Oyo, Osun and Ogun states had the highest number of applicants in the 2021 edition of the Unified Tertiary Matriculation Examination (UTME), data published by Joint Admissions and Matriculation Board (JAMB) shows.

The three states together also had more candidates than the combined figure of the 10 states that had the least candidates.

Applicants from the three states totalled 227,706 of the country’s 1,351,215 applicants that sat for this year’s UTME, one of the prerequisites for any Nigerian student seeking higher education.

Oyo State had the most applicants with 82,521, Osun was behind with 74,214; and Ogun, 70,971 – the three states making up for an equivalent of 16 per cent of this year’s UTME applicants.

Placed in fourth place is Imo with 66,348 applicants; Delta, 64,104; Kogi, 60,115; Kaduna, 58,122; Benue, 55,617; and Ondo, 54,026.

Behind these states is Edo, which had 52,514 applicants; Kano, 52,514; Kwara, 51,787; Enugu, 48,268; and Akwa Ibom, 42,783.

The data also shows that there is no state from the North-east region among the first 15 states on the chart.

States with least applicants
Meanwhile, at the bottom of the ranking of the states are Zamfara, 6,545; FCT, 7,020; Sokoto, 10,302; Yobe, 11,946; and Jigawa, 13,784.

Other states with the least applicants are Taraba, 15,626; Adamawa, 18,956; Niger, 19,734; Gombe, 20,907; Ebonyi, 21,009; and Bauchi, 22,544.

Therefore, while Oyo, Osun and Ogun states had a total of 227,706 registered applicants, the bottom ten states had a total of 218,622 applicants.

Regional ranking
Four of the top ten states with the highest applications in this year’s JAMB are in the South-west region. Ekiti and Lagos, the two other states in the region, ranked 17th and 20th on the log respectively.

Likewise, Delta is the only South-south state in the top ten category. The state had 64,104 JAMB applications. Edo is eleventh on the ranking, while Akwa Ibom and Rivers ranked 15th and 19th respectively. Cross River placed 24th with 23,812 applicants, while Bayelsa ranked a distant 31st.

In the North-central region, Kogi placed 6th and had the highest number of applicants from the region. Benue finished in 8th position; Kwara, 13th with 51,787; Nasarawa, 21st and Niger, a distant 28th on the state-by-state ranking.

For the South-east, Imo and Anambra were among the top ten categories, while Enugu and Abia placed 14th and 18th respectively.

Meanwhile, in the least ten categories, there are four states from the North-west, the region with the highest number of out of school children.

All the six states in the North-east were among the last 15 states on the log.

Other states
Edo State has an application figure of 52,514; Kano, 52,364; Kwara, 51,787; Enugu, 48,268; Akwa Ibom, 42,783; Plateau, 36,040; and Ekiti, 35,862.

Abia has 34,395; Rivers, 33,729; Lagos, 31,970; Nasarawa, 26,072; Katsina, 26,072 and Borno 23,817.

The horrors of September 11, 2001, unfolded in just less than 102 minutes. On that day, 2,996 people died in the worst terrorist attack in modern U.S. history.

What followed was 19 years, 10 months, three weeks and two days of war in Afghanistan, with the Department of Defense counting at least 2,325 American military deaths. No one knows exactly how many civilians were killed.

On September 11, 2021, President Joe Biden will try to draw a line under those twin tragedies, paying his respects at the three sites, whose fiery suffering set alight America's longest war.

The Global War on Terror, as it was called, stretched well beyond the central Asian country of Afghanistan — reaching into Iraq and other corners of the globe as distant as Africa. In Iraq, the conflict killed nearly 4,500 U. S. service members and hundreds of thousands of civilians.

Since the controversial decision to withdraw all troops from Afghanistan by the end of August, the Biden administration has made decisive moves to put the last 20 years behind it, by declassifying a trove of documents that may shed light on the events of September 11, and by maintaining a studied distance from the hardline theocratic Taliban government that seized power in Afghanistan as Americans withdrew.

On Saturday, Biden will visit all three sites that lit the spark: New York City, where at 8:46 on that sunny September morning, American Airlines Flight 11 crashed into the north tower of the World Trade Center — and where, 17 minutes later, United Airlines Flight 175 hit the south tower.

He will also visit the Pentagon, where American Airlines Flight 77 crashed 34 minutes later. And separately, he and Vice President Kamala Harris will pay their respects at a lonely field in Shanksville, Pennsylvania, the final resting place of United Airlines Flight 93.

