“One of our Fathers in the profession, Prof. Fola Aboaba, has gone home. He was a Professor of Professors of Professors.
Prof Folagbade Olajide Aboaba was an Emeritus Professor of Agricultural Engineering at University of Ibadan and the Pioneering Dean of the Faculty of Technology (1976-1982). I was privileged to be taught by him at both undergraduate and Masters class. He was a mentor to several people and professors.
He was the Executive Secretary of Committee of Vice Chancellors of Nigerian Universities (1992-1998). He was the founding Pro Chancellor of Redeemers University (2005-2013). He was the Chairman of Governing Council of Federal Institute of Industrial Research Oshodi (FIIRO), Lagos (1976-1979).
He died at the age of 90.
I had a chat with him on Sept 15, 2022, when we were preparing of NIAE conference in Asaba (Delta State). His response to my asking about him is ‘Thank you. Ageing slowly but fine. Glory to God. God bless you’. Baba was a lovely, cheerful and good man.
He was one of the founding members of the NIAE. He played significant role with other fathers in establishment of National Centre for Agricultural Mechanization, Ilorin. He made substantial contributions to the growth of NSAE (NIAE). His last major public lecture he delivered for NIAE was when we were invited to Presidential villa, Abuja in 2004 by the then Vice President. Late Prof John Ohu was the NIAE National Chairman then. He was always interested in hearing the progress NIAE is making.
He was a member of American Society of Agricultural and Biological Engineers (ASABE) as well as Institution of Agricultural Engineers UK.
May his soul find eternal rest in God.”

NPC has disclosed that it has made final preparations for the conduct of the 2023 population census.

Chairman of the Commission, Nasir Isa Kwarra, stated that the census will hold from March 29 to April 1, 2023, and assured of a credible exercise that cannot be manipulated, SUPERS.ng learnt.

He said that a portal has been opened for young Nigerians to apply as ad-hoc staff and that it has started training for the facilitators.

According to him, recruitment of the ad-hoc staff is local based as they are to be recruited from the localities they reside and carryout their livelihood.

The NPC Chairman, who briefed State House correspondents and SUPERS.ng after having an audience with President Muhammadu Buhari at the Presidential Villa, Abuja, said the exercise will be different from the previous ones marred by controversies as it will be conducted with high-end technology.

According to SUPERS.ng, He said the Commission will make use of Global Positioning System (GPS) and satellite images, noting that every building in the country has already been coded for the purpose.

Kwarra said the demarcation of enumerations areas has been completed, affirming that the exercise proper will take place between late March and early April.

Speaking against the worrisome security situation in parts of the country, he hoped that the exercise can be conducted smoothly in the areas affected.

“By March 29 to April 2, our staff will be in the field enumerating people,” said Kwarra.

He also noted that the technological tools to be deployed will be able to code buildings and landmass, detailing information such as location, landscapes, etc.

He also said non-Nigerians will be counted so long as they are in the country at the time of the exercise.

In the 2023 Appropriation Act, the Federal Government earmarked N40 billion for the National Population.

Google’s parent company Alphabet announced, on Friday, it will cut about 12,000 jobs globally, citing a changing economic reality as it became the latest US tech giant to enact large-scale restructuring.

The layoffs come a day after Microsoft said it would reduce staff numbers by 10,000 in the coming months, following similar cuts by Facebook owner Meta, Amazon and Twitter as the tech sector girds for the economic downturn

The cuts follow a major hiring spree during the height of the coronavirus pandemic when companies scrambled to meet demand as people went online for work, school and entertainment.

“Over the past two years we’ve seen periods of dramatic growth,” Alphabet CEO Sundar Pichai said in an email to employees.

“To match and fuel that growth, we hired for a different economic reality than the one we face today.”

A review is taking place to make sure that people and their roles are in line with the company’s priorities, Pichai said, adding that the workforce would be reduced by around 12,000 positions

Alphabet employed nearly 187,000 workers worldwide at the end of September 2022. The cuts represent a little over 6 per cent of its total workforce.

The cuts will be “across departments, functions, levels of responsibility and regions,” Pichai added.

“The fact that these changes will impact the lives of Googlers weighs heavily on me, and I take full responsibility for the decisions that led us here

Pichai said that the cuts would “sharpen our focus” on priorities including artificial intelligence.

“Being constrained in some areas allows us to bet big on others,” he said.

The scarcity of Premium Motor Spirit, popularly called petrol, grew worse across the country on Thursday, as massive queues were witnessed in Abuja, Lagos, Port Harcourt, Calabar, Warri, Nasarawa, Minna, among other places.

