As voters across the United States lined up to cast their ballots in a hotly contested presidential race Tuesday, the nation posted one of its biggest numbers of confirmed COVID-19 infections in a single day.

Data compiled by Johns Hopkins University’s Coronavirus Research Center shows a total of 91,530 total confirmed cases on Election Day, including 1,130 deaths. Additionally, there were more than 50,000 hospitalizations on Tuesday, according to separate data compiled by The COVID Tracking Project, an effort launched by The Atlantic magazine.

More than 20 states have announced more new COVID-19 cases in the past week than in any other seven-day period, with states like Michigan, Ohio and Pennsylvania — three states that play a major role in the presidential contest — setting single-day records on Tuesday.

The pandemic continues to affect the U.S. sporting world on all levels. The athletic department at the University of Wisconsin announced Tuesday that its football team, one of the country’s top programs, is cancelling its scheduled game against Purdue University this Saturday due to an ongoing surge of coronavirus cases among the team’s players and coaching staff, including head coach Paul Chryst. This is the second consecutive cancellation for the Badgers after calling off last Saturday’s contest against Nebraska.

The United States leads the world with more than 9.3 million of the world’s 47.5 million total COVID-19 infections, including more than 230,000 deaths according to data from Johns Hopkins University as of Wednesday.

The National Examinations Council (NECO), on Monday, announced that 2020 Senior School Certificate Examination (SSCE) in all states and Abuja, will resume on November 9.

NECO spokesperson, Azeez Sani, made the announcement on Monday.

Recall that the exam was suspended due to the nationwide End SARS protest.

Speaking on Monday Sani said, “Following the return of normalcy in the states and FCT, the examinations will now continue with a new Time-Table from Monday 9th November, 2020 to Saturday 28th November, 2020.”

He added that the exam body will make the new schedule available to the general public, schools and candidates from November 4.

The West African Examination Council (WAEC) has announced the release of the WASSCE results for 2020.

The statement was made by the Head of National Office, Patrick Areghan via the WAEC official Twitter handle @waecnigeria on Monday, November 2, 2020

In the statement, the Head of National Office acknowledged a total of 1,549,740 candidates registered for the 2020 examination while 1,538,445 candidates eventually sat for the examinations.

The examinations also saw 780,660 of the candidates being male while 757,785 were female representing 50.74 percent and 49.26 percent respectively

“The examination was also administered to candidates from some schools in Benin Republic, Ivory Coast, and Equatorial Guinea where the Nigeria curriculum for Senior Secondary School is being used, he added

Areghan also said a total of 1,338,348 candidates obtained credit and above in a minimum of any five subjects – with or without English Language and/or Mathematics, while cases of exam malpractice were being investigated by its committee.

“The results of 215,149 candidates, representing 13.98 per cent of the total number of candidates that sat the examination, are being withheld in connection with various reported cases of examination malpractice.

The National Examinations Council has postponed the ongoing nationwide Senior Secondary Certificate Examinations indefinitely due to the current security challenges, occasion by the #EndSARS protests.

This was contained a statement signed by the Head of Information and Public Relations Division NECO, Azeez Sani, and made available to newsmen in Minna on Sunday.

Sani said the #EndSARS protests disrupted the smooth conduct of the examinations in some parts of the country.

He said, “The Governing Board of the National Examinations Council at its Special Meeting held on Thursday, 22nd October, 2020 reviewed the on-going 2020 SSCE (internal) nationwide. The Council had in a press release, dated 21st October 2020, informed the general public of rescheduling some papers of the 2020 on-going SSCE.

“Arising from that meeting, today (Sunday) the Governing Board resolved that the 2020 SSCE (Internal) be postponed indefinitely in view of the current security challenges, occasioned by the ENDSARS protests, which disrupted the smooth conduct of the examinations in some parts of the country.

“In making this decision, the Board noted that due to these security challenges, some state governments imposed curfew and closed schools in order to safeguard lives and property;

In the circumstances, it has become difficult for the council to move examination materials across the country and students in the affected locations were unable to sit for the papers already scheduled in the examination time table.”

He said the governing board further resolved, that “when normalcy returns, the Council will continue with the conduct of the examinations in all States.

“While regretting any inconveniences this postponement may cause our esteemed stakeholders, the Council has however taken this decision in order to maintain the integrity and security of its examination procedures for seamless conduct of the Council’s examination.”