The Joint Admissions and Matriculation Board said it has handed over a 19-year-old candidate in the 2021/2022 Unified Tertiary and Matriculation Examination to the police for investigation over what it described as “result tampering.”

According to the board’s Registrar, Prof Ishaq Oloyede, who briefed journalists at JAMB’s headquarters in Abuja on Friday, the candidate, Chinedu John, had claimed he scored 380 in the examination conducted in June was surprised to receive 265 from the board after the results were released.

He said following alleged “alteration” of the UTME score, the candidate’s father, John Ifenkpam, approached an Enugu-based lawyer, Ikeazor Akaiwe, who wrote to JAMB for another opportunity for the boy to retake the examination and demanded N1 billion as damages.

According to Oloyede, the lawyer said the N1 billion was to cover for the physical and emotional trauma the boy had been through from being offered “two separate scores.”

The candidate was said to have claimed that his UTME scores from 2019 till 2021 had been “altered” by the board, thereby denying him the opportunity to study his desired course – medicine.

On Friday, the candidate, his father and lawyers travelled to Abuja from Enugu state following an invitation from the management of the board led by the Oloyede.

Initially, the boy was given few minutes to “come clean” in a closed session with his father and lawyers about the results he was parading but insisted that his original score from the examination was 380.

After going back and forth, the board tendered evidence to counter the claim by John and his legal representatives.

At the Friday meeting, documentary evidence tendered by the board showed that John actually scored 265 and not the 380 he had claimed.

Oloyede accused the candidate of alteration, adding that he will be handed over to the police for investigation and subsequently prosecuted.

The registrar said John was among 11 eleven other candidates who allegedly forged their results that the board would prosecute.

He said the original result issued to him would be withdrawn pending investigation.

Oloyede said, “We have 11 of them who tampered with their results. Two of them are already being prosecuted. The remaining ones we are going to withdraw their results and prosecute them. The main purpose is to sanitise the system, including our own staff.

“There was never any communication of 380 with this boy. Because this boy has accused JAMB, we are going to withhold his result until the investigation is concluded. We are going to request that our interactions with him be subjected to the public.”

His lawyer, Ikeazor, appealed to the board to instead give room for further investigation.

“I will not stand against investigation. Let there be investigation but what I will not agree to is to prejudge him,” he said.

Earlier, John had said, “The result I have been receiving is not the result I am entitled to. I wrote the first JAMB in 2019.

“The first time, they sent 328 and later, I saw 278 when I checked it. I printed it. I couldn’t meet up for admission that year. I wanted to study medicine and surgery at the University of Ibadan.

“In 2020, the same thing happened. I scored 343, but by the time I went to the portal to print, I saw 306. I used the 306 and it gave me admission in UI. But because I didn’t have Further Mathematics, I had to forfeit it.

“I decided to leave Medicine and Surgery for them in 2021 so I picked Petroleum Engineering. In 2021, JAMB issued me two results. I saw 380 the first time I checked and then the second time, I saw 265.”

But the board’s Public Relations Officer, Fabian Benjamin, claimed that the candidate confessed to the crime.

He said “The candidate who was paraded for forging the Board’s result has confessed after the Board discovered that he saved his sister’s number on his phone as 55019 and used the phone to send the fake result to his phone.

“When he sends such results, they come as 55019.

“He pleaded for mercy that he had to do that when the result he got was not up to what could give him his desired programme.”

The Joint Admissions and Matriculation Board (JAMB) on Tuesday, cancelled general cut-off marks for admission into tertiary institutions and allowed the institutions freedom to set their individual minimum benchmark for admission.

The Board took the decision at the 2021 policy meeting which was held virtually and chaired by the Minister of Education, Malam Adamu Adamu.

Speaking during the meeting, the Registrar of JAMB Prof. Is-haq Oloyede said some universities such as the University of Maiduguri proposed 150, Usman Dan Fodio University Sokoto proposed 140, Pan Atlantic University proposed 210, University of Lagos 200, Lagos State University190, Covenant University190, Bayero University Kano, 180.

The stakeholders also approved October 29, 2021, as the deadline for the closure of amendments for 2021 admissions.

On the deadline for the closure of admissions, the stakeholders resolved to allow the ministry to decide as they could not agree on the December 31, 2021, deadline for all public institutions and January 31st 2022 for all public institutions.

Stakeholders also adopted the 2021 admission guidelines, which provide that all applications for part-time or full-time programmes for degrees, NCE, OND, and others must be posted only through JAMB.

