Adequate Legislative Backing of “Nigerian Peace Corps”: A Panacea to Increasing Cases of Juvenile Delinquency in Nigeria By (Akobi Emmanuel Ebenyin, Msc Crim & Police Science) ebenyinakobi@gmail.com Millions of people worldwide, even in countries once considered relatively safe, seem to have a haunting fear of crime and violence in recent times. The once cherished sense of personal safety appears antiquated and national security is being supplanted by deep anxiety and global terrorism. According to UNICEF report, 2008 about the state of children and crime, increasing numbers of young Nigerians are getting involved in criminality. Although juvenile delinquency is an age long problem, the juvenile delinquency of the past cannot be compared with that of the present era. Almost every society from the dawn of history has looked at this menace as issue of common concern because it touches all aspect of human life: The family, government, religion institutions, and other stakeholders. Thus, a complete new strategy is required to successfully diminish crime rates among youth population and salvage our youth from destruction. The Growing concerns over the increasing juvenile crime rate have sparked extensive research into various factors that may lead young adults to engage in illegal behavior. George (2007) observed that over the past ten years, the number of juvenile courts cases handled has more than doubled in West Africa. The rise in destructive acts amongst youths seems to be evident in school dropout rates, teenage pregnancies, drug abuse and quite apparently substantial increase in teenage crimes committed. Scholars who claimed that family structure is a major factors in the causation of juvenile delinquency worked on the assumption that that if the family background (specially the general atmosphere of the home and the attitude of the other members of the family) is congenial for proper development of a child, it is likely that child will grow up to be law abiding. On the other hand scholars who claimed that extra family conditions are crucial in the explanation of delinquent behaviuor worked on the assumptions that participation in the creation and maintenance of delinquent subculture is an important factor in causation of juvenile delinquency.(olufunmilayo,1973). Antisocial behaviours often associated with the juvenile delinquents’ include vandalism, drug abuse, weapon carrying, alcohol abuse, rape, examination malpractices, school violence, bullying, cultism, truancy, school drop-outs, to mention but a few. According to (Kudirat et,al 2010, Obviously, unless something is done to roll back the wave of juvenile delinquency, the prospect of a better, safer and more prosperous society emerging in Nigeria will remain elusive. The antisocial behaviors often associated with juvenile delinquents’ include vandalism, drug abuse, weapon carrying, alcohol abuse, rape, examination malpractices, school violence, bullying, cultism, truancy, school drop-outs, to mention but a few. According to (Kudirat et,al 2010, Obviously, unless something is done to roll back the wave of juvenile delinquency, the prospect of a better, safer and more prosperous society emerging in Nigeria will remain elusive. Our Educational Institutions which would have been grounds for social grooming and molding the characters of the youths morally and intellectually are mere coaching centres for examinations. Therefore, little or no attention is being paid to the character formation and building of the Students. Marriage Institution which is supposed to cultivate and sensitize the family unit towards acceptable societal values and norms can no longer serve as a basis for instilling discipline in our society due to decay in the family system. Our religious bodies have tried over the years to caution their followers on the need to be God-fearing but to no avail. It is pertinent to note that all criminal proclivities require favorable environmental mechanism for activation. Thus, etiologically, the increasing rate of juvenile sub-culture can be greatly attributed to lack of adequate framework for character rejuvenation. The deviant juveniles on the course of loitering around, and malingering get in contact with other deviant juveniles who reinforces their believes and exposure them to criminal patrons who groom them on the art of criminality, drugs, alcohol and other form of anti-social vices. This is further compounded by lack of committed and specialized agency with adequate legislative backs to tackle the menace, and thus, break the chain of delinquency at formative stage. Unfortunately, the Nigeria Police Force as an institution of law enforcement is grossly under staff to checkmate loitering, truancy, gross disobedience etc during school hour, and not sufficiently trained on character rejuvenation and value re-orientation as means of combating the menace of juvenile delinquency. The Nigerian Peace Corps establishments Bill, 2017 as passed by the National Assembly shall amongst others shall provide security for all Educational Institutions and checking all forms of examination malpractices and anti-social vices prevalent in Schools and Colleges in order to create conducive atmosphere for learning and good character formation. To train and equip the Youths with adequate knowledge of Peace Education, Conflict Resolution, Mediation, Reconciliation and Confidence Building with good virtuous, strong passion and commitment to the art of Patriotism, Community Services, National ethics and Nation Building is a laudable initiative necessitated by the compelling need to tame the increasing rate of juvenile delinquencies and by implication violent and non-violent crimes. This a new dawn for the fight against youth crimes, a long anticipated paradigm shift, the real change, an ideal platform for youth transformation and a national re-birth. This noble initiative deserves the commendations of all practitioners and stakeholders in the field of Criminology, Criminal justice and Juvenile Sub-culture. Hence, all hands must be on deck to ensure that executive arm of government as a matter necessity and urgency promptly grant unreserved and due assent to the bill establishing this valiant initiative as passed by the National Assembly. |