The Inspector-General of Police, IGP M.A Adamu, NPM, mni has ordered the immediate mobilization of all police operational assets and resources to bring an end to the wanton violence, killings, looting and destruction of public and private property, and reclaim the public space from criminal elements masquerading as protesters in some parts of the country. The IGP gave the order to all Assistant Inspectors General of Police (AIGs), Commissioners of Police (CPs), Heads of Police Operational Units, Squadron and Base Commanders in charge of Zonal/State/FCT Commands, the Police Mobile Force, Counter Terrorism Unit and the Special Protection Unit, today 24th October, 2020. In addition, CPs/Heads of Police Formations in the various states have also been charged to mobilize their men and work in sync with the Command CPs in the areas where they are domiciled, to dominate the public space and ensure peace and safety in the affected areas.

The IGP, while noting that enough is enough to all acts of lawlessness, disruption of public peace and order and wanton violence which have resulted to indiscriminate looting of shops, malls and ware houses, damage to property and loss of lives in some parts of the country, further directs the Police strategic managers to personally lead and coordinate the operation and use all legitimate means, to halt further slide into lawlessness and brigandage.

The IGP enjoins law-abiding citizens not to panic but rather join forces with the police and other members of the law enforcement community to protect their communities from the criminal elements.

He further calls for the understanding and cooperation of the citizens assuring that the action is geared towards ensuring public order and safety and public security in our communities.

The IGP however warns trouble-makers not to test the collective will of the nation by coming out to cause any further breakdown of law and order.

Curfew announcement 9pm 22nd October,2020- 1200 23rd October,2020

Due to the violent manifestations of some persons masquerading as #EndSARS protesters trying to create chaos this evening, in Uyo, the capital city of Akwa Ibom state, HE the Governor of Akwa Ibom state, Mr. Udom Emmanuel has declared a curfew effective 9pm today, Thursday, 22nd October,2020 till midday tomorrow, Friday, 23rd October, 2020.

This action is taken to protect lives and property of citizens and the restoration of Law and Order in our state. Within the period of this curfew, there will be an absolute cessation of movement, except for essential service providers, who must show a valid means of identification.

We urge all law abiding citizens to stay at home during the period of this curfew.

One of Africa’s e-commerce platforms, Jumia in the early house of Thursday October 22nd 2020, shut down its website to customers and sellers to mourn victims of protests against police brutality in Nigeria.

In a statement displayed on the site after the shutdown, the company appealed to its stakeholders to join in the show of solidarity to mourn the victims.

The company also wish that Nigeria emerge from this as a stronger nation bound in peace and unity.

The statement reads: “With sadness and heavy hearts, it is our wish to honour those who have died in the course of these protests, with an online midnight to dawn curfew on Jumia site starting at midnight 22-10-2020 and ending at 8am, 23-10-2020.

...Charges Officers To Protect Lives And Defend Critical Infrastructure

The Inspector-General of Police, IGP M.A Adamu, NPM, mni has ordered immediate nationwide deployment of anti-riot police unit - the Police Mobile Force (PMF) - to protect lives and property of all Nigerians and secure critical national infrastructure across the country. The IGP has also ordered massive deployment of Police operatives to strengthen security around Correctional facilities nationwide. The orders are coming on the heels of increasing attacks including acts of arson and malicious damage to public and private facilities as recorded in some States of the Federation including the Federal Capital Territory (FCT).

Consequently, the Commissioners of Police in the thirty-six (36) States of the Federation and the FCT are to identify and isolate law-breakers from peaceful protesters; immediately arrest and diligently prosecute such perpetrators of violence in their respective Commands. The IGP notes that twelve (12) suspects have been arrested in connection with the attacks and arson on Police Stations in Benin, Edo State. Five (5) AK47 rifles earlier stolen from vandalized Police Stations have also been recovered.

The Inspector-General of Police calls on members of the public to avail the police with useful information that can lead to the re-arrest of the fleeing inmates, unlawfully released from Correctional facilities. Meanwhile, the IGP has advised parents/guardians to prevail on their children/wards to steer-clear of acts of violence and criminality as the Force will henceforth exercise the full powers of the law to prevent any further attempt on lives and property of citizens.