The meeting approved that for Direct Entry, DE, the maximum score a candidate can present is 6 and the minimum is 2 or E, as required by law.

Speaking on other admission criteria, he said the candidate’s credentials must be uploaded on CAPS and recommended by the institution, JAMB approves and the candidate accepts the offer of admission.

He said if candidates have not accepted an offer, the institution can change the candidate after informing JAMB.

Also approved at the policy were the guidelines that every institution is at liberty to admit candidates based on its own minimum score approved by the institution and the policy meeting.

The meeting also resolved that every institution should maintain its own minimum score as approved by the policy meeting.

According to the stakeholders, the 2021 admissions will be conducted only through CAPS, no institution is allowed to admit candidates without uploading their details on CAPS.

Oloyede further disclosed that for the 2021/2022 Unified Tertiary Matriculation Examination, UTME, the board is introducing two new subjects: computer studies and physical and health education, bringing to a total of 25 subjects.

The stakeholders also exempted prison inmates, visually impaired and foreign candidates from sitting for post UTME exercise.

Speaking on the 2020 admissions, Oloyede said out of the 956,809 admission spaces in the 962 higher education institutions in the country about 600,000 have so far been admitted.

While saying there are many admission spaces that have not been filled up in several courses due to lack of qualified candidates, Oloyede said private universities in the country were only able to admit 36,381 candidates out of the 120,938 spaces available to them.

Declaring the policy meeting open, Minister of Education, Adamu, commended JAMB for introducing use of the National Identification Number, NIN, in the registration process for UTME.

Represented by the Permanent Secretary, Federal Ministry of Education, Sonny Echono, the minister said the use of NIN drastically reduced examination malpractice in the 2021 exam, adding that the West African Examination Council, WAEC, will also follow a similar path by adopting mandatory use of NIN.

“I am enthused that the last examination recorded the lowest cases of examination irregularities in the history of the Board because those who will normally have exploited the weak links through biometrics infractions had been effectively check-mated with the introduction of NIN by JAMB.

“It is gratifying that the WAEC has decided to follow the path of using NIN to curb examination malpractices. The Ministry is presently considering other ways of using the NIN to uncover some other admissions irregularities and all perpetrators including their collaborators in the institutions would be made to face the consequences. ”

On illegal admissions being conducted by some tertiary institutions, the minister expressed concerns that the government’s directive that all admissions should be done through JAMB’s Central Admissions Processing System, CAPS, is being violated.

He directed JAMB to furnish the government with the list of affected institutions for necessary punishments.

His words: “It is saddening that despite the clear directives at previous policy meetings some institutions still illegally admitted candidates outside CAPS. I consider such act as a direct affront on the system and appropriate sanctions shall be applied on those found to have been in such a disruptive act.

“Similarly, any institution that issued admission letters to candidates outside CAPS will be punished for such gross indiscipline and fraud.

” The consequence of admissions conducted outside of CAPS is grievous. It subjects the candidates to gloom future as a nemesis of illegal admission awaits them at the completion of study when it will be impossible to take full advantage of the acquired candidates.

“As a demonstration of our resolve, I have directed JAMB to bring forward for appropriate sanctions, the list of all institutions involved in the violation of the directive of government which was was personally conveyed by me at the 2018 policy meeting in Gbongan, Osun State.”

The Joint Admissions and Matriculation Board and heads of tertiary institutions will on August 31 at a policy meeting, peg the minimum cut- off mark for 2021/ 2022 admissions.

According to the board, decisions would be reached on the new minimum cut-off marks and other admission issues at the policy meeting which will be chaired by the Minister of Education, Adamu Adamu.

The board disclosed this in its weekly bulletin released by its Head of Media, Dr Fabian Benjamin, on Sunday in Abuja.

It read, “This (policy) meeting kick-starts the admission process into the nation’s tertiary institutions. It will discuss critical issues emanating from the presentation of the Registrar of the Joint Admissions and Matriculation Board on the just-concluded Unified Tertiary Matriculation Examination and Direct Entry applications, in addition to setting the tone for the 2021/2022 admission exercise.

“The meeting is expected to chart policy directions for the nation’s tertiary institutions, set admission guidelines and present application statistics, candidates’ performance as well as evaluate the 2020 admission exercise.

“The meeting, in addition to other deliberations, would take a stand on acceptable minimum admissions standards to be applied in all admissions to be undertaken by all tertiary institutions in Nigeria.”

It added that it is an abuse of process for any institution to commence any admission before the meeting as “it is this forum that gives this authorisation.”