Oil marketers stated that the scarcity became worse due to the fact that dealers could hardly access the product from the only two depots that were dispensing the commodity in Lagos State as of Thursday.

The few filling stations, particularly those of independent marketers, that dispensed the commodity on Thursday, sold it at between N250/litre and N300/litre, depending on area of purchase.

Oil marketers told our correspondent that over 1,000 tickets, belonging to marketers which had paid for products, remained unattended to, at the few depots that dispense the commodity in Lagos.

It was gathered that the tickets, which were for over 1,000 tankers, had continued to pile up due to the pressure on the two depots, namely MRS and Pinnacle.

It was also gathered that the cost of petrol could have been increased quietly by the Federal Government, as stations that used to sell the approved price of N179 – N180/litre had raised their prices to between N185 – N190/litre.


Scarcity hits Abuja

The scarcity in Abuja was worse on Thursday, as virtually all retail outlets belonging to independent marketers were shut, while only few stations belonging to the Nigerian National Petroleum Company Limited and major marketers dispensed PMS.

But the very few outlets that dispensed products were greeted with massive queues of motorists who spent hours waiting to buy petrol.

Commenting on the issue, the Secretary, Independent Petroleum Marketers Association of Nigeria, Abuja-Suleja, Mohammed Shuaibu, said the concerns in the downstream sector would continue to linger as long as the government remained the sole importer of petrol into Nigeria.

He said, “The Federal Government, through NNPC, is the only one importing this product and it is subsidising it. And they don’t have the facility to store the product.

“Some time ago we complained about this because when they store in private depots, the price is hiked and some of the depots continue to exploit the masses arbitrarily.

“However, as it is now, the government is bringing in products. But the issue now is that virtually all the depots that belong to major marketers in Apapa axis of Lagos are empty. So there is now pressure on MRS and Pinnacle depots where NNPC drop products.”

Shuaibu added, “So, there are over 1,000 tickets of marketers who have paid to have their trucks loaded, but we don’t know what is happening. Today they will tell you that they are upgrading the system, tomorrow you will hear that the system did not capture.”

He said tickets were piling and “you know that it takes much time to transport this product from the South to the North. Some trucks spend one month, especially when they have problems on the road, others spend two to three weeks.”

The IPMAN official called on the Federal Government to do something about this, adding that it must be done fast.

When asked why were other depots in Apapa and in other locations not selling products, Shuaibu stated that pipeline vandalism, depot upgrade and other issues were the reasons.

He said, “Last time we complained that some depots were exploiting us, and the depots argued that the cost of moving products from one end of their facility to another had Increased, as well as other issues. So we can’t tell whether that is another reason why NNPC stopped supplying some of these depots.

Things were not worse like this before. As I’m talking to you now, some of our tickets have been there for close to a month. I did payment since but I can’t load. And the story is the same across their 21 depots. We can’t load.”


Meanwhile, Shuabu stated that unconfirmed information on the official pump price of PMS that filtered in on Thursday evening was that the government had quietly raised the cost of petrol.

“I cannot confirm it yet, but we are hearing that they have quietly increased the pump price of petrol, because major marketers in Lagos who used to sell at N179 – N180/litre, are now selling at N185 – N190/litre,” he stated.
Also speaking on the issue, the Public Relations Officer, IPMAN, Chief Ukadike Chinedu, said another reason for the scarcity was the changes being done by NNPC in terms of payment for products by marketers.


He said, “NNPC has moved independent marketers from PPMC Marketers Express to the NNPC Retail portal. That NNPC Retail portal is where marketers will be able to buy their products. However, they told us that the portal is in place now.

“Another concern is that they (NNPC) are also having an issue with the remittance, which, according to them, has been resolved. But the impact of these issues will definitely be felt and it will take some time to clear.

“Marketers are calling on NNPC to supply products to some of the depots where independent marketers can access them since most NNPC depots are not functional because of pipeline vandalism.”

He added, “If you make more products available in NNPC selected depots, (especially the ones in Warri, Port Harcourt, Calabar and Lagos), marketers can easily go there and pick up their volumes with this new redesigned NNPC marketers portal.

“Once this is done, the price of products will come down, because NNPC has not increased their price. So when marketers pick the products at the official price, they are bound to sell at the government approved price.”

Ukadike, however, noted that since marketers would not want to be idle and would not want their stations to remain dry, they usually purchased products from depot owners, as these set of dealers (depot owners) had their own challenges too.

