Claims by the Independent National Electoral Commission (INEC) that results of 2019 general elections was not transmitted into any server, were on Tuesday supported by a number of presidential candidates who claimed to be from 60 political parties under the aegis of Joint Forum of Presidential Candidates. According to them, the opposition Peoples Democratic Party (PDP) and its presidential candidate, Atiku Abubakar, have a wicked plan to destroy the integrity of Nigeria’s electoral process, by insisting that the electoral body made use of server during the last general elections. Chairman of the forum, Shittu Muhammed, who stated this when he addressed newsmen in Abuja, claimed that INEC had prior to the elections informed political parties participating in the elections that it was not going to transmit results electronically because there was no legal instrument backing such. Muhammed, was the presidential candidate of the Advanced Peoples Democratic Alliance (APDA) during the election. He was with the chairman of West African Coalition of Political Parties, Chief Perry Opara, who was a co-convener of the forum, at the press conference in Abuja where he made the claim. He wondered how PDP, which he said was part of the meeting where INEC gave the alleged information that it was not going to transmit results electronically, could turn around to be making “unnecessary” claims targeted at destroying the integrity of the nation’s electoral process. “The needless controversy over the INEC Server would have been lawful as it would have been mandatory for the Commission to deploy the server. We are aware that INEC had run pilots on electronic transmission of results. It had informed us that these pilots were deployed in Anambra, Ondo, Ekiti and Osun governorship elections. “However, INEC informed all political parties in the election following the withholding of assent by the President that it would not deploy the electronic transmission of results since it would not be lawful to do so. “We must inform Nigerians now that the People’s Democratic Party (PDP) was represented in those meetings and we do not know why they are heating up the polity with the server story. “This INEC Server controversy is a deliberate ploy to destroy the integrity of our electoral process. Can the so-called results from the server be referred to as credible where INEC could not have legitimately transmitted results of the Presidential or any of the other elections electronically?” Muhammed said. PDP has since after the poll maintained it won the presidential election transmitted into INEC’s server during the recent poll. The electoral body on the other hand, has also continued to insist it never transmitted election results electronically, during the last poll. The Presidential Election Tribunal had on Monday turned down PDP and Atiku’s application to inspect the alleged server, but the former vice president and his party have dragged the matter to the Supreme Court.

El Salvador's government has warned people against risking their lives to reach the US after a man and his baby daughter drowned in the Rio Grande. Photos of their bodies, found face down in shallow water with the 23-month-old girl's arm around her father's neck, have sparked condemnation. It comes as the US and Mexico implement tougher policies to stem the flow of undocumented migrants, mostly from Central America, travelling north. At least six have died in recent days. Many of the migrants say they are fleeing violence and poverty in Honduras, Guatemala and El Salvador, and plan to seek asylum in the US. Critics of President Donald Trump's tougher stance on immigration say his approach is driving migrants to take more dangerous routes. At least 283 migrants died on the US-Mexico border in 2018, according to US Border Patrol, but human rights activists say the number is likely to be higher. A dog which couldn’t resist eating golf balls is back on course after vets in Fife retrieved 10 from its stomach during emergency surgery. The owners of Poppy, a seven-and-a-half year old Labrador, thought their beloved pet was feeling a little below par when they took her for a check-up at the local vet practice. A routine x-ray revealed the golf balls had become embedded a fair way down the dog’s digestive system and surgeons swung into action, rushing Poppy into theatre to carry out a two-hour lifesaving operation. “It’s highly unusual to find that amount of items eaten by a dog, Poppy is extremely lucky to be alive,” explained June Bulgowan, head nurse at Wilson & Partners Veterinary Surgeons in Cupar. “At first it just seemed Poppy was a little under the weather, having vomited, but once we had a feel of the dog it was clear something was wrong. “The x-ray revealed a lot of items in the dog’s stomach but even then it wasn’t exactly clear as to what the items were or how many were inside the dog. “It wasn’t until we actually opened up the dog that the full extent of what we were dealing with came to light.” Veterinary surgeon Ashleigh Rae carried out the procedure which left colleagues opened mouthed as golf ball after golf ball was removed. “We couldn’t believe it, the balls just kept on coming,” said June. “It’s not unusual for dogs to eat items and I’ve had dogs before that have eaten two, or even three gold balls, but this is quite extraordinary. I’ve not seen anything like this before. “Peach stones, socks, pants and rocks are the most common items dogs eat, and during the summer months as barbecues become more popular we see a lot of dogs who have problems having eaten corn on the cobs.” Poppy spent two days recovering before being returned to its owner, who did not want to be identified but was relieved to have her beloved pet back. The owner added walks will now be taken a ‘fairway’ away from any golf courses in the knowledge of Poppy’s unorthodox love of golf balls.