Last year, JAMB, in collaboration with Vice-Chancellors of universities, Rectors of Polytechnics and Provosts of Colleges of Education, pegged the minimum cut-off mark at 160 and above for admission into universities, 120 for polytechnics and 100 for colleges of education.

It is expected that change of course/ institution will commence in earnest after the announcement of the cut-off marks

We all developed hatred for the name Angola. We assumed that the Angolans were responsible for his death. We ensured that the name Angola was expunged from all our books, calendars and maps.

Abba Kyari's suspension is based on the recommendation of Inspector General of Police, Usma Baba.

The Police Service Commission (PSC) has suspended Abba Kyari from office as a deputy commissioner of police and head of the Intelligence Response Team (IRT).

Mr Kyari’s suspension is based on the recommendation of Inspector General of Police, Usma Baba. The police chief recommended the suspension as a temporary measure while the police investigate Mr Kyari’s relationship with popular fraudster, Ramon Abbas, popularly called Hushpuppi.

The highly decorated officer was indicted by a U.S. court as a conspirator in a $1.1 million fraudulent deal against a Qatari businessman.

The PSC in a statement released on Sunday afternoon by its spokesperson, Ikechukwu Ani, said Mr Kyari is relieved of all his duties pending the outcome of the investigation in respect of his indictment by the Federal Bureau of Investigation of the United States.

Mr Kyari has denied any wrongdoing.

The suspension took effect on Saturday, July 31, the day Mr Baba wrote to the commission, and will continue until the conclusion of the investigation.

“The Commission has also directed the Inspector General of Police to furnish it with information on further development on the matter for necessary further action.

“The Commission’s decision which was conveyed in a letter with reference, PSC/POL/D/153/vol/V/138 to the Inspector General of Police today, Sunday, August 1st, 2021, was signed by Hon. Justice Clara Bata Ogunbiyi, a retired Justice of the Supreme Court and Honourable Commissioner 1 in the Commission for the Commission’s Chairman, Alhaji Musiliu Smith, a retired Inspector General of Police who is currently on leave,” Mr Ani said in the Sunday statement.


PREMIUM TIMES earlier reported how the police set up a Special Investigation Panel (SIP) comprising four senior police officers to investigate Mr Kyari’s relationship with Hushpuppi.

If Hushpuppi, who has pleaded guilty to a multi-million dollar fraud, is convicted, he risks a 20 years jail term.

To be tried in the U.S. as requested by the American court, Mr Kyari would have to be extradited by Nigeria or voluntarily travel to face trial.

However, such extradition could take a lot of time and legal maneuvering in Nigeria.

Some categories of candidates who registered to take part in the 2021 unified tertiary matriculation examination (UTME) but are yet to sit the examination for various ‘genuine’ reasons have been rescheduled to sit the examination on August 6.

This is coming two days after the examination body announced the withdrawal of results of 14 candidates and withheld 90 others’ for allegedly being involved in various forms of examination malpractice.

In a statement issued on Thursday by JAMB and signed by its spokesperson, Fabian Benjamin, a total of 18,000 candidates will participate in the rescheduled examination.

The statement listed the concerned candidates to include those “who could not be initially scheduled for examination owing to their inability to timely procure and supply their mandatory NINs or profile codes,” and “who encountered peculiar biometric verification problems, or who failed biometric verification on the examination date,” among others.

The statement issued by the examination body is reproduced below:

MOP-UP UTME HOLDS FRIDAY, 6th AUGUST, 2021…JAMB

“Following a detailed investigation and careful analysis of the highly-successful 2021 UTME, and with due consultation (resulting in gracious concession) with the National Examination Council (NECO) concerning the timetable of the council’s ongoing SSCE, JAMB has scheduled a Mop-up UTME for Friday, 6th August, 2021, in some selected locations across the nation.

About 18,000 candidates slated for the examination are being notified through both text messages on their designated phone numbers and their JAMB profiles. In addition, the candidate can check using their registration number on http://www.jamb.gov.ng/2021mopup.

For the avoidance of doubt, no candidate whose result has been duly released will be rescheduled for another examination contrary to the sponsored fake news being circulated on the social (and few mischievous conventional) media.

The rescheduled candidates are in the following categories:

i. Candidates who could not be initially scheduled for examination owing to their inability to timely procure and supply their mandatory NINs or profile codes until after the close of the registration exercise and, therefore, had to purchase Bank Drafts (as against the usual vending of PINs) after the scheduled period for the examination and were later registered.

ii. Few candidates who encountered peculiar biometric verification problems, or who failed biometric verification on the examination date (and were recaptured) but were not allowed to partake in the examination.