He added, “So we are having price disparity at filling stations. If you go to the NNPC retail stations, you can buy petrol there at N179/litre, while some major marketers are selling at N200-N230/litre.

“It is therefore important for the NNPC to supply more products to independent marketers, who operate filling stations at the nook and crannies of Nigeria, so as to bring down the pressure of panic buying as well.”

NNPC and the Nigerian Midstream and Downstream Regulatory Authority have remained mute since the resurgence of fuel scarcity lately.

Speaking at the conference, which had its theme as “Growing Upstream Investment in Nigeria through Licencing Round: The Bid Process and Opportunities,” Komolafe said the approval of the exercise by the President, Major General Muhammadu Buhari (retd.), was the first in the last 15 years.

In his speech, which was made available to our correspondent in Abuja, the NUPRC boss explained the commission had announced the commencement and launched the bid round portal which was officially opened on January 3, 2023.

“The exercise is scheduled to last for approximately four months along the following processes: registration and pre-qualification, data prying/purchase, technical bid submission/presentation, technical bid evaluation, and commercial bid conference,” he stated.

He notesd that in compliance with the provisions of the PIA 2021 and regulations made pursuant to the Act, the commission issued a licensing round guideline and published a licensing round plan for a total of seven deep offshore open blocs.

He outlined the blocs to include PPL-300-DO, PPL-301-DO, PPL-302-DO, PPL-303-DO, PPL-304-DO, PPL-305-DO and PPL-306-DO.

Komolafe said, “The seven deep offshore blocks, covering an area of approximately 6,700 km2 in water depths of 1,150m to 3,100m, are on offer in this mini-bid round.

“These are intended to be the first in a series of bid rounds aimed at further development of our prospective petroleum basins.”

He said the bid rounds were within the context of the commission’s legal and regulatory frameworks, as enshrined in Section 73 of the PIA, which sought to encourage new investors and investments into the next phase of oil and gas exploration in Nigeria.

“Let me clearly indicate that this pre-bid conference is a clarion call to technically and financially capable local and foreign investors to invest and take advantage of the generous fiscal and regulatory regime in the Nigerian upstream petroleum sector.

“The mini-bid round is a market-driven programme expected to outperform the last bid round which was held in April 2007 during which a total of 45 blocs were put on offer under a different regulatory regime (the Petroleum Act, 1969),” he stated.

Also speaking at the pre-bid conference, the Minister of State for Petroleum Resources, Timipre Sylva, said the process was formulated in cognisance of global sustainability goals.

“On the global scale, the licensing round will no doubt be beneficial to all stakeholders and will in the long run contribute to long-term global energy sufficiency”, he said.

According to the minister, interestingly, the oil and gas industry in Nigeria has embraced the reality of energy transition and is taking a strategic position to leverage the opportunities presented by the unfolding era.

An Inspector of Police, Matthew Ahmen, who is a colleague of Drambi Vandi, who allegedly killed female lawyer Bolanle Raheem, told a Lagos State High Court sitting at the Tafawa Balewa Square on Monday that they were conducting a stop and search when the incident happened.

He said Vandi who was the leader of their team was behind while he was in the middle, and another colleague, Inspector Dimini, was in the front.

Ahmen who was the first prosecution witness said when Dimini saw a car coming, he flagged it down but the car didn’t stop, and when the car got to where he was standing, he also flagged the car down but the car didn’t stop as well.

He said, “The next thing I heard was a gunshot and I looked back to see what was happening and I saw that a windscreen was falling.

“The next thing I saw again was a dark woman who jumped down from the vehicle and I heard her saying that ‘oga you have killed my sister.’ The woman held him and before I and Dimini could get to them, they had entered the car, locked it, and left.”

Earlier, Vandi was arraigned on one count of murder before Justice Ibironke Harrison.

The trial of the suspended assistant superintendent of police commenced on Monday after he pleaded not guilty to the murder of Raheem.

After the charge sheet was read to him, Vandi pleaded not guilty to the murder charge.

SUPERS reports that Raheem was allegedly shot dead by Vandi in the Ajah area of Lagos on Christmas Day.

She was said to be returning home from an outing with her family when she was shot.

Raheem’s death generated widespread criticism from many persons and groups in the country, as they condemned what they described as extrajudicial killing, linking the incident to be one of such reasons for the nationwide #EndSARS protest of 2020.

Vandi was arrested and appeared before Chief Magistrate C.A. Adedayo on December 30, 2022, a day after the Police Service Commission approved his suspension.
