Have you ever paused to ponder on what PDAPC mean by structure ? The so called structure has nothing to do with actual votes, the structure worked when a strong man in a particular area chooses the number of votes to donate to a particular party.

2023 will be influenced by technology, the structure can no longer allocate votes at will.