(Adequate screening arrangements have been made to reverify such claims and any candidate found to be involved in any form of impersonation will be identified for prosecution).

iii. Candidates who were unable to sit for the UTME owing to the clash of timetables of the UTME and the then ongoing NABTEB examinations and whose particulars have been verified and supplied directly to JAMB by NABTEB, and

iv. Candidates who have been ascertained by JAMB to have experienced genuine rescheduling/technical problems as was the case in 30 of the 760 centres used for the examination.

The rescheduled candidates are to print fresh examination notification slips containing the venue and time of the examination. The slips are to be printed from the JAMB website https://www.jamb.gov.ng using the candidates’ registration number from Sunday, 1st August, 2021.

The Board strongly advises candidates to avoid supplying their vital information including registration number to fraudsters who are abound especially in cybercafe(s), tutorial centres springing up almost everywhere in the nation as a result of the illicit activities of examination syndicates. CBT centres approved by JAMB which are consistently monitored are relatively more secure for printing examination notification slips by candidates who cannot print such on their own.”

At least 25 people are dead in China’s central Henan province after massive floods triggered by several days of heavy rains. Weather forecasters are predicting three more days of rain for the region.

The rains washed out streets throughout the provincial capital, Zhengzhou, forcing stranded motorists to wade through waist-deep waters that submerged cars and sent many floating away.

The floods also washed out the city's subway system, with riders posting videos on social media awaiting rescue in waist-high muddy waters. A passenger named Xiaopei posted on Weibo that “the water in the carriage has reached (their) chest.”

Twelve people died and more than 500 were rescued after a subway tunnel flooded, state media reported.

Dozens of reservoirs and dams have reached critical levels, with local authorities warning that the Yihetan dam in the nearby city of Luoyang had sustained a 20-meter breach and was on the verge of imminent collapse.

Authorities have evacuated 100,000 residents to safe zones.

The Nigerian government has said a case of the dangerous delta variant has been recorded in a traveller in the country.

A statement issued by the Nigeria Centre for Disease Control (NCDC) on Thursday night, noted that the development raises a grave concern.

About Delta Variant
Tagged SARS-CoV-2, and also known as lineage B.1.617.2., the delta variant has been described by the World Health Organisation (WHO) as the ‘most transmissible variant.’

According to the global body, the variant is responsible for the spike in about 98 countries across the world where it has been reported.

Speaking on June 26 on the variant, the WHO’s director-general, Tedros Ghebreyesus, said a surge in cases translates to more hospitalisations, which he noted has continued to stretch healthcare workers and health systems “while putting more at risk of death.”

Mr Ghebreyesus acknowledged that new variants were expected, saying “that’s what viruses do, they evolve”. He said that by preventing transmission, “we can stem the emergence of variants”.

“It’s quite simple: more transmission, more variants. Less transmission, less variants,” he said, noting that it is even more urgent today to prevent transmission by consistently using public health and social measures along with vaccines.

The Nigeria’s disease centre said it is not yet confirmed how the new variant reacts to the vaccines in circulation.

Delta variant in Nigeria
In its statement on Thursday night, the NCDC authorities said it was able to identify the variant through the country’s concerted efforts to combat the spread of the pandemic in the country.

The statement by the NCDC said it was recorded in a traveller to Nigeria at its national reference laboratory in Abuja, the Federal Capital Territory.

The statement reads in full:

08 July 2021 | Abuja – Confirmed Case of Delta Variant Detected in Nigeria

The Nigeria Centre for Disease Control (NCDC) has detected a confirmed case with the SARS-CoV-2 Delta variant, also known as lineage B.1.617.2. The variant was detected in a traveler to Nigeria, following the routine travel test required of all international travelers and genomic sequencing at the NCDC National Reference Laboratory, Abuja.

The Delta variant is recognised by the World Health Organization (WHO) as a variant of concern, given its increased transmissibility. The variant has been detected in over 90 countries and is expected to spread to more countries. The variant has also been linked to a surge in cases in countries where it is the dominant strain in circulation. There are ongoing studies to understand the impact of the variant on existing vaccines and therapeutics.

As part of Nigeria’s COVID-19 response, NCDC has been working with the Nigerian Institute of Medical Research (NIMR), African Centre for Genomics of Infectious Diseases (ACEGID), and other laboratories within the national network, to carry out genomic sequencing. This is to enable the detection of variants of concern, and initiate response activities. All data on variants from Nigeria have been published on GISAID, a global mechanism for sharing sequencing data. Given the global risk of spread of the Delta variant, positive samples from international travelers to Nigeria are sequenced regularly.

