Oil prices have risen above $50 a barrel for the first time this year after data showed a fall in US crude inventories, adding to expectations of a tightening global market.

Brent North Sea crude for July delivery was up 33 cents at $50.07 a barrel while US benchmark West Texas Intermediate was trading 29 cents higher at $49.85.

...Prices have since rebounded, aided by the weeks of wildfires in Canada as well as unrest affecting energy infrastructure in Nigeria, Africa's biggest oil exporter.

To signpost the seriousness attached to the directive, all such Nigerians whose accounts were closed following the policy, have been issued cheques equivalent to the amount they have in their accounts.

BIOGRAPHY

Najat Vallaud-Belkacem (born Najat Belkacem on 4 October 1977) is a French socialist politician, who on 25 August 2014 was the first French woman to be appointed Minister of Education, Higher Education, and Research, joining the second Valls government.

Previously she was Minister of Women’s Affairs (16 May 2012 to 25 August 2014, Ayrault government and Valls government),Minister of City Affairs (2 April 2012 to 25 August 2014, Valls government), Minister of Youth Affairs and Sports (2 April 2012 to 25 August 2014, Valls government), and Government spokesperson (16 May 2012 to 31 March 2014, Ayrault government).

She was the spokesperson of Ségolène Royal’s campaign during the 2007 French presidential election and again in 2009 for the2011 French Socialist Party presidential primary. Since 2008, she has been a councillor of the city of Lyon, responsible for major events, youth and community life.

Second in a family of seven children, Najat Belkacem was born in the Moroccan countryside in 1977 in Bni Chiker, a village nearNador in the Rif region. Her grandmothers were respectively Spanish and Algerian. In 1982 she joined her father, a building worker, with her mother and elder sister Fatiha, and grew up in the suburbs of Amiens. She graduated from the Institut d’études politiques de Paris (Paris Institute of Political Studies) in 2002. At theInstitut she met Boris Vallaud, whom she married on 27 August 2005.

She joined the Socialist Party in 2002 and the team of Lyon mayor Gérard Collomb in 2003, leading actions to strengthen local democracy, the fight against discrimination, promotion of citizen rights, and access to employment and housing.

Elected to the Regional Council of Rhone-Alpes in 2004, she chaired the Culture Commission, resigning in 2008. In 2005, she became adviser to the Socialist Party. In 2005 and 2006 she was a columnist for the cultural programme C’est tout vu on Télé Lyon Municipale alongside Stéphane Cayrol.

In February 2007 she joined Ségolène Royal’s campaign team as a spokeswoman, alongside Vincent Peillon and Arnaud Montebourg.

In March 2008 she was elected conseillère générale of the Rhône department in the cantonal elections with 58.52% of the votes in the second round, under the banner of the Socialist Party in the canton of Lyon-XIII.

On 16 May 2012, she was appointed to French President François Hollande’s cabinet as Minister of Women’s Rights andspokeswoman for the government.

She supports having the French government force Twitter to filter out hate speech that is illegal under French law, such as speech that is homophobic. Regarding same-sex marriage in France, she has stated that its legalisation is a matter of “historic progress”.

She describes herself as a “non-practicing Muslim”.

Tomaro Onisiwo is my Island. I live there. The picture the writer painted, is not that bleak. Though the Island is not connected to the National grid (yet) and the community is badly in need of a decent health care facility, the Island and surrounding Islands are serene and not all houses are shanties. (My house a decent and is not a shanty) The view from the window of my room is what some people will kill for. The small lake and the backdrop of the rising Eko Atlantic is what I wake up to everyday.
Tomaro is improving and it will improve. It was not like this 5,10 or 15 years ago.
I will be posting pictures of my beautiful Island here.
There are motorcycles (lots of it even on the island) and neither motorcycle nor motorcars are forbidden. There are no cars because there is no way of ferrying it to the island.

The writer's forbidden is on quote which means it is not forbidden but due to the difficulty in getting to this island, vehicles have become "foirbidden".

It is too bad they are almost succeeding in the re-introduction of the cargo tracking note (CTN). It will be recalled that this CTN was introduced in 2010 and banned the same year. See below Notice from Ships and Ports Daily





After more than six months of denials, the Nigerian Shippers’ Council (NSC) has finally slammed charges on the controversial cargo tracking note (CTN) it reintroduced early this year.

A letter titled RE: NOTICE TO ALL CARRIERS, SHIP OWNERS, SHIP CHATTERERS, SHIPPING LINES, SHIPPING LINE AGENCIES AND CONSIGNEES, signed by NSC’s Executive Secretary/CEO, Hassan Bello and exclusively obtained by SHIPS & PORTS DAILY yesterday, states: “We wish to refer to the above notice and to inform you that the administrative fees for the international cargo tracking note are charged at the following rates:

Empty containers – Free
Containers (20ft & 40ft) – $25 per container
iii. RoRo + Vehicles – $10 per Unit

Break Bulk – $0.2 per Unit
Conventional/Groupage – $1 per Freight ton
Non Crude Oil Export – Free
vii. Crude Oil Export – $0.1 per ton.”

