Politics / Nigerian Government Starts Paying N5,000 Every Month To Poorest Citizens by disc20: 9:10pm On Jan 02, 2017
The Federal Government has commenced the payment of N5,000 monthly to one million vulnerable Nigerians.

In a statement released, Monday, by Laolu Akande, Senior Special Assistant on Media and Publicity to Vice president Yemi Osinbajo, the government stated that the payment was effected through the Conditional Cash Transfer, CCT, of the government’s Social Investment Programmes, SIP.

According to the statement, one million Nigerians would receive N5,000 monthly payments under the CCT as a form of social safety net for the poorest and most vulnerable as budgeted for in the 2016 Budget.

Mr. Akande added that many of the beneficiaries have already reported receiving their first payments in the first batch that commenced last week.

“In the first batch that commenced last week, nine states would be covered, and many of the beneficiaries have already reported receiving their first payments by Friday last week, December 30, 2016.

“Funds for the commencement of the payments in four states were released last week to the Nigeria Inter-Bank Settlement System (NIBSS) – the platform that hosts and validates payments for all government’s social intervention programmes. Funds for another set of five states to complete the first batch of nine states would follow soon.”

The statement listed Borno, Kwara, Bauchi, Cross Rivers, Niger, Kogi, Oyo, Ogun and Ekiti states as states in the first batch to commence the CCT statement. It however said that the states were selected because they had a social register that identified the vulnerable and poorest Nigerians.

“Though the sequence for the payment of the money would be operationally managed by NIBSS, beneficiaries in Borno, Kwara and Bauchi States have started receiving the money. The other states in the first batch to commence the CCT payments are Cross Rivers, Niger, Kogi, Oyo, Ogun & Ekiti States,” Mr. Akande said.

“The nine pilot states were chosen because they have an existing Social Register that successfully identified the most vulnerable and poorest Nigerians through a tried and tested community based targeting (CBT) method working with the World Bank. However other states have already begun developing their Social Registers and would be included in subsequent phases of the CCT implementation.”

According to the statement, the federal government, with the support of the World Bank, has adopted the CBT for developing the social register in the other states around the country for transparency, objectivity and credibility in the selection of the poorest and vulnerable Nigerians. Hence, the federal government will soon commence community mobilisation for the creation of the register in more states, to expand the scope and reach of the CCT across the country.

Other states listed to have complied with the stipulated framework provided and are set for the community based targeting method for development of social register include Plateau, Jigawa, Adamawa, Anambra, Benue, Enugu, Katsina and Taraba States.

These states, Mr. Akande said, are to be followed by Delta, Gombe, Kaduna, Kano, Imo and Ogun States. The government also assured that once the information garnered are entered into the social register, cash transfers would be disbursed to beneficiaries.

“Once the community mobilisation, identification and selection processes are completed, the information garnered from the poorest households would be entered onto the Social Register in the
states and the National Register at NIBSS, after which the cash transfers would be disbursed to the beneficiaries.”

The statement also disclosed that funds approved for the SIP are domiciled with the Ministry of Budget and National Planning.

Meanwhile, the federal government said that with the commencement of the CCT, the Buhari administration is now implementing four of the federal government’s SIP.
Mr. Akande said the N-Power Volunteer Corps designed to hire half a million unemployed graduates has now engaged 200,000, and the National Homegrown School Feeding Programme now runs in three states.

He said the Buhari administration has also kicked-off the Government Enterprise and Empowerment Programme, GEEP.

“Under GEEP, soft loans ranging from N10,000 to 100,000 have been designed for artisans, traders, market women among others. Already, thousands of cooperatives, market women associations, farmers and enterprising youths, have been identified and registered for the purpose, on an ongoing basis, and the disbursement of the soft loans through the Bank of Industry have started since Nov 25, 2016.

“At the last count, for the first phase, beneficiaries have been drawn from the Federal Capital Territory, FCT, Abia, Adamawa, Bauchi, Delta, Imo, Kwara, Kano, Katsina, Lagos, Osun, Oyo, Ogun and Kogi States.”