The Government of Nigeria through the Presidential Steering Committee (PSC) has initiated several measures to reduce the risk of spread of COVID-19. This includes the introduction of travel restrictions from countries where there is a surge in cases associated with widespread prevalence of variants of concern. The national travel protocol which includes compulsory seven-day self-isolation and repeat test on the seventh day after arrival, are in place to reduce the risk of spread of the virus. It is very important that this is strictly adhered to, to prevent a surge in COVID-19 cases in Nigeria.

Given the high transmissibility of the Delta variant and following its detection in Nigeria, NCDC urges all Nigerians to ensure strict adherence to public health and social measures in place. Proven public health and social measures such as physical distancing, frequent handwashing, and proper use of face masks, prevent infections and save lives. The COVID-19 vaccine is safe and effective and offers protection against the disease.

Additionally, states are urged to ensure sample collection and testing for COVID-19 is accessible to the public. Public settings such as schools with accommodation facilities, workplaces and camps should utilise the approved Antigen-based Rapid Diagnostic Test (RDT) for rapid testing of their population.

According to the Director General of NCDC, Dr. Chikwe Ihekweazu, “Although we have seen a low number of COVID-19 cases in Nigeria in the last eight weeks, it is incredibly important that we do not forget to be careful. The surge in cases in countries across the world and Africa is an important reminder of the risk we face. Please protect yourselves and the people you love by adhering to the known public health and social measures, getting vaccinated if you are eligible and getting tested if you have symptoms”.

The recommended control measures to limit the spread of the Delta variant continue to be testing, following the existing public health guidance and abiding by the current travel and public restrictions.

The Registrar of Joint Admissions and Matriculation Board, Professor Ishaq Oloyede has disclosed that only 0.06 per cent representing about 803 of the more than 1.3 million candidates who sat for the 2021 Unified Tertiary Matriculation Examination scored 300 and above.

A total of 1,338,687 candidates registered for the 2021 UTME, which commenced nationwide from 19th May 2021 and ended on July 3.

Oloyede, who appeared on National Television Authority (NTA) Weekend File, admitted that candidates performed below expectation this year when compared to previous years for obvious reasons, especially the COVID-19 pandemic leading to the closure of schools and insecurity which made it impossible for many schools to cover the necessary syllabus.

He noted that statistics of the results in the last four years, 2018 for example, showed that those who scored 120 and below were about 99.99 per cent of the candidates, 99.92 in 2019, 99.80 in 2020 and this year 99.65, a drop of .25 per cent from that of last year.

He added that those who scored 160 and above, last year was 69.82 per cent, while this year is 45.62 per cent, disclosing further that those who scored more than 300 over 400, last year were .26 per cent of the candidates, this year .06 per cent, and in 2019, .16 per cent of candidates scored above 300.

He said: “I have heard people say that many people failed and JAMB people won’t say that one, that is not so, but it is expected. In Nigeria, we think we are not living within a global community. All informed educated experts know the point at where we are in the academic calendar.

“By last year when they were taking the examination, they had gone far in the coverage of the syllabus, the incomplete session, the emergency online that was put together and many other disturbances, like in Nigeria we have the challenge of insecurity. Somebody should be surprised if there is no effect on the UTME.

UTME is not an achievement test, it’s a ranking test. It’s just like if you are going on a race and 100 persons were going for competition, you don’t talk about how many minutes it takes to cover the period; you said this first, second, third, fourth and fifth and you rank them according to the time they arrived at the venue.

“But you also do another competition and say that before you can be part of it you should be able to cover so, so meters within a specified time; that is what is called achievement test. In the achievement test, you would have determined the pass mark, everybody would have known that 50 per cent is A, this one is C and so on.

“As far as UTME is concerned it is a ranking examination therefore there is no pass or fail. It is not UTME that qualifies a candidate for admission. About 10 or 15 per cent of the candidates do not even take exams, they come in at 200 level through Direct Entry because they are evaluated on the basis of their ‘A’ Levels,” Oloyede said.

He added for instance, that those who take examinations and scored 400 over 400 and do not have 5 credits would be admitted.

The Registrar further explained that it is the five credits that qualified the person but because those who are eager to go into certain programmes are more than the spaces available that the Board had to conduct an examination to rank them.