The implication of this development is that at the current exchange rate, importers will now pay at least N6,000 additional charges on every container coming into the country, while importers of all types of vehicles will pay additional N2,400 per unit.

Chairman, Shipping Association of Nigeria (SAN), Mr. Val Usifoh said the CTN costs will be charged to importers.

Curiously, Hassan Bello had claimed at various fora and meetings with stakeholders that the CTN would not attract any charges.

National President, National Council of Managing Directors of Licensed Customs Agents (NCMDLCA), Mr. Lucky Amiwero has flayed the Nigerian Shippers’ Council for deceiving stakeholders on charges associated with the CTN.

“It is wrong because that is what I told Hassan Bello. I told him that he should not introduce the Cargo Tracking Note (CTN) if it is not tied to services and if it is going to attract additional cost.

“That is why I have not made any comment for a very long time because legally speaking CTN has no law. It is not backed by any law and if there is no law, Nigerian Shippers Council (NSC) does not have the right to midwife it and there is no need for CTN for a country that is so expensive with so many costs we have in the country.

“Why are they bringing it at this time when everybody is complaining? There is no cargo, the cost is high, we have multiplicity of charges in the post industry.

“What are you bringing CTN for, what are the benefits? What is the value for CTN to the economy? CTN is not tied to security and not under the World Trade Organisation (WTO) convention on safe framework because if it is then we can say okay it is for security.

“These are the things we are saying, CTN is not tied to services. What are the services of CTN and if CTN is not tied to security; if there are charges on CTN, then it should be rejected,” Mr. Amiwero said yesterday.

National President of the Association of Nigerian Licensed Customs Agents (ANLCA), Prince Olayiwola Shittu recalled that NSC had earlier promised his association that CTN would not attract any charges.

“Having been assured by Nigerian Shippers Council itself that it would not attract a single kobo to Nigerian shippers and based on that condition and the fact that the contract signed by NSC and the operator has a clause saying that once additional money is added to the shipper’s freight or anywhere, this contract remains terminated.

“That is the reason why we are keeping an open mind and watching. We are also following up with our international counterpart to alert us incase anything like that is introduced. Once additional money is added, then we are going to change our position because that is the last decision we made at our last expanded NECOM meeting and with this development (of introduction of charges) once it is confirmed, we are going to call another emergency NECOM meeting, then probably we will change our position. The issue is; we cannot afford to add more to the cost,” Prince Shittu told SHIPS & PORTS DAILY yesterday.

The Manufacturers Association of Nigeria (MAN) has also faulted the introduction of the controversial CTN by the Nigerian Shippers’ Council.

MAN Director General, Remi Ogunmefun, said in a statement that the CTN was bound to drive up the cost of cargo clearance at the nation’s seaports and have a negative trickle-down effect on businesses.

According to him, despite weighty reservations expressed by manufacturers at different forum and at a special meeting with the management and Governing Board of NSC and a follow-up technical review session on August 11 and 20, 2015, respectively, NSC was bent on reintroducing the CTN.

“This position was reached based on observed limitations, and other yet to be addressed observed lapses that motivated the call for its cancellation few years ago. The rationale for our dissatisfaction was expressed at the afore-mentioned meetings and formally communicated in writing to the Executive Secretary of the Nigerian Shippers Council on September 15, 2015,” Ogunmefun said.

5M, that's a lot of money you know. May be he should start selling when the price rises and keep the money with his stockbroker for easy re-entry if he cannot keep cash or better still seek the advice of a financial expert.

Online marketplace for cars, Cheki has partnered with Manheim Inc., the largest automobile auction company in the world by trade volume.

The deal will enable Cheki’s registered dealers to bid for, buy and ship cars directly from the United States using Cheki’s online platforms.

Speaking about the partnership, Manheim Inc.’s Regional Sales Executive for Africa, Asia & Oceania, Mr. Koby N. Asamoah said, “We are concerned about making life easier for the dealers in Nigeria that is why we have agreed a flat fee of US$85 per car for every registered Cheki dealer that buys through Manheim. This is a deal you will never find anywhere else, with auction sites charging as much as US$600 to US$700 per car”.

The deal was announced at Cheki’s 2015 Lagos Dealer Forum which took place at the Sheba Centre in Ikeja on 4th August, 2015.

President Muhammadu Buhari has directed the Nigerian Maritime Administration and Safety Agency (NIMASA) to discontinue payment to Global West Vessel Specialists Nigeria Limited (GWVSNL) for the provision of platforms for security of the nation’s waterways, an authoritative source at the Federal Ministry of Transport (FMOT) has disclosed exclusively to SHIPS & PORTS DAILY.

GWVSNL is reportedly owned by a former Niger Delta militant, Government Ekpomupolo, also known as ‘Tompolo’.

The source who does not want his identity disclosed because he was not authorised to officially speak on the matter, said the payment had been stopped since June.

He said the Permanent Secretary of the FMOT, Mohammed Bashir has directed the Director General of NIMASA, Patrick Akpobolokemi not to make any more payments for the controversial maritime security contract until further notice.
