"chadash" in other verses is a verb, but as for in this very own Jeremiah 31:31, it is an adjective. Why? It is because it is describing.

Chadash is "to renew", But in that passage it has the function of an adjective, RENEWED, qualifying the noun COVENANT.

"chadash" in the old Testament comes in two forms, namely its used as an adjective and also used as a verb. In Jeremiah 31:31, it is used as an adjective, meaning it is describing the covenant as something new. It isn't used as a verb, which is what renewing/renewal will be about, and so this is the reason why you wouldn't have Jeremiah 31:31's "chadash" pop up or feature in that interlinear list you pulled up