The statement however said that regarding the GEEP, disbursements were halted and deferred until after the festive season but vetting and approval of beneficiaries are now being continued
Commenting on the 200,000 beneficiaries of the N-power programme, Mr. Akande said about 100,000 graduates have been physically verified, adding that they have started receiving their N30,000 stipends.

“Regarding the 200,000 beneficiaries of the N-Power programme, close to 50 per cent of the graduates, have now been physically verified, and started receiving their monthly stipends of N30,000 last week. A second batch of 300,000 unemployed graduates are expected to be
selected early this year to make up the half a million target set by the Buhari administration.

“The verified graduates are now being deployed to work as assistant teachers in schools, as community health aides and as agricultural extension workers, in more than 20 States of the Federation. These sates include; Abia, Adamawa, Bauchi, Anambra, Benue, Cross Rivers, Borno, Gombe, Edo, Jigawa, Katsina, Plateau, Kogi, Osun, Rivers, Zamfara, Niger, Sokoto, Ogun and Taraba.”

In the same vein, the government said it has also started the implementation of the National Home-grown School Feeding programme designed to feed 5.5 million school children for 200 school days in the first phase of the programme. According to the statement, the initial design was to
feed pupils in 18 States but funding challenges had affected an earlier take-off. It however said that the programme has now commenced in Osun, Kaduna and Anambra States, adding that more states are expected to join this new year.

The federal government reiterated its commitment to touching the lives of millions of vulnerable Nigerians, especially in the new year, in fulfilment of its Change agenda.

“In the new year, it is the plan of the Federal Government to scale up the implementation of the SIP to touch the lives of millions of Nigerians in fulfilment of its promises and in furtherance of its Change agenda,” Mr. Akande said.

Politics / Soul E Prophecies For 2017 - Buhari To Spend 8 Years In Office, Others by disc20: 2:22pm On Jan 02, 2017
Music star-turned cleric, Emmanuel Okose, otherwise known as Soul E has released his prophecies for the year 2017.

In his seven prophecies released on Sunday, the Abuja-based Man of God said President Buhari will complete his 8-year term in office.

Read below…
1) Russia will face so many obstacles this year from different nations. It’s not going to be a good year for them politically. I also see an assassination attempt on the president.

2) Ghana will face serious economical hard times. The new president would face an onslaught of oppositions.

3) The president of South Africa needs serious prayers over his health. I see them lose someone quite influential in the political sector. Schools, buses would go on strike. So much confusion in the nation of South Africa. They need to pray seriously.

4) Nigeria needs to pray for the entertainment industry. Many talents in the music, comedy and movie industries would be lost.
Still on Nigeria, the president would spend 8 years in office. This will be a narrow escape but I see it happening.
I see the oil price rising yet again and this will cause a lot of confusion in the oil sector. Pray for Nigeria in ernest.

5) False prophets/churches will be closed down. The judgement of God Almighty is coming down on the church this year. God has heard the cries of the innocent. False men of God will die this year.

6) God told me that, the year 2017 will be the best year for Nigerians. It will be so easy to buy houses, land, cars and such for the righteous. There would be so much wealth for them.

7) The new president of America needs to pray. I see an assassination attempt against his life. In addition, serious disagreements between him and members of his parliament would happen because of his style of administration.

Politics / Buhari And El-rufai Will Divide Nigeria – Apostle Suleman by disc20: 2:13pm On Jan 02, 2017
General Overseer of Omega Fire Ministry Worldwide, Apostle Johnson Suleman, has reflected on the unfolding events in the polity and the “crass abuse of power by the governing All Progressives Congress (APC), ongoing genocide in Southern Kaduna”.

Apostle Suleman also raised the alarm that the nation was sliding into fascism and official terrorism.

He observed that, “the double standards adopted by President Muhammadu Buhari led APC government in handling state matters, especially his silence on the genocide in Southern Kaduna has continued to fuel mutual recriminations and distrust‎ among the diverse ethnic and religious groups in the country”.

A strongly-worded statement made available to DAILY POST by his Adviser on Public Communications, Mr. Phrank Shaibu, said Apostle Suleman made the remarks at the last edition of the church’s monthly Miracle and Fire Night Service in Auchi yesterday.