The Chief of Army Staff, Tukur Buratai, has again lampooned Nigerian soldiers for allegedly failing to curb Boko Haram and other security challenges that have dogged the country for so many years. Mr Buratai accused soldiers of displaying a poor commitment to defend the country in almost every task they had been assigned, a situation he described as “unfortunate” and responsible for sparse promotion in the military rank-and-file. “It is unfortunate, but the truth is that almost every setback the Nigeria army has had in our operations in recent times can be traced to insufficient willingness to perform assigned tasks,” Mr Buratai said at a military-organised event in Abuja on Tuesday. The alleged laziness of soldiers could also be traced to “simply insufficient commitment to a common national/military course by those at the frontlines,” Mr Buratai was quoted as saying by the News Agency of Nigeria (NAN). Mr Buratai’s comments came as Nigerian soldiers and commanders were being killed in the Boko Haram war, which has now entered its 10th year. At least two lieutenant colonels have lost their lives to Boko Haram ambush over the past one month, with at least 50 soldiers also killed and even more missing in action within the same time. Most of the personnel losses have come from attacks on military bases in the North-east, a strategic shift that Boko Haram has not backed down on since launching it last July. Although the insurgents still occasionally target civilians, invasion of military bases has become more regular in their brutal campaign. As President Muhammadu Buhari faced calls to sack his military chiefs for their alleged incompetence in the face of worsening insecurity, Mr Buratai has blamed soldiers on the frontlines for the Boko Haram scourge. Last August, Mr Buratai tackled military commanders and soldiers in the Boko Haram war, accusing them of cowardice in a memo obtained by PREMIUM TIMES. The army chief said soldiers were abandoning their positions in the face of Boko Haram firepower, an act he said should ordinarily demand court-martial of suspected personnel. At times, the army chief would implement abrupt shuffling of postings in a bid to strengthen the military’s grip on the war. Still, Mr Buratai alleged a widespread dereliction of duty amongst soldiers. “Many of those on whom the responsibility for physical actions against the adversary squarely falls are yet to fully take ownership of our common national or service cause,” the army chief said. He promised to continue to deprive officers of promotion unless for a few who display an exemplary commitment to national service. After Mr Buratai castigated the troops as cowards last year, some commanders told PREMIUM TIMES the army chief was being dishonest and desperate to divert attention from his own gross incompetence and corruption. The commanders pointed to several years of complaints about inadequate food and equipment supplies, some of which had led to a near-fatal confrontation with military chiefs. Scores of military personnel, including Enitan Ransom-Kuti, a brigadier-general, have been court-martialled for alleged mutiny in the Boko Haram war. In December 2016, some soldiers attempted to lynch Victor Ezeugwu, the then commander of Nigerian Army 7 Division headquartered at Maimalari cantonment, after he left them on the battlefront for two days without food supplies. In November 2017, soldiers on the battlefront told PREMIUM TIMES they were enduring weeks without allowances, which they had long decried as inadequate considering the assignment they were being given. The rising suicides amongst soldiersinvolved in the Boko Haram war have also been linked to poor welfare. The Armed Forces Act permits soldiers to abandon duty if there is no water, logistic support, absence of hope or relief on the frontlines. Security analyst, Chris Ngwodo, urged Mr Buratai to focus on improving soldiers’ welfare, rather than openly castigating them in the face of an insurgency whose end remains difficult to predict.