IGP ORDERS ALL DEFUNCT SARS PERSONNEL TO REPORT AT THE FORCE HEADQUARTERS FOR DEBRIEFING, PSYCHOLOGICAL AND MEDICAL EXAMINATION
• New Tactical Team to Commence Training Next Week

The Inspector General of Police, IGP M.A. Adamu, NPM, mni has, today, 13th October, 2020, in accordance with Section 18 (10) of the Police Act 2020, ordered all personnel of the defunct SARS to report at the Force Headquarters, Abuja for debriefing, psychological and medical examination. The officers are expected to undergo this process as a prelude to further training and reorientation before being redeployed into mainstream policing duties.

The medical examination will be carried out by the newly set-up Police Counselling and Support Unit (PCSU), a Unit, which henceforth shall engage in psychological management, re-orientation and training of officers of the Force deployed for tactical operations and other duties. The Unit, which is domiciled with the Force Medical Department and coordinated by the Force Medical Officer, has its membership drawn from amongst psychiatrists, psychologists, medics, pastors and imams, Public Relations practitioners, Civil Society and other Human Rights groups with relevant qualifications and expertise.

Meanwhile, the IGP has set up a new Special Weapons and Tactics (SWAT) Team that will fill the gaps arising from the dissolution of the defunct SARS. Prospective members of this new team will also undergo psychological and medical examination to ascertain their fitness and eligibility for the new assignment. They are to commence training at the different Police tactical training institutions nationwide, next week. While personnel from the Police Commands in the South-East and the South-South will be trained at the Counter-Terrorism College, Nonwa-Tai, Rivers State, those from the Police Commands from the North and the South-West will be trained at the Police Mobile Force Training College, Ende, Nasarawa State and the Police Mobile Force Training College, Ila-Orangun, Osun State, respectively.

While reaffirming his irrevocable commitment towards the successful and holistic implementation of the Police reforms, the IGP enjoins members of the public, particularly protesting citizens to exercise restraint and allow measures being put in place to come to fruition and engender a Police Force that would meet the yearnings and aspirations of the citizenry.

IGP DISSOLVES THE SPECIAL ANTI-ROBBERY SQUAD (SARS)
· Emplaces other measures to protect the citizens

In the finest spirit of democratic, citizen-centred and community policing, the Inspector-General of Police, IGP M.A Adamu, NPM, mni has today, 11th October, 2020, dissolved the Special Anti-Robbery Squad (SARS) across the 36 State Police Commands and the Federal Capital Territory (FCT) where they hitherto existed.

The IGP, while noting that the dissolution of SARS is in response to the yearnings of the Nigerian people, observes that by this dissolution, all officers and men of the now defunct Special Anti-robbery Squad are being redeployed with immediate effect.

The IGP notes that the Force is not oblivious of the ever present need to combat armed robbery, kidnapping and other violent crimes in the country which was before now the core mandate of the erstwhile Squad. He assures that a new policing arrangement to address anticipated policing gaps the dissolution of SARS would cause has been evolved and shall be announced in due course.

Meanwhile, as part of measures to prevent a re-occurrence of events that gave rise to the dissolution of SARS, a Citizens’ and Strategic Stakeholders’ Forum is being formed to regularly interface with Police leadership at all levels and advise on police activities as they affect the general public.

In addition, the Force is constituting an Investigation Team which shall include Civil Society Organizations and Human Rights Bodies to work with the Police in investigating alleged cases of human rights violations. The measure, the IGP believes, will enhance transparency and accountability in police services as well as providing a system of deterrence for erring police officers whose action clearly violates the rights of the citizenry.

The IGP appreciates and commends all citizens particularly those who genuinely express their concerns for a better policing orientation in an organized, patriotic and civil manner. He reaffirms the determination of the Force to bequeath to the country a Police Force and System that is professional in service delivery and most importantly, accountable to the people.

· ​ IGP calls for an end to violence against Law Enforcement Officers

The Inspector General of Police, IGP M.A Adamu, NPM, mni has condemned the unprovoked and violent attack on policemen and damage to police operational vehicles and other assets by ENDSARS protesters in Ughelli, Delta State, on Thursday, 8th October, 2020. The incident which resulted in the unfortunate death of one Police officer, Corporal Etaga Stanley attached to ‘A’ Division, Ughelli, Delta State who was attacked and brutally murdered by the protesters also left another, Sergeant Patrick Okuone with serious body injury sustained from gunshot by the protesters. The protesters also carted away one (1) service AK47 rifle with breach no 56-2609008 and 25 rounds of live ammunition that was with the deceased at the time of the incident.

