Even if Nigerians know, they'll still violate it tbh. There was a day I was out with a friend, and we passed a two way road that had recently become one way around Ota Ona. A complete family were in an SUV coming in the opposite direction, and we politely told them it was a one way road. The next thing the parents asked was "Are police there?" in the presence of their children. I wonder what kind of values they're passing on, to only obey the law when law nforcement officers are there.

I'm not excusing the government because you're right that they don't indicate that the roads are one-way, but we Nigerians also break laws anyhow.