The Nigerian Air Force (NAF) said that its Air Component of ‘Operation HADARIN DAJI’ has in continuation of the operations aimed at flushing out armed bandits from their safe havens within the various forests in the Northwest of Nigeria, destroyed a camp and killed scores of armed bandits in air strikes, conducted at a location near Dangote Village in Zamfara State. The director of Public Relations and Information, Air Commodore Ibikunle Daramola in a statement said the operation, which took place at dawn on 16 June 2019, was executed following credible Human IHntelligence (HUMINT) reports indicating that some armed bandit leaders had assembled an overnight meeting in a cluster of huts at the location to plan for attacks against nearby communities. He noted that after confirmatory Intelligence, Surveillance and Reconnaissance (ISR), the Air Component dispatched two Alpha Jets and an attack helicopter to strike the location with successes. “Overhead the target area, some armed bandits were seen near the huts, while others were spotted in the surrounding bushes,” he added. He said that the Alpha Jet attacked the location in successive passes, neutralizing the bandits in the surrounding bushes in the first few passes while destroying two of the huts housing the key leaders, which were seen engulfed in flames, in the fourth pass. The director said some of the surviving bandits, who were firing at the attack platforms while attempting to flee the location, were mopped-up in follow-on attacks by the helicopter.

Islamic radicals allegedly from the Boko Haram terror group killed at least 30 people in a triple suicide bombing Sunday night in the city of Konduga in northeastern Nigeria’s Borno State. The three jihadists blew themselves up around 9:00 p.m. outside a room where people were gathered to watch a soccer game on television. Along with the 30 casualties, local authorities said at least 40 others were wounded by the explosions. African news agencies have attributed the attacks to Boko Haram although the terror group has not formally claimed responsibility for the bombings. “The death toll from the attack has so far increased to 30. We have over 40 people injured,” said Usman Kachalla, head of operations at the State Emergency Management Agency. Officials said the death toll would have been higher if the owner of the hall had not prevented one of the bombers from entering the packed room. According to reports, emergency responders were unable to reach the site of the blast quickly, which probably elevated the number of casualties. Konduga is some 25 miles from Maiduguri, the capital of Borno State. “Lack of an appropriate health facility to handle such huge emergency situation and the delay in obtaining security clearance to enable us deploy from Maiduguri in good time led to the high death toll,” said Ali Hassan, the leader of a self-defense group in the town. The Boko Haram terror group began its attacks in northeastern Nigeria in 2009, and since then has spread into neighboring Niger, Chad, and Cameroon. Militants of the group have killed more than 27,000 people in the last ten years, displacing an additional two million. Nathan A. Sales, the U.S. ambassador-at-large and coordinator for counterterrorism, said that Boko Haram and Islamic State West Africa Province (ISWAP) “have been responsible for over 35,000 deaths since 2011.” In 2016, Boko Haram split into two factions, one of which, led by long-time leader Abubakar Shekau, kept the name of Boko Haram and the other took the name Islamic State West Africa Province. Both groups pledged allegiance to the Islamic State (ISIS), but ISIS has only given formal backing to ISWAP. In February 2018, Boko Haram carried out another triple suicide bombing at a fish market in Konduga, killing at least 18 people. In July of that year, a suicide bomber blew himself up in a mosque in Konduga, killing eight. After Sunday’s attack, the French government issued a statement condemning the assault “in the strongest possible terms” while offering condolences “to the families of the victims and reaffirms its solidarity with Nigeria and its neighbors in their efforts to combat terrorism and stabilize the Lake Chad Basin.”