“The reality is that candidates are performing less than expected and there are also environmental factors,” he said adding that the performance does not affect the admissions because the number of persons to be admitted would be admitted.

UNIVERSITY admissions in Nigeria are fraught with pains, misery, physical danger, and corruption. Centrally administered by the Joint Admissions and Matriculation Board, the 2021 Unified Tertiary Matriculation Examination was no less arduous for the candidates and their long-suffering parents. Across the initial 700 Computer-Based Test centres nationwide, widespread technical hitches, delays, electricity outages and gross incompetence marred the exercise, according to media reports. Having transitioned from the manual test system to the CBT a few years ago, these hitches and stress are inexcusable.

Secondary school leavers desirous of tertiary education experience innumerable encumbrances as they seek admission to universities, polytechnics, and colleges of education. Their collective trauma includes but is not limited to the tedious online registration process, fees, restrictions on the single use of a mobile number for a candidate and sharp practices by officials and test centres. With candidates struggling with ePIN and USSD payment systems, JAMB had to extend the registration to May 29.

This year, their woes were aggravated by the COVID-19 pandemic. On examination days, many travelled long distances to reach their test centres early in the morning despite a nationwide curfew that ends by 6am. Some candidates had to travel across states, paying exorbitantly for transport and lodging to sit the examination. For a computerised examination, this is totally unnecessary, a financial and physical burden for parents that are struggling to get by.

Another ungainly aspect of the 2021 UTME is that JAMB pretended not to be aware of the dangers associated with the coronavirus pandemic by directing candidates to obtain their National Identity Number before they could register for the UTME. This reflects Nigeria’s inability to think out issues. During a pandemic, the heavens will not fall if candidates did not register for the UTME without NINs. This amounts to treating the youths – regarded as the future of the society – with disdain.

In contrast, other countries accord dignity to youths. Instead of conducting the ‘A’ Level Examination, which is the requirement for university admissions, the United Kingdom authorities shelved it and asked teachers to provide their assessment of candidates that needed to apply to universities because of the pandemic-induced lockdown in 2020. To reduce potential overcrowding, the UK universities cut down admissions by as much as 20 per cent in 2020 and 2021.

Apart from that, the registration for NIN by the Ministry of Communications and Digital Economy is anarchic, sordid, and primitive. At an early age, it exposes the candidates to the prevalent open corruption in Nigeria. Many of the candidates paid to get enrolled for NIN. This alone should have made the Federal Government and JAMB shelve the NIN requirement for 2021 until it becomes seamless.

On the initial examination day, some CBT centres could not cope due to digital hitches. In a Badagry, Lagos State, centre, power failure marred the examination. In some other centres like Ikorodu and Ogba, those scheduled for 9 am could not sit the examination until late afternoon. In the end, some of the papers were cancelled. This is traumatic for the candidates who had prepared all year only to experience such a harrowing time. JAMB estimated that it lost an income of N5.8 billion because of the NIN requirement.

Worse, JAMB unilaterally closed 24 CBT centres on the first day. By the third day, the number had climbed to 50. JAMB Registrar, Ishaq Oloyede, accused those centres of poor conduct, incompetence, and aiding examination malpractice. This does not add up and it misses the point. It is wrong for JAMB to ask candidates to re-register and sit their examinations at different CBT centres. JAMB is laughing all the way to the bank, but who is paying the cost of the trips to the newly allocated centres? What of the stress and danger that come with the disruptions? It could partly explain why some undergraduates are running helter-skelter at the point of graduation because JAMB had not issued admission letters to them. These are youths and are still fragile; they should be better treated.

On a good note, it (JAMB) said it was able to weed out over 500,000 duplicate and fake registrations. From the initial figure of 2.2 million, the applicants were reduced to 1.41 million. Unlike in the past when candidates waited for months, the results of the UTME are already out. That should be sustained, although checking the result via USSD ran into a technical hitch after a few days. There is however a possibility that some candidates could not register for the UTME because they could not obtain their NIN.

Still, the annual ritual of hitches might not end because JAMB suffers from one main affliction: it is a centralised omnibus examination body for universities, polytechnics, mono-technics and colleges of education. And like all bureaucracies, the competitiveness that drives efficiency and effectiveness is sorely missing. Worse still, the examination body is carrying an avoidable burden. It should be reformed.

