Staff members of Access Bank Plc were pleasantly surprised on Monday (AUGUST 22, 2016) as they had an increase in their salary despite the prevailing economic realities in the country. Nigeria is suffering its worst economic downturn following the unexpected crash in the price of crude oil, its main source of income. Businesses including banks have cut jobs to save money while majority of the states and local governments owe months of unpaid salaries. THEWILL was told that the bank’s leadership headed by Herbert Wigwe, approved this increase to cushion the effect of rising standard of living in the country. An employee, who expressed delight at this gesture from the bank confirmed this in confidence. “I am speechless. No VGM, No Load As stated in the IMO (International Maritime Organization) guideline, a container without Verified Gross Mass (VGM) will NOT be loaded on the vessel. The IMO SOLAS (Safety Of Life At Sea) amendment on Container Weight Verification will become effective on 1 July 2016. The main requirement of this amendment is for shippers to provide export full container’s verified gross mass prior to loading. No provision or agreement may override or be in conflict with the obligation to abide by SOLAS rules. Verified Gross Mass (VGM) Verified Gross Mass means the total gross mass of a packed container including cargo weight, packing and securing material and container tare weight. This makes VGM different from cargo weight currently printed on the B/L (Bill of Lading) which only measures cargo weight. A. Method 1 – Weighing of a packed container 1) The shipper may weigh the container after it has been packed 2) Method 1 may be used on all kinds of cargoes. Especially for types of cargoes where individual weighing is not possible (e.g. scrap metal, unbagged grain and other cargo in bulk, flexitanks, etc) B. Method 2 – Calculating VGM 1) The shipper may calculate VGM by aggregating (summing) the weight of below items ▶ Cargo Weight ▶ The weight of the packing and securing material to be packed in the container ▶ Container tare weight 1. If the container is verified within 1,000Kg of the declared weight and the container load limit has not been exceeded – no additional charges will apply 2. If the container weight is not within 1,000Kg of the VGM provided, then a new VGM will be generated and standard weighing charges will apply (N20,000 per container). 3. Containers that are received weighing in excess of the load limit capabilities for type and size of container (based on IMO data plate), the container will not be allowed to leave the terminal for road safety reasons and the container will be cross stuffed as per tariff. 4. The cut-off time for receipt of an accurate VGM into our system in order to avoid the container rolling a subsequent vessel is 24 hours prior to vessel ETA. 5. Africa Internet Group, arm of the struggling German internet clone empire Rocket Internet is rebranding all its ventures to Jumia in an African consolidation move. AIG expects this move to make the new Jumia, Africa’s largest e-commerce network running both retail, classifieds, travel booking and food ordering and delivery across its markets in Africa. The move will see hotel booking site Jovago become Jumia Travel, real estate site Lamudi to Jumia House, food ordering and delivery site HelloFood to Jumia Food. Rocket Internet’s car classifieds portal Carmudi to Jumia Cars while Vendito an OLX competitor into Jumia Deals and job matching site Everjobs to Jumia Jobs. The firm is not firing any department yet and every Jumia operation will retain their websites feel and look and team but the name will change to Jumia making it the biggest marketplace in Africa. Though the firm didn’t mention its delivery arm AIG Express, it's likely to rebrand it to Jumia Delivery or something close to that. Rocket Internet is struggling to convince its investors as its business are yet to be profitable and it has been forced to shut down, merge or in some markets. Rocket Internet’s share price has dropped by over 25 percent in the last six months while Jumia’s revenue fell 37 percent this year prompting its shift from buying its own inventory into a commission-based marketplace. Conclusion The Minister of Labour’s directive to the Nigerian banks and telecommunications companies, though well intentioned, is misconceived and invalid as same is ultravires his power as a Minister of Labour. The directive is therefore null and void and of no effect. The subsequent threat to revoke the licences of any erring bank and telecommunication company is certainly illegal as the Minister purports to exercise a power he does not have. The operating licences of the Nigerian banks and telecommunications companies may only be revoked by the CBN and the NCC in accordance with the provisions of their enabling Acts and other relevant legislations. Apart from lacking the power to revoke the operating licences of these companies, the Minister’s threat is also counter productive as revocation of operating licences implies total closure of operations and of course total retrenchment of their staff. The best the Honourable Minister can do in the circumstance is to appeal to these companies whose declining business fortunes is due to a combination of several factors including the harsh operating business environment, increasing cost of doing business occasioned by soaring energy costs, perennial power outage, multiple tax regimes and forex crisis. Microsoft said on Monday it was acquiring LinkedIn in a $26.2 billion cash deal. The companies said that Microsoft had agreed to pay $196 a share to buy LinkedIn, a business social networking site that has more than 400 million members globally. “The LinkedIn team has grown a fantastic business centered on connecting the world’s professionals,” Satya Nadella, Microsoft’s chief executive, said in a statement. The companies said Reid Hoffman, a founder of LinkedIn and its controlling shareholder, had approved the deal, as did Jeff Weiner, the chief executive of LinkedIn. Mr. Weiner will remain chief executive of LinkedIn, which will operate as an independent brand, the companies said. This was agreed at the 16th session of the State Executive Council meeting chaired by Governor Samuel Ortom who declared that that the work free day would commence from Friday, 10th June, and would last till the end of July, 2016.