Facebook is getting a taste of the regulatory pushback it will face as it creates a new digital currency with corporate partners. Just hours after the social media giant unveiled early plans for the Libra cryptocurrency, French finance minister Bruno Le Maire insisted that only governments can issue sovereign currencies. He said Facebook must ensure that Libra won't hurt consumers or be used for illegal activities. "We will demand guarantees that such transactions cannot be diverted, for example for financing terrorism," he said on Europe-1 radio. Facebook unveiled its much-rumoured currency on Tuesday and said it will launch publicly early next year with such partners as Uber, Visa, Mastercard and PayPal. Libra could open online purchasing to millions of people who do not have access to bank accounts and could reduce the cost of sending money across borders. It's easy to see how attractive an alternative like Libra could be to people in countries beset with hyperinflation such as Venezuela. But Facebook already faces scrutiny over its poor record on privacy and its dominance in social media, messaging and related businesses. Libra poses new questions for the social network: Given that cryptocurrency is lightly regulated now, if at all, how will financial regulators oversee Facebook's plan? And just how much more personal data will this give the social media giant, anyway? The financial industry is more heavily regulated than internet companies, especially in the US, where tech companies have often been given free rein. Companies creating Libra are in for a "rude awakening" if they expect the same model of light regulation, said Karen Shaw Petrou, managing partner of Federal Financial Analytics in Washington. She expects Libra will fall under US regulations adopted in the wake of the 2008 financial crisis. Which agency will oversee the venture will depend on what the currency system does, she said. France's Le Maire said he asked central bank chiefs from the G-7 countries to produce a report by mid-July laying out "guarantees that we must set ... to assure us that there are no risks of illicit financing or for the consumer." In the US, the head of the House Financial Services Committee wants Facebook to suspend plans for a new currency until Congress and regulators are able to study it more closely. In asking Facebook to put the Libra currency plans on hold, Representative Maxine Waters, a California Democrat, said Facebook "is continuing its unchecked expansion and extending its reach into the lives of its users." The senior Democrat on the Senate Banking Committee said Facebook's new digital currency will give the tech giant unfair competitive advantages in collecting data on financial transactions as well as control over fees. "Facebook is already too big and too powerful," said Sen. Sherrod Brown of Ohio. Brown and Waters both called on financial regulators to examine the new currency project closely. In a statement, Facebook said, "We look forward to responding to lawmakers' questions as this process moves forward." One hurdle Facebook and its partners will face is the potential for criminals to use it for money laundering and fraud, given the pseudo-anonymous nature of Libra and other digital currencies. Facebook said it will comply with all existing financial regulations, though it has not offered many details. The company said its wallet app for using Libra will walk people through a verification process to ensure they are who they say they are. Still, Facebook is sure to face an onslaught of liability concerns when it comes to anti-money laundering and identity verification, said Nicholas Weaver, a senior researcher at the International Computer Science Institute at the University of California, Berkeley. "I am shocked they have decided to go ahead," he said. Facebook has been dogged with questions about users' personal data, especially since the Cambridge Analytica scandal hit last year. That appears to be part of the reason Facebook created a nonprofit oversight association to govern Libra. It also created a subsidiary, Calibra, to work on the technology, separately from its main social media business. "We've heard loud and clear that you don't want social and financial data commingled," Calibra head David Marcus wrote on Twitter, addressing Facebook users. "We understand we will have to earn your trust." In some ways, privacy is the enemy in the battle against money laundering and other crimes, Weaver said. You want to know who is making transactions to keep them secure and legal, he said. Facebook is "going to get access to a lot of financial data," Forrester analyst Aurelie L'Hostis said. "What are they going to do with that information and what are they going to put in place to safeguard that information?" Cryptocurrencies such as Libra store all transactions on a widely distributed, encrypted ledger known as the blockchain. Libra is designed so transaction amounts are visible, but transaction participants can be anonymous - at least until they move money into real-world accounts. Facebook said people can keep their individual transactions from appearing on the blockchain by using Calibra's wallet app, though in that case, Calibra itself would have people's data. Calibra said it won't use financial data to target ads on Facebook. It also said it won't share financial data with Facebook, though there are exceptions that haven't been fully spelled out, including situations where data sharing would "keep people safe." Congress has launched an inquiry into whether Big Tech giants such as Facebook and Google have gotten too big. Regulatory bodies including the Federal Trade Commission and Justice Department are said to be considering investigations. Adding another major business will make