Unlike the monolithic JAMB, admission into tertiary institutions in so many countries is highly decentralised. In the UK, former Cambridge Assessment, now, Cambridge University Press and Assessment, a non-teaching department of the University of Cambridge, provides educational assessments for over eight million candidates in over 170 countries; scripts are marked by over 30,000 examiners every year. There is also the Russell Group, a collective of 24 high-level educational institutions across England, Scotland, Wales, and Northern Ireland that share admission processes. This is the way to go.

A human rights lawyer, Inibehe Effiong , has sued the Minister of Information and Culture, Lai Mohammed, the Attorney-General of the Federation, Abubakar Malami (SAN), and the Federal Government for suspending social media platform, Twitter.

In the originating motion marked FHC/L/CS/542/2021, Effiong is seeking nine reliefs including an order of perpetual injunction restraining the respondents from further suspending, deactivating or banning the operation and accessibility of Twitter or any other social media service in Nigeria.

Effiong asked the court to declare as illegal the threat of criminal prosecution issued by Malami and Mohammed against Nigerians who ‘violate’ the suspension or ban of Twitter, despite the absence of any written law.

The activist asked the court to declare that the act of the respondents in “suspending the operation and accessibility of Twitter in Nigeria without any written law that is reasonably justifiable in a democratic society enabling the said suspension is unconstitutional, unjustifiable, undemocratic, arbitrary, null and void and amounts to a violation of the right of the applicant and other Nigerians to use Twitter for expression, reception of information and impartation of ideas and is therefore contrary to Section 39 of the Constitution of the Federal Republic of Nigeria, 1999 (as amended) and Article 9 of the African Charter on Human and Peoples’ Rights (Ratification and Enforcement) Act, Cap. A9 L.F.N. 2004. Laws of the Federation of Nigeria, 2004.”

In his supporting affidavit, Effiong, who is also the National Legal Adviser of the African Action Congress and Co-Convener of the Coalition of Human Rights Defenders, said he was an active Twitter user since 2021 and currently has 45,500 Followers and follows 13, 600 accounts on the platform including dozens of accounts of broadcast stations in the country.

The activist stated that as a public affairs commentator, he uses Twitter to express his views on the failure, inadequacies and performance of the government at all level, including the Federal Government of Nigeria and its agencies.

Effiong recalled that on June 1, 2021, the President, Major-General Muhammadu Buhari (retd.), who is a Twitter user, tweeted a series of tweets in a thread in response to the agitations in the South East on his verified Twitter account with the handle @MBuhari with millions of followers.

Buhari’s tweet was considered offensive by many Nigerians who flagged it and reported it to Twitter.

The lawyer said Twitter subsequently deleted the President’s comment, a move that led to the suspension of Twitter days later.

Effiong said it was a known fact that every Twitter user had agreed to abide by the rules of the platform before being allowed to use it.

He said the decision of the respondents to suspend Twitter have gravely “infringed on my freedom of expression and that of broadcast stations and other Nigerian citizens who depend and rely daily on Twitter for information, expression and impartation of ideas.
This has caused me emotional trauma and distress and limited my capacity to connect with the global community.”

June 12, 1993 had been a date most Nigerians and indeed the entire world awaited... Let's cast our minds back... I had just completed my primary school, waiting to start JS 1 in Spetember... Personally, I remember the gap-toothed then Head of State Ibrahim Badamosi Babangida AKA IBB.

I also remember that my interest in the media rose within that era. The Concord owned by MKO Abiola; The Punch, Post Express, The Guardian, The Champion owned by millionaire Emmanuel Iwanyanwu, The Vanguard, Daily Times, Chronicle in Calabar, The Tide, Complete Football and Complete Sports (wow) owned by Sunny Obazu-Ojeabeze, and the magazines - Tell, The News, Newswatch edited by Ray Ekpu, The Source edited by Comfort Obi were prominent in that era

Soon after the annulment, journalism in Nigeria and the country as a whole attracted international attention. Journalists and others who could voice out their disapproval went on exile. The country became endangered � when Sani Abacha took over from Shonekan in November 1993. The BBC, VOA, Radio Dutchwella, Radio Kudirat, Radio Biafra were Nigerians' favourite.

Oh Nigeria! Sanctions and suspensions from everywhere.

I also remember the phantom coup plot by General Donaldson Oladipo Diya who served as Chief of the General Staff, the de facto Vice President of Nigeria under General Sani Abacha and his arrest for treason in 1997. Those sentenced to death included two former cabinet officers, Maj. Gen. Tajudeen Olanrewaju and Maj. Gen. Abdulkareem Adisa, and a civilian. Four defendants were sentenced to life in prison, including a newspaper editor, Niran Malaolu.