The IGP, who described the incident as cruel and unwarranted, has warned that the Force will no longer tolerate any attack on its personnel or any member of the law enforcement community by any individual or group protesting under any guise. The IGP notes that protest by citizens remain a legitimate means for airing their concerns and views. It must however be carried out with all sense of responsibility and within the confines of the law.

The IGP, while condoling the family and friends of the late Corporal Etaga Stanley who paid the supreme price in the service of our dear nation, equally commended the officers of the Delta State Police Command for exercising restraint in the face of the immoral and unjustified provocation

Meanwhile, the IGP has directed the Commissioner of Police, Delta State to carry out a discrete investigation into the unfortunate incident, root-out the perpetrators and bring the killer protesters to book.

The Force is irrevocably committed to changing these narratives and undertaking far-reaching reforms to reposition SARS and other Tactical Squads for better service delivery. The Orders and restrictions on the operations of SARS and others already issued by the IGP are just the initial steps out of the many reforms planned for the Tactical Squads.

The Leadership of the NPF will work with the Ministry of Youth and other stakeholders, including Youth leaders, youth entrepreneurs, CSOs and others in formulating and implementing consensual reforms.

IGP BANS FSARS, OTHER POLICE TACTICAL SQUADS FROM ROUTINE PATROLS

- As Police Arrest 2 FSARS Operatives, 1 Civilian Accomplice in Lagos State

The Inspector-General of Police, IGP M.A Adamu, NPM, mni has banned the personnel of the Federal Special Anti-Robbery Squad (FSARS) and other Tactical Squads of the Force including the Special Tactical Squad (STS), Intelligence Response Team (IRT), Anti-Cultism Squad and other Tactical Squads operating at the Federal, Zonal and Command levels, from carrying out routine patrols and other conventional low-risk duties - stop and search duties, checkpoints, mounting of roadblocks, traffic checks, etc - with immediate effect. In addition, no personnel of the Force is authorized to embark on patrols or tactical assignments in mufti. They must always appear in their police uniforms or approved tactical gear. The IGP’s directives come against the backdrop of findings by the leadership of the Force that a few personnel of the Tactical Squads hide under these guise to perpetrate all forms of illegality, contrary to the Standard Operating Procedure (SOP), Code of Conduct and Rules of Engagement establishing the squads.

Specifically, the IGP has warned the Tactical Squads against the invasion of the privacy of citizens particularly through indiscriminate and unauthorized search of mobile phones, laptops and other smart devices. They are to concentrate and respond only to cases of armed robbery, kidnapping and other violent crimes when the need arises.

The IGP notes that the FSARS and other Police Tactical Squads remain a critical component of the Force in confronting prevailing and emerging violent crimes in the country. He however condemns every act of unprofessionalism, abuse of human rights and high-handedness by some personnel of the Squads. He has therefore ordered the X-Squad and the Monitoring Unit to embark on immediate and massive nationwide monitoring of activities of Tactical Squads and other police officers on the road. They are to ensure prompt arrest, investigation and prosecution of all erring police officers who violate these directives and other extant regulations of the Force.

The IGP has equally warned, that henceforth, the Commissioner of Police in charge of FSARS, Commissioners of Police in charge of State Commands and the FCT as well as their supervisory Zonal Assistant Inspectors General of Police, will be held liable for any misconduct within their Area of Responsibility (AOR). He therefore charged them to ensure effective supervision and mentoring of the personnel of the Tactical Squads under their jurisdiction.

Meanwhile, two operatives of the FSARS and their civilian accomplice operating in Lagos State, INSPR Sale James, INSPR Monday Uchiola and Okechukwu Ogbonna, have been arrested by the Lagos State Police Command, for acts of professional misconduct including extortion and intimidation of innocent citizens. The operational vehicle of the men has also been impounded and disciplinary procedure has already commenced against the defaulters.

The IGP reaffirms his commitment to bequeathing to Nigerians, a reformed Police Force that is accountable, responsible and ever ready to defend and uphold the rights of the citizens while discharging its duties of keeping the people safe and secure. He enjoins the citizens not to allow the misconduct by a few personnel of the Force to negatively impact on their belief, confidence and trust in the Police.