Facebook bigger - if Libra takes off as intended - but it may not raise major antitrust red flags, said New York University law professor Eleanor Fox. "It is a grassroots entry into a new field and can actually reflect an increase in innovation," she said. Still, she said, people could be alarmed because of Facebook's use of data in the past. And Justice Department officials have hinted they may take a broader view of harm to competition to go well beyond whether a company's dominance leads to higher prices. Sarah Miller, deputy director of Open Markets Institute, which advocates against monopolies, said it was "insanity" to trust Facebook to launch a global cryptocurrency when it is already facing regulatory scrutiny around the world over data privacy. "The FTC needs to rein in Facebook before the corporation puts our financial information and currency systems at risk, too," she said. |

A former Interior Minister and Executive Chairman, Genesis Shipping Worldwide, Capt Emmanuel Iheanacho, is to float a refinery in Lagos to boost local participation in crude oil lifting, it has been learnt. The parcel of land for the facility, it was gathered, was bought from the Onisiwo Family of Irede, a coastal town at the back of Apapa Port, Amuwo-Odofin Local Government in Lagos. When The Nation visited the site at the weekend, some leaders of the area said they were in support of the project and urged the government to support it. A senior official of the Department of Petroleum Resources (DPR), who craved anonymity, said Iheanacho, who is also the Executive Chairman of Integrated Oil and Gas, had been given permission to build the refinery. When the refinery begins operations, the official said, indigenous shipowners would be able to participate in the lifting of crude oil from it. “Foreign vessels involved in offshore operations, collect a minimum of $5,000 daily. This is the least amount collected by foreign vessels on the nation’s waters and that is why the indigenous ship owners must be empowered to participate,” he added. The country, he said, is losing N1.8 trillion yearly to foreign ship owners and their choice of insurers over the indigenous companies in the lifting and importation of fuel. The project, the DPR official said, would end foreign domination in the capital intensive crude oil lifting business and allow indigenous ship owners to participate in the highly lucrative enterprise. The Part II of Coastal and Inland Shipping (Cabotage) Act of 2003, stipulates that “a vessel other than a vessel wholly owned and manned by a Nigerian, built and registered in Nigeria shall not engage in the domestic coastal carriage of cargo and passengers within the coastal territorial inland waters, of any point within the waters of the exclusive economic zone of Nigeria.” The Nigerian Maritime Administration and Safety Agency (NIMASA) is responsible for the enforcement of the Act. “Despite the Cabotage Law, Nigeria is losing N1.8 trillion yearly to foreign ship owners in cargo haulage. Under the law, coastal trade is reserved for indigenous ship owners; their foreign counterparts are allowed to participate in the business subject to a waiver by the Federal Government,” he said. He continued: “The law is not serving its purpose because the indigenous ship owners are not allowed to handle cargoes that pass through the nation’s waterways. “When the Cabotage regime came on stream, the intention was mainly to stimulate the development of indigenous capacity in the Nigerian maritime industry, if many years after, the situation remains the same despite the despite the efforts by NIMASA. “In the oil and gas industry, Nigeria has close to 500 oil wells. For each well, there is a rig, which is supported by a minimum of five ships, and they are called oil support vessels. Each of the foreign ships earn $5,000, while others earn $150,000 per day.” He said:“The Cabotage Act seeks to reserve domestic coastal trade or Cabotage trade within Nigerian coastal and inland waters to vessels built and registered in the country, wholly owned and manned by Nigerian citizens. Foreign-owned vessels and companies are, however, allowed to participate in Cabotage trade within Nigerian waters, subject to obtaining a waiver and or license from the Federal Ministry of Transport. “More than 10 years after, not much has changed, as the indigenous vessel owners, who the law was designed to protect remained sidelined and impoverished while foreign shipping companies dominate the trade, while many Nigerians are jobless.’’ He added:“I can say conveniently that even in the crude oil carriage that they do today, if indigenous ship owners are allowed to do 60 per cent of their own allocation, they will be putting back more than about N1.5 trillion or N1.8 trillion into the economy and that is huge contribution to the budget.” The ex-Minister also told The Nation at the week-end that the indigenous ship owners are yet to benefit from the Cabotage shipping regime. He said the Act has failed to give the envisaged financial impetus and active participation in the nation’s maritime trade to indigenous ship owners. Apart from identifying the inclusion of waivers clause as one of the factors militating against the Cabotage Act, he said the low investment in the local refinery has made indigenous ship owners vulnerable in competing with the International Oil Companies (IOC). Although, he said, he was not against foreign companies in the country, the Master mariner said most of the foreign ship owners are hiding under the provision of waiver in the Cabotage law to enjoy the lifting of the crude and use foreign crew instead of employing Nigerians to man their vessels. By the time the refinery comes on stream, many indigenous shipping companies would be involved in the