Suleman noted that, “a close look at unfolding events reveal that some members of the president’s kitchen cabinet who are notorious for their hatred for Christians are pushing the country to the precipice and are determined to start a war between Christians and Muslims – a war that will irreversibly mark the end of Nigeria”.

The cleric said he was convinced beyond reasonable doubt that time was running out on Nigeria because of the way President Buhari was piloting the affairs of the nation.

According to him, “the current destruction of churches and about 49,000 houses as well as the mindless onslaught against Christians in southern Kaduna by Islamic fundamentalists disguising as Fulani herdsmen in a well choreographed acts under the watch of Governor Nasir El-Rufai and President Muhammadu Buhari, is completely unacceptable”

He pointed out that the lack of tolerance currently being witnessed was unprecedented in the history of the country but warned that, anybody who makes the church and Christians his target for destruction in 2017 will die! “God will use them as scape goats”.

Continuing, the man of God warned that if Nigeria must continue to exist as an indivisible entity, then President Buhari must come out to assure Nigerians that his administration will desist from being used as a platform for such primitive persecution and mindless killings.

“Aside the appointment of service chiefs and heads of para military organisations that is skewed in favour of the North and Muslims, even personal security and safety of key Christian figures who hold dissenting views are in danger”.

Apostle Suleman further warned, “President Buhari and his co-travellers to stop act divisiveness, marginalisation, exclusion, and palpable hatred for Christians and the body of Christ.”

Politics / OMG: See What Dakuku Peterside Said About Wike Over Leaked Audio Tapes by disc20: 4:44pm On Jan 01, 2017
YaaNews Port Harcourt - The All Progressives Congress governorship candidate in the 2015 general election in Rivers State, Dr. Dakuku Peterside, has accused Governor Nyesom Wike of ridiculing the office of the governor through his actions.

Peterside also said that it was an embarrassment for the governor to be linked to two leaked audio tapes, adding that Wike would face a Herculean task trying to distance himself from the tapes, including the one he was alleged to be speaking with Governor Ayodele Fayose of Ekiti State.

The former governorship candidate, who is the Director-General of the Nigerian Maritime Administration and Safety Agency, spoke at a birthday thanksgiving held in his honour and that of a former lawmaker and deputy governorship candidate, Mr. Honourable Asita, in Port Harcourt on Saturday.

He criticised Wike’s administration over the passing into law of the 2017 budget within 48 hours after it was proposed to the state House Assembly.

Peterside said, “It is a big embarrassment to our state that a governor or anybody who occupies the office of the governor can be associated with the two leaked audio tapes. Governor Wike has a Herculean task to prove that those tapes are not his voice and do not represent his value system.

“If indeed it is proven that the tapes represent what Governor Wike said and his value system, then it is a big embarrassment to our state and he does not deserve to occupy the office of the governor.”

On the passage of the state 2017 budget within two days, he added, “It is ridiculing the office of the Rivers State Governor. It is ridiculing the Rivers House of Assembly and nothing can be more uncharitable than what Wike, working collaboratively with the Rivers House of Assembly, did.”

Accusing the governor of holding education in disdain, Peterside stated that Rivers students sent abroad for studies by the Rotimi Amaechi administration were sent back home by the current administration.

He said, “This is the same Wike who abandoned the world-class primary schools that were built by the previous administration of Rt. Hon. Chibuike Rotimi Amaechi. Today, the schools are overgrown by weeds.”

Reacting on behalf of the governor, the state Commissioner for Information, Dr. Austin Tam-George, said Peterside had the tendency of being wrong anytime he (Peterside) spoke.

“The criminal antics of the APC may seem like entertainment to some people. But we are losing our country to a shameless gaggle of schizophrenic dictators who would rather spend all day snooping around other people’s phones, rather than think of how to get the country out of a crushing recession.

“As the details of the 2017 budget shows, Governor Wike is pursuing an aggressive development agenda, with 70 per cent of the budget dedicated to capital projects. Critical sectors like roads, health, education and empowerment have the biggest share of budgetary allocations.

“I suspect that Mr. Peterside knows more about his numerous fashionable hats than about budgets and serious matters of governance.”