coastal trade and not less than 5,000 direct and indirect jobs would be created through the venture. Ihenacho said he has since received a licence to establish the refinery, adding that construction work would commence once he gets the government nod to do so. He said he was not happy that “Nigeria, as the giant of Africa, still exports crude overseas for refining and re-import same.” The former Minister said the planned refinery would be built in accordance with the dictates of the Department of Petroleum Resources and the Ministry of Environment. Officers of the Ministry of Environment, he said, had visited the site of the project for them to receive Environmental Impact Assessment Certificate. “We have said it for so many years those indigenous ship owners should be involved in crude oil lifting, but nobody seems to be listening because of involvement of the IOC. We have been carrying the host community along and they are pleased to be a part of this project. The project will be financed by Nigerian and international financial institutions,” Iheanacho added. He said the country had for years, diverted its funds by allowing crude to be shipped by foreign vessels on a Free on Board Basis. He added that the value on the crude oil in terms of the refining process by way of jobs creation had also been lost to other countries. “The profit from all these ventures is left in foreign lands. It is time we invest in our country and develop it. (Pic) Nigerian Navy (NN) yesterday paraded six suspected pirates, who hijacked an oil tanker off the Coast of Cote D’Ivoire on February 11. They are Captain Mike Ugborama, Ayo Joshua, Macus Adesoji, Adeyemi, Paul, Oluwafemi Samuel and Colins Friday. The pirates, who were nabbed in the Island of Sao Tome on February 20, were said to be part of a nine-man gang that hijacked a Saudi Arabian oil tanker, MT Maximus, chartered by a South Korean company. One of the suspects was killed during a fierce gun battle with naval operatives onboard NNS Okpabana. Two others were said to have earlier fled the vessel with two crew members as hostages. It was learnt that the vessel, which was renamed MT Elvis-5 by the hijackers to conceal it, was loaded with 4700 metric tons of AGO. The vessel hijacked an oil boat, Dejikun, at the Lagos Port, sacked its crew members before using it for their illicit operation. Dejikun is said to be a popular oil boat at the Apapa port, owned by one Charles, who resides in Lekki. The Nation gathered that an American vessel, which witnessed the hijack, initially chased the ship until it turned Southwest towards Togo. Unable to continue the chase, the American ship was said to have radioed Togolese Navy to take over. The Togolese Navy, it was learnt, notified the Nigerian Navy, which deployed three naval ships – NNS Okpabana, NNS Centenary and NNS Sagbama. Okpabana and Sagbama were deployed from Lagos. Centenary went through the nation’s central waters, thereby smoking the hijackers at a corner on international waters, off Sao Tome. Before the security forces could get to the hijacked vessel, it was learnt that two crew members, including an Indian, were kidnapped and taken away by two of the gang members. Upon sighting the naval ships, the hijackers, who allegedly refused to surrender, shut down the oil tanker and opened fire on the security agents. But the Naval operatives were said to have forcefully boarded the tanker. The Nation gathered that it was at that point that the deceased pirate was gunned down because he allegedly came out of the ship to confront the boarding party. Parading the suspects at the Naval Dockyard, Victoria Island, Chief of Naval Training and Operations Rear Admiral Henry Babalola said the naval team was highly professional and was cautious to avoid fire outbreak. Babalola, who added that the operation was coordinated from the naval headquarters in Abuja, hailed the cooperation by neighbouring navies. He stated that the two crew members were “not necessarily missing”, adding that a mother rogue vessel was sighted by the naval team that went to rescue the tanker. “The team that went for the operation sighted a mother rogue vessel with the two pirates and two kidnapped crew members. The rogue vessel is not in Nigeria at the moment. It is somewhere around Equitorial Guinea and contacts have been established with the authorities there to ensure their release. “The hijackers opposed boarding and were armed, but our men were able to overpower them. When they realised that naval men had gunned one of them, others went into hiding in the engine room of the vessel, but were later arrested,” he said. The captain of the rescued tanker, Krisna Pillea, who said he had a crew of 18 persons, including two persons from the South Korean firm, added that his abducted men were an Indian and a Pakistani. Pillea, who was frightened to look at the pirates when he was called to identify them, said that they beat him and his crew severely. “I am afraid to look at them. I am still very scarred of them. They ask me the receipt of the Laptop I told them it's at home they slap me and collected the Bag from me I asked them which station are they going they just said follow us, I ran to enter the van but they refused my entry to they van, I tried to board a taxi but couldn't find any at that time, before I knew it they where out of sight. Since I was young I keep asking if albinos last for ever. From my observations and questions I asked doctors I learned that albinos are special in a manner that their are no scientific explanations and that they do die but them dieing is something you can't always think that is possible. So my advice is that if you want to travel by air water or by road give a free traveling ticket to an albinos so to avoid story that touch